Executive Summary Revlon Australia Pty Limited is a brand owner of a wide range of cosmetics, skincare, fragrance and personal care products (90% of the business is relying on to imported products from overseas and 10% are locally produced) Revlon Australia has an ongoing committed to the principles of shared responsibility for packaging and product stewardship that are inherent to the National Packaging Covenant. Revlon Australia became a signatory to the New National Packaging Covenant in May 2006 and has produced the attached action plan which outlines the specific actions Revlon Australia will take over the coming 3 year to reduce the impact of its products and packages upon the environment. ▪ The appropriate recycling symbol will be added in our cardboard shipper and packaging where it’s necessary ▪ Locally developed product will be designed to minimize excess packaging and ensure compliance with deceptive packaging guidelines and lobby US packaging designers for implementation. ▪ We will continue to maximize the recycling of all unusable cardboard ▪ Revlon Australia will implement and education and awareness program ensuring that all Revlon Associate are advised of our commitment to the NPC through our Internet Web-Site ▪ Customer Information Centre located in North Ryde NSW will be provided with details of all recyclable packages and will be able to highlight this when speaking with Sales Representatives and Customers

Organization The Australian business, Revlon Australia Pty Ltd, is headquartered at 12 Julius Avenue, North Ryde in Sydney with 70 employees. Warehousing for distribution is in Hume Canberra in ACT with 46 employees. Apart from Revlon’s Sydney head office, the distribution center is located in Canberra ACT. It covers the entire delivery of goods throughout Australia and New Zealand. It has a 10,800 square meters of warehouse and a 540 square meters administration building. National distributors of Revlon products are Retail Toiletry, Wholesalers, Food Wholesalers, Food Chains, Pharmacies, Variety and Department Stores, Discount Department Stores, and Toiletry Wholesalers. The Warehouse in Canberra ACT will be the main area where cardboard waste is collected and sent to the recycling company. Place in Packaging Chain Importer of finished goods/user of packaging for distribution purposes. Revlon’s Action Plan is not presented in conjunction with that of any other corporations, although we undertake to work with our supply chain to implement the Action Plan.

Contributions by Revlon Australia Pty Limited 1. Minimise waste generated in our warehouse. 2. In conjunction with our suppliers, optimise the use of post consumer waste in our packaging components. 3. Educate the organisation about the environment, including The National Packaging Covenant and recycling. Revlon Australia and Packaging Revlon Australia has read the document of ECoPP and we will consider it when developing new product packaging or reviewing old packaging. Revlon Australia is firmly committed to continue process in finding packaging solutions, which will contribute to a better environment. Packaging is essential for both Revlon Australia and for the consumer. It ensures the safety and quality of the product – from importing through to storage, distribution and consumption.

In addition, packaging contributes to product appeal, provides convenience and communicates information. In many cases, packaging includes tamper – evidence features. Also packaging can prevent or reduce product waste. Revlon Australia will continuously seek opportunities for waste minimization by use of the Three R’s, Reduce, Re-use and Recycle. 3 years Action Plan (July 2006 – June 2009) Revlon Australia’s NPC action plan is detailed in the following table (Table 1). The plan has been designed to address those specific elements of product stewardship (As contained in section 4 of the Covenant), which are relevant, based on Revlon Australia’s position in the packaging chain. This plan is a part of Revlon Australia’s ongoing commitment to reducing packaging waste, and to demonstrate its commitment to the promotion of the Covenant and to the Packaging Environmental Code of Practice for Packaging. Measurement and Reporting NPC Committee has been established. Progress against the action plan will be tracked internally on a quarterly basis. Reporting templates will be developed and copies retained in accordance with our records management procedures. Remedial action will be identified and any the non-conformance addressed.

1.2 Lobby US packaging designers to use recycling logos and recycling materials on new product development (These action should be co–coordinated with USA due to 85% of new product development happenings in America)

Quarterly discussion and review with US

US packaging development teams are aware of NPC action plan and received a copy of the document of ECoPP for implementation. Imported paper and cardboard last financial year were 64.337 tons and plastics were 112.078tons(28% was PP and 65.3% was composites from total plastics and high % of composites was due to nature of product i.e. Mascara brush can not be recycled due to combination of PP cap, brush and metal wire, Mascara vial can not be recycled due to PP and rubber wiper, Compact case can not be recycled due to mirror, glue and aluminum pan attached to PP, Lipstick body can not be recycled due to different type combination of plastic, Nail Enamel cap can not be recycled due to PP cap and brush )

Look for 5% reduction of composites packaging material June 2008 by using same plastic material for the component that consist of two or three different material and educate customer to separate the component for recycling purpose.

Review recyclable and non-recyclable of existing components and make a checklist for further evaluation.

The ratio of product to packaging including locally produced and imported by weight was 42.78%.

2.0 Production 2.1 Investigate which P.O.S. (Point Of Sale) pieces can be manufactured with recycled materials.

June 2007 Will be collected information of POS pieces (or tons) produced last financial year and make a list for looking further feasibility of recycling. Investigate with supplier for non and recyclable POS pieces

3.0 Distribution 3.1 Ensure that separate waste containers are allocated with identification in the areas where packaging material can be collected for recycling.

March 2007

Will count waste containers separately for those collecting recyclable and non-recyclable waste. Quantity of monthly collected recyclable cardboard, office paper and secondary packaging will be reported by warehouse manager and recorded for monitoring and annual report.

Monthly data collection has started since April 2006 and found 17tons of cardboard, 1.4tons of plastic, 1.6tons of office paper collected as of end August 2006

3.2 Total recyclable cardboard and paper received in warehouse last financial year was 83.626tons and plastics were 31.445tons and glass was 138.324tons.

