INFORMATION An Entrance Examination CEE – 2013 (Combined Entrance Examination- 2013) will be held at the centers and as per notification by Dibrugarh University for admission into the following Engineering Colleges and Engineering & Technical Course.

(i) Assam Engineering College, Guwahati. (ii) Jorhat Engineering College, Jorhat. (iii) Jorhat Institute of Science & Technology, Jorhat. (iv) Bineswar Brahma Engineering College, Kokrajhar (v) 60 % seats of the Private Engineering Colleges and State Universities of Assam.

1. ASSAM ENGINEERING COLLEGE, GUWAHATI

The Assam Engineering College was established in the year 1955 and is situated at Jalukbari at a distance of about 12 km. west from the heart of Guwahati City/ Railway Station and about 13 km from Guwahati Airport. The College is affiliated to Gauhati University, recognized by All India Council for Technical Education (AICTE) and it offers the following courses with present annual intake capacity of the College as follows:-

UNDERGRADUATE COURSES (4 YEARS B.E.) 2. JORHAT ENGINEERING COLLEGE, JORHAT

Jorhat Engineering College was established in the year 1960 and is located at a distance of 3 km. on the East of Jorhat Town / Railway station and 8 km. to the East of Jorhat Airport. The College is affiliated to Dibrugarh University, recognized by All India Council for Technical Education (AICTE) and it offers the following courses. The present annual intake capacity of the College is as follows:-

UNDERGRADUATE COURSES (4 YEARS B.E.)

(i) Civil Engineering - 75 (ii) Electrical Engineering - 60 (iii) Mechanical Engineering - 90 (iv) Computer Science & Engineering - 60 (v) Instrumentation Engineering - 30

3. JORHAT INSTITUTE OF SCIENCE & TECHNOLOGY, JORHAT Jorhat Institute of Science & Technology was established in the year 2009 under Society Mode. It is located at a distance of 8 km. on the east of Jorhat Town / Railway station and 15 km. to the east of Jorhat Airport. The College is affiliated to Dibrugarh University, recognized by All India Council for Technical Education (AICTE) and it offers the following courses. The present annual intake capacity of the College is as follows:-

4. BINESWAR BRAHMA ENGINEERING COLLEGE, KOKRAJHAR Bineswar Brahma Engineering College, Kokrajhar established in 2010 under Society Mode. The courses are affiliated to Gauhati University and also courses recognized by All India Council for Technical Education (AICTE). The College offers the following courses. The present annual intake capacity of the College is as follows:-

UNDERGRADUATE COURSES (4 YEARS B.E.)

(i) Electrical & Instrumentation Engineering - 60 (ii) Chemical & Process Control Engineering - 60 _____________

Total - 120

5. ELIGIBILITY FOR ADMISSION To be eligible for Admission to any of the Colleges a candidate must fulfill the following conditions:-

(a) The Candidate must be an Indian Citizen and a Permanent resident of Assam. (b) For admission into B.E. Courses the candidate must pass the Qualifying Examination individually in

the same sitting without any grace marks in the subject of Physics, Chemistry, Mathematics and English with a minimum of 50 % (45 % in case of SC and 40 % in case of ST) marks taken together in Physics, Chemistry and Mathematics. The same sitting means a candidate must appear all the four subjects i.e. Physics, Chemistry, Mathematics and English together.

(c) The Candidate must appear in the Entrance Examination for admission (CEE – 2013). (d) The Candidate must not above 21 years or below 17 years of age as on 1st August 2013.

Upper age limit mentioned in (d) above is relaxed to 22 years in case of B.Sc. passed Candidates. Upper age limit mentioned in (d) above is relaxed by 3 years for Scheduled Cast and Scheduled Tribe candidates.

(e) The Candidate must possess a good moral character. (f) The Candidate must be physically and mentally fit.

6. ADMISSION PROCEDURE

(a) Candidates shall be selected strictly on the basis of merit of the Entrance Examination (CEE – 2013) to be conducted by Dibrugarh University.

(b) The merit list of CEE – 2013 will be published by Dibrugarh University. On the basis of merit list of

CEE – 2013 candidates will be selected for Admission.

