Project Framework: FONA

German Federal Ministry of Research and Technology (BMBF) research frameworkprogramme „Research for sustainable development“ (FONA, since 2005)

aims at implementing the national Sustainability Strategy (i.a. 40% GHG reduction up to 2020, doubling of resource efficiency,…) and the High-Tech strategy of the German government

• Aim: to promote urban restructuring in order to create CO2-neutral, energy-

“Smart” ideas of the citizens• Pupils: all sorts of apps, W-Lan-Trees, robots, talking cupboards, … New smart technologies as goal and dominant vision.• Citizens’ workshops:

• Social Life: Information, networking, cooperation, exchange of help, assistance for older people, booking system for rooms, virtual local community…

• Participation: information, feed-back, polls/plebiscites, votes, virtual budget, coordination, participative mapping

• Working life: digitalization as hope for flexibility and better work-life-balance

Citizens and “Smart” : Conclusions

• An important part of the participants stated not to know what “smart” means or

not to be sure. SmarterCity Initiative almost unknown.

• “Smart” did not come up explicitly, but several smart city elements are named in

the visions

• Smart technologies as instruments, not as goal

• Concerns, fears

• Not in focus: data, privacy – not yet?
