St. Petersburg-window to the west (capital on the shores of the Baltic)

Three key areas of reform 1. Military reform-use of western technology, infrastructure

improvements, and increased size of army 2. Social reform-Dress and act European (got rid of the boyars

beards), extended rights to women and the young 3. Bureaucratic reform- more efficient tax collection, table of

ranks (merit rather than status, eliminated some positions of nobility to ensure more loyalty to him