(c) If more than one candidate secures same marks in CEE – 2013, than the merit will be determined by the total marks obtained in PCM in the qualifying Examination. If there is a subsequent tie, then the total mark obtained in Physics, Chemistry, Mathematics and English in the qualifying examination will be considered. If there is a further tie, then the tie will be broken by draw of lot by the Chairman of Selection Committee.

7. EXEMPTION AND ADMISSION TEST The following categories of candidates are exempted from appearing in the CEE – 2013 (a) Candidates nominated against reserved seats allotted by Govt. of India for other States, Union

Territories and Foreign Countries by their respective Government provided they satisfy the condition for eligibility as mentioned in Sl. No 5. (a, b, d, e & f ) .

(b) Candidates with a Rank within the first ten candidates (position holders) in the Higher

Secondary (Science) Examination of the Assam Higher Secondary Education Council provided

they get not less 85 % marks in aggregate in the year which they seek admission. Such candidates must apply for Direct Admission within 10 days of publication of their Qualifying Examination to the Director of Technical Education, Assam, Kahilipara, Guwahati-19. For such candidates two seats are reserved in each branch in the State Engineering Colleges. Other eligibility criteria as mentioned in Sl.No.5 (a, d, e & f) will remain for such candidates.

8. RESERVATION OF SEATS:

A. Seats are reserved for the following categories of candidates of Assam

(a) Scheduled Castes (SC) : 7% of College intake capacity (b) Scheduled Tribes ( Plains) (ST) : 10% of College intake capacity (c) Scheduled Tribes ( Hills) (ST(H)) : 5 % of College intake capacity (d) Other Backward Classes ( including MOBC): 15% of College intake capacity (e) Tea garden labour community (TGLC) : 1 seat in each college (f) Ex-tea garden labour community (Ex TGC) : 1 seat in each college (g) Son, and Daughter of Ex-Service man : 1 seat in each college

(h) Son, Daughter, Grand- Son and Grand –Daughter of freedom fighters (both paternal &

maternal) –2 seats in AEC and 2 seats in JEC and 1 seat in JIST, Jorhat in specific branch.(Out of these seats one seat is reserved for SC/ST/OBC/MOBC.)

(i) Physically Challenged : 3% of College intake capacity

(j) NCC. : 1 seat in each college

(k) Sportsman : 1 seat in each College

(l) Moran / Motak communities : 1 seat in each College Please Note:

Note I: - Candidates applying against the Quota reserved for SC., ST., OBC, Tea garden and Ex-tea garden Labour Community must produce the Original certificate on the day of Counseling/ Admission. Note II: - Candidates applying against the Reserved Quota of “Son/Daughters of Ex-Defense Service personal must submit certificate in Original from the Director, Sainik Board, Assam at the time of Counseling/Admission.

Note III: - Candidates applying against reserved seats of Son, Daughter, Grand- Son and Grand –Daughter of freedom fighters must attach two certificates: -

(i) Freedom Fighter certificate from the Principal Private Secretary to the Chief Minister, Assam certifying the Freedom Fighter and

(ii) Certificate from D.C./ authorized official by D.C., stating the direct relationship of the

candidate with the freedom fighter For the above reserved seats candidates must also fulfill the eligibility criteria as mentioned in Clause 5. Note IV: - The candidates applying against Reserved NCC Quota has to show the Original Copy and submit the photocopy of N.C.C. Examination Certificate from the Issuing Authority in the rank not below the Deputy Director General National Cadets Cops, Ministry of Defense Govt. of India. Certificates of merit (NCC Certificate) issued from the Head of the Institution / College/School will not be accepted. During the counseling for Admission, a candidate has to submit the original certificate from the issuing authority i.e.

