FOREWORD

The Foreign Comparative Testing (FCT) program has helped improve warfighter readiness. Since 1980, FCT has tested over 400 defense products from 22 nations. Totaling over $5.4 billion, U.S. procurements of world-class components from our foreign allies and friends include major systems as well as specialized equipment that provide new capabilities, reduce operating costs, and extend legacy systems.

The nearly $285 million in Fiscal Year 2001 procurements support the

Department of Defense’s force transformation with leap-ahead technologies: U.S. and Coalition forces fighting against terrorism in Operation Enduring Freedom receive near real-time imagery from Eagle Vision, the Department of Defense’s only forward-deployable commercial satellite imagery receiving and processing system. The BOL chaff/flare dispenser protects Air Force and Navy aircraft against missile threats. The Navy's MH-53 Sea Stallion’s engine will more than double its operational life with an erosion-resistant coating that protects the compressor blades against harsh desert sand. High-Pressure Pure Air Generators are replacing nitrogen bottles to cool infrared missile seekers on Navy and Marine Corps AV-8B, AH-1, and F/A-18E/F aircraft, thereby extending patrol time, and eliminating change-out after each flight. The Automatic Chemical Agent Detector Alarm is the Department of Defense's most widely fielded chemical agent detector for protecting troops and other high-value assets. Other products tested through FCT provide our warfighters additional chemical-biological protection, safe escape from disabled submarines, air cargo handling, intrusion detection, hostile gunfire detection, specialized firepower, critical engineer capabilities, and emergency arrestment of aircraft.

Leveraging the defense investments of our allies and friends reduces total ownership costs. The estimated Research, Development, Test and Evaluation cost avoidance resulting from the FY 2001 first-time procurements is $132 million. Additional cost reductions are forecast: $6 million from the Air Force aircraft arresting system; annual savings of $1.6 million from the erosion-resistant coating process; $5 million from the Army’s high mobility engineer excavator; and untold procurement savings for explosive compounds after qualification of a second source reduced the acquisition cost per pound by half. In addition, the U.S. industrial base benefits from FCT. More than 40 cities in 26 states have benefited from the licensed production of items evaluated under FCT, and from international business relationships and industrial teaming involving nearly 50 companies and branches that manufacture a broad array of products. The FCT program has provided world-class equipment to U.S. warfighters over the past 23 years, as evidenced today in our fight against terrorism. I appreciate Congress’ continued support of the FCT Program. I am pleased to submit the annual report for 2001.

OVERVIEW OF THE FOREIGN COMPARATIVE TESTING PROGRAM

The Foreign Comparative Testing (FCT) Program1 supports the warfighter by leveraging non-developmental items from allied and friendly nations to satisfy U.S. defense requirements, thereby accelerating the U.S. acquisition process and lowering development costs.

The FCT Program reduces acquisition cycle time for fielding world-class systems and

equipment by an average of 5½ years compared to development programs of similar equipment. Many FCT projects have reduced total ownership costs of military systems, cutting overall acquisition and support expenditures while enhancing standardization and interoperability, improving allied cross-service support, and promoting international cooperation.

Each year the Military Services and U.S. Special Operations Command nominate

candidate projects to the Office of the Secretary of the Defense (OSD) for funding consideration. The OSD Staff screens the proposals to ensure: (1) the proposed non-developmental item addresses valid requirements; (2) a thorough market survey was conducted to identify all potential contenders; and (3) the sponsoring organization has developed a viable acquisition strategy. The highest priority for funding is given to projects with the intent to procure if the item meets requirements and provides best value. A lower priority is given to projects evaluating foreign technologies when there is no immediate, funded intent to procure after a successful FCT evaluation.

OSD evaluates and prioritizes the candidate proposals and notifies Congress of the intent

to fund new and continuing projects. Approved projects are normally funded for one or two years. The sponsoring organization obtains, tests, and evaluates the items selected for consideration. Items that meet requirements and provide best value are usually procured by the sponsoring organization. Of the 439 projects conducted under the FCT Program since 1980, 218 met U.S. military requirements and 130 were procured – nearly 60 percent. More recently, the FCT team has focused on items with a high potential of meeting requirements and being procured. This focus has increased the procurement rate to 81 percent of those items that met the requirements since 1997.

The Foreign Comparative Testing Program Handbook2 contains further details on the

program and describes how to manage an FCT project successfully from the initial proposal through procurement. 1 The FCT Program is authorized by Title 10, United States Code, Section 2350a(g). Further guidance

is found in the DoD FAR Supplement and sections of DoD Regulation 5000.2-R which address the acquisition and distribution of commercial and non-developmental items.

ARMY 1.75/1.5-Watt Linear Drive Cooler — Germany Linear drive coolers are used for closed cycle cryogenic cooling of Focal Plane Arrays in second-generation infrared imaging systems. The German AEG Infrarot Modules (AIM) cooler was evaluated for use in the Standard Advanced Dewar Assembly Type I (SADA-I) needed for the Comanche and Apache Upgrade program. Test articles were delivered in June 1997 and integrated into the prototype test bed at the Army's Night Vision and Electronic Sensors Directorate, Fort Belvoir, Virginia. The 1.75-watt cooler met the Army’s basic performance requirement and the test items, along with 22 additional units valued at $293,000, are being integrated into Comanche FLIRs and are in use for system-level testing. During this FCT project, the Comanche and Apache Upgrade Program Office adopted a 1.5-watt cooler, also developed by AIM, to replace the 1.75-watt cooler. In addition to Fort Belvoir, the FCT test program was conducted at the manufacturer’s facility in Germany; the Naval Air Warfare Center, Patuxent River, Maryland; Lockheed Martin Electronics, Orlando, Florida; Army Aviation Center, Fort Rucker, Alabama; Fort Hunter Liggett, California; Yuma Proving Ground, Arizona; and at Fort A.P. Hill, Virginia. This success resulted in an estimated development cost avoidance of $2 million and accelerated fielding time by several years.

Afocal Assembly — Germany, United Kingdom The NV80 B-Kit is the latest generation forward-looking infrared imager used in the Army’s M1A2 Abrams Tank, M2A3 Bradley Fighting Vehicle, and the Long Range Advanced Scout Sensor System. The B-Kit’s afocal assembly acts as a telescope and can switch from wide to narrow view. The candidates from Zeiss Optronik (Germany) and GEC-Marconi and Pilkington (United Kingdom) were evaluated as additional supply sources for these items. Test article contracts were awarded in third quarter FY 1998 to all three vendors, and the afocals were installed in a production Second-Generation FLIR assembly at the Army’s Night Vision and Electronic Sensors Directorate, Fort Belvoir, Virginia. The test program was successfully completed in third quarter FY 2001. Qualification of the foreign afocal assemblies established additional sources of supply. The current B-Kit procurement solicitation, incorporates incentives for the B-Kit prime contractors to include the afocal assemblies evaluated in this FCT project in their offers. This FCT project resulted in an estimated development cost avoidance of $2 million and a 25% reduction in unit production costs, approximately $24 million over a production run of 6,000 units without competition.

