The local union office will get back into the normal day to day business. I would like to congratulate the members of our local on their new three-year contract. Next up will be to finalize our plans for the 100th Celebration this summer which will finish with our Dinner to be held at Giovanni’s. First up though will be our 100th Anniversary Picnic on July 8th then our Annual Golf Outing which will be held on July 22nd. Please get signed up for any of these events if you have not already done so. The school year of 2017 is wrapping up with the instructors putting the final touches on another year. Both our apprentices and instructors are ready for the summer break. There is so much that our instructors put into the school year, they do not get nearly the recognition that they deserve. Year after year we continue to graduate some of the top tradesman our industry has to offer and our instructors are a big part of that, our apprentices have off until the middle of August and the instructors will be off until the start of NTI the last week in July. Enjoy your summer. I would like to congratulate the graduating class of 2017 and wish them much luck in their future. Graduating an apprenticeship program in the IBEW is a high honor in and of itself and to be able to say you’re an apprenticeship trained Journeyman from IBEW Local 364 is truly a privilege. Wear your new title as Journeyman Wiremen proudly and continue to carry on our proud traditions as so many have done before you. Above all…. remember to pass it on to our future generations of tradesmen who will undoubtedly inherit successes and our failures. The continued success of our Local is dependent of you to continue to learn and grow as Journeyman Wireman, but most importantly be willing to step into any position or situation and make a positive impact on the brotherhood. Again, congratulations to you all, enjoy it because you have earned it. A sincere thank you of the staff from Brook Electric for taking care of the food once again for the May Union Meeting. Our own brother, Bob Behmer started this in years past, when Bob moved on to work for Enterprise Lighting and Control, Leo Waskiewicz stepped up and took over to make sure the IBEW was still taken care of. It is greatly appreciated the support our local receives from our vendors and Brook Electrical Supply has always been there for us when we ask for support of any kind. Throughout the month of May we ambulatory picketed JP Electric and Alternating Currents from Glen Ellyn. We would like to thank all our members who have helped over the past month and continue to help us in our picketing and hand billing activities. We once again, urge anyone who has time available, to please let me know as we continue to fight our non-signatory contractors.

On Wednesday, May 3rd, I attended the IBEW Statewide Organizers Meeting in Champaign, Illinois. All locals attending reported on their work outlook as well as future organizing drives and campaigns. Many of the locals attended

thanked Local 364 for the work opportunities at Chrysler and at the Byron Outage.

On Monday, May 15th, we held IBEW Local 364’s Organizing Committee meeting. We discussed the various projects and targeted Non-signatory contractors in our jurisdiction as well as our manpower issues and the need for building trades support when picketing and hand billing during our busy times. We also discussed each members specific jurisdiction and how important it is to remain engaged in their communities to keep us informed on any upcoming work and non-signatory activity.

On Wednesday, May 17th, we held our final Comet Class for the 5th Year Inside Apprentices. We discussed the IBEW’s Organizing Policy as well as the history of organizing and its importance for the future of the IBEW.

Lastly, Brother Larry Vickers was involved in a car accident on May 10th and he is recovering well. With the summer season approaching and holiday travel increasing, let’s all be careful out there on the road.

The work has started for the new (Interim) Rockford Public Library. This temporary location will be inside the old Satellite Jail at 214 N. Church Street. The remodel is supposed to take 6-months to finish and will remain there for an estimated 4-5 years, while the old library is torn down, all the contaminated soil remediated, and a new library constructed. In all, ComEd said they will spend up to $33 Million for all this work to be completed. Scandroli is the (GC) and Morse has the electric.

In Roscoe, the village is going to demo their existing police station and rebuild a new $2.5 Million facility. The demolition of the old building could start as early as July. Currently the village is trying to finalize all the details, along with the selling of bonds for the funding of the project. We will keep you posted as this project moves forward.

There is a new Ulta Beauty Store buildout going in on West Lane Rd in Machesney Park. Commercial Contractors Inc. from Michigan is the (GC) and Vox Electric from (LU 701) was awarded the electrical. Commercial Contractors and Vox Electric also have a new Bath and Body Works buildout going in at the former Family Christian Book Store at the Forest Glen Plaza on E. State Street.

