PURPOSE: Discuss ongoing CCRWC efforts for water quality protection and solicit

feedback on several key issues.

1. Road Department

• Two townships – Pennfield Charter Township & Bedford Charter Township

both passed a millage to complete roadwork. The road department is redoing

roads with a renewed sense of stewardship in all design work. Green

infrastructure initiatives.

2. Water Quality Issues and Concerns

• Soil Erosion & Sedimentation – Lack of upland cover is a problem. Solutions

may include installing buffers around drains, implementing conservation

tillage, and identifying and repairing unstable areas in drains. Absentee

landlords with renters who do not use conservation practices may be a

problem.

• Drains – Improve/increase infiltration. Tile drainage not as common in

Calhoun County as in other counties throughout Michigan.

• Central Pivot Irrigation – Impacts on river baseflows and concerns about

irrigation withdrawals.

• Road-Stream Crossings – Road department is generally reactionary in terms of

repairing or replacing culverts. The road department tries to inventory all

crossings every 3-4 years, but funding is limited.

3. Additional Plans to Review/Include

• Fort Custer Conservation Plan (talk to Jim Coury)

• Updated Battle Creek WMP (Calhoun Conservation District is working on or

obtaining funding)

4. Influence and Jurisdiction

• Importance of proactive partnerships with other groups. Particularly education

efforts with MSU Extension, NRCS, etc. CCWRC has the potential to have

lots of influence through education initiatives.

• Gap between influence/jurisdiction on sediment versus nutrients. Not all

sediment should be considered contaminated. Need to think about CCWRC

jurisdiction on nutrients.

• Lots of agreement that CCWRC has potential to influence many of the

stormwater issues in the county. Electronic version of the survey will be sent

out to stakeholder group.

• Inherit disconnected nature of drains is a challenge for jurisdictional power and

ability to influence.

5. Other

• Van Buren County Example – County Drain Commissioner and conservation

district have partnered to allow assessments to be lowered if certain BMPs are

implemented. Requires extensive staff time for annual inspections of BMPs.

• Importance of emphasizing return on investment and economic benefits.

• Using funding to provide demonstration projects for residents, farmers, etc.

• Mirror some activities and requirements of the Phase II permit.

• Invite USDA NRCS to future meetings.

Calhoun County

Storm Water Management Plan Public Meeting

March 28th, 2017

Intent

The Storm Water Management Plan (SWMP) for Calhoun County provides an assessment with actions to

address non-point sources of pollution from storm water runoff. While storm water management is a

priority in municipalities, such as Battle Creek, there is also a need to manage pollutants in other urban

and rural areas. This plan brings regional watershed management planning to a local level and supports

improving storm water management throughout Calhoun County.

Background

This project is the result of efforts initiated by the previous Calhoun County Water Resources

Commissioner (CCWRC) to apply for and obtain state grant funding. The focus is to manage and improve

storm water discharges into local waterways.

Funding

This plan was funded in 2014 through the Michigan Department of Environmental Quality’s (MDEQ) Storm

Water, Asset Management, and Wastewater (SAW) Program. To be funded, Calhoun County agreed to

develop this SWMP following the DEQ’s requirements.

Plan Overview

The SWMP documents the strategy for the Calhoun County Water Resources Commissioner to address

storm water-related impacts and aims to identify and mitigate the adverse impacts of storm water runoff

on water quality and quantity throughout the County. In particular, the SWMP intends to mitigate

problems associated with water conveyance and quality within County Drains in Calhoun County. More

specifically, the plan includes a description of the major components of the storm water system, a

summary of significant publicly and privately owned best management practices, an analysis of the storm

water sources and water quality related problems, recommendations and analyses of specific projects,

and an inspection and maintenance plan for County Drains. Preventative and corrective maintenance

strategies are included in the plan to ensure long-term effectiveness of storm water management facilities

and drainage infrastructure.

o A summary on the status of recent 197 Drain District field inspection work is

needed to understand how much area remains and to provide guidance on

potential work for this year.

• A Calhoun gmail account was created to accept comments on the SWMP, but none

were received by the date of the meeting