Combat Vehicle Crew Fire Extinguisher — Austria This project evaluated a non-toxic fire extinguisher system developed by Protechnik Produktions GmbH (formerly Intertechnik) for use in crew-occupied areas of U.S. combat vehicles, to replace current Halon fire extinguisher systems. For environmental reasons, Halon production has been banned in the U.S. and most other countries since 1994. A test article contract was awarded to Protechnik in third quarter FY 2000. After hazardous materials certification, the test program was initiated at Aberdeen Proving Ground, Maryland, and completed in fourth quarter FY 2001. As demonstrated during a series of live fire tests in an M2A3 Bradley Fighting Vehicle, the Austrian fire suppression system was as effective as the fielded Halon 1301 extinguishant, and routinely extinguished potentially catastrophic fires successfully. The Army now has a qualified, suitable replacement for the existing Halon extinguisher systems. Fielding of the Protechnik system will result in an estimated development cost avoidance of $5 million and will significantly lower life-cycle costs and improve the environment by eliminating recycled Halon.

Electronics Module — Germany This project evaluated a Zeiss Optronik electronic unit for use in the Long Range Advanced Scout Sensor System and the Horizontal Technology Integration NV-80 B-Kit program in order to establish additional sources for the assembly system. A test article contract was awarded in fourth quarter FY 1998, and delivery occurred in fourth quarter FY 1999. The Army's Night Vision and Electronic Sensors Directorate, Fort Belvoir, Virginia, successfully completed the test program in third quarter FY 2001. The qualification of the Zeiss Optronik electronics modules establishes additional sources of supply. The current B-Kit procurement solicitation, incorporates incentives for the B-Kit prime contractors to include the Zeiss Optronik modules in their offers. This FCT project resulted in an estimated development cost avoidance of $2 million and a 25% reduction in unit production costs, or approximately $18 million over a production run of 3,800 units.

Lightweight Hand Grenade — Austria, Germany, Republic of Korea This project evaluated lightweight hand grenades as replacements for the current M67 grenade. Test article contracts were awarded to Arges of Austria and Diehl of Germany in second quarter FY 1999. The test was to include articles from Hanwha of the Republic of Korea. Due to difficulties in delivery of test units, Hanwha did not participate in the initial testing. The testing proved neither the foreign nor U.S. candidates could meet the Army’s required lethality at the desired weight. Further testing was delayed by nine months due to conflicting priorities of test range scheduling and Army re-evaluation of the requirements. The Army terminated the test program at Aberdeen Proving Ground, Maryland, in the first quarter FY 2001.

Mine Protected Clearance Vehicle — Republic of South Africa This FCT project evaluated two landmine neutralization systems from Deneb Mechem, the Casspir MKII (teamed with Critical Solutions International) and the Buffalo (formerly Lion II) (teamed with Technical Solutions Group). As the command and control vehicle for the Army’s Ground Standoff Mine Detection System (GSTAMIDS), the mine protected clearance vehicle will discriminate marked mine locations and also remove or destroy anti-tank mines from roads and routes. Test article contracts were awarded in third quarter FY 2000. Both vehicles were delivered, and testing beganat Aberdeen Proving Ground, Maryland, in first quarter FY 2001. In fourth quarter FY 2001, a decision was made to procure the Buffalo vehicle. Procurement and fielding of the Buffalo vehicle will yield an estimated development cost avoidance of $31.5 million, procurement cost savings of about $200 thousand per vehicle, and approximately $10 million in operations and life-cycle cost savings.

Scanner Assembly — Germany, United Kingdom The NV80 B-Kit is the forward-looking infrared imager device used in the Army’s Long Range Acquisition Sight. The scanner assembly scans the field of view and filters out selected frequencies. The candidates from Zeiss Optronik of Germany and GEC Marconi and Pilkington of the United Kingdom were evaluated as additional supply sources for this item. Contracts for test articles were awarded in third quarter FY 1998. Deliveries were completed in fourth quarter FY 2000 and testing began at the Army’s Night Vision and Electronic Sensors Directorate, Fort Belvoir, Virginia. The test program was successfully completed in third quarter FY 2001. The qualification of the foreign scanner assemblies establishes additional sources of supply. The current B-Kit procurement solicitation incorporates incentives for the B-Kit prime contractors to include the scanner assemblies evaluated under this FCT project in their offers. This FCT project resulted in an estimated development cost avoidance of $2 million and a 25% reduction in unit production costs, or approximately $14 million based on a production run of 3,800 units.

NAVY/MARINE CORPS 30mm APFSDS-Tracer for Advanced Amphibious Assault Vehicle — Germany, Norway This FCT project successfully evaluated the safety, performance, and lethality of the Armor-Piercing Fin-Stabilized Discarding Sabot-Tracer (APFSDS-T) round for use with the MK44 automatic cannon on the Marine Corps’ Advanced Amphibious Assault Vehicle (AAAV). Candidate rounds developed by Raufoss of Norway and Mauser of Germany (with Oerlikon Contraves Pyrotechnics of Switzerland) underwent test and evaluation by the Naval Surface Warfare Center, Dahlgren, Virginia, and Army Research, Development and Engineering Center, Picatinny Arsenal, New Jersey, with positive results. A combined total of 3,600 rounds valued at $1.2 million were procured from both vendors for AAAV System Development and Demonstration (SDD). In addition, the Navy is funding tests of both rounds for application in the MK44 gun on the LPD-17 class ship and of the Raufoss round for the Rapid Airborne Mine Clearance System (RAMICS). A final selection between the two rounds for the AAAV will be made upon completion of SDD. This FCT project will result in an estimated development cost avoidance of $20 million and savings in production costs of approximately $2 million.

Anti-Jam GPS Antenna System — United Kingdom This FCT project successfully evaluated a compact anti-jam antenna system (GAS-1N) produced by Raytheon Systems Limited (RSL) for installation on tactical military aircraft that require robust GPS navigation performance. RSL is the only manufacturer of this critical anti-jam antenna GPS technology today and produces a larger variant (GAS-1) for the Air Force and the Navy. The Navy’s Space and Naval Warfare Development Center, San Diego, California, conducted the test program. The FCT test article contract was awarded in first quarter FY 2001. Testing was conducted at the Naval Air Warfare Centers at Patuxent River, Maryland, and China Lake, California; White Sands Missile Range, with significant participation by the 746th Test Squadron at Holloman AFB, New Mexico; and at the Air Force Research Laboratory at Wright Patterson AFB, Dayton, Ohio. The Army is flight-testing the GAS-1N for the UH-60 Blackhawk helicopter, and will purchase units for test and evaluation for Comanche. GAS-1N may also apply to the Air Force’s Global Hawk Unmanned Aerial Vehicle. This successful project will result in an estimated development cost avoidance of $6 million, savings in production costs of approximately $1.5 million, operations and life-cycle cost savings of about $1 million per year, and accelerated fielding time of about two years.

Emergency Evacuation Hyperbaric Stretchers — Italy, United Kingdom This project successfully evaluated portable, collapsible hyperbaric chambers, developed by GSE Trieste of Italy and SOS Hyperlite Ltd. of the United Kingdom, to meet requirements for integration into the Navy’s Submarine Rescue Diving and Recompression System. The Air Force aeromedical evacuation and clinical hyperbaric medicine teams participated in the Navy evaluation of the systems for remote on-site treatment and evacuation of altitude-induced hyperbaria. Test article contracts were awarded in third quarter FY 1997, and the items were evaluated at the Navy’s Experimental Diving Unit in Panama City, Florida, and the Air Force School of Aerospace Medicine at Brooks AFB, Texas. Tests of the Italian candidate were discontinued due to shortcomings in the performance of the prototype design. The British candidate successfully completed the test program and was certified for the Navy requirement in third quarter FY 2001. Five production units valued at approximately $270,000 were procured from SOS Hyperlite in FY 2001. One of these units was deployed to the Air Force’s Johnston Atoll facility in fourth quarter FY 2001 for critical operational support. This FCT project resulted in an estimated development cost avoidance of $4 million.