Issuing Authority in the rank of not below the Deputy. Director General National Cadets Cops, Ministry of Defense Govt. of India. For considering the merit for admission in NCC Category, following criteria will be considered:

i) “C” certificate with Grading “A” would be treated as Rank I ii) “C” certificate with Grading “B” would be treated as Rank II iii) “B” certificate with Grading “A” would be treated as Rank III (iv) “B” certificate with Grading “B” would be treated as Rank IV (v) “A” certificate with Grading “A” would be treated as Rank V (vi) “A” certificate with Grading “B” would be treated as Rank VI

If number of applicants applying against N.C.C. quota seats and their Certificates are equal in Rank, then merit will be decided by taking the marks of Admission Test, even if there is a tie then Physics+ Chemistry + Mathematics marks of qualifying examination will be considered to decide the merit of the candidates. If again there is a tie, than the total marks obtained in Physics + Chemistry + Mathematics + English in the qualifying examination will be taken to decide the merit and again if it same (tie), then by draw of lot by the Chairman of Selection Committee.

Others condition will be same as mentioned in Sl. No. 5 (a, c, d, e & f ).

Note V: - The applicant against Reserved Sports quota seats must represent his/her State in National Games / Asian Games or Olympic Games. The merit will be decided in order of Medals in the following order of Preference:

1. Medal winner of Olympic Games/ World Championships 2. Participants in Olympic Games/ World Championships

3. Medal winner of Commonwealth Games/ Asian Games/ Asian

Championships

4. Participants in Commonwealth Games/ Asian Games/ Asian Championships

5. Medal winner of SAF Games/ National Games/ National Championships (Olympic recognized disciplines)/ National Cricket Tournaments organized by BCCI

6. Participants in SAF Games/ National Games/ National Championships

(Olympic recognized disciplines)/ Nation Cricket Tournaments organized by BCCI

7. Medal winner of National School Games organized by School Games

Federation of India/ All India Rural Sports/ Women Sports Festival/ North East Games/ National Inter School tournament organized by SAI NSNIS, Patiala under the Ministry of Youth Affairs and Sports, Govt. of India

8. Medal winner of State Games/ State Championships/ Tournament organized

by Assam Olympic Association/ State Sports Association / Directorate of Sports & Youth Welfare, Assam.

In respect of seats in degree level Engineering courses in Sports Quota if there is tie, i.e. prizes are equal (Gold/ Silver/ Bronze/ or preferences as above) or no prizes is obtained by any candidate then merit will be decided by taking the marks of Admission Test, even if there is a Tally then P.C.M. marks of qualifying examination will be taken to decide the merit of the candidates. If again there is a tie, then the total mark obtained in P.C.M.E. in the qualifying examination will be taken to decide the merit and again if same (tie), the by lottery by the Chairman of Selection Committee. Must clear the PCME in a same seating in the qualifying examination without any grace marks and 50% in PCM in the qualifying examination.

Others condition will be same as mentioned in Sl. No. 5 (a, c, d, e & f )

Note VI: For admission against Sports / NCC quota, reserved at State Engineering College, Assam candidates are hereby asked to submit application after appearing in the CEE – 2013 along with copies of mark sheet of qualifying Examination. Admission Test Admit Card and detailed particular regarding their State level participation along with a copy of certificate from the Director of Sports/ N.C.C. Assam to reach the Director of Technical Education , Assam, Kahilipara, Guwahati-19 within five days from the date of publication of CEE – 2013 result. All the eligible candidates are finalized by a committee with the following members:-

i) DTE, Assam Chairman ii) Director of Sports Member iii) Director of NCC Member iv) Principals of State Engg Colleges Member v) Controller of Examination, SCTE Member Secretary

B. In addition some seats are reserved for candidates nominated by the State of Nagaland, Meghalaya,

Manipur, Arunachal Pradesh, Mizoram, Tripura as per allocation of Govt. of India, Ministry of Human Resources Development Department, New Delhi.

C. Son/Daughter of employees of Central Government and of Central Government Public Sector under

taking serving in the State who are not permanent resident of Assam but are posted in Assam for not more than five years proceeding the last date fixed for submitting Application.

Note VII: Candidates applying under this category (Category C) must attach and submit attach relevant

documentary evidence duly signed by competent authority. Such as (i) that his/her parents are not permanent resident of Assam, but from other State of the Country, (ii) Service period of his/her parents in Assam as employee of Central Govt./Undertakings, (iii) Certificate from the School/College the candidate last attended.

