An Introduction to GOTV with Connect The Get Out the Vote (GOTV) operation is the final phase of your campaign and should begin (at the very latest) when ballot papers are sent out to postal voters - usually about a fortnight before polling day. However, evidence suggests that all the contacts you make with voters help to push up turnout, so you can begin GOTV earlier if you have identified enough supporters to win. Local elections in particular are often won by what we call “differential turnout”. That means that the winning party has managed to get more of their supporters to the polls than the others. To do this we need to remind people when the election is and why it is important to take part. The Shuttleworth is your list of voters that you intend to remind to vote. Mostly they will be people who have told you they are supporting you, but they can include third party voters who you hope to squeeze, people for whom you have done casework, or people that have signed a local petition you’ve run as part of your campaign. We have built a basic Shuttleworth for you in Connect. You can add or remove people by adding either the “Add to Shuttleworth” or “Remove from Shuttle” tags, found in the tags list under the Turnout heading. What kind of polling day will you run? If it takes a long time to travel around the area, then do as much as you can remotely. Connect means that your activists don’t need to be in the same place to work together. 1) Telling data can be added in a house near the polling station or via any smart phone (with a signal) 2) People knocking up using MiniVAN can download lists from anywhere without having to return to the committee room 3) Lists created as PDFs can be downloaded by other users in your local party from any location with a printer - you don’t need to email them out 4) The virtual phone bank means people can sit at home all day and make calls from their armchair Ask yourself... Polling day is not the day to be learning Connect for the first time. If you’re not confident with the system and don’t know someone who is, then just go for the most basic options: 1) Use Connect’s built in Shuttleworth to create your list, one polling district at a time 2) Print out each list the day before using a report that allows you to visit houses several times OR send each list to a different member of your team via their smart phone using MiniVAN 3) Work your way through the list throughout the day, use phone numbers where you have them and just return to houses where nobody was home How strong are my Connect skills? How big is my team? How easy is it to get around my area? If you don’t have much help, then concentrate on getting people on the doorsteps. If you have people who won’t knock on doors or make phone calls, then having them sit on the polling station and take numbers will make your knock up more efficient. 1) Have one person responsible for visiting your polling stations and picking up the numbers from your volunteer tellers 2) They can enter this data via their phones using the website: telling.libdems.org.uk. The Shuttleworth is your list ofvoters that you intend to remindto vote. Mostly they will bepeople who have told you theyare supporting you, but they caninclude third party voters whoyou hope to squeeze, people forwhom you have done casework,or people that have signed alocal petition you’ve run as partof your campaign.

We have built a basicShuttleworth for you in Connect.You can add or remove peopleby adding either the “Add toShuttleworth” or “Remove fromShuttle” tags, found in the tagslist under the Turnout heading.

What kind of polling day will you run?

If it takes a long time to travel aroundthe area, then do as much as you canremotely. Connect means that youractivists don’t need to be in the sameplace to work together.

1) Telling data can be added in a house nearthe polling station or via any smart phone(with a signal)

2) People knocking up using MiniVAN candownload lists from anywhere without havingto return to the committee room

3) Lists created as PDFs can be downloadedby other users in your local party from anylocation with a printer - you don’t need toemail them out

4) The virtual phone bank means people cansit at home all day and make calls from theirarmchair

Ask yourself... Polling day is not the day to be learningConnect for the first time. If you’renot confident with the system and don’tknow someone who is, then just go forthe most basic options:

1) Use Connect’s built in Shuttleworth tocreate your list, one polling district at a time

2) Print out each list the day before using areport that allows you to visit houses severaltimes OR send each list to a different memberof your team via their smart phone usingMiniVAN

3) Work your way through the list throughoutthe day, use phone numbers where you havethem and just return to houses where nobodywas home

WhatThis Quick Sheet will show you how to make your GOTV list for polling day. GOTV

stands for ‘Get Out of the Vote’. It is the list of people we need to encourage to turn out tovote on polling day.

WhyAll the evidence shows that people we speak to on polling day (and in the weeks before)are more likely to vote. Building a search for these people will make it much easier to get

to them all.