High-Pressure Pure Air Generator for F/A-18E/F — United Kingdom This project successfully evaluated the High-Pressure Pure Air Generator (HiPPAG) developed by Ultra Electronics, for its capability to cryogenically cool the seeker of the Sidewinder missile employed on the Navy’s F/A-18E/F aircraft. HiPPAG replaces the nitrogen bottles in use on the missile’s LAU-127C/A launcher. The bottle maintenance is manpower intensive, and the limited capacity restricts missile availability time, especially on long-duration missions. The Naval Air Warfare Center at Patuxent River, Maryland, conducted the test program. Final Sidewinder shot qualification flight tests and fleet flight clearance of the LAU-127C/A with HiPPAG were completed in fourth quarter FY 2001, and the first 20 units were delivered to the Fleet. Initial HiPPAG production contracts for the F/A-18E/F were awarded to Ultra Electronics for 156 units valued at approximately $5.5 million, with projected future procurement of 561 units worth approximately $19.6 million. This FCT project resulted in an estimated development cost avoidance of $2.2 million, projected savings of $23.5 million in procurement costs, and $50 million in operations and support life-cycle savings due to replacing the nitrogen bottles with HiPPAG.

Molecular Sieve Oxygen Generator System (MSOGS) — United Kingdom This project successfully evaluated the Generic MSOGS developed by Honeywell-Normalair Garrett. The Navy uses Liquid Oxygen (LOX) and Gaseous Oxygen (GOX) systems on over 2000 aircraft for aircrew breathing at an annual support cost of over $50 million. This project supports the Navy’s program to remove LOX from all Navy aircraft, ships, and shore stations, and to retrofit a suitable On-Board Oxygen Generating System (OBOGS) system on over 900 aircraft over a period of 10 years. The use of the Generic MSOGS or similar systems made in the U.S., promises to reduce logistic support costs, eliminate explosion hazards and tons of hazardous materials while extending the operational capability of aircraft. Testing of the Generic MSOGS on several aircraft types began in FY 1999 at the Naval Air Warfare Center, Patuxent River, Maryland, and was completed in third quarter FY 2001. The Generic MSOGS was able to generate sufficient oxygen for two people in both the AC- and DC-powered versions for a wide range of aircraft conditions. The Honeywell-Normalair Garrett Generic MSOGS is qualified to compete as a component in the Joint Strike Fighter. The successful qualification of the second MSOGS manufacturer is projected to result in an estimated development cost avoidance of $30 million, and direct production and life-cycle cost savings of up to $1.79 billion over 20 years.

AIR FORCE Castings for Affordable Fighter Structures — Russian Federation The Balashikha Foundry (formerly the All Russian Institute of Aviation-VIAM) has an advanced metallurgical technology for fabrication of the center fuselage section in fighter aircraft. This fuselage casting design for a single seat fighter may benefit potential future fighters, such as the Joint Strike Fighter. This FCT was a technical assessment to evaluate the structural integrity, affordability, and supportability of the cast structural article. The Russian casting process promises to improve the current manufacturing process and provide a less costly source for large aerospace titanium castings. The Flight Dynamics Directorate, Advanced Development Branch of the Air Force Research Laboratory, Wright Patterson AFB, Ohio, in conjunction with the Boeing Corporation, St. Louis, Missouri, completed the test program in fourth quarter FY 2001. The Air Force determined that the Russian castings are of good quality, and the considerable cost savings of the Russian casting technology were demonstrated. The Air Force made no decision on whether to adopt the casting process.

F-15 Countermeasures Dispenser (BOL) — Sweden The Air Force evaluated the Saab Tech (formerly Celsius) BOL countermeasures dispenser for use on F-15 aircraft. The dispenser releases chaff and infrared material in an efficient dispersion pattern and has already been procured by the Navy for the F-14 “Tomcat” through the FCT Program. Installed in a modified missile launcher, the dispenser increases chaff and flare capacity with no modification to the F-15 aircraft structure required. The test program was managed by the F-15 Project Office, Wright Patterson AFB, Ohio. Flight tests by the 46th Test Wing at Eglin AFB, Florida, and at Nellis AFB, Nevada, were successfully completed in fourth quarter FY 2001. The Swedish countermeasures dispenser was selected for procurement. A contract was awarded in fourth quarter FY 2001 for $26.4 million for integration and installation on Air National Guard F-15A/B aircraft. This project resulted in an estimated development cost avoidance of $50 million.

Infrared/UV Threat Stimulator — United Kingdom This project evaluated a system developed by Elettronica Systems Ltd. for simulating Infrared and Ultraviolet (IR/UV) rocket motor signatures from IR MANPAD surface-to-air missile threats. The Air Force has a training requirement to realistically trigger IR/UV missile warning systems on combat aircraft. Aircrews will be able to observe valid missile warning systems on combat training ranges and learn to react to simulated threats before being subjected to actual threats in combat. The 412th Test Wing at Edwards AFB, California, conducted the test program. A test article contract was awarded in second quarter FY 2001. Testing was successfully completed in fourth quarter FY 2001. As a result, one initial unit valued at $113,000 was procured in fourth quarter FY 2001. Additional buys are anticipated in FY 2002. This project resulted in an estimated development cost avoidance of $5.2 million.

Night Vision Goggle Camera — Israel This project evaluated a camera and optics system developed by Vectop, Ltd. that can be mated to current U.S. aviator’s night vision goggle hardware to record images seen by a pilot. The “Night Witness” system held promise of improving training and testing, mission reconstruction, and mission debriefing. A test article contract was awarded in fourth quarter FY 1997. The Air National Guard completed testing at the Air Force Reserve Test Center in Tucson, Arizona, in second quarter FY 2001. The tested item was qualified on the ACES II ejection seat and deemed suitable for use in F-16 aircraft. ITT in Roanoke, Virginia, has marketing rights outside Israel and exclusive maintenance responsibility for all units sold in the U.S. Air Force procurement is still under consideration. The camera fits all night vision goggles, including those for ground personnel. Potential applications include border security, law enforcement, and wildlife and fisheries protection.

Portable Intrusion Detection Sensor Cable — Canada This project evaluated a sensor cable system developed by Auratek Enclosure Inc. for a portable intrusion detection sensor for integration into the Air Force Tactical Automated Security System (TASS). The portable sensor cable detects field disturbances when a person or vehicle passes over or near the cable. The sensor cable promised to detect and warn of intrusion in vulnerable areas with dense vegetation and in rough terrain, with no line-of-sight. The TASS Program Office at the Electronic Systems Center, Hanscom AFB, Massachusetts, awarded a test article contract in second quarter FY 2001. Early results of testing and risk analysis, begun in third quarter FY 2001 by the 46th Test Wing, Eglin AFB, Florida, demonstrated that the Canadian item was not ready for fielding. The Air Force terminated the project in fourth quarter FY 2001.

