STEEERING COMMITTEE MEETING TO
BE HELD ON 21ST
FEB. 2011.
1. Fresh recruiters not to be posted to popular stations.
2. Repatriation of staff suffering from extreme medical problems either for self
or family to their choice station.
3. Transfer of Staff should be done keeping into account Human angle and not
only technical aspect.
4. Repatriation of Transferred Employees from P.C. of A (Fys) Main Office &
Bengal Group of Factories.
In the year of 2008 Para 372 of O.M. Part – I was amended unilaterally by the
C.G.D.A. office. In 2009 and 2010 a total number of almost 60 employees
were transferred to different parts in India. It is requested that the above
transferred out employees be repatriated to their Home / Choice Station.
5. Promotion Grade of Auditor to all clerk who have completed 5 years of
service and change of R.R. in Auditors Grade Accordingly.
6. Promotion to Grade of Clerk to all those MTS who have passed departmental
clerk examination and change of Ratio for direct recruited clerk and promoted
clerk as one time measure.
7. Promotion to the Grade of Auditor to all those Graduate clerk who have
passed departmental examination.
8. There is huge discrepancy in the basic pay fixed for promoted Auditor / AAO
and directly recruited Auditor / AAO. This has created tremendous unrest
among promoted Auditors and AAO. This should be settled at the earliest.
9. Departmental Part I and Part II examination to be conducted immediately.
This will even encourage fresh recruiters to join our department.
10. Promotion of MTS not having requisite qualifications :
A large number of MTS are not having the requisite qualifications i.e. Class
XII for Promotional examination. As one time measure MTS having passed
Class X should allow to appear for departmental clerks examination.
11. SO(A) / AAO’s Promotional Posting / Examinations
SO(A) / AAO’s who have passed SAS examination in 2009 has not yet been
posted on promotion. Promotional posting of SO (A) /AAO’s be made
immediately.
12. Settlement of enhanced Grade Pay of DEO’s.
As per the decision of Bangalore CAT, DEO’s of different DAD offices of
Bangalore has not upgradation in 1st, 2
nd and 3
rd A.C.P. Similar upgradation
has to be admitted in case of all the DEO’s employed in Defence Accounts
Department.
13. Danger of P.C. of A (Fys) relatively independent existence under threat.
It is learnt that P.C. of A (Fys) existence under C.G.D.A. is at the crossroad. It
is requested that existence of P.C.A of A (Fys) under C.G.D.A. be kept
secured.
14. Permanent entry passed to be issued to all JCM III Members and President,
Secretary Gen. for the entry in CGDA office till they hold the position.
15. Reconstitution of R.O.C. Level IV at P.C. of A (Fys) Main Office Kolkata
Bengal Group of Factories and Kanpur Group of Factories and Kirkee Group
of Factories.
In the year of 2010 a large number of members have shifted from Kolkata
Association to Pune Association in the three Factory Command offices at P.C.
and A (Fys) Main Office Kolkata, Bengal Group of Factories and Kanpur
Group of Factories. Actually in Main Office Kolkata, Pune has 57%
membership to Kolkata’s 43% membership. In Bengal Group of Factories,
Pune has 88% membership to Kolkata’s 12% membership. At Kanpur Group
of Factories Pune has 75% membership to Kolkata’s 25% membership
strength. It is urged upon you to reconstitute the above three R.O.C.’s as per
proportionate membership strength. At Kirkee of factories Pune Association is
having 65% membership strength.

16) Though criteria for MACP is already decided and intimated to all PCDA’s /
CDA’s but in PCDA (P) Allahabad still those staff has not awarded Benefit of
MACP who got the average grading in their APR.
17) Casual labour complied 10 years of service are not taken of permanent
strength in MTS category due to over age, may please be given benefit as one
time measure.
18) a) Inter command transfer from offices of CDA Patna command should be
ordered strictly on the basis of seniority of stay in entire CDA Patna command
and not on seniority at selected place like CDA main office Patna.
b) The staff / AAOs to whom the office of CGDA wants to post in the CDA
Patna Command may be adjusted in the offices of Patna, Danapur, Gaya,
Ranchi, Ramgarh etc. and not only at Patna.
19) There is an authorized strength of about four hundred fifty staff and officers in
the offices of CDA Patna and Danapur but no family accommodation built for
them at Patna or Danapur inspite of defence land available there. The matter
was taken up by staff side several times in the JCM 3rd
level and 4th
level and
it was assured that construction of staff quarters for defence accounts dept. is
under active consideration but till now no action has been initiated.

