    SummaryALECs Intermodel Policy Resolution supports the goal of aa integrated transportation system that providesand enhances the Nations system of moving freight and people.Model ResolutionWHEREAS, the Intermodal Surface Transportation Efticxncy Act (ISTEA) of 1991 recognues the uniquecontributions of each transportation mode to the productivity of the States and the Nation, and to the abilityof this nation to compete globally in the merging and existing international economies; andWHEREAS, the National Intermodal Transportation System policy declaration in ISTEA contemplates anintegrated transportation system for the movement of both freight and people, with increased emphasis onadopting technologies that improve productivity; andWHERZ2AS, STEA recognizes the limitations of each mode in the seamless delivery of freight and people,and has promoted mechanisms strengthening transoortation planning of projects and funding flexibility ofthese projects; andWHEREAS, those mechanisms, most importantly the state transportation plans, local transportationimprovement programs, and intermodal management systems, incorporate the needs of urban and ruralpopulations and the private sector directly in the decision-making process that allocates scarce transportationdollars;NOW THEmFORE, BE IT RESOL VED, that the American Legislative Exchange Council hereby supportsthe promotion of intermodal goals of ISTEA, seeking to ensure the implementation of systems and facilitiesthat strengthen the connectivity between the modes and provide linkages to overcome the limitations of eachmode to an integrated transportation system; andBE IT FURTHER RESOLVED, that the American Legislative Exchange Council supports an integratedtransportation system that fosters competitiveness for domestically produced goods in overseas markets; andBE IT FURTHER RESOLVED, that the American Legislative Exchange Council supports an integratedtransportation system that preserves and enhances an efficient infrastructure to ensure market place choicefor the seamless movement of freight and people.