Tactical Long Range Passive IR Sensor — Australia. This project evaluated the ADPRO 250A developed by Vision Systems for use in the Tactical Automated Security System (TASS). TASS provides perimeter detection, assessment, and reporting with an integrated suite of sensors, communications equipment, thermal imagers, and alarm annunciators. The Australian item incorporates signal processing in the sensor, promising a significant advantage over simple threshold detection that is susceptible to nuisance alarms from the environment and small animals. The Air Force Electronic Systems Command at, Hanscom AFB, Massachusetts, and the 46th Test Wing at Eglin AFB, Florida, completed the test program in third quarter FY 2001. Uncooled Thermal Imager — Sweden This project successfully evaluated a state-of-the-art thermal imager manufactured by FLIR Systems for Air Force Security Forces. The Air Forces’ Tactical Automated Security System provides advanced force protection to DoD critical assets deployed at worldwide locations. The Swedish imager provides a low cost, highly reliable thermal imager for this program. The Air Force awarded a test article contract in fourth quarter FY 1998. The 46th Test Wing at Eglin AFB, Florida, conducted the test program. Early positive results supported a procurement contract for 36 units valued at approximately $3.5 million for use during military operations in Kosovo. The full test program was completed in second quarter FY 2001. SPECIAL OPERATIONS COMMAND 21mm Trainer for M72 Light Anti-Tank Weapon — Norway This project successfully evaluated a 21mm training round manufactured by Nordic Ammunition Company for use in the M72 Light Anti-Tank Weapon. Adoption of this round will decrease training costs over using live rounds for training, thus increasing training opportunities and user proficiency. Safety certification and operational tests were completed in the second quarter FY 2001 at the Naval Surface Warfare Center at Crane, Indiana, and at the vendor’s facilities in Norway. A production contract was awarded in third quarter FY 2001 for nearly 45,000 trainer rockets and 200 trainer launchers valued at $2 million, with an option for an additional 30,000 trainer rockets. Use of the Norwegian trainer yields an estimated $14 million in procurement savings for annual training over a ten-year period.

Improved Battery Cells — Canada, Taiwan This project is evaluating foreign-manufactured battery cells and batteries with improved technology that may increase performance by 25% to 50% over batteries used by the Joint Services. Less-Sensitive RDX — France (joint with Navy and Air Force). This project is evaluating a new less-sensitive RDX high-energetic material used for explosives, propellants, and initiation activators to determine if it meets the insensitivity requirements for cast explosives for 155mm artillery projectiles and other munitions and rocket applications. Manufactured by Société Nationale pour Poudres et Explosifs (SNPE) of France, this technology will be incorporated into all future U.S. munitions procurements if the project is successful. A test materials contract was awarded in fourth quarter FY 2000. The te st program included the reprocessing by SNPE of RDX provided by the Army’s Holston Ammunition Plant in Tennessee. Army, Navy, and Air Force test activities are participating in the extensive explosives formulation evaluation, comparing 155mm high-explosive projectiles loaded with new cast explosives formulated with three types of RDX – the standard Holston RDX, the Holston RDX re-processed by SNPE, and the original SNPE material.

Lightweight Chemical Agent Detector — Finland, United Kingdom (joint with U.S. Special Operations Command). This project is evaluating two lightweight chemical agent detectors, the LCD-2 manufactured by Graseby Dynamics of the United Kingdom (top picture), and the ChemPro 100 manufactured by Environics Oy of Finland (bottom), to determine whether they meet or exceed the requirement for personal warning and protection under the specifications for the Joint Chemical Agent Detector (JCAD). Standard Advanced Dewar Assembly Type I – France, Germany The Standard Advanced Dewar Assembly-Type I (SADA I) is an integral part of the Army’s second-generation infrared imaging system used in fixed and rotary wing aircraft. SADAs allow infrared systems to image, detect, and identify targets at significantly greater distances than first-generation devices. This project is evaluating SADA I modules developed by SOFRADIR of France and AEG Infrarot Modules (AIM) of Germany for use in major Army systems such as Comanche and Apache and Navy/Air Force F-14, F-16, F-18 and F-22 aircraft. The contracts for test articles were awarded in second quarter FY 1997 and delivery from both vendors occurred in fourth quarter FY 1998. Testing is continuing in the Comanche Night Sight Test Bed, ALERT, and at the Army’s Night Vision and Electronic Sensors Directorate, Fort Belvoir, Virginia. The initial results of this effort have been successful for both the Apache and Comanche Helicopter programs.

Aluminum Roadwheels for Advanced Amphibious Assault Vehicle — United Kingdom This project is evaluating a lightweight aluminum roadwheel for the Marine Corps’ Advanced Amphibious Assault Vehicle (AAAV). The item is a modified version of the roadwheel used on the British Armored Personnel Carrier and is manufactured by GKN. The design is significantly lighter than the current AAAV roadwheel and will help the program meet its vehicle weight objectives. To date, the Direct Reporting Program Manager for AAAV has procured over 300 roadwheels worth approximately $600,000 to continue testing on the prototypes. An additional 1,750 roadwheels are being procured for System Development and Demonstration (SDD). If testing continues to be successful and this roadwheel is selected for procurement, approximately 27,000 roadwheels will be procured.

Combat Vehicle Troop Seat — Sweden This FCT project is evaluating a Troop Compartment Seat manufactured by Haaglunds for the Norwegian Armed Forces CV-9030 vehicle, for potential application to the Marine Corps’ Advanced Amphibious Assault Vehicle (AAAV). It appears the Haaglunds seat will meet the AAAV weight and mine blast shock requirements and may provide cost savings for Marine Infantry in the vehicle. The test program is being conducted at the Navy Surface Warfare Center, Carderock Division, Maryland; Aberdeen Proving Ground, Maryland; and at the Marine Corps’ AAAV Technology Center, Woodbridge, Virginia . To date, the seats have undergone static, live fire, and mine-blast testing, and are awaiting jury tests.

High Performance Hydraulic Pump for Advanced Amphibious Assault Vehicle — Germany This FCT project is evaluating the performance, under benign and military environments, of the Rexroth Hydraulic Pump for use on the Advanced Amphibious Assault Vehicle (AAAV). The Marine Corps awarded a test article contract in third quarter FY 2000, and the pump was installed in the prototype vehicle at the Marine Corps AAAV Technology Center, Woodbridge, Virginia. To date, the pump has been modified in order to correct a shaft failure in third quarter FY 2001. One pump with the modified shaft is being installed on AAAV Prototype No. 3 for further testing. Joint Protective Aircrew Ensemble - Germany This project is evaluating foreign chemical-biological (CB) aircrew ensembles to determine whether they meet U.S. requirements. While the Joint Services Lightweight Integrated Suit Technology (JSLIST) program addresses new technologies for ground troops in chemical-biological protection, CB garments for the aviation community have not been updated for over a decade. Test items were received in first quarter FY 2001 and began evaluation by the Joint Service Test Team at the Naval Air Warfare Center, Patuxent River, Maryland. Phase I of source selection screening – including chemical agent protection, flame resistance, and skin toxicity – has been completed. One foreign candidate, Blucher GmbH of Germany, remains in the competitive range and is contending with U.S. items in the second phase of JSLIST source selection. Multiple best value contracts will be awarded based on performance of the candidates during Phase II.