1. Transportation Charges on posting from one station to another in NER :
The rates per KM for transportation by road for ‘X’ & ‘Y’ class cities is found higher
than the rate of ‘Z’ class cities as per GOI, MOF OM No : 19030/3/2008-E/IV dt.
08.06.2010 circulated vide Hq Office New Delhi Letter No. AN/XIV/14162/VIth
CPC/Circular / Vol – III dt. 10.06.2010 which is felt unjustified, particularly in the cases
of North East Region. For example, if an officer or staff will proceed on transfer from ‘X’
or ‘Y’ class to ‘Z’ class cities and back, he will get @ Rs. 30.00 per K.M. But, in the case
of transfer from ‘Z’ Class city to ‘Z’ class vis-versa, the benefit will be get @ Rs.18.00
per K.M. In this regard, it is mentioned that all the sub-offices under the organisation of
CDA (BR) Guwahati and CDA Guwahati being located in the remote area as well as hills
area are comes under ‘Z’ class cities and hence, it is difficult to get the carrying services
while transferred from the offices located at remote area to another offices located at such
remote area. Even though, it is found available, the vehicle / truck owner claims at very
higher rates being remote area. Hence similarities at the rates i.e. @ Rs. 30.00 for ‘X’ and
‘Y’ class, from both side from ‘Z’ class to ‘Z’ city class vis-versa is essential.
2. Opening of one Defence Pension Disbursement Office for NER :
It is observed that there are penalty of pensioners from Army, Air Force, Navy and other
Defence Civilians in North Eastern States having so many grievances those are to be
settled by making correspondence with PCDA (P) Allahabad which takes several times.
As such, it will be convenient as well as necessary to open a DPDO preferably at
Guwahati, being centre place, for the benefit of the pensioners of NER.
3. Medical Facilities through CGHS :
There are only two places having medical facilities of CGHS in NER i.e. at Guwahati
(Assam) and Shillong (Meghalaya). But, there are so many DAD Offices located near
different District HQrs of Assam, Arunachal Pradesh, Mizoram, Manipur, Nagaland,
Tripura & Sikkim where the facilities of CGHS are not available. Hence, it will be
convenient for DAD Officers / Staff if the arrangement of CGHS facilities provided at
Tinsukia, Jorhat, Tezpur, Misamari & Silchar (Assam), Tenga Valley (Arunachal
Pradesh), Aizwal (Mizoram), Imphal (Manipur), Dimapur (Nagaland), Agartala (Tripura)
and Gangtak (Sikim)
4. Decision of JCM Meeting are not being carried out :
Important decision a taken at JCM Level III Meetings are not being carried out. This is
creating immense problems & making JCM Forum irrevelant.
5. Promotion of clerks & MTS who have passed Departmental Examinations.
All the clerks and MTS who have passed Departmental Examinations be promoted as one
time measure.
6. MTS who could not appear in Departmental Examinations due to shortage of
qualifications be given a special chance for examinations.
7. Non availability of Govt. accommodation and HRA for Accounts Staff
working at A.O. Ordnance factory Bolangir.
The staff serving at Accounts Office, Ordnance factory Bolangir are not getting
Govt. accommodation after joining office. This problem be sorted out.
Further, the staff are not getting HRA although they are not getting quarters.
8. Posting of C of A at Bolangir.
9. Pay Up-gradation of Stenographer.
10. Opening IV JCM at CFA Bolangir.
11. T.P.T. to Kamptee in view of CAT (Mumbai) Judgement.
12. Opening of New DAD offices in Bihar / Jharkhand States DAD Offices like
DPDO – Zonal DPDo – RTC.
13. Permanent promotion from Sr Hindi Translators to Hindi Adhikari.
In recent past Sr. Hindi Translators are promoted to the Grade of Hindi Adhikari
on adhoc basis and then they are reverted back to previous grade. This is happening only
in this particular cader. They should be given permanent promotion to the grade of Hindi
Adhikari and not on Adhoc basis.
14. Reconstitution of IV ROC at BGF Ishapore term of IV ROC of BGF is already
over on 22nd
Jan 2012, ROC to be reconstituted immediately and seats to be allotted to
AIDAA (CB) Pune and AIDEA HQ Kolkata as per the membership strength of both the
association.
15. Minutes of the meeting on transfer policy held on 20th
Jan 2012 not yet received.
16. Illogical & unilateral transfer from P.C. of A (Fys) Main Office Kolkata to
all over India.
It has been seen that a transfer out list of 27 staff has been published in CGDA’s
Website on 23.02.2012. As a transfer policy on Kolkata DAD Offices has been submitted
to CGDA & Still under discussion, therefore, this transfer is unilateral and illogical and is
also full of discrepancies. Therefore, this Transfer order is to be cancelled.