Note VIII: If any of the seats mentioned above under reserved category remains vacant for want of

eligible candidates, the seats shall be filled-up from the General Merit List of Admission Test in order of merit.

9. BONUS MARKS FOR SON/DAUGHTER OF EMPLOYEES OF THE DEPARTMENT OF

TECHNUICAL EDUCATION

Bonus marks @ 5%, 7.5% & 10% will be awarded to the candidates who are son & daughter of the employees of Department of Technical Education, Assam for Grade- I, III & IV respectively as per Govt. order No. ETE.52/79/13, dated Dispur the 10th August’1979.

10. CHOICE OF BRANCH OF STUDY

Candidates may indicate in the application form the Branch of Engineering (i.e. Civil, Electrical, Mechanical or Chemical etc.) they want to study in order of their preference. They shall be allotted branch of study at the time of Admission on the basis of their preference and performance of the Admission Test

11. CHOICE OF COLLEGE

Candidates may indicate their choice of college in the Application Form B in order of their preference. They shall be allotted branch of study and college at the time of Admission on the basis of their performance in the Admission Test, taking into account their preference. The Application form shall consist of two sets; Form A and Form B. Candidates need only fill in Form A Online at the time of applying for permission to sit in the Entrance Examination. Competed Form B (Form B can be downloaded from the website) shall have to be submitted at the time of Counseling/Admission after declaration of result of CEE – 2013. Note IX: No application shall be considered (i) unless it is accompanied by the necessary certificates, photograph, etc. as noted in the application form A and B. (ii) unless all instructions given in the application form is followed while filling up the forms.

12. TRANSFER OF CANDIDATE (subject to modification as per decision of Government) Transfer will be possible only among the following colleges if vacancy arises during the counseling for admission. (Subject to modification)

(i) Assam Engineering College, Guwahati (ii) Jorhat Engineering College, Jorhat (iii) Jorhat Institute of Science and Technology, Jorhat (iv) Bineswar Brahma Engineering College, Kokrajhar

NOTE: - 1.

(a) No applications will be received / forwarded from the office of the Director of Technical Education, Assam for transfer from one institute/ college to another nor change of branches in any institution/College.

(b) Application for transfer from institute to another shall have to submit to the Principal

of the institution/ college where a candidate wishes to get transferred, through the principal where he or she has been admitted.

(c) Transfer will be made by Principal immediately after first counsel (not later than 12

days from the first counseling) taking the merit of the candidate/caste/category with no branch, depending on vacancy of seats).

NOTE: - 2

(a) Subsequent counseling for Admission will be held if vacancy arises after Admission of

the students, in the respective category (b) Merit marks of the next counseling will be taken from the last marks of previous

counseling for the Government Colleges i.e., Assam Engineering College / Jorhat Engineering College /Jorhat Institute of Science and Technology/ Bineswar Brhama Engineering College.

(c) Once a candidate from reserved category (SC/ST/OBC/MOBC/TGLC/FF/Ex-Defence) takes admission in general category, he/she will forfeit the eligibility for considering him/her in the reserved category even though his/her Roll No. appears in the merit-list of reserved category. Same is the case if a candidate takes admission in Reserved Category and will not be allowed to take admission as a General candidate afterwards. This is applicable even in the case of withdrawal of admission against reserved category/general category

(d) If a student takes admission in a Private Institution / State University, he /she may also be considered for counseling as per merit list of Admission Test and will be called for subsequent counseling (if any).

