BACKGROUND

The Tri-Municipal Larchmont - Mamaroneck Cable TV Board of Control was organized by the Villages of Larchmont

and Mamaroneck and the Town of Mamaroneck to administer the franchise agreement (effective Dec. 3, 1980 through

Dec. 31, 1993 and extended through Temporary Operating Authorities granted by the New York State Commission on

Cable television) with TCI Cable of Westchester (doing business as UA-Columbia Cablevision of Westchester) pursu-

ant to the CATV Sharing Agreement. On September 25, 1996 a new franchise agreement was signed with TCI and on

March 3, 1998 Cablevision purchased TCI and became the cable provider for the tri-municipalities on channels 75, 76

and 77. In December, 2007 a franchise agreement was signed with Verizon Corporation to provide cable TV service

on Verizon channels 34, 35, and 36, giving the tri-municipal communities a competitive choice of cable providers for

the first time. Richard Slingerland, the Administrator for the Board of Control, is the direct liaison with Cablevision

and Verizon for the three communities handling all complaints and recommendations.

The Board of Control is responsible for collection and disbursement of franchise fees from Cablevision and Verizon.

The franchise fees represent 5% of the gross operation revenues for cable television of Cablevision and Verizon sub-

scribers in the tri-municipal region. The franchise fees support the operations of the Board of Control and provide the

primary support for Larchmont - Mamaroneck Community Television, Inc. (LMC-TV). The Board of Control holds

the lease agreement with the Mamaroneck Union Free School District and the Rye Neck Union Free School District for

the television equipment provided by the franchise agreements and the access center facilities located there. A two-

thirds negative vote by the three municipal government boards can overrule any action taken by the Board of Control.

The Board of Control is composed of one elected official from each of the three municipalities, an administrator, and a

treasurer.

The Advisory Committee of the Board of Control advises the Board on cable matters affecting our communities. This

includes technical, legal, programming, financial, subscriber and insurance matters relating to the franchise agreement.

The Committee is to report to the Board of Control semi-annually.

The LMC-TV Board of Directors sets policy and is responsible for the operation of the access centers and for pro-

gramming Cablevision channels 75, 76 & 77 and Verizon Channels 36, 35 & 34 in the community interest. The LMC-

TV Board of Directors is composed of members selected from the community by the LMC-TV Board of Directors.

The LMC-TV Board submits the annual LMC-TV operating budget to the Board of Control for approval, whose mem-

bers pass it on to the three municipal boards for their approval.

PHILOSOPHY

Larchmont - Mamaroneck Community Television, Inc. (LMC-TV) is a non-profit membership organization open to all

members of the community. LMC-TV programs Cablevision Channels 75, 76 & 77 and Verizon Channels 36, 35 & 34

in the community interest for Larchmont and Mamaroneck, NY. LMC-TV aims to heighten community awareness and

increase community participation through the making and viewing of local television, and to encourage programming

reflecting the concerns, interests and activities of our community.

OBJECTIVES

1. Operate community access television facilities for the use of the people of the Villages of Larchmont and

Mamaroneck and the Town of Mamaroneck.

2. Offer production training classes.

3. Encourage local people to produce and promote their own community television programs.

4. Produce community programs.

5. Cablecast town and village board meetings and school board meetings on Channel 76/35.

6. Cablecast community television programming on channels 75/36, 76/35 and 77/34.

7. Publicize the program schedule and LMC-TV programs and events.

8. Raise funds to support community programming and broaden awareness of the LMC-TV philosophy and

programming.

9. Maintain high quality facilities and community-friendly production equipment within an affordable

budget (based upon franchise fees and fund-raising income).

10. Provide a community information system in case of emergency.

11. Expand and strengthen ties to existing community organizations.

12. Be available to the Board of Control to report and comment on matters of cable TV regulations and utili-

zation and participate in cable franchise negotiations.

GOALS

To continue to bring new people and community groups into the LMC-TV fold.

To continue to develop a strong identity throughout the three communities in which we serve.