membership strength AIDAA (CB) Pune and A.I.D.E.A. (HQ) Kolkata as on 30th
April 2010.
AIDAA (CB) Pune may also be intimate membership strength of AIDAA (CB)

1) Present JCM III was reconstituted in July 2007.
2) Next JCM III to be reconstituted on or after July 2007.
3) Final meeting of present JCM III not yet hold. But steering committee
meeting already over. Till final meeting is not hold next JCM III cannot
be reconstituted.
4) JCM III to be constituted based on membership strength of AIDAA
(CB) Pune and AIDEA (HQ) Kolkata as on 30th April 2010.
5) Seats to be distributed amongst AIDAA (CB) Pune and AIDEA (HQ)

Sub : Violation of Transfer Policy.
Respected Madam,
I wish to draw to your attention to the laid down transfer policy in O.M.I. Clause
No : 372 to 376 under which the Chairman / President and General Secretary of branch
association are exempted from outstation transfer in their First tenure as Chairman /
President and General Secretary for the First year from the date of their election /
approval from the HQRs Association.
Branch Association election of AIDAA(CB) Pune, PCFA Kolkata Branch was
held on 4th
Jan 2012 in which Shri. Deepak Kumar Laha Sr. Auditor for A/c No :
9322496 and A/c No : 8322348 were elected first time as Chairman and General
Secretary respectively and they have not completed one year period as Chairman and
General Secretary of Branch Association.
However, both the office bearers of branch Association were transferred to
P.C.D.A. (CC) Lucknow and A.O. Ordnance Factory Muradnagar respectively being
station seniors and their appeals addressed to the C.G.D.A. for cancellation of their
transfers has been turned down and were relieved from duties by P.C.F.A. Kolkata, w.e.f.
1st June 2012.
Madam, I affirmed that the election of AIDAA (CB) Pune PCFA Kolkata Branch
was conducted with the directive of HQRs Association under the provisions of approved
bye-laws in Jan 2012. All the procedures for holding of election was followed and
necessary permission from PCFA Kolkata was ascertained and this HQrs Association has
given approval to newly elected Branch Association of P.C.F.A. Kolkata Branch and
intimated to P.C.F.A. Kolkata on 16.1.2012.
I hereby confirmed that Shri. Deepak Kumar Loha and Niladri Chattopadhyay
elected as Chairman and General Secretary of Branch Association, P.C.F.A. Kolkata for
first time in the election held on 4th
Jan 2012.
As such the transfer order of Shri. Deepak Kumar Laha and Niladri Chatopadhyay
may please be cancelled and they should be allowed to resume their duties in the main
office of P.C.F.A. Kolkata at the earliest.