WhereTo build your GOTV list you will need to use the

Create a List tool. This is accessed from the centralcolumn of the Main Menu screen. You can read more

about the create a list tool in Quick Sheet 3.1.

We have built a basic listfor you, which you canfind in the Target Poolssection of Create a List.

From that, you will justneed to remove peoplewho you speak to on theday, so that your listgradually gets smaller asyou enter data.

It is best to make asingle GOTV list for yourwhole area first, thendivide it by Ward orCommittee room later(See Quick Sheet 9.2 fordividing your GOTV list).

If you have differentmain opponents indifferent wards, you willneed to make a differentGOTV list using thecorrect target pool foreach opponent (Labourfacing or Tory Facing).

Removing Knock Up DataFor repeated knock ups duringthe day, you need to removethose who have told you theyhave voted or aren’t going to. Ifyou are using the standardreports and scripts this will bestored in the ‘2019 GOTV: Votedyet?’ Question.

Click on the ‘Remove People’button on the My List Screen.Expand the ‘Questions’ sectionand choose ‘2019 GOTV: VotedYet?’. Select ‘Yes’, ‘Not Voting’,‘Don’t Knock’ and ‘PV Not

Removing Telling DataIf you have people sat on thepolling stations collecting thepolling numbers of people whovote, you will be able to removepeople from your list throughoutthe day, so making your knockup more efficient.

9.1 Building your GOTV list

Click on the ‘Remove People’ button on the My List Screen.Expand the ‘Voting’ section and check ‘Include Only People WhoHave Voted ALREADY On Polling Day’.

Remove ‘Not Ours’ on the dayIf you speak to a voter onpolling day and they say theyare voting for anothercandidate, then we do not wantto knock them up again.

Click on ‘Add Step’ and‘Remove People’ on the My ListScreen. Expand the ‘Questions’section and choose the votingintention question you are usingfor this election. Selecteveryone except Definite andProbable Lib Dem. Click a daterange to restrict it to polling dayand then hit Run Search.

Received’. Add a date range if you have used this question on aprevious polling day.

Select your canvassquestion and tick all theboxes for the opposition

9.1 Building your GOTV list

PetitionsIf you have run a strong issuecampaign in the run up to theelection (fighting the closure ofa local service, for example),you may wish to knock on thedoors of people who supportedthe campaign. You should onlydo this if you are confident thatmost of these people will bevoting for you (You can useCounts and Cross tabs tocheck).

To do so, you need to tag themas “Turnout: Add toShuttleworth” using bulkupload.

First, make a list of everyonewho signed the petition.

Then click on the Upload buttonon the My List page.

Then, from the Upload Optionsmenu, choose Apply Tags, anda new window will appear.

Now choose “Turnout: Add toShuttleworth” and hit Next andfinally Finish.

Select the relevantpetition question andthe response of ‘yes’.Click ‘Run Search’ to

create the list.Then choose the BulkApply icon, shown atthe top of your list.

Look for the Upload Options menu,and then choose Apply Tags.

Then, “Turnout: Add toShuttleworth”.

Only petition signers with will be added to theGOTV target pools, so you don’t need to worry about removingthose who have canvassed for other parties.

To be included the tag have been applied this calendar year.Tags applied last year or before will be ignored.

so you won’t seethese voters appear in your list until the following day. You canuse this same system to remove people from your Shuttleworthtoo, should you wish.

Why During polling day your Committee Room Managers need to be able to give out smallpacks of Knock Up Sheets to volunteers, with details of the voters they need to visit.

WhereYou will find your saved GOTV search in the ‘My Folders’ section. Click the link in the

centre of the Main Menu screen. Click on your Polling Day folder, then on the GOTVsearch to load it to the My List screen.

Once you have opened yoursaved GOTV list to My List, click‘Narrow People’.

Expand the ‘Districts’ sectionand select your Local Authority.If you are running aConstituency election, clickeither the blue Polling District orWard link and use multipleselection to choose all thedistricts covered by each

Committee Room.

For local elections, you willwant to create a separate set ofturfs for each Ward or CountyDivision, even if they arerunning from the sameCommittee room.