To maintain programming hours in order to serve all facets of the community.

To increase the membership base.

To continue and strengthen the relationships between LMC-TV and the Mamaroneck & Rye Neck School

Districts, the Mamaroneck and Larchmont Libraries and the Emelin Theatre for the Performing Arts.

To explore emerging communications technologies in order to determine what role LMC-TV might as-

sume.

To maintain our services to the community, to the best of our abilities.

President’s Report 2013

As President of the LMC-TV Board of Directors, I would first like to compliment the staff, volunteers and

Board members for their dedication in making our community television the best it can be and working toward mak-

ing it even better for many future years. In 2013 LMC-TV celebrated its 30th Anniversary at a special gala event held at the Beach Point Club in

Mamaroneck. We recognized LMC-TV’s founding Board Members and past Presidents as well as presenting the

Sunny Award to Elaine Chapnick in recognition of her many contributions to LMC-TV and the community. Also a

Special Recognition Award was given to Eileen Mason for her 30 years of service to LMC-TV.

We continue to look at consolidating our facilities and have still been working on the possibility of this being

done in the former Mamaroneck Village Hook and Ladder Firehouse. We should know in 2014 if this will be feasi-

ble from a financial standpoint and be able to proceed.

We have continued to upgrade our equipment as needed and will continue to do so in 2014. The Board and staff

believe very strongly that the equipment must keep up with the latest technology if we are to remain an important

community resource.

This year we again had a very successful membership drive and going forward we will need to reach out for

increased community support and increase our efforts in fund raising, memberships and sponsorships for our pro-

gramming. This will continue to be a priority in the coming years especially not knowing what the future will be for

franchise fees after our current agreements with Cablevision and Verizon expire.

Our coverage of Municipal and School Board meetings, sports programming and community events has been con-

tinually expanded and is available by streaming and on demand via our website (www.lmc-tv.org). We will continue

to make improvements to our website and always welcome suggestions to improve it.

We have also kicked off our new local news programming, “The Local Live”, which has been really well re-

ceived by our viewers and we are always looking for volunteers to help us to expand our coverage.

I would like to welcome Jeff Meighan, Carolyn Pomeranz, Sabrina Fiddelman and John Verni as new members

of our Board and look forward to working with them for many years to come. The Board in 2013 increased the num-

ber of Board members from nine to eleven in order to bring more talented individuals on board.

I want to personally thank Erik Lewis, our Executive Director for the tireless job he does in keeping LMC-TV

running smoothly and the many different hats he wears during the year in making sure that all important events and

meeting always have coverage.

I would also like to thank the Board of Control members, Mayor Norman Rosenblum, Mayor Anne McAndrews

and Councilman Ernest Odierna for their continued support and cooperation, without which LMC-TV would not be

able to exist.

LMC-TV is dedicated to its mission of serving and keeping our community informed and to continue its value

as our “Community Connection.”

Executive Director’s Report 2013 LMC-TV celebrated its 30th anniversary in 2013. The year was highlighted by a tremendously successful fund-

raising dinner at the Beach Point Club where we honored founding members Elaine Chapnick and Eileen Mason, all the

members of the founding Board of Directors and all past Presidents of the LMC-TV Board of Directors. More than 125

persons attended and a front page story reported the event in the Mamaroneck Review. The event raised over $40,000 for

LMC-TV.

The year 2013 also brought the debut of LMC-TV’s own news show—The Local Live (TLL) that premiered with

coverage of the 30th Anniversary Dinner. Since then and to date, TLL has produced and aired nearly 20 shows. Leading

the charge for TLL and LMC-TV is Sheyla Navarro, Senior Producer, who is a recent SUNY Purchase graduate with a

degree in journalism. Ms. Navarro produces the weekly show working alongside me, Board member Maura Carlin and

Michael Witsch, a longtime LMC-TV supporter, founder and volunteer. In addition to reporting local stories, recapping

municipal and school board meetings, rounding up local media trends, airing high school varsity sports plays of the week

and more, TLL features a live interactive roundtable discussion segment with calls, emails and tweets from the community