Sub : Transfer Policy Ref : Your Letter No AN/X/10001/2/2009/Vol1 dated 23.3.2009 Respected Madam, Following are the clarification on points raised on transfer policy suggested by A.I.D.A.A. (CB) Pune. Points Raised 1) AIDAA (CB) Pune The staff who have completed 58 years of age should be transferred back to their choice station as an superannuation gift to them for their dedicated service to the department Points Raised by C.G.D.A. Office How it will be applicable in case of promotions ? What would happen if no vacancy exists at the choice station ? Clarification a) “A.I.D.A.A” (CB) Pune represents only group ‘D’, ‘C’ & ‘B’ upto A.A.O.
there will not be any case of promotion at the age of 58. b) This can be sorted out by transferring station senior from that station . In case of small station

Sub : Reconstitution of IV Level ROC
Respected Sir,
Term of the IV Level ROC Constituted in Jan 2009 under Bengal Group of
Factories is already completed in Jan 2012. As such reconstitution of IV Level ROC
under B.G.F. should be done immediately.
As per laid down JCM Norms ROC should be reconstituted on the basis of
membership strength of AIDAA (CB) Pune and AIDEA (HQrs) Kolkata on 1st July 2011.
As per our records Membership Strength as on 1st July 2011 AIDAA (CB) Pune
under BGF was 269 and AIDEA (HQrs) Kolkata was 44. As per the AIDAA (CB) Pune
should be allotted 7 seats and AIDEA (HQrs) Kolkata to be allotted one seat.
In view of above I request you Sir, IV Level ROC under your command should be
reconstituted which is overdue and which should have been constituted in Jan 2012 and
seats to be allotted to Both association proportionately as the membership strength of
both Association as on 1st July 2011 at the earliest.

factories.
Ref : Our agenda Point in 39th
Steering Committee meeting held on 21.02.2011.
Respected Sir,
In the year 2010 i.e. April 10, large number of Staff Working in PCFA main
office Kolkata and various group of factories have joined AIDAA (CB) Pune.
Accordingly we have demanded in our letter written to PCFA Kolkata and Group of
Factotries (i.e. Bengal, Kanpur and Kirkee) to reconstitute IV Level ROC in view of
change in the pattern of membership and allot seats to Pune Associate proportionate to
membership strength. But to our surprise no reply was given either by PCFA Kolkata or
Group of Factories for which we lodged strong protest.
Lastly we have taken this matter in 39th
Steering Committee meeting of III Level
JCM. In the meeting Chairman assured us that Chairman of the respective ROC can
reconstitute ROC in between of the three year term if there is large change in the
membership pattern as mentioned in JCM Brochure and same will intimated to the PCFA
and respective CFA’s. But till now there is no action taken by either PCFA or CFAS.
Sir, this will be a consecutive second year, though the large number of staff
already belongs to Pune Association are kept unrepresented in the various ROC which
will defeat very well purpose of JCM Forum and this has resulted huge unrest in the
minds of staff and big question mark regarding neutral behaviour of Administration.
In view of above, we demand that immediate steps should be taken for
reconstitution of IV Level RCC in the PCFA Kolkata and following group of factories.
1) PCFA Main Office Kolkata
2) Bengal Group of Factories
3) Kanpur Group of Factories
4) Kirkee Group of Factories
5) Dehradun Group of Factories
6) Medak Factory
7) Avadi Group of Factories
8) Bolinger Factory
We request you to immediate reconstitute IV Level ROC in above mentioned
PCFA and CFA offices based on the membership strength as on 30th
April 2011 or 1st
July 2011.

Main Meeting Agenda Point No. 29, Sr.No. 7, Page
No. 3.
While discussing the point regarding transfer policy of staff working in PCFA Main
Office, Kolkata & Staff working under Bengal Group of Factories Ishapore, it was agreed
that as there is no specific jurisdiction of transferring of the staff working in above
mentioned offices. The chairman mentioned that this matter can be discussed in detail
when comprehensive meeting of transfer policy will called for by ensuing Chairman i.e.
New CGDA after Jan 2012, such this Agenda Point No. 29 is not dropped. In view of
above remarks mention in item dropped should be deleted.
Further meeting on transfer policy especially on transfer policy of staff working in PCFA
Main Office Kolkata & staff working under CFA Bengal Group of Factories Ishapore
may be summoned earliest.