Once you have selected thearea you need, click ‘Search’ tonarrow your list.

Cutting TurfsWhen your narrowed listis loaded to the My ListScreen, click on the ‘CutTurf’ icon in the icon bar.

This will load your GOTVlist to a map. Onlyproperties with a voter inyour list will be shown.

To cut the turfs, simplyclick on the map for eachcorner of the shape youwish to draw. When youare finished, click backon the first corner tocomplete the shape.

You can still edit the search behindthe map region even after cuttingthe turfs. For example to removepostal voters.

If you have cut turfs for previous pollingdays, you can use them again. Just build

your Shuttleworth by editing the mapregion instead of starting from scratch.

The ‘My Turfs’ screen allowsyou to find and display turfssaved in any folder that youhave created or that has beenshared with you.

To find new turfs, click on theblue Edit link. You can thensearch by name, folder, userwho created the turfs or by adate range. Just enter yourcriteria and click ‘refresh’.

All your turf regions thatmatch the criteria above

are displayed below.

You can use the drop down menu on the white bars tocontrol and manage the whole turf region.

9.3 Sending out your GOTV lists

This will re-run the search and update thelist of people in each turf.

Refresh Map Region

This will open the turfs on a map. You canedit the turf boundaries.

View Map

Open the edit screen to change the nameof the turf region or to modify the search.

Print RegionPrint the whole turf region. It will open theprint dialogue. When using the TurfManagement screen, it will rememberyour previous settings. (See next page forthe print dialogue screen).

Managing an individual turf You can use the drop down menu on the right of thegrey bars to control and manage individual turfs.

Use this to create a list number withoutprinting for you MiniVAN users todownload.

Generate List number

Use this to send a turf to MiniVAN for aparticular user or users to download.

Send to MiniVAN user

Edit TurfOpen the edit screen to change thename of the turf or to share it withanother folder.

Print TurfUse this button to print the individual turf.It will open the print dialogue. When usingthe Turf Management screen, it willremember your previous settings. (Seenext page for the print dialogue screen).

Printing a selection of turfsYou can print a group of turfs from the My Turfs screen. Just check the boxes for the required turfs,then select ‘Print’ in the ‘Quick Actions’ dropdown menu. Printing multiple turfs like this will produce aTurf Packet Cover Sheet.

Check the boxes for therequired turfs.

Select ‘Print’ in the QuickActions drop down.

Print Region SummaryThis prints maps, scripts and list numbersfor each turf, for use with MiniVAN, butdoes not print lists of people.

The print screen will open whenyou select to print a region,individual turf or selection ofturfs. When you print throughthe My Turfs screen, yourchoices will be rememberednext time you print.

You can select one of the

standard Polling Day ReportFormats (see table below fordetails). You can then choosethis year’s Polling day script foreither England, Scotland orWales.

You may wish to change thetitle. This will be printed on your

sheets and will help you trackyour printouts. The ReportFormats all have default printorders set to them. Only changethese if you have a particularlocal need. They should work asthey are for most people.

Printing knock up sheets

Select your polling day formathere.

Choose the script for yourcountry.

The default sortoptions willwork fine formost people,

but if you havenot sorted yourstreets you can

change WalkManager Order

to blank.

For miniVAN users you can choose not to PrintPeople, but still print the map and list number to

hand out to your volunteers.

You can exclude voters for whom you’veentered telling data automatically - saving

you the time of having to refresh yoursearch.

The Knock Up Sheets The Script Questions

� Have you had time to vote intoday's election yet?

� When do you think you mighthave a chance to vote today?

The Knock Up sheets containdata in three blocks. The firstblock contains the address, VANID and barcode.

The second has the voter’s name,their Canvass Analysis, theirLatest Canvass and the time theywill be voting (if they have alreadybeen asked). This section alsocontains the phone number on

the Phoning Report Format.

The Landscape Format alsoincludes a space for the voter’sPolling Station. You can enterthese in to Connect yourself (SeeQuick Sheet 9.4)

The third section contains thearea to mark people’s answers onthe doors.

Entering your dataYou will want to enter yourknock up data as quickly aspossible.

