    ABSTRACT

    This study entitled Expert System about

    Philippine Law using Speech Recognitionemulates the decision making of a humanexpert. By creating this application, the

    researchers want the Filipino citizen to befamiliarized with the Philippine Law especially

    in the field of Banking Law. The algorithm used- Hidden Markov model is capable of

    translating spoken words into text. Based on the

    conducted survey, the study has met itsobjectives because the results of the evaluation

    are all Agree.

    1.0INTRODUCTION

    Cellular Phones can serve a wide variety ofneeds. They are very advanced and have the

    fastest networks and data streaming. Android

    Phones are being the updated innovative

    technology in the generation nowadays sincethey are continuously developing and beingsupported by many people. With this, android

    phones can be used as a tool to explore differentapplications that can only be manipulated fromthis kind of phones. There are some

    applications that are associated to android

    phones which are relatively connected into the

    law that talks about the rules and guidelines thatenforced through social institutions to governbehaviour. This study is about the development

    of an application about the Philippine Law

    particularly in Banking Law and its articles,violations and penalties.

    The issues regarding this study are, people

    cannot easily approach attorney/lawyerpersonally about their concerns and that theFilipino people are unable to be familiar with

    banking law.

    The general objective of the study is to design

    and develop an expert system that will help the

    user to gain information and to be familiar with

    the Philippine Law particularly in BankingLaw. Specific objectives are the following:

    To list all the articles and sections of

    the Banking Law.

    To generate the violations and

    penalties of the Banking Law

    specifically in Money Laundering and

    Operations.

    To apply the Hidden Markov Model

    algorithm for the speech recognition

    through the use of internet

    connection.

    To evaluate users on the accuracy of

    the mobile application.

    The significance of the study to ICT/ResearchArea is that it can be used as an example for thefutureexpert system developers or for the future

    developers who will develop the same topic

    which is about Law. Future developers can getideas on what and how to develop an expert

    system for subjects related to Law.

    2.0 RELATED WORKSThe following are the examples of the related

    works and literature of Philippine Law:

    DroidLaw 2.2

    Your one stop shop for legal reference material.This version of DroidLaw will be replaced in

    the near future. You will have to install the new

    version from the Android Market when it isavailable and this version will no longer be.

    Features include: RSS Section for legalnews/blogs, Keyword searching, limit searching

    to specific chapters/titles, Bookmark andinclude your own notes, save offline, Share

    content, Change font size and can Move App toSD Card. DroidLaw 2.2 is one of the stop shops

    for legal reference material [1]. The similarities

    of the two applications are: 1) both have asearchable function; and 2) it is accessible evenwithout the use of internet connection. The

    difference are as follows: in Philippine Law the

    content cannot be edited, while in DroidLaw2.2, the application allows users to change the

    font size of its content. Philippine Law can alsobe used by speech recognition while in

    DroidLaw 2.2 it is only a readable application.

    It is the best law manager for Android. For

    lawyers, officials, students, dissidents and any

    citizen who want to know the laws. Features:Read offline. No need to be connected to

    internet, Navigation between pages by draggingon pages to the right or to the left. Search bywords, articles, title, chapters or books. Law

    the best law manager for android phones

    especially good for officials, lawyers andstudents who want to know about the law [2].

    Based on the works of Black, the similarities ofSmartLeges and Philippine Law are as follows:

    1) both applications are accessible without theuse of internet connection; and 2) both have asearch function that allows users to search

    articles, keywords or title of a certain topic. Thedifference of the two is that: in Philippine Law,

    users can also search with the use of sounds viaspeech recognition and it also has the feature

    Consult to Lawyer which allows users to

    select a topic case, while in SmartLeges usercan search only by typing the word in the search

    engine.

    French Intellectual Property Code

    An application with French language andEnglish translation available for lawyers, civil

    servants, officials, students, dissidents and any

    citizen who wants to know the laws. Externalmemory space is needed to save the associated

    document. Divided concisely into Chapters andSections and containing the full unedited text of

    all the Sections Also Contains (2) Schedulesand all Central Parliamentary Acts (Net).Everything is Searchable. Scroll through

    sections by Volume Keys. Current Path is

    always displayed on the top with help

    information. This is the FIRST app containingthe Right to Information Full, unedited SectionContent of all the 31 Articles, Divided into

    Chapters and Sections, Searchable (SearchKey), totally customizable, Theme, Text Sizeand Alignment can be modified in Settings [3].

    The similarity of the two applications is the

    search function. The difference of PhilippineLaw with French Intellectual Property Code is

    that, the design and content of Philippine Lawcannot be edited.