The bids are now in for a new Mercy Clinic to replace their existing clinic at 7702 N. Alpine Road. This new facility will be about 20,000sq’ and cost $7 Million to build. We should know real soon who will be awarded this project. Mercy also plans to replace their clinic on Mulford Road as well, but they might wait until 2018 to break ground for that facility.

The demolition of the former Old Country Buffet is nearly complete, and construction of the new La-Z-Boy store will begin. ICS Construction from Wisconsin is the (GC), and have awarded the electrical contract to Quality Electric.

The renovation of the Valencia Apartments at the corner of N. Court Street & Fisher Road is about to start. P&H Electric was awarded this work, and will mark the first Urban Equities project to be done all union, with hopes of many more to come.

At the OSF Bed Tower, Westphal & Company now have (14) Local 364 wiremen with 3 cleared in on portability. Westphal is going to try and stay at this number for a while and re-evaluate manpower needs as they move forward. Fleming has 2 wiremen cleared in on portability while fireproofing finishes up, so they can move forward and man up to around 15 as well.

At Mercy Hospital, work is still moving along. Contracts are starting to shake out more, our contractors are still saying that they are being told they’ve been awarded contracts, but are still waiting for signatures. As of right now, contracts are shaping up to being as follows: Kelso-Burnett has the branch circuit power & lighting package, Ballard has the main power distribution package, Engel has the site lighting package, Wilson has the temporary power & central utility plant package (CUP), and Westphal Electric has the temperature control package, and currently have (1) wireman cleared in and onsite.

Some of the area schools that have work this summer, and what contractor/contractors will be performing this work are as follows: P&H Electric

has a 5-school work package for the Harlem School District, along with Bloom Elementary, Brookview Elementary, Stockton Middle School, & Dakota High School. Miller Engineering has work at Eisenhower Middle School and Stockton Middle School. Special Power has work at Lincoln Middle School, and there are still other schools with work still out for bid.

On N. Rock City Road in Rock City, the Devansoy Company is getting ready to start a $5.5 Million expansion of their plant over the next 11 months. Most of this work won’t necessarily be a new building, but needed upgrades to the facility along with some new processing lines. Devansoy is a maker of soy ingredients, with a major focus on organic soy milk. Special Power was awarded the electrical contract for this work.

The Byron Powerhouse will be starting some early pre-outage work soon. The Radio Mod project could possibly start around the 3nd week of June. Manpower hires for this work should be about 14 total wiremen, and then go into a Crane Mod sometime at the end of July, where CB&I will then hire another 4-6 for a total of 18-20 wiremen onsite. If these 2 mods go as planned, this work could carry into the fall outage.

Finally, I want to Congratulate all the new Journeyman Wireman that topped out at the May Union Meeting. I wish all of you the very best and hope that you continue to stay involved with the Local, to continue its success for generations to come.

Over the past few weeks construction activity has picked up in the southern areas. New projects like the KishHealth Wellness Center and Sycamore Community Center have started excavation and foundation work, and area schools are finishing the year and will soon be busy with summer projects.

In downtown DeKalb, demolition has started on the southeast corner of Lincoln Highway and First St., the location of the old Otto’s. A new building will be built in its place, and will house retail space with apartments on the upper floors. An electrical contract will be in place for this project in a few weeks.

The former Ruby Tuesday on 23 is being remodeled into a Chili’s. Swedberg Electric is doing the demolition work. We are waiting to hear who will be wiring the rest. At the DeKalb County Jail, Morse Electric has 12 members onsite. Swedberg Electric is working at First State Bank on 23, just north of Texas Roadhouse, and the new Illinois Community Credit Union in downtown Sycamore.

In addition to DeKalb County, there are other county jail projects coming in the near future. A successful referendum in Lee County has given the green light to a new

jail in Dixon. The Oregon City Council approved a zoning change to property adjacent to the Ogle County Courthouse on May 23rd, which is one of the first steps toward the construction of a new jail in Ogle County. River Valley Electric is currently working on the Ogle County Emergency Operations Center in Rochelle.