For this we recommendMiniVAN, but if you are usingpaper, the quickest way toenter data is by scanning barcodes. If you don’t have ascanner, then Grid View is thequickest option.

In either case, you will need toselect a script. There arestandard scripts that go with

the Polling Day ReportFormats. They are calledGOTV Knock Up Script(England/Wales/Scotland).

These scripts contain thequestions in the report formatabove, as well as a questionfor a lift time.

You can use these scripts forentering data and also forproducing Virtual PhoneBanks.

All the normal canvassinganswers will be available for dataentry, so there is no need to editthe script to change thequestions.

What This Quick Sheet will show you how to enter the Poll Numbers collected by your tellers atthe polling station.

WhyTo make your Polling Day Operation efficient, you do not want to waste time speaking topeople who have already voted. Entering the numbers will remove them from your GOTV

printouts, from your Virtual Phone Banks and Voted icons will appear in MiniVAN.

WhereClick on the ‘Get Out The Vote’ button in the central panel ofthe Main Menu and then click on ‘Enter Telling Data’. (If thisis not available to you, your Constituency Connect Managerwill need to change your User Profile to Committee Room

Operator’).

Select your Local Authority andPolling District and enter thetime the slip was collected.

Entering Telling Data on a Smart PhoneYou can also enter telling data directlyin to a Smart Phone.

Using the Mobile Telling entry websiteallows tellers to enter the dataimmediately at the polling station. Thedata goes straight in to Connect.

All Phone Banks will be instantlyupdated with this information, and anyreprints of Knock Up Sheets will havevoters removed. MiniVAN users willsee that the voter has voted the nexttime they sync.

This can save valuable time andresources in areas where your pollingstations take a long time to visit.

To enter data, you will need to go tohttps://telling.libdems.org.uk on yourmobile phone’s browser.

You will then need to enter the eightdigit code for the polling station thatyou are at.

Then, simply enter the voter’s number(just the number, not the pollingdistrict letters) and click submit.

You will need a live mobile data or wificonnection to use this tool.

It is recommended that you still use atelling pad to record the numbers,then copy the numbers in to yourphone from there. This will act asback up in case you have anyproblems with your phone.

Go totelling.libdems.org.uk

to load the MobileTelling page.

Enter the unique8 digit code for

your pollingstation here andclick ‘Submit’.

Simply enter thepoll numbers inbatches of up to

five at a time.

At the end ofeach batch, clickSubmit and thedata is instantly

What This Quick Sheet will show you how to see how different areas are turning out andwhether our voters are turning out more than our opponents.

WhyTo make the most of your resources on Polling Day, you need to get them where they areneeded most. You will need to move your volunteers from wards where we are winning

comfortably or trailing badly, in to the most marginal.

WhereOn the Main Menu, click on the ‘Get Out The Vote’ button,

then on ‘View Stats’. (If this is not available to you, yourConstituency Connect Manager will need to change your User

Profile to Committee Room Manager’).

9.5 Polling Day Stats

Quick Sheets Section 9 - Polling Day

The Telling Data Report willshow you how many peoplehave voted. You can thenprocess this against a numberof different options to see howyou are currently performing.

This tool will only be useful inareas where you are telling. Youcannot use it with data fromdoor knocking or phoning, as

you will have only gathered dataabout your supporters.

There is an option to look at thefigures for postal voters as wellas voters on the day. Again, thiswill be skewed towards yourvoters so it is not recommendedthat this be used to influenceyour strategic decisions.

To create your initial report, youmust select the district you wishto restrict voters to. This may bea Constituency, County orWard.

If you are going to be looking atthe same report continuallythroughout the day, you can usethe ‘Remember Me’ button tostore your settings.

Select whether youwish to includePostal Voters or

not.

Select whether youwish to display

numbers,percentages or

both.

Select how you wishthe data to be brokendown on the screen.You can select any

district type.

To view your statsclick on the Export

button.

Use these drop down menus toselect the areas that you want tocount voters from. You will onlysee voters in the areas you haveaccess to, even if you select a

larger area.