Lightweight Aluminum Track for Advanced Amphibious Assault Vehicle — Germany This FCT project is evaluating a lightweight aluminum track for the Marine Corps’ Advanced Amphibious Assault Vehicle (AAAV). This track is a modification of an existing track manufactured by Diehl and is the lightest production track available for the AAAV weight class. Testing began in FY1999 and is continuing at the Marine Corps AAAV Technology Center, Woodbridge, Virginia, to obtain the reliability test data needed to evaluate this track. Track tests on two items to date have not met the test criteria by AAAV. However, the third track is expected to be 70 pounds lighter and more successful.

Lightweight Diesel Driven Auxiliary Power Unit — Germany, United Kingdom (joint with Army) This project is evaluating lightweight high-speed diesel engine auxiliary power units (APUs) for use on the Marine Corps’ Advanced Amphibious Assault Vehicle (AAAV). Fischer Panda of Germany and Mid-West Engines of the United Kingdom, have developed lightweight, quiet APUs for the commercial marine industry. Successful qualification of these APUs in a military environment could significantly reduce APU size and weight and reduce production costs for the AAAV program. This is a joint project with the Army, and the qualified APU will be considered for the Advanced Medium Sized Mobile Power Systems and Crusader Programs. Test article contracts were awarded to both vendors in second quarter FY 2000, and the Army initiated testing at Fort Belvoir, Virginia. Test efforts on the Mid-West Engine APU were discontinued in fourth quarter FY 2001 due to the British item not meeting the power and output requirements. Preliminary test results on the German APU met or exceeded the test criteria.

Star Tracker — Denmark (joint with Air Force) The Navy and Air Force are evaluating the Terma Elektronik HE 5AS Star Tracker system capabilities to provide absolute, three-axis attitude for spacecraft control, pointing of payloads, and localization of ground observation. The Danish item offers a reliable and affordable attitude determination system for a wide range of DoD satellites. Terma delivered 10 charge couple device (CCD) detectors in first quarter FY2001 for radiation effects testing, which began in fourth quarter FY2001 at the Air Force Research Laboratory, Space Vehicle Directorate, Kirtland AFB, New Mexico. Preparation of two star trackers was nearing completion at the end of FY2001 at the Naval Center for Space Technology, Naval Research Laboratory, Washington D.C. Testing continues.

$2,860,000 Stealth Screen System — France This project is evaluating the Stealth Screen System developed by ACH-Engineering (formerly Société Nouvelle des Ateliers et Chantiers du Havre). This wire mesh screen will conceal the Remote Mine Hunting System aboard Arleigh Burke class AEGIS Destroyers. The system is designed to cover the opening for the minehunting system with a flat surface that has radar properties approximating those of the ship deckhouse. A test article contract was awarded in fourth quarter FY 1999 and the prototype unit was received in second quarter FY 2001. Reliability testing began soon thereafter at Ingalls Shipbuilding, Pascagoula, Mississippi, and was completed in third quarter FY 2001. The Naval Research Laboratory, Chesapeake Bay Division, Maryland and Naval Surface Warfare Center conducted radar cross-section testing on screen samples. Design modifications to incorporate lessons learned during testing are underway. Three additional production units have been ordered, and plans for procuring units for the 8 following Arleigh Burke Class Destroyers are in progress.

Supersonic Target Missile — Russian Federation This project was approved for the FY 2000 FCT program to evaluate Russian Federation SS-N-22 missiles (NATO designation Sunburn) for use as aerial targets. The Navy has a requirement to validate, test, and improve defensive systems against long range, all-weather, supersonic, sea-skimming missiles, such as the Russian item. In fourth quarter FY 2000, and again in FY 2001, the project was placed “on hold” due to extended delays and continuing unresolved difficulties in arranging for test articles with the Russian State Corporation Rosvoorouzhenie.

AIR FORCE Infrared Flare for the C-17 Aircraft – Germany This FCT project assessed the effectiveness of Buck Technologies’ RP-12 infrared flare to protect C-17 aircraft when combined with countermeasures being examined under the Advanced Strategic and Tactical Infrared Expendables Program. Initial testing was completed in fourth quarter FY 1997 and operational testing was conducted in early 1998. The RP-12 flare combination showed no advantage over the current flare mix and was not procured. Radiometric tests of the German DM-69 operational flare demonstrated potential, however. In first quarter FY 2000, the OSD FCT Office re-engaged the Air Force Air Mobility Command and provided FCT funds to complete the examination of the latest operational flare, the DM-69M1. The Naval Research Laboratory, Chesapeake Bay Division, Maryland, is technical lead for laboratory testing and analysis of C-17 flare drops by the 46th Test Wing, Eglin AFB, Florida. Phase I of this testing is complete. Modeling and Simulation testing in Phase II is encouraging.

Large Aircraft Interior Decontamination — Germany (joint with USSOCOM) This project is evaluating a system manufactured by Odenwald-Werke Rittersback that could meet the Air Force requirement for decontamination of aircraft from chemical and biological agents without affecting sensitive aircraft components. Current capabilities to decontaminate the interiors of cargo aircraft are limited to hot and warm air application or weathering and offgassing. A test article contract was awarded in second quarter FY 2000. The Human Systems Wing at Brooks AFB, Texas, conducted an initial evaluation of the German GD-5 decontaminant in aerosol form and found the material to be effective against nerve agents and non-corrosive to sensitive electronics. In conjunction with Battelle Laboratories, Columbus, Ohio, the Air Force is now comparing the effectiveness of heated GD-5 in the Deco-Fogger and Turbo-Fogger applicators, and is evaluating the efficacy of GD-5 aerosol in complex atmospheric environments. USSOCOM procured a limited number of applicators to meet an urgent operational requirement, and accelerated effectiveness tests.

Micro-Satellite for Space Experiments — United Kingdom This project is evaluating a micro-satellite spacecraft bus developed by Surrey Satellite Technology, Ltd. against Air Force space flight requirements for low-cost, quick-response space experiment missions. The test article contract was awarded in third quarter FY 1997, and the spacecraft design, build, and test phase began. Ground testing was completed satisfactorily in fourth quarter FY 1999. U.S. Space Launch policies precluded the planned launch of the unit on a foreign vehicle, and the satellite was placed in long-term storage at the contractor's facility awaiting a viable launch, and the FY 1999 FCT funds were returned for reprogramming. “PicoSat” was finally placed in orbit from the Kodiak launch facility in Alaska late in fourth quarter FY 2001, and is operating nominally through the Air Force Academy control station in Colorado Springs, Colorado.

