FOREWORD

This report presents summary data on total Department of Defensemilitary prime contract awards by type of contractor and data on awardsof over $10,000 by Service Category and Federal Supply Classification,for fiscal years 1975, 1976, 1977, and 1978.

Data by Service Category and Federal Supply Classification arepresented in three sections:

SECTION A covers awards for rpsearch, development, test, andevaluation work (RDT&E). The RDT&E categories used are the standardDepartment of Defense Claimant Programs. These procurement program El .definitions are identical with those prescribed for use in the DefenseMaterials System. Each category of RDT&E work has been divided intofour k-nds of RDT&E work, as described in the Defense AcquisitionRegulation 4-101.

SECTION B covers other services and construction. The 15major divisions and approximately 160 individual classes were developedspecifically for prime contract reporting and are considered to be self-explanatory.

SECTION C covers the federal supply cla-sification structurecomposed of 74 groups and approximately 585 individual classes. Thissystem was developed primarily for supply management of items known tobe in the supply system of the Federal government. Definitions of theclasses appear in the Cataloging Handbook, Federal Supply Classifica-tion, Part 1, "Groups and Classes," H2-1, which may be purchased fromthe Superintendent of Documents, U.S. Government Printing Office,Washington, DC 20402.

While there is comparability between the Federal Supply Classesused in this publication and the Standard Industrial Product Codes usedby the Census Bureau of the Department of Commerce, the exact points ofagreement and disagreement have not been ascertained., Moreover,' itshould be observed that in many of the Census reports, the SIC data arebased on the principal product of an establishment rather than on theindividual products produced, by that establishment. In addition todifferences in code content, data from this pamphlet and certain Bureauof the Census reports do not coincide as to period covered or as topoint in, time when .eported. The former are fiscal year figures mea-suring contract awards before delivery has taken place, while the latter -.

are calendar-year figures measuring shipments or production which maytake place several years after the contract award.

The following characteristics of the material presented in thispamphlet should be noted:

1. Data cover only prime contracts (those placed directly by theDepartment of Defense) and do not reflect the large amounts of subcon-tracts for basic and intermediate materials and components. Thus, forexample, most of the steel plates for ships is purchased by Defenseprime contractors, and only a small portion is obtained by direct DoDpurchase (see Code 9515). Similarly, a large dollar amount of elec-tronics is purchased by Defense contractors who have received primecontracts for missiles and other weapons systems.

2. Product and service information on procurement actions of$10,000 or lesq are not collected and, therefore, not provided ka thisreport. In each of the fiscal years 1975 through 1978 these smalltransactions totaled from $4 to more than $5 billion. This limitationtends to understate procurement of commercial type items and servicesmore than military hard good items which usually are bought in largedollar amounts. It is known, for example, that Subsistence (rSC Group 89)is severely understated for this reason. However, information concerningthe composition of the small purchases is not sufficient to identify allthe categories of commodities and services which are affected to animportant degree.

3. For security reasons, various contracts have been reported witha classification other than the one describing the item purchased.Therefore, data for a number of the Federal Supply Classes shown areincomplete.,

4. The data which categorize contract awards by Service Categoryand Federal Supply Classification include awards to all types of con-tractors. In this respect, the coverage differs from other reportspublished by this office which provide such information only withrespect to awards to business firms for work in the United `-tates.

NOTE: Beginning with fiscal year 1977 the fiscal yea= period changedfrom July-June to October-September; therefore, fiscal year1976 covered the period of July 1975-June 1476, and fiscalyear 1977 covered October 1976-September 1977. Data by,Service Category and Federal Supply Class were not compiledfor the transition period of July-September 1976.

SUMMARY

Military prime contract awards in fiscal year 1978 totalel $65,185million'. This is $9,613 million, or 17.3 percent, more than in fiscalyear 1977. m shown in the following table, awards for work outside theUnited States showed an increase of $1,191 million, or 42.2 percent.Irtragovernmental awards increased by $1,259 million, or 20.3 percent;awards tc educational and non-profit institutions increased by $144million, or 15.2 percent. Although awards to business firms showed thelargest dollar increases, $7,020 million, the percentage of change was15.4 percent. However, the percentage of distribution by type ofcontractor remained virtually unchanged from 1977 with a one percentagepoint shift between awards to business firms in the U.S. and awards for.work outside of the U.S.

Of the awards over $10,000, the following table provides data bytype of effort and shows that awards for RDT&E work increased by $790million, or 10.0 percent, for other services and construction by $2,302million, or 19.4 percent, and for supplies and equipment by $6,104million, or 19.9 percent. However, the percentage distribution amongthese principal types of effort changed but little.

Within the RDT&E category (see Section A, page 2), awards for

research increased by $5 million, or 1.4 percent, for exploratorydevelopment by $107 million, or 15.8 percent, for other development by$647 million, or 10.4 percent, and for managn.ent and support by $31million, or 4.8 percent. Here again, the percentage of distributionamong these types of RDT&E work remained virtually unchanged. In fiscalyear 1978 research accounted for 4 percent; exploratory development, 9percent; other development, 79 percent; and management and support, 8percent.

The following series of tables show comparisons between fiscal year

1977 and 1978 by selected subcategories within the major types ofefforts.

When comparing the above data to changes between fiscal years 1976and 1977, v ind that tank-automotive again shows the largest percent-age of increase as it did in 1977 when the increase was 153 percent,while aircraft and electronic and communication equipment showed smalldecreases in 1978 compared to 20 percent increases for both categoriesin 1977. This is also true for bhips and all other RDT&E which experi-enced increases of 25 and 28 percent, respectively, in 1977. On theother hand, missiles and ammunition recovered from rheir decreasesshown in 1977.

Of the two services which showed the largest percentage increase in1978, we find that transpottation services had shown a decrease of $308million, or 47 percent in 1977, while the 1977 dollar increase intraining services was only $26 million. Construction reversed its trendfrom 1977 when it showed an increase of $341 million, or 19 percent.The remaining, items, except salvage serv:ices, maintained their upward

trend. (See Section B, page 3.)

Federal Supply Group 10 (Weapons) showed the largest percentagegain in 1978, $250 mi!liou or 76 percent, while in 1977 its dollarincrease was only $53 million. The group with the next highest percent-age increase, FS Group 19 (Ships and Small Craft) had shown a decreaseof 19 percent in 1977. Group 44 (Furnace Steamplants, Drying Equip-ment, and Nuclear Reactors) and Group 66 tInstruments and LaboratoryEquipment), which showed percentage decreases in 1978, had' gains of 221and 57 percent, respectively, in 1977. (See Section C, page 7.)