Use the ‘RememberMe’ button to set

defaults for when youreturn to the page

later in the day.

Click ‘Refresh’ toupdate your resultsafter changing the

settings.

These menus will allow you to choose which groupsto compare. It is advised that you look at Canvass

Analysis so you can compare the turnout of thedifferent parties. You can also choose Target Pools

and then your Shuttleworth.

Once you have selected your voters to analyse, you candivide them for comparison. You can break down yourfigures by your current My List, a Saved List, CanvassAnalysis or Target Pools (including the Shuttleworth).

see what percentage of them have voted.Select Target Pool

These columns showthe Districts you have

chosen for display.

This column showsthe percentageturnout in the

polling district.

These columns showthe percentage of yourShuttleworth that have

voted and whatproportion of the total

they make up.

…Canvass AnalysisSelect which groups you wish to be displayed

from the five Canvass Analysis Groups (Lib Dem,Labour, Conservative, Green and Nationalists).

Select CanvassAnalysis.

These columnsshow the Districtsyou have chosen

for display.

This column showstotal percentage whohave so far voted in

each district.

These columns show the percentage ofvoters in each District within the different

canvass analysis groups. The ‘Labour Voted(%)’ column shows the percentage of Labour

voters who have turned out. The ‘LabourVoted (% of Voted in District)’ shows whatpercentage of those who have voted so far

are identified as Labour.

Note that Lib Dem in this context refers to the combined total of the canvassanalysis categories that end Lib Dem, i.e. Strong Lib Dem, Lib Dem, Weak Lib

Dem, Red Lib Dem, Blue Lib Dem, Green Lib Dem and Nat Lib Dem.

9.5 Polling Day Stats

Using the Telling Report effectively� Make sure that you practice

looking at the Telling Reportin advance so you can use iteffectively on the day. Thebetter you understand whatyou are looking at, the moreuse it will be.

� Generate a stats report atregular intervals throughoutthe day. Even if you don’tuse them, they can be auseful reference for thefuture.

� Compare the turnoutsbetween our supporters andthose of our main opposition.

� Compare the turnoutsbetween those in our

Shuttleworth and those not.

� The further we are ahead onturnout the better, butremember that Tories aremore likely to turn out earlierin the day, while Laboursupporters are more likely toturn out in the evening.

� Think about who you havecanvass data on. If you’vebeen targeting yourcanvassing using the markedregister, then the turnoutamong those people will behigher by default.

� Remember to use your localknowledge to give context tothe data. Think about the

demographics of differentdistricts to consider how youwould expect the turnout toprogress during the day.

� Get a feel for the stats inadvance. Make sure you lookat the canvassing for eacharea before polling day soyou know what sort ofresponse you can expect.

� Don’t leave it too late tomake decisions. If an arealooks like it needs help, sendit sooner rather than later.You can always movevolunteers again if thingsimprove.

Changing the report to percentageswill help you interpret your data

This is the overallturnout in different

polling districts - one isclearly lagging behind

Here we can see that the Tory vote is asmall % of the total - they will come third

Here we see that we have a clearly higher turnout in one district, Labourlead in another and a third one is close. There are two polling districts

where we need to work hard to get our vote out, but we must alsoconsider the demographics of these areas when making decisions.

What This Quick Sheet will show you how to save your Polling Stations in Connect.

WhyOn Polling Day, you want to make sure your volunteers are able to tell voters where theyneed to go to vote. Polling Stations will be printed on your knock up sheets when you use

the ‘Poll Day Knock’ Report Formats. You can also display them in a Virtual Phone Bank,on MiniVAN and include them in Exports.

Where On the Main Menu, click on the ‘Polling Locations’ in thelower left hand menu.

Click on ‘Polling Locations’ onthe lower left hand column ofthe Main Menu screen.

You must then choose the LocalAuthority you wish to enterPolling Stations for.

For each Polling District, you

can enter the Polling Station,Location Description, Address,Post Town, Post Code and aContact Phone Number.

To enter the Polling Stations,simply type in the box for thecorrect Polling District.

Select your LocalAuthority here

Enter the name andstreet of the Polling

Station here.