    Law DictionaryThe Law Dictionary is a trusted source of legal

    definitions and terms featuring the entireBlack's Law Dictionary (2nd edition) with over

    15,000 words and definitions, perfect forlawyers and law students who need fast andeasy reference to Black's Law Dictionary. The

    app doesn't require you to be online and you

    have the entire Law Dictionary on your Androidphone, tablet or Kindle Fire .This app has all the

    features you could want in a legal dictionary

    including: search and browse by keyword, saveyour recent searches, bookmark favourites orcommon words. Law Dictionary is a trustedsource of legal definitions and terms that is

    good for a law student while Philippine Law is

    an application that can consult by law students

    or even an ordinary Filipino citizen regardingon the complains about the Philippine Law [4].Based on the works of Chan, the similarities of

    the applications are as follows: 1) both cansearch a word on the search function and 2) can

    be used without the internet connection. The

    differences are that: in Philippine Law when theuser uses the search engine it will show the

    complete article about the law the user searched

    for and the user can also search by the use ofspeech recognition, while in Law Dictionarywhen the user searched for a keyword the resultwill only provide the definition.

    mCounselormCounselor brings together 10 different

    counselors ready to guide students seekingguidance for choosing right stream of

    engineering trait as per their personal interests[5]. Based on the works of Technovite Lab, thesimilarities of mCounselor and Philippine Law

    are as follows: 1) both can be deployed without

    the use of internet connection and 2) allow

    users to search a word or phrase to get an exactresult. The difference of the two are as follows:in mCounselor there is the voice of an expert

    system that answers to the situation dependingon what case the user selected.

    MAGUINDANAWN siako

    Just ONE app provides lawyers, legalresearchers, legislators and the law enthusiast in

    you, complete access to over 15,000 laws of theRepublic of the Philippines. NO network or

    internet connection is required as everything isstored offline in your device. This applicationprovides lawyers, legal researchers to access

    laws in the Philippines [6]. Based on Davisworks, the similarities of the two applications

    are as follows: 1) both applications areaccessible without the use of internetconnection and 2) both applications provide

    chapters and articles of Philippine Law. The

    difference of the two are as follows: inPhilippine Law it has a Consult to Lawyer

    feature, user can select a topic and answers

    questions. Then the application will provideinvalidations and implications on the selectedtopic.

    Expert System for Construction Project

    Monitoring

    Expert System for Construction ProjectMonitoring is a kind of knowledge based Expert

    Systems for the purpose of construction projectmonitoring and control are being described in

    this system. It was originally developed from

    the research in Artifzicial Intelligence; it wasperformed by the highly skilled people in terms

    of Expert System. The capability of knowledge

    based expert systems to deal with ill structuredproblems and to be extensively modified overtime make them desirable for application in thisarea. Sample applications and heuristic rules in

    scheduling and inventory control are provided

    [7]. The Philippine Law is the same with theExpert System for Construction Project

    Monitoring aside from the concept of being anExpert System where it also deals with the

    different problems and the application can serveas a source by providing an answer to thequestions. The difference of the two is that: in

    Philippine Law provides information about law,

    while the related works provide user an

    application for Construction ProjectMonitoring.

    A Human Rights Approach to the Mobile

    InternetAccording to Lisa Horner, the mobile internet is

    helping to advance human rights and capacities

    through providing new opportunities forcitizens to share information and ideas and to

    participate in public life. Mobile phonesfacilitate instant and ubiquitous communication,

    thereby increasing the power of citizenjournalism, crowdsourcing and other forms ofexpression. Mobile phones are also helping to

    bridge the digital divide for people who do nothave access to computers and fixed-line

    connections [8]. The similarity of the twoapplications is that both provide informationabout the law. The difference of the two is that:

    in Philippine Law, the application is accessible

    without the internet connection, while inHuman Rights users can share the information

    or content of the application using an internet

    connection.

    LawJuanLawJuan gives you instant access to: 844 Batas

    Pambansa, these are laws passed by the

    Philippine Parliament (BatasangPambansa)

    from 1979-1985; 2034 Presidential Decrees,these are enactments from 1972-1986 when thePhilippines was under Martial Law; Over

    10,000 Republic Acts, these are legislativeenactments from 1946-1972 and 1987 up to the

    present. Over 2,000 Executive Orders, plus a

    few more notable laws not falling into the RA,PD, BP category including the Revised Penal

    Code, Family Code, Administrative Code, some

    implementing Rules for laws. LawJuan makesthe whole process of finding and reading theselaws much easier. Using this reference app forPhilippine laws is incredibly easy. Thousands of

    laws are compiled in the LawJuan app you can

    search by keyword or by number, and inseconds you will have what youre looking for.

