Sir, This has reference to your letter no. nil dated 17.9.2008 along with Forni-! and details of manufactUring pr~cess seeking environmegtal clearance for the . above project under the Environment Impact Assessment Notification, 2006 and ·subsequent submission· ofEIAIEMP .

2. The Ministry c)f .Environment and Forests has examined the proposal and noted that the proposal is for environm~nta1 clearance for manufacturing of Bulk drug Di~Ethyl Di-Propyle Malr10Iate (i OOM TP:tyi) ancj n-:propyl Bromide (1 09 MTPM) and Gabapentin (5 MTPM) at 85~88;105-109,112-116, Export Promotion Industrial Estate SIPCOT, Industrial Estate, Gurnmidipoondi, Thiruvallur District, Tamil Nad~ by M/s Anjan Drug Private Ltd. The total cost of the project will be Rs.8 Crores. Total land required for the plant will be 12 Acres, Following will b~ the product and productio1,1 capacity : ·.

3. For control of emissions from process wet scrubber will be installed. The total water requirement of the project will be 105.5 KLD which will be sourced from SIPCOT Industrial Estate, Gummidipoondi. The effluent from process will be 10 KLD which will be treated in the effluent treatment plant followed by RO unit. Ro permeate will be reused for process and reject will be evaporated in mechanical evaporator. Wet scrubber effluent and cooling tower blow down (1 KLD) will be neutralized and sent to ETP. The chemical sludge from the ETP and mechanical evaporator will be stored and disposed off to the ·common . secured landfill at Gummidipoondi. Waste paper and plastics are sold to authorised recyclers . Spent oil (1 0 litre/day) will be sold to SPCBauthorised dealers. The sewage sludge and other waste generated from the effluent treatment unit are bio sludge (3 kg/day) and chemical sludge {1 0 kg/day). ·

· 4. The project activity is listed at S.N. 5(f) under Category 'B' of Schedule ofEIA Notification, 2006 and should be appraised at SEAC/SEIAA level but the SEAC/SEIAA for State of Tamil Nadu is yet to be constituteq hence the propos.al was considered and appraised at centre level in 7ih meeting of the Expert Appraisal Committee (Industry) held during 21st -24th January, 2008. Public hearing is not required as per para 7(i)(iii) Stage (3} (b) on public consultation of EIA Notification, 2006. ·

5. Based on the information submitted by the Project Authorities, the Ministry of Environment and Forests hereby accords the environmental clearance to the above ' project under the provisions of EIA Notification dated 14th September, 2006 subject to compliance ofthe following specific and general conditions:

SPECIFIC CONDITIONS:

The Project Authorities shall obtain the permission for drawl of water from the competent authority before commissioning of the project activities and the copy of permission shall be submitted to the Ministry's Regional Office at Bangalore.

The Recovery of solvents shall not be less than 95%. The project authority shall make ·the monitoring arrangements with all the .vents to carry out the monitoring ·regularly and monitoring reports should be submitted to Ministry's regional office at Bangalore. ·

Solvent vapours emitted during purification process from purification tanks as fugitive emissions shall be reduced as far as possible. All venting equipment shall have vapour recovery system. All the storage tanks Will be under negative . pressure to avoid any leakages. Breather valves, N2 blanketing and secondary condensers with brine chilling s·ystem shall be provided for all the storage tanks to minimize vapour losses. All liquid raw material shall be stored in storage Tanks and Drums.

iv) · . Dedicated scrubbers and stacks of appropriate height as per the Central Pollution Control Board guidelines shall be provided to control the emissions frcim various · vents. The scrubbed water shall be sent to ETP for further treatment.

The project authority shall obtain membership of TSDF for disposal of the hazardous . wastes. At no time, the emission levels shall go beyond the. stipulated standards. In the event of failure of pollut~on _ control system(s) adopted by the unit, the unit shall be immediately put out of operation · and shall not be · restarted until the

· desired efficiency has beeri achieved. · ·

Fugitive emissions in the work zone environment, product, raw materiaJs storage area etc. shall be regularly monitored. The . ~missions shall conform to the l~mits imposed by TNPCB.

During transfer of materials spillages shall ·be avoided and garland drains be constructed to avoici mixing of accidental spillftges with domestic waste arid storin dra~ns.

ix) Green belt shall be devel~ped at least in 33 % of plant area to mitigate the effect of fugitive emissions all around the plant ·as . pet the guidelines of Central Pollution Control Board. · . .

x) Occupatiqnal health surveillance of the workers shall be done: on a ·regular basis and records maintained as per the Factories Act. . · ·

xi) The company shall m.ake the ariangement for protection. of possible hai:ards during manufacturing process in material handling. ·

amended. . Authori?:ation from the SPCB shall · be obtained for collection, treatment, · storage, and disposal of hazardous wastes. ·

IV. · Ambient air quality monitoring stations shall be setup in the downwind direction as well as where maximum ground level concentration are anticipated in consultation with the State Pollution Control Board.

v. For control of process emissions, stacks of appropriate height as per the Central Pollution Control Board guidelines shall be provided. The scrubbed water shall be sent to ETP for further treatment.

v1. The company shall undertake following Waste Minimization measures:- · • Metering of quantities of active ingredients to minimize waste. • Reuse of by-products from the process as raw materials or as raw material

substitutes in other processes. • Maximizing recoveries • Use of automated material transfer system to minimize spillage . . ,• Use of "Closed Feed" system into batch reactors.

vii) The project authorities must strictly comply with the rules and regulations with -regard to handling and disposal of hazardous wastes in accordance with the Hazardous Wastes (Management and Handling) Rules, 2003. Authorization from the State Pollution Control Board shall be obtained for collections/treatment/ storage/disposal ofhazardous wastes.

vm. The overall noise levels in and around the plant area shall be kept well within the standards (85 dBA) by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise levels shall conform to the standards prescribed under Environment (Protection) Act, 1986 Rules, 1989 viz. 75 dBA (day time) artd 70 dBA (night time).

IX. A separate Environmental Management Cell equipped with full fledged laboratory facilities shall be set up to carry out the environmental management and monitoring functions. · . ·

x. Financial provision should be made in the budget of the project for implementation of the above suggested environmental safeguards. Fund so earmarked shall riot be diverted for any other purposes. ·

XL The project authorities shall provide rainwater. harvesting system and ground water recharge.

xu: The implementation of the project .vis-a-vis environmental action plans shall be monitored by Mi~istry's Regional Office /SPCB I CPCB. A stx monthly compliance status report _shall be submitted to monitoring agencies.

xiii. The project proponent shall inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearance letter are available with the . SPCB and may also be seen at w ehsite of the- Ministry at http://envfor.nic.ln: This shall . be advertised within seven days from the date of

. issue of the . clearance letter, at ·least in . two local. newspapers that are widely circulated in the region of which orie shall be in the vernacular language of the locality concerned and a copy of the same shall be forwarded to the Ministry's Regional Office. ·

x1v. . The project authorities shall inform .the Regional Office as well as the Ministry, · the date of financial closure and final approval of the project by the concerned authorities and the: date. of start of the project.

6. The . Ministry may revoke or suspend: the ciearance, if i~plemeritation of any of the above conditions is not satisfactory. '

7. The Ministry reserves the right · to stipulate. additional conditions, if found necessary. The company in a time bound manner shall implement these conditio11s. . . . . . . . .