13. COMPETENT AUTHORITY TO ISSUE CASTE CERTIFICATE

Only the Caste Certificates issued by the following Authorities (Countersigned by Authorities if required as shown below) will only be considered

N.B. : (a) to (k) are authorized to issue caste certificates within their respective jurisdiction. Persons authorized for identification of S.C. candidate:

1. Member of Advisory Council for Welfare of S.C. 2. Chairman of Sub-Divisional Scheduled caste Development Board. 3. President/Vice President, Assam Anusucit Yuba Jati Parishad. 4. President of different Dist. & Sub-Divisional Units of Assam, Anusucit Yuba Jati Parishad. 5. Assam Mali Samaj, Mirza, Kamrup and their local Units. (These person may countersign as a mark of

their identification of the candidates only). OTHER BACKWARD CLASS:

(i) OBC, MLAs & MPs within the jurisdiction the respective district. (ii) Member of Advisory Council for Welfare of OBCs within the jurisdiction the respective district. (iii) President and General Secretary of All Assam OBC’s Association in respect of the entire State. (iv) President and Secretary of District Units of All Assam OBC’s Association within the jurisdiction of

the Sub-Division. (v) Chairman of Sub-Divisional Development Board for OBC’s within the jurisdiction of respective

Sub-Division. (vi) Sub-Divisional Welfare Officer within the jurisdiction of respective Sub-Division.

IMPORTANT: 1. All such certificate are required to the countersigned by the respective D.C.’s or SDO’s (Civil) 2. Competent authority to issue certificate of Freedom Fighter is the Principal Private Secretary to the

Chief Minister, Assam (Competent authority to issue direct relationship certificate of the candidate with the freedom fighter is the Deputy Commissioner or his authorized official.

3. For the reserved quota of son/daughter of ex-serviceman, candidates have to produce a certificate from the Director, Sainik Board, Assam.

4. For the reserved seats against of Sports and NCC quota, a candidate has to produce a forwarding letter from Director of Sports, Assam and Director of N.C.C. respectively.

5. The candidates applying for seats under physically Handicapped quota will have to produce identify certificate from the State Level/medical Board/Dist.Level/Medical Board as constituted in pursuance of Social Welfare Deptts. No0tification No.SWD-181/96/75 dt, 21/6/90. The medical Board will have to follow the working principles and instructions for issuance of identify certificate to physically disabled persons as issued Social Welfare Deptt. OM No.SWD-181/96/55 dt.31/3/99.

6. The candidates applying for seats under Moran community quota must produce certificate from Assam Moran Sabha with the counter signature of DC/.SDO (Civil) of the concerned District.

Committee for Counseling for Admission

A Committee consisting of the following members shall look after the admission process 1. Chairman –A Principal of a Government Engineering College on rotational basis 2. Member Secretary - Controller of Examination of SCTA 3. Members- All Principal of Government Engineering Colleges 5. A Representative of Higher Education (Technical), Department not below the rank of Deputy

Secretary ALL CONCERNED TO NOTE:

(i) Ignorance of rules not to be entertained as a plea for violating any rules.

(ii) Incomplete application received late or not in accordance with the instruction or submitted in old application form shall be rejected.

(iii) No correspondence shall be entertained from candidates not admitted under the rules.

(iv) Enquiry regarding admission over telephone telex or telegram shall not be attended to.

(v) Canvassing directly or indirectly shall disqualify a candidate for admission. (vi) The candidate must be physically present at the time of interview with all original documents.

(vii) In case of any clarifications regarding admission in the State Engineering Colleges of Assam,

chairman for counseling for admission for that particular year will be legally binding and any dispute or for legal proceeding shall be Gauhati in the state of Assam and will be responsible

and represented by the chairman of the admission council committee, for that year of admission who is the Principal of State Govt. Engineering College.

Please Note: The following State Universities and the Private Engineering Colleges may also take part in the Counseling for Admission. The Rules & Regulations, Fee Structure and other Norms of the Institutions will be Notified/Published by the concerned University/Institution.

Detailed information of all these Institutions will be available in the individual Institute’s Prospectus. If any other AICTE approved Institutions want to seat for counseling they need to take the prior permission from the Education Department (Higher & Technical) mentioning the Number of seats they wish to offer from this admission test and also the fees structure.

Form – A is the online application form issued by Dibrugarh University. This Form will have to be filled and submitted for appearing in the CEE-2013 Form – B is issued by Directorate of Technical Education, Assam. This form can be downloaded from the websites (please refer to Information Brochure) of CEE-2013. This Form will have to be filled and submitted at the time of Counseling/Admission