    However, you would have to know where tolook that is, whether the law is BP (Batas

    Pambansa), RA (Republic Act) or PD(Presidential Decree). If you just need aparticular section or provision, you can

    manually copy-paste the text. If you want to

    make a quick note on a particular law, you can

    pull up the note function and later on access allthe notes youve made. If you want to share itwith someone, you can email the entire law as

    an attachment. Now, if there are certain lawsthat you constantly refer to, you can add themto your bookmarks for easy access [9]. Based

    on Johnsons works, the similarities of the two

    applications are: 1) both gives informationabout Philippine Law and 2) have the complete

    lists of articles and chapters about the laws inthe Philippines. The difference of the two: in

    Philippine Law, the application has speechrecognition and in the search function of theapplication user may type a word or phrase,

    while in LawJuan in the search function of theapplication user may only type a word or

    numbers.

    Apptorney

    The Apptorney: IP application, commented:

    SHYSTER: A Pragmatic Legal Expert

    System

    Most legal expert systems attempt to implementcomplex models of legal reasoning. But the

    utility of a legal expert system lies not in the

    extent to which it simulates a lawyers approach

    to a legal problem, but in the quality of itspredictions and of its arguments. A complexmodel of legal reasoning is not necessary: a

    successful legal expert system can be basedupon a simplified model of legal reasoning.Some researchers have based their systems

    upon a jurisprudential approach to the law, yet

    lawyers are patently able to operate without anyjurisprudential insight. A useful legal expert

    system should be capable of producing advicesimilarity that which one might get from a

    lawyer, so it should operate at the samepragmatic level of abstraction as does alawyernot at the more philosophical level of

    jurisprudence [19]. The similarity of the twoapplications is the objective to provide a legal

    expert capable of providing an advice that usermight need from a lawyer. However, PhilippineLaw has a speech recognition feature.

    iRightsiRights (a legal resource of human rights law

    document) is a paid mobile application in

    iTunes that is the ultimate resource for humanrights lawyers, students and activists. Thiscomposes of more that 800+ human rights lawdocuments from Africa, to America and Europe

    [20]. The similarity is that both applications

    provide information about a specific law.

    However, in Philippine Law the mobileapplication contains only the Banking Law

    while, in iRights the contents of the applicationare laws from different countries.

    3.0THEORETICAL

    FRAMEWORK

    In this section, the components of an expert

    system, theories, algorithm and databasestructure are discussed.

    3.1 Components of an Expert

    System

    1. Knowledge Acquisition allows theexpert to enter the knowledge or

    expertise into the Expert System andto refine it later as and when required.[21] This component was used in the

    application wherein the user willanswer the required questions.

    2. Knowledge Elicitation process itselfusually consists of several stages:

    Find as much as possible about theproblem and domain; Try tocharacterize the types of reasoning

    and problem solving tasks; Find an

    expert (or set of experts) that is

    willing to collaborate on the project;Interview the expert. [21] This

    component was used in theapplication by providing a set ofquestions from the expert, that theuser will answer and the application

    will provide a solution.

    3. The Inference Engineis a computerprogram that tries the derive answersfrom a knowledge base. This

    component was used in theapplication by filtering answers of the

    user from the knowledge base.

    4. User Interface in the industrial

    design field of human-machineinteraction, is the space whereinteraction between humans and

    machines occurs. This component

    used by the application to have aninteraction between human and expert

    system.

    5. Knowledge Base is an Information

    Repository that provides a means for

    information to be collected,organized, shared, searched, and

    utilized. It can be either machine-

    readable or intended for human [20].This component used in theapplication is the database that hasstored information and a set of

    questions to be answered by the

    system to retrieve the accurate result.

    3.2 Theories

    3.2.1Decision TheoryIt is based on the axioms of probability and

    utility. Where probability theory provides a

    framework for coherent representation of

    uncertain beliefs, utility theory adds a set ofprinciples for consistency among beliefs,preferences, and decisions. A decision is an

    irrevocable allocation of resources under thecontrol of decision maker. Preferences describea decision-makers relative ordering the

    desirability of possible state of the world [22].

    3.2.2 Utility TheoryProvides ways to express attitudes towards

    uncertainty about outcome values, such as riskaversion. The valuation of an outcome can bebased on the traditional well as on other

    dimension of value, including pleasure, pain,life-years, and computational effort. Multiattribute utility theory provides ways to

    combine all these elements to produce asingular scalar utility to represent the relative

    desirability of any certain outcome. Based onthe axioms of decision theory, it is relativelyeasy to show that one should select the decision

    that maximizes the expected utility over a set of

    decisions with uncertain outcomes

    [23].