Plastic Practice Bombs — United Kingdom This project is evaluating a plastic practice bomb manufactured by Portsmouth Aviation for use on Air Force aircraft such as the F-16, A-10, F-15, and B-52. The project will confirm the operational effectiveness and suitability of the candidate along with the potentially dramatic improvement to the environmental and economic aspects of Air Force training range cleanup. Retractable Arresting Cable System — France This project is evaluating a system developed by Aérazur for use by Air National Guard air bases that share the runway with commercial airports. The system locks the arresting cable in the up position when needed for fighter aircraft and retracts the cable when not required for commercial and military cargo aircraft. This retraction reduces wear of the cable, since every aircraft using the runway will not have to trample it. The system is currently used in the Czech Republic, France, Spain, Saudi Arabia, and Switzerland. The Air Armaments Center at Eglin AFB, Florida, is conducting the test program. A test article contract was awarded in first quarter FY 2001. Space-Qualified Digital Signal Processor — Austria. France This project is evaluating digital signal processors and circuit boards manufactured by Atmel Wireless and Microcontrollers (formerly Temic Semiconductors) of France and Austrian Aerospace of Austria as second sources for Spaced Based Infrared Systems, MILSATCOM, and other military space systems. The Air Force MILSATCOM Program Office at Kirtland AFB, New Mexico is conducting the test program. Test article contract awards to both companies were completed in first quarter FY 2001. Wideband Klystron for E-3 AWACS — United Kingdom This project is evaluating a wide-band klystron power amplifier manufactured by Thorn Microwave Division that promises greater reliability and much lower operating and maintenance costs. The current klystron power amplifier has a low mean-time-between-failure rate and is costly to repair. The British unit promises a 30-fold increase in reliability, increasing aircraft availability by 20 days when the Thorn klystron is incorporated into the AWACS fleet. Wind Tunnel Internal Force Balance — United Kingdom, France, Germany, Netherlands This project is evaluating internal force balances manufactured by Aerotech of the United Kingdom, ONERA of France, Darmstadt University of Technology of Germany, and the National Aerospace Laboratory of the Netherlands. The wind tunnel force balances in use at the Air Force’s Propulsion Wind Tunnel Facility at Arnold Engineering Development Center (AEDC) were built using technology developed in the 1950s and 1960s. Counter-Sniper/Gunfire Detection System — France The PILAR Counter-Sniper/Gunfire Detection System manufactured by Metravib is an acoustic -based detection system that determines the azimuth, elevation, and range from a registered point to the origin of a shot. The original objective of this project was to evaluate the French item for Army type classification and fielding to meet the urgent requirements of Commander-In-Chief-Europe for operations in Bosnia and Kosovo. The project was transferred to USSOCOM management in first quarter FY 2000. The Army Research Laboratory, Aberdeen Proving Ground, Maryland, and U.S. Special Forces elements successfully completed testing to support type classification for limited production and, in early FY 2000, 8 systems worth approximately $400,000 were delivered and deployed to Kosovo. Subsequently, the French system was approved for further testing in tropical and urban environments to achieve full military type classification. USSOCOM procured an additional 52 systems in FY 2001, worth approximately $3.1 million, to provide an interim capability.

Joint Ranger Anti-armor, Anti-personnel Weapon System Ammunition Upgrade, Phase II — Sweden This project is evaluating two types of insensitive munitions: anti-armor ammunition and a close combat anti-personnel round for type classification and fielding. All items are developed by Saab Bofors Dynamics for the 84mm Carl Gustaf Recoilless Rifle. A test article contract was awarded in third quarter FY 1997. The test program is being conducted at the vendor’s facility in Sweden; the Army’s Aberdeen Proving Ground, Maryland; and the Naval Surface Warfare Centers at Crane, Indiana and Indian Head, Maryland. Safety certification to support approval for production of the HEDP 502 IM (Insensitive Munition) round requires warhead failure mode test scheduled in early FY 2002. The Area-Deterrent Munition 401 has completed all safety and performance tests, and production approval is being finalized. High Explosive 441D IM rounds were delivered in fourth quarter FY 2001 and are under test at Aberdeen, Crane and Indian Head.

MC-130H Aerial Refueling System Pod — United Kingdom This project is evaluating an aerial refueling capability for the MC-130H Combat Talon II aircraft. The pod is manufactured by Flight Refuelling, Ltd., and integrated by the Boeing Company. The system is wing-mounted and provides a hose and drogue refueling system for USSOCOM’s rotary and tilt-rotor aircraft. The system is a preplanned product improvement for the MC-130H. Parachute Leaflet Delivery System — Canada (joint with Army) This project is evaluating a Leaflet Delivery System developed by Mist Mobility Integrated Systems Technology Inc. against USSOCOM requirements for safer and more accurate delivery of psychological operations leaflets. U.S. aircraft and crews are exposed to increasingly complex threats during operations other than war and low intensity conflicts. Current leaflet delivery methods require risky manual dumping over targets at low altitudes. The Canadian system provides precision-guided autonomous waypoint navigation, and pinpoint delivery over long distances and high altitudes. Performance testing at Yuma Proving Ground, Arizona, and at the Army Soldier Biological and Chemical Command, Natick, Massachusetts, and operational testing in second quarter FY 2000 demonstrated the system meets USSOCOM needs.

ARMY Antenna Mast for Tactical Mobile Communications — Finland, France, Italy, Sweden, United Kingdom. This project is evaluating communications antenna mast systems that can be integrated into current and future tactical communications systems for the Digitized Army. Mast Systems of Finland, LERC S.A. of France, Larimart of Italy, Wibe of Sweden, and CSA and Antenna Research Associates of the United Kingdom manufacture the candidates. The Army requires several heights with the capability to mount multiple antennas that can be individually aimed. The Program Manager, Warfighter Information Network-Terrestrial, at Fort Monmouth, New Jersey, is conducting the test program. $359,000 Bradley Fighting Vehicle Long-Life Roadwheels — Canada, Republic of South Africa. This project is evaluating two polyurethane coatings for combat vehicle roadwheels, developed by Elastochem Specialty Chemicals of Canada and Allthane Technologies of the Republic of South Africa, to upgrade the Bradley Fighting Vehicle and extend its service life for a three-fold cost savings over the current rubber roadwheels (photo comparison at right). Through adaptations over the years, the Bradley Fighting Vehicle has been upgraded to stay ahead of changing missions, capabilities, and technologies. As a result, more weight has been added to the vehicle system, and more stress is exerted on the roadwheels. The Army’s Tank Automotive and Armaments Command, Warren, Michigan is conducting the test program at Yuma Proving Ground, Arizona. The Phase I test article contract was awarded in fourth quarter FY 2001.

Display For Driver’s Vision Enhancer – Canada. This project is evaluating a thermal imaging system manufactured by Thales (formerly Thomson-CSF) for integration into the Army’s Driver’s Vision Enhancer Program. Vision enhancer devices are critical during combat operations, allowing operators of wheeled and track vehicles to see in dark and obscured conditions. Optically Improved Standard Advanced Dewar Assembly Type II — France. This project is evaluating SOFRADIR’s Optically Improved Standard Advanced Dewar Assembly- Type II for integration into the Army’s Horizontal Technology Integration Program second-generation FLIRs. This project is evaluating a woven polyester mat (Mobi-Mat) manufactured by Deschamps to replace the aluminum-surfaced mat used for expeditionary missions that require a stable airfield surface for Vertical Take-Off and Landing (VTOL) operations of rotary-wing and tilt-rotor aircraft. The Naval Air Systems Command Aircraft Launch and Recovery Systems Program Office is conducting the test program at the Naval Air Warfare Center, Patuxent River, Maryland.

This FCT program is evaluating a Floating Smoke Pot manufactured by Comet Pyrotechnik to replace the current K867 floating smoke pot for use in training and combat, on land and in water. The German item adds infrared smoke emission to screen troops in low-light situations against night-vision devices. The test article contract was awarded in fourth quarter FY 2001. This project is evaluating the ability of a Thales Underwater Systems (formerly Thomson Marconi) antenna to enhance the UHF MILSATCOM performance of the OE-538 Multifunction Communications Mast used on all U.S. submarines. The antenna system provides Identification Friend-or-Foe (IFF) and Global Positioning System (GPS) as well as L-Band for mobile subscriber service communications and wireless networking. The Space and Naval Warfare Systems Command, San Diego, California, is conducting the evaluation at the Naval Undersea Warfare Center, Newport, Rhode Island.