-at-large. Guests thus far have included NYS Senator George Latimer, County Legislator Catherine Parker, Mamaroneck

Town Supervisor Nancy Seligson, Village of Larchmont Mayor Anne McAndrews, Village of Mamaroneck Mayor Nor-

man Rosenblum, Village of Mamaroneck Trustee Andres Bermudez-Hallstrom and Mamaroneck Schools Superintendent

Dr. Robert Shaps, the Executive Director of Project Rebirth Helen Rafferty and the President of Autism Speaks Liz Feld.

Additionally, in the past year LMC-TV pushed forward in its effort to consolidate and move into a single venue

to enhance and improve its operation. The unused firehouse at 145 Mamaroneck Avenue is currently being considered.

LMC-TV met with the Board of Control which approved of the plan in principle. Architects Vicki Hage and Joe Ruocco

completed a feasibility study commissioned by the Board of Control and the contractors Murphy Brothers Construction

made a detailed renovation estimate. We are hopeful that 2014 will bring a decision about a location for consolidation.

LMC-TV core staff has remained stable with Associate Director Matt Sullivan assuming more leadership respon-

sibility. He has worked with volunteer Louis Simons to develop a new website. Sports Producer Rob Moretti, in addition

to recruiting, training and managing 37 sports personnel (mostly drawn from Mamaroneck and Rye Neck High Schools) to

shoot and commentate on 73 varsity sports games, has proven himself adept at social media management and computer/

web troubleshooting. In a late year coup, Rob also managed to shoot the boys' basketball semi-finals in Westchester

County Center. Local coverage had previously been opposed by NYS Section One Athletics. Rob's tireless pursuit of

sports coverage has paid off for the Varsity Sports Program.

Studio Production Manager Dena Schumacher's advocacy for improvement of Studio 2 resulted in the purchase

of the Tricaster digital studio system which has given us the ability to shoot and record in HD, use virtual sets, control roll-

ins easily with one person and generally improve our studio capability in a state-of-the art production environment. Addi-

tionally, Dena taught 26 participants in two Summer Teen Filmmaking workshops. Her leadership and organization for

TLL studio production has contributed to its success.

Government and Community Production Manager Christina Carino-Forrest tracked and fulfilled requests for

coverage of community events, recruited, trained and managed 17 municipal meetings videographers who covered 133

meetings in 2013. Additionally, she managed seven afterschool clubs in five schools and developed and taught advanced

workshops in video editing, Photoshop and After Effects.

Office and Bulletin Boards Manager Sharon Mosley, in addition to producing three separate community bulletin

boards for our three channels, developed income and expenditure tracking systems and maintained our media library in-

ventory tracking. She also produced "As You Are" - a show about persons dealing with challenges.

In an extra-curricular note, Associate Director Matt Sullivan and Studio Production Manager Dena Schumacher

raised funds on Kickstarter for and successfully shot their independent short Sobrevivo - a zombie tale written by Dena and

directed by Matt.

The membership solicitation for 2013 raised $7551. Corporate underwriting raised at $2200. A goal in 2014

will be to revitalize Corporate Underwriting.

New and some older shows of note in 2013 are: The Way To Go produced by Alan Bendich - a new talk show

about creative artists and arts venues; As You Are produced by Sharon Mosley - a show about persons dealing with chal-

lenges; Vistazos produced by Maria Elena Carullo and Anthony Minotti - a show about Hispanic events and issues in the

Mamaroneck School District; and TLL - produced by LMC-TV - a live, interactive news magazine and talk show.

In conclusion, in the past year LMC-TV made great advances toward consolidating our physical plant and has

achieved a marked success in reconnecting to our past to reaffirm our future in the 30th Anniversary Dinner.

Goals for 2014 include replacing our aging playback system, completing the nearly finished new and easier to use

website and finalizing the move to one location.
