T he coalition led by Albanian Prime Minister Edi Rama’s Socialist Party triumphed in local elections in June 2015, winning 46 of 61 mayoral races. The event signaled a welcome turning point in the country’s post-communist history, as it was largely free of the irreg- ularities and violence that had marked previous elections. The polling was closely watched in Brussels, as Albania had been granted EU candidate status in 2014. Although fair and peaceful elections were a cause for optimism, the country’s path toward full accession still included signifi- cant obstacles, including a rancorous political climate, rampant corruption, and the need for significant political and eco- nomic reforms.