The goal is to assure that the lotion meets user requirements and obtains U.S. Food and Drug Administration approval. The Marine Corps Systems Command, Quantico, Virginia, is conducting the test program in conjunction with the Army Medical Materiel Development Activity, Fort Detrick, Maryland, Aberdeen Proving Ground, Maryland, the Battelle Corporation in Columbus, Ohio, and Southern Research in Birmingham, Alabama. The Air Force medical community at the Human Systems Center, Brooks AFB, Texas, is following this evaluation, anticipating improvements in medical readiness. Live agent testing is complete, and preliminary tests show significant improvement in protection over the current Skin Decontamination Kit.

Submarine Torpedo Room Berthing Pod — Netherlands. This project is evaluating a berthing pod for submarines, which is manufactured by Polymarin and in service with the Royal Netherlands Navy. Submarine crewmembers are regularly required to sleep (and often hot bunk) in temporary torpedo room berths on several classes of submarines, including the newest Seawolf class submarines. The Dutch berthing pod is the size of a MK 48 torpedo and has 3 berths with individual lighting, forced-air ventilation, and storage space when opened. Use of these pods will address a long-standing habitability issue and provide a dramatic quality of life improvement for U.S. submariners. Commander, Submarine Forces, U.S. Atlantic Fleet is conducting the test program with Submarine Development Squadron 12. A test article contract was awarded to Polymarin in third quarter FY 2001.

VLF/LF Composite Bushing Replacement — Switzerland. This project is evaluating the use of advanced composite bushings for power systems developed by Tyco Electronics (formerly Cellpack Advanced Composites) which are used on communications antenna tuning elements that feed high voltage-high current to communications tuning elements for high-voltage, high-current antenna power. Currently employed Navy communications porcelain bushings are nearly past their operational service life and must be replaced. The Space and Naval Warfare Systems Center, San Diego, California, is conducting the test program at the Dixon High Voltage Test Facility, California. The first two high voltage tests have been completed, and the high current tests are scheduled to begin soon.

Tactical Long Range Passive IR Sensor — Australia. Please refer to the section of this report entitled “Projects Completed in FY 2001” for the discussion of this project, which began and was terminated by the Air Force in FY 2001. Unattended Ground Imager — Israel. This project is evaluating the Unattended Ground Imager, developed by Seraphim Optronika, Ltd., a man-portable detection and assessment system used in deployed security perimeter applications or as unattended ground sensors for combat information gathering. The Air Force has a requirement for covert, long-range, standoff perimeter approach surveillance for Security Forces providing air base ground defense or deployed defenses. Inclement weather severely restricts the effective range of current imagers. The Air Force Electronic Systems Command, Hanscom AFB, Massachusetts, is conducting the test program. U.S. SPECIAL OPERATIONS COMMAND Advanced Demolition Weapons — Germany, Sweden. This project is evaluating shoulder-fired weapons that can be employed from confined spaces and can meet a range of Special Operations Forces missions, including Military Operations in Urban Terrain, anti-armor, and direct engagement of targets in protected/covered areas. The most promising candidates are undergoing evaluation by the Army’s Armament Research, Development, and Engineering Center, Picatinny Arsenal, New Jersey. USSOCOM users successfully evaluated the Bunkerfaust developed by Dynamit Nobel and Diehl of Germany in fourth quarter FY 2001, and procurement planning has begun. Test item production is in progress for a U.S. configuration of the Swedish AT-4CS weapon developed by Saab Bofors Dynamics which appears to meet fuze and insensitive munitions requirements. Aberdeen Test Center, Maryland, Yuma Proving Ground, Arizona, and the Naval Surface Warfare Centers, Crane, Indiana, and Indian Head Maryland are involved in the project.

MAAWS Infrared Illumination Round — Sweden. This project is evaluating the infrared illumination ammunition developed by Saab Bofors Dynamics for the 84mm Carl Gustaf recoilless rifle. The round has a fuze that promises to meet U.S. safety standards that were waived for the version currently fielded with U.S. forces. The waiver quantity limit has been reached. The Swedish round incorporates an infrared/near-infrared candle visible only with night vision devices in place of a white-light candle visible to the naked eye. The Army’s Armament Research, Development, and Engineering Center, Picatinny Arsenal, New Jersey, is conducting the test program for the Navy Special Warfare Command. The principal objective of the FCT Program is to equip the U.S. warfighter with the world’s best equipment by evaluating non-developmental items produced by allied and other friendly nations which have potential to satisfy U.S. defense requirements more quickly and economically. Success for the program ultimately means the Services and U.S. Special Operations Command plan for and procure items that meet their requirements and are of best value. During the operation, the recompression chamber was successfully used to treat an injured diver under emergency conditions.

U.S. inspectors on United Nations inspection teams in Iraq used the ICAM to identify areas where chemical munitions may have been produced, stored, or transported. U.S. Forces in Bosnia, Kosovo, and Operation Desert Storm also employed the ICAM.

Operation: Bosnia, Kosovo, Desert Storm, and Republic of Korea Project: Fox NBC Reconnaissance Vehicle Country: Germany Manufacturer: Thyssen-Henschel Description: The Fox NBC Reconnaissance Vehicle is equipped with state-of-the-art sensors for detecting

chemical and biological agents. The Fox vehicle is deployed whenever there is a threat of chemical-biological warfare. The vehicle performed admirably during Operation Desert Storm and was used by U.S. forces in Bosnia and Kosovo to identify areas where munitions may have leaked. Several Fox systems are deployed in the Middle East and with U.S. troops in the Republic of Korea.

Operation: Desert Storm, Somalia, Bosnia, Kosovo, and Operation Enduring Freedom Project: SPOT Satellite Digital Imagery, Eagle Vision Satellite Imagery Receiving and Processing Ground Station Country: France, Canada Manufacturer: SPOT Image Corporation, EADS (formerly Matra CAP), IOSAT Corporation Description: SPOT Satellite imagery was downlinked directly to U.S. Forces in Bosnia and is currently

being used in support of Enduring Freedom operations. SPOT provides U.S. Air Force pilots with imagery that allows near real-time practice flyovers, and provides ground commanders with valuable intelligence data in support of mission planning. Frequently, these are the only up-to-date images available to pilots prior to their air strike missions. Eagle Vision is routinely used in support of exercises such as Cope Thunder and Green Flag. It is currently deployed in support of Operation Enduring Freedom.

