Introduction
Pursuant to the Assistance Objectives set forth by USAID, the NAAC-HF Phase V Women’s
Leadership and Economy program goals are to:
Goal 1: Reinforce and enhance women’s positions and participation at the municipal and
national government level to positively impact the process of democracy consolidation and
economic development.
Goal 2: Empower women professionals to advocate as one voice for inclusive and
developmental policies in Kosovo’s state building process.
With the goal of empowering women professionals to advocate for inclusive and developmental
policies in Kosovo’s state building process, HF will strengthen its mechanisms by voluntarily
engaging its existing network of women professionals. The HF network consists of 170 fellows
who are graduates of the WLP and over 500 fellows who are graduates of the in-country
program.
The overall HF Phase V Women’s Leadership and Economy program goals will be reached
through the following objectives:
Objective 1: Increase women’s capacity to support Kosovo's governance and economic ability.
Objective 2: Enable professional knowledge and first hand democratic leadership experience to
women in governance and economic decision-making.
Objective 3: Create a foundation for HF women professional’s network to advocate for the
needed reforms in country.
Objective 4: Enable opportunities for fellows to practice voluntarism and induce the leadership
ambition of HF, “giving back” to the community.
In order to successfully implement explicitly Objectives 1 to 3, the HF staff will engage the HF
Network in Alumni Network activities, including creating a Steering Committee to establish
functional Network Committees.
Through this Alumni Network, NAAC-HF seeks to:
- Influence public policy-making processes;
- Support reforms towards more accountable public institutions through positive change
and well-designed outcomes.
- Create an environment for the Fellows to practice voluntarism.

Hope Fellowships Alumni Network
Mission
As the voice of Kosovo women, the Hope Fellowship Alumni Network represents the interests of
women’s professional development and ensures that alumni have an enduring voice in state
affairs and advancement.
The HF Alumni Network objectives are:
- To improve women’s positions in the government
- To increase awareness of the importance of women's participation and leadership within
governance structures
- To empower women within political parties and their involvement in decision-making
processes.
Organizational Structure/ Alumni Network Leadership
All graduates of the Hope Fellowships Program automatically become members of the HF
Alumni Network. Membership in the HF Alumni Network is free. The HF Alumni Network is
governed by the Steering Committee, which will monitor the Network Committees.
Steering Committee
HF will identify and organize a steering committee of three prominent HF alumni. The steering
committee will collaborate to organize the structure of the three Network Committees, will
participate in the active recruitment of HF alumni volunteers, and will facilitate the democratic
selection of each committee’s leadership panel. The leaders of each committee will be elected by
peers or through self-nomination and be approved by the Steering Committee.
Selection criteria for the recruitment of fellows for Network Committees will be as follows:
1. The alumna must have implemented her individual leadership project
2. The alumna must have expertise in the specific sector
3. Managing position in the sector selected
4. The alumna must be proactive, self-starter
5. The alumna must be active in public life
6. Ability to commit volunteer time
Role of the Steering Committee Members
It is important that each alumni network function as a team, preferably with a steering committee
as its core leadership. This steering committee should consist of at least three individuals; each
steering committee member will be a Chair, of the respective Network Committee. The steering
committee members by being a Chair of the NCs will monitor the work of the three Network
Committees as well as gather information for monthly narrative and budgetary reporting.