Summer work will begin at several schools after Memorial Day. Engel Electric has been awarded projects at Rock Falls High School which include HVAC upgrades and a band room addition. Special Power has work at Washington Elementary in Dixon and at Byron Schools as well. Wilson Electric will be at a welding lab project at Oregon Schools, and Gatza Electric from Local 176 will be working at Eastland High School in Lanark. Miller Engineering is working at Sterling High School, where the football stadium is being renovated.

Engel Electric has started underground work at the new facility for Halo Branded Solutions in the industrial park on LeFevre Rd. in Sterling. Engel has also been awarded the new retail building that has started in front of Menards. Climate Pros from Local 701 will be starting a small remodel job at the Wal-Mart in Sterling and expect to hire

a few wiremen in June. Complete Electrical Contractors is at the Lawrence Lofts in downtown Sterling, Sauk Valley Community College, and the new Hospice of the Rock River Valley facility.

On May 16th, the Whiteside County Board voted 14 to 10 in favor of extending Geronimo Energy’s Special Use Permit for the construction of wind turbines for the Green River Wind Farm. This extension gives life to the 70-tower wind farm that Local 364 has been supporting at dozens of county and zoning board meetings in three separate counties since 2011. We have been receiving calls from contractors that are starting to bid this project and Geronimo Energy is planning to start construction of roads and foundations next summer. Needless to say, it will be a great day when a member of this Local Union steps foot onto this project.

Finally, I want to congratulate the fifth year class on becoming Journeymen Wiremen in the IBEW, and wish you all safe and prosperous careers.

We have just completed an IMSA, Level 1 Fire Alarm course and we will be scheduling a Level 2 course in the very near future.

We also recently completed a Code Update Class. There were 12 members in attendance. We will schedule future code update classes when there is enough interest in the class.

Even though the school year is nearly completed, we are very busy preparing for the next school year which is right around the corner.

The Apprenticeship Committee just finished the interview process and we will be starting a new class soon.

We are happy to report that all apprentices in each classification will be advancing to the next year of apprenticeship.

The 2017 Inside Graduating Class is as follows: Tim Fair, Eric Feuillerat, D.J. Kampas (Valedictorian), Michael Kelly (Salutatorian), Carl Kisling, Matt Leopold, and Kerwin Randolph.

These seven individuals have completed a rigorous five-year program as well as attaining the necessary credit hours from Rock Valley College to complete their Associates Degree in Applied Science and accumulating over 8,000 hours of on-the-job training.

They can now call themselves Journeymen Wiremen and even more importantly they are LOCAL 364 Journeymen Wiremen. They will wear that title proudly throughout their careers and they will carry on the strong traditions and values that have been forged in this Local Union. They will do their best to live up to these traditions. It is our hope that they will remain active in our Union and train the next generation of Wiremen as they have been trained.

Congratulations to our newest Journeymen and good luck to them, and all of us, in the future.

Inside Wage Rates Change

Effective June 1, 2017

Please be advised that effective June 1, 2017, the wage and fringe benefit package items, based on hours for the Journeyman Wiremen under the Inside Agreement, will change as follows:

Base Wage increase by $0.50 to $45.50

Health & Welfare increase by $1.50 to $12.84

Local Pension increase by $0.48 to $17.36

NEBF increase by $0.02 to $1.37

The new Inside Agreement wage package is effective June 1, 2017 through May 31, 2020.

As of this writing we are over 700 days in Illinois without a budget. Hopefully this impasse will come to an end soon but if Governor Rauner is unwilling to compromise on his turnaround agenda then I would not hold out too much hope.

Looking towards the future the next school year will be very interesting as Colleges and Institutions suffer under Rauner’s grip as he continues to be unwilling to negotiate on any level. Unions have been his target from day one and there is no sign he is letting up. Rest assured that IBEW, Local 364 will be active and engaged in the 2018 election.

The pressure mounts on President Trump as former FBI Director Comey is set to testify that President Trump pressured him to end his investigation into a top aide’s ties to Russia. Time will only tell how all the information and/or misinformation will be sorted out. One thing is for sure this President, like him or not, has made us all feel embarrassed at some point and that’s a shame. When you have to question the integrity of your President because of his lack of knowledge that he has in this position his bully tactics and how he carries himself on a daily basis this does not reflect the kind of America we all want the world to see.