EXAMPLES OF FCT-EVALUATED EQUIPMENT RESULTING IN IMPROVED OPERATIONAL CAPABILITIES

5.56mm Lightweight Machine Gun. The MK46 Mod0 is a compact, belt-fed machine gun manufactured by FN Herstal of Belgium that significantly increases the organic firepower of Naval Special Warfare/U.S. Special Forces SEAL platoons without impacting tactical load bearing constraints. Substantially lighter than the 7.62mm MK43 machine gun and M249 squad automatic weapons in inventory, the MK46 is highly reliable and remarkably flexible, with improved rails for scope, laser, and light attachments. 7.62mm Short Range Training Ammunition. The 7.62mm training cartridge developed by SNC of Canada is designed for use on ranges where bullets traveling beyond standard target distances pose safety problems. The Canadian round can be used safely with no damage to training sites. This ammunition will enhance live fire training for small unit tactics at military operation urbanized terrain sites, and small arms range areas worldwide that are being reduced in size. Automatic Chemical Agent Detector Alarm (ACADA). Manufactured by Graseby Dynamics, United Kingdom, the GIDS-3 was selected as the winning candidate for the Automatic Chemical Agent Detector Alarm requirement in 1996. The sensitive detector can be emplaced for remote detection and adds a nerve agent capability that the currently fielded M43A1 detector does not possess. An advanced Power Supply for ACADA, providing improved unit reliability and significant weight reduction, was qualified under FCT in FY1998 and is being procured with each ACADA unit. BOL Chaff Countermeasures Dispenser System for Navy F-14 and Air National Guard F-16. The dispenser manufactured by Saab of Sweden uses chaff produced by Chemring Ltd. of the United Kingdom. This system increases the amount of chaff carried in the LAU-7 launchers fitted on the Navy’s F-14 Tomcat aircraft. The BOL Chaff System significantly improves protection against radio frequency missile threats and users have stated that it is arguably one of the best survivability enhancements of the F-14’s history. The BOL Chaff System was also successfully qualified under FCT in FY2001 for Air National Guard F-15’s, and is being procured for those aircraft. Digital Flight Control System for F-14. Manufactured by GEC Marconi of the United Kingdom, this system has solved the Navy’s number one flight safety issue for the F-14 aircraft. The Navy had lost 35 F-14 aircraft due to unrecoverable flat spins. Since the FCT procurement, no aircraft have been lost due to flat spins. Emergency Evacuation Hyperbaric Stretcher. Developed by SOS, Ltd., of the United Kingdom, portable, collapsible chambers are used to transport diving personnel suffering from decompression sickness or gas embolism to a recompression treatment chamber. These units will significantly improve Navy diving capabilities, greatly reducing the risks of permanent injury to afflicted divers and, when integrated into the Navy’s Submarine Rescue Diving and Recompression System, will be a significant addition to submarine rescue operations. Gun-Laying and Positioning System (GLPS). Manufactured by Leica Heerbrugg of Switzerland, GLPS significantly improves the warfighter’s capability to quickly and accurately position a battery of non-Paladin howitzers. By using a global positioning system (GPS) receiver with satellite input, GLPS gives accurate position and reduces gun-laying time by more than one-third.

High Pressure Pure Air Generator (HiPPAG). Manufactured by Ultra Electronics Weapon Systems of the United Kingdom, HiPPAG 320 replaces the nitrogen bottles used to cool Sidewinder missile seekers on Marine Corps AV-8B and AH-1 aircraft. Also successfully completed in FY2001 was the FCT evaluation of the HiPPAG for Navy F/A-18E/F which is being introduced in that fleet of aircraft. Current flight operations with nitrogen bottles are costly/manpower intensive to maintain and due to capacity of the bottles, restrict the time the AIM-9M is available for self-protection/kill. Interim Vehicle -Mounted Metallic Mine Detector (IVMMD). Manufactured by Dorbyl RSD of the Republic of South Africa, the IVMMD includes two types of mine blast resistant detector vehicles and a series of towed trailers to detect, mark, and clear landmines. The system is a significant improvement over hand-held devices that were the only previous means of clearing minefields and roadways. Joint Ranger Anti-armor, Anti-personnel Weapon System. Manufactured by Saab Bofors Dynamics of Sweden, the 84mm Joint Ranger Anti-armor, Anti-personnel Weapon System is a versatile, portable, and lethal shoulder launched weapon system that fires a large suite of ammunition. The system is in use by the U.S. Army 75th Ranger Regiment, U.S. Navy SEAL Teams, and other U.S. forces. Upgraded Ammunition developed by Saab Bofors Dynamics conforming to U.S. Insensitive Munitions requirements is being tested under FCT and fielded, significantly expanding weapon capabilities. Joint Service Combat Shotgun. This 12-gauge shotgun developed by Benelli of Italy teamed with Heckler & Koch of Germany will replace all pump-action shotguns currently in use by the Services with a common lightweight, highly reliable, semi-automatic weapon. Long Wavelength Infrared Focal Plane Array. Manufactured by SOFRADIR of France, the focal plane array qualified for the Army’s second generation forward looking infrared imaging systems and for DoD wide use in various infrared-imaging systems. These imaging systems benefit the warfighter by increasing the range of target detection and image fidelity. Night Attack Avionics. Participation of GEC Avionics of the United Kingdom in the Navy’s REALNIGHT Developmental Program resulted in procurements of forward-looking infrared thermal imaging components and Cats Eyes advanced night-vision goggles. These components enhance U.S. night targeting capabilities for Navy, Marine Corps, and Air Force attack aircraft. Powered Multifuel Burner. The type-classification and fielding of the “Modern Burner” manufactured by International Thermal Research of Canada, marked a historical milestone by eliminating age-old Army dependence on gasoline. Coupled with the successful FCT and procurement of the 2KW Generator Sets , manufactured by Mechron Energy, Ltd. of Canada, the warfighter will now use JP-8 fuel in the field, common across the Army vehicle fleet, which is inherently safer. Submarine Escape and Immersion Ensemble. Adoption by the Navy of the British-developed submarine escape and immersion ensemble Mark 10 will allow U.S. crews to escape from a disabled submarine at greater depths than the current U.S. Navy escape system, and survive on the surface until rescued. Developed by Beaufort Air-Sea, with associated submarine valve sets manufactured by Hale Hamilton of the UK, the suit covers the submariner completely, provides thermal protection, and includes an individual life raft. All Los Angeles Class submarines will eventually be equipped with this system.

As a result of the successful FCT testing of its product in 1988, Siemens of Germany teamed with the Raytheon Corporation of Lexington, Massachusetts, on a Navy EHF submarine communications program. Per Udsen, the Danish manufacturer of the Electronic Combat Integrated Pylon System, is teamed with Northrop Grumman of Rolling Meadows, Illinois, and Lockheed Martin of Fort Worth, Texas. Forward Area Degaussing Range. Raytheon Naval Systems (formerly Alliant Tech) of Mukilteo, Washington, a U.S. company, will provide the acoustic portion for the United Kingdom Forward Area Combined Degaussing and Acoustic Range. GIANT Infrared Decoy Rounds. Buck Technologies, developer of the GIANT Infrared Decoy Rounds used in the Navy’s SRBOC shipboard countermeasures launchers, is teamed with Sippican Inc., of Marion, Massachusetts, for the refurbishment of GIANT rounds currently in inventory, to increase their shelf life. Heavy Assault Bridge, Leguan. In 1994, the Army selected the Germany MAN GHH bridging system for Engineering and Manufacturing Development (EMD). MAN teamed with General Dynamics Land Systems of Sterling Heights, Michigan, for the FCT evaluation. The system was approved for Low Rate Initial Production in FY 1998 and named the “Wolverine”.

Talley Defense, Mesa, Arizona, leads the consortium that includes Raufoss as an original equipment manufacturer, along with BAE Systems North America (formerly TRACOR), Austin, Texas, to produce M72A5 weapons for the Navy. Muzzle Velocity System. The Israeli Reshef contract was awarded to RSL Electronics USA, Inc., Poughkeepsie, New York. Technical Systems Inc., Grand Rapids, Michigan, is producing the muzzle velocity systems for the Army. Next Generation Small Loader. FMC Corporation of Orlando, Florida, teamed with Static Engineering of Australia, was awarded a $7.8 million contract to manufacture and deliver the first 5 low rate initial production loaders to the Air Force.