The steering committee is free to decide how they would like to divide up responsibilities or
projects. The goal of the steering committee is to coordinate activities, networking opportunities,
and programs that will attract a diverse group of alumni while maintaining a meaningful
connection to Hope Fellowships Program.
Network Committees
HF jointly with the members of the Steering Committee will organize three committees known
as Network Committees (NCs). The NCs will be designed around the strengths and expertise of
our alumni and center on: Good Governance, Economic Development, and Health and
Education.
The three Network Committees have been determined based on the strength and expertise of the
majority of our fellows and most alarming sectors of Kosovo’s society that are in need of
positive change. The Network Committees’ main foci will be (1) to advocate for the creation of
policies where they are needed (2) to advocate for reforming ineffective policies and/or ensuring
good policies/laws are implemented and enforced (3) to advocate for gender related concerns and
(4) to positively act upon development whether its political, social and economic.
Role of the Network Committee Members
The decision-making, leadership, and program development will remain in the hands of the HF
alumni. Members of network committees will act to design and implement actions needed for
successful advocacy campaigns. Fellow members will lead the committees and bring their
knowledge as input to the advocacy initiatives. The professional skills of our Fellows provide
them with the ability to act as agents of change in the society without having to strengthen them
further in specific fields and/or advocacy.
Each Network Committee will have a minimum of five HF alumni voluntarily serving on the
committee’s Leadership Panel per one year period. Network Committee members in total 15
members will deliver the following:
Proposal with the budget
Work plan (timeline)
Advocacy initiative strategy
Narrative and budgetary report
One month after finalizing the initiative comprehensive final report to be submitted
The deliverables will be submitted to the respective Chair from the Steering Committee, than to
be followed to the Hope Fellowship Program for final approval.
The second year of the program new network committee members will be selected, totaling to 30
volunteers during the two years of program implementation. Each advocacy campaign initiated
by the network committee will be carried out by at least 25 members of the HF Network, totaling

to 75 volunteers. During the two year of program implementation at least six advocacy
initiatives will be conducted. Each Network Committee will be able to implement two initiatves
per year. Each advocacy initiative will be carried out through a period of six months. As the NC
design is meant to be a lasting and sustainable network, each committee will meet on a monthly
basis—or more frequently based on the type and needs of the advocacy initiative —to address
committee needs, design and implement projects. NAAC-HF will offer the Prishtina office as a
venue for meetings, however, it will be up to each committee to determine meeting times and
locations to best accommodate our many fellows outside Prishtina.

Guidelines
Policies
- All events, whether face-to-face or online, must comply with relevant Hope Fellowships
Program policies
- All contracts need to be signed by a Chair of the Network Committee, who is also a
member of the Steering Committee.
- Each alumni activity or networking opportunity must comply with the mission of the HF
Alumni Network and align with the core purposes of the group. Activities should focus
on promoting Kosovo’s citizens rights, emphasizing women’s issues
Procedures
- All invitations, publications, emails, communications, etc. bearing the Hope Fellowships
name or logos must be approved by Hope Fellowships Program
- Please notify the HF Program of any address, phone, email or employment information
updates for alumni in your area.
- Provide up-to-date lists of steering committee and network committee members.
Reporting
- All activities undertaken should be reported to the Steering Committee, then the Steering
committee reports them to the Hope Fellowships Program
- This mandatory reporting is to be submitted in the beginning of each month; reporting
will be on a monthly basis
- The reporting includes the narrative and the budgetary form
Budget
- HF will ensure that each NC will be provided with an initial budget to enable further
fundraising for undertaking advocacy initiatives.
- HF will financially support two advocacy initiatives per year. NAAC-HF for each
advocacy campaign will allocate a fixed amount of financial support and will encourage
HF Network Committees to broaden the scope of their campaigns; and they will be
invited and supported to build partnerships and additional fundraisers.
- Budget of $2000 will be allocated for each initiative, with the possibility to fundraise
from other donor organization in Kosovo or abroad

Hope Fellowships Newsletter
- The NAAC-HF newsletter will be published every month, which will play an important
role in promoting the high level and quality research of Alumni Members, engaging

alumni, attracting donors, creating interest among prospective women and connecting HF
Alumni Network with the broader community.
Electronic communications
- Each activity undertaken by the Alumni Network will be published in the HF web site,
Facebook Page and HF Blog.
Volunteer Fellow of the Year (Award)
HF created an awarding scheme “The volunteer fellow of the year”, to the fellow that
demonstrated self-initiative and contributed as agent of change or fellow that promoted women
and practiced equal treatment of women in her workplace and society.
Fellows will be awarded in three main areas (1) Implementation of individual leadership project;
(2) Engaging in activities of HF Network Committees and (3) Engagement in advocacy
initiatives implementation and contribution in public policy reforms.
HF throughout this program implementation year will organize an award ceremony in order to
promote and publicize fellow’s volunteer contribution to the society.

Each HF Alumni Network Member is required to agree on fulfilling the tasks from the Code of
Commitment

tentatively be inferred that a
portion of Kosovo adolescents
believe that there are times when a
women deserves to be beaten,