    3.3 AlgorithmSpeech Recognition for application Voice SMS

    is done on Google server, using the hidden

    Markov models (HMMs) algorithm. Processinvolves the conversion of acoustic speech intoa set of words and is performed by software

    component. Accuracy of speech recognition

    systems differ in vocabulary size andconfusability, speaker dependence vs.

    independence, modality of speech (isolated,

    discontinuous, or continuous speech, read orspontaneous speech), task and language

    constraints. [24]

    Expert System about Philippine Law usingSpeech Recognition used the hidden Markovmodels (HMMs) algorithm to translate a spoken

    word into text so the application can provide an

    accurate result for the users. When the userspeaks, the word will then be converted into a

    This phase shows the database structure of thesystem. It defines the constraints that connect ineach database table. Each table has different ID

    and different content. The TBL_CASE_LOGtable which is connected to TBL_TOPICS table

    and TBL_OFFENSE table consists of foreignkey from the two tables. When the user accessthe application and goes to Consult tab, the

    database can detect what the user chose from

    the choices in the content of TBL_TOPICStable and TBL_OFFENSE table. In this case,the system database specifically theTBL_CASE_LOG table can simply record the

    data of what the user has chosen from theapplications Consult to Lawyer.

    4.0 METHODS

    4.1 System Architecture

    Figure 2 is the System Architecture. First, when

    the user accessed the application, the mainmenu interface will appear. Main menu consistsof three buttons: the Home, Articles and

    Consult to Lawyer. The Home button contains

    the definition of the Banking Law. The Articles

    button contains the list of articles of theBanking Law. The system has a search function

    in the Articles button, user may type a word,phrase or number of the chapters and articles ofthe Banking Law in the search bar. User mayalso use the speech recognition in searching for

    articles and chapters of the Banking Law. The

    third button, the Consult to Lawyer allows users

    to select a topic on the three categories of theBanking Law. The user will then answer a setof questions until he gets the explanation,

    violation, penalties and articles. The knowledge

    base is where the database is stored. When the

    user answers a set of questions from the

    database it will process on the inference engine.

    Figure 3, Figure 4, and Figure 5 show theDecision Making Tree of the system. The user

    will choose between the three topics underbanking law, the Establishment, Money

    Laundering, and Operations. When the user hasalready selected the specific topic, the user will

    then answer a set of questions until the user gets

    the result: the violations and penalty for theoffense committed.

    Application Development is the process by

    which Application software is developed forlow power handheld devices, such as personaldigital assistants, enterprise digital assistants or

    Mobile Phones.

    1. Concept Designing In this process,

    the concept of the study is to design an

    application that can have a characteristic ofbeing a user-friendly for the target users.

    Research and Strategies

    After theconcept designing, the developers made aresearch about Banking Law and look forthe strategies that can be applied on the

    development of the application.

    3. Layout The developers planned the

    visual structure for the user interface of thesystem.

    4.

    User Interface Designing Thedevelopers had created the design for the

    interface of the application. The design

    should be able to make a user- friendly.

    5. Development After the designingof application, the developers used the

    main algorithm which is the speechrecognition for the development of thesystem.

    6. Testing After the developmentprocess, the developers tested the totality

    of the application.

    7.

    Deployment

    After all the process,the application was deployed on theAndroid phone that can be used by the

    Filipino citizens.

    5.0EVALUATION AND

    RESULTSIn this section, the developers had conducted asurvey through questionnaires about the

    accuracy of the application.

    Table 1 has the list of 30 respondents, and aredivided in two categories: Lawyers and Law

    Students. Each category has 15 respondents. A

    total of 30 questionnaires were distributed.

    Table 2 is the Likert Scale that was used tointerpret the data gathered. Interpretation was

    classified as Strongly Agree, Agree, Neutral or

    Undecided, Disagree and Strongly Disagree.

    Table 3 shows the calculated mean for the

    accuracy of the application based on the

    evaluation of respondents.

    6.0 CONCLUSIONBased on the summary of result, the developersconcluded that the study met its objectivesabout the familiarization and generating the

    accurate results of Banking Law. In addition,the implementation of speech to textrecognition make the system user-friendly for

    the users. Lastly, after obtaining the evaluation

    result, the researchers came up with the

    conclusion that the accuracy got a mean of 4.37that can provide an accurate results.

    7.0 FUTURE WORKThe study further gives a viewpoint for the

    future development of this application. Theapplication can be developed with someadditional features like on/off sound,

    English/Tagalog language and example of

    related cases videos about Banking Law.

    Another feature that can be added with this isthe online access of the application usinginternet connection where user can share the

    contents of the application through their social

    networking sites or other sharing sites online. Inaddition, the other existing law in thePhilippines can be added in the application.