May 2007 After monthly data collection of cardboard, plastic and office paper, the further collection program will be implemented for 5 % increase of waste collection in Canberra warehouse by June 2009

At this point, it’s a development stage for further progress and will utilize the base line data for implementations.

4.0 Disposal 4.1 Initiate a waste management system for the recycling of office waste.

Waste paper collection in head office has been implemented since 2001.

Recycling bins are collected weekly and send to the recycler. (104bins/year x 90kg = 9.36ton)

4.2 Working towards the inclusion of the appropriate recycle symbol on outer shipping packaging.

June 2007 Recycle symbol has been allocated to locally produced shipper carton 100%. Outer shippers imported from USA will be implemented to have recycle symbol

Completed 2005 Currently 90% of shipper has recycle symbol and aim for 95% in June 2007 and 100% in June 2008.

4.3 Incineration of returned goods packaging materials and products

(Estimated annual quantity of the

product and packaging will be incinerated are 6.5 tons and cost will be A$25,000)

On going and including in a annual report (1st year report by October 2007)

Quantity of incinerated packaging and product will be added on to monthly report for monitoring and control. Due to the nature of the business, returned goods are inevitable, however company will concentrate for reuse of undamaged components (Paper, cardboard, plastics) from returned goods. Ratio of returned goods and packaging reuse will be added for annual report (After collection of annual data, 1% increase of packaging material reuse will be aimed and implemented) 1.45%(6.5tons) of total waste was sent to landfill reported in IDAS data was the amount of the product and packaging was incinerated not land filled.

Spreadsheets will be set up for control and report of returned products and packaging materials. The quantity of incinerated product and packaging in August 2006 was 745kg and cost was A$2,200 SITA Environmental Solution collecting the general waste in 3.0 meter tipping bin excluding packaging materials from warehouse weekly and Revlon pays A$97 every week.

Revlon will keep incinerating the returned product and packaging rather than land filling in order to protect environment and comply the ECoPP

5.0 Research 5.1 Remove the packing material of plastic bubble wrap for shipping tester products

May 2007 Conduct the shipping test with and without the packing material of plastic bubble wrap.

The plastic bubble wrapping for liquid makeup tester bottle has been removed in May 2006 and currently testing with perfume tester bottles.

If the product did not damaged or leaking while transit without plastic bubble wrap, this will be removed for some of the labor cost saving and reducing the landfill plastic. (Found 0.8 ton of plastic bubble wrap has been avoided to land-filling with removing this for liquid makeup bottle annually)

Test result and amount of plastic bubble wrap saved for perfume tester bottles will be reported next year

6.0 Market Development

Revlon Australia has read the document of ECoPP and we will consider it when developing new product packaging or reviewing old packaging (See ♂2.1)

7.0 Education 7.1 Promote the requirements of the National packaging covenant to all employees in Warehouse in Canberra and Head-Office in Sydney

May 2007 Seeking feasibility of announcing the monthly collected recycling materials into internal marketing newsletter in order to emphasizing the importance of implementing the Environmental Code of practice for Packaging.

Which will be discussed with marketing and sales for mutual agreement and publishment.

7.2 Provide Revlon’s Action Plan and commitment to National Packaging Covenant for Revlon’s key customers

“Revlon for the Environment” section included in current website encouraging customers to recycle all materials, not just their Revlon packaging. (Found, if each individual consumers are recycling our product correctly, we can avoid land-fill of 138 tons of glass bottle, 147 tons of plastics and 2.5ton of aluminum cans annually)

8.0 Labeling and Design

8.1 Working towards the inclusion of the appropriate recycle symbol on outer shipping and locally produced components.

(See ♂4.2)

Talk to the local plastic bottle manufacturers for implementing recycle symbols. (Currently 72% of locally produced plastic bottles and caps does have recycle symbol)

Discussion is on the way with suppliers and aiming for 90% in 2007, 100% in 2008.

8.2 Liaise with international Revlon company for inclusion of recycling symbol on both primary and secondary packaging

June 2008 Products imported from Europe have recycling symbol on both primary and secondary packaging since year 2000 due to European packaging legislation. Products imported from USA started to have recycling symbol on both primary and secondary packaging since year 2004 due to harmonization of international packaging legislation.

Currently 20% of products imported from USA have recycling symbol and aiming for 30% in 2007, 50% in 2008

9.0 Manufacturing and Retailing

9.1 Set up the education program on website aimed at community awareness of recycling and community (See ♂7.2)

11 Recycling and Reuse

11.1 Increase recyclable waste collection in Canberra warehouse

June 2007

Monitor and record the collected data for the last financial year then looking for feasibility of more waste collection.

Aim for 2% more (Cardboard 2.0ton and plastic 0.6 ton) collection of packaging waste each year until 2008.

11.2 Reuse of packaging material (Shipper carton and plastic material

June 2008 Will seek reuse of shipper cartons from overseas by reviewing the carton size and reuse of plastic materials after discussion with warehouse management team for feasibility. When sample products sent from Canberra Warehouse to Sydney Head office twice a week, we will look for using used carton instead of using brand new carton and fill up the gap with used plastic material rather than using paper

The weight of reusing carton and plastic material will be added in the annual report

Revlon Australia will implement this Action Plan as soon as the Action Plan is accepted by Environment Australia. Revlon management will make available the resources required to achieve each of National Packaging Covenant stewardship commitments. Revlon Australia shall monitor and report outcomes. The company is committed to the principles of the Covenant and use of the Environmental Code of Practice for Packaging.
