TITLE: Consideration of Provisional Approval of University of Hawaii-West Oahu Special Education Program

The Hawaii Teacher Standards Board grants provisional approval for the University of Hawaii-West Oahu Special Education concentration within their existing educator preparation program to recommend candidates for licensure. The approval is effective June 16, 2016 through December 31, 2020. This program shall be reviewed as part of the unit’s Council for Accreditation of Education Preparation (CAEP) continuing review in fall 2019. The following Area for Improvement must be addressed by the unit in their 2018 HTSB Annual Report: Articulate how disposition, Assessment 6, will be rated across evaluators. In addition to the primary licensure recommendation, teacher candidates completing this concentration may be recommended for the following additional fields: Special Education K-6 Special Education 6-8 Special Education 6-12 This concentration must be included in the unit’s annual report to the HTSB beginning spring 2017. TITLE: Kahuawaiola Educator Preparation Program Request to Modify Grade Levels of Their Hawaiian Knowledge Program

The Hawaii Teacher Standards Board approves the following modification to the University of Hawaii-Hilo Kahuawaiola Educator Preparation Program, effective immediately: The unit may recommend candidates for the Hawaiian Knowledge (formerly Hawaiian Language and Hawaiian Studies) License in the following new grade levels: P-3 K-6 P-12 Currently, Kahuawaiola offers the Hawaiian Knowledge license only in the 6-12 level. This request is made to address current needs in Hawaiian education and to allow for age-appropriate instruction in this field. This program change shall be included in the unit’s annual report to the HTSB beginning spring 2017. A letter shall be sent to Kahuawaiola on behalf of the Board to communicate this decision. TITLE: Consideration of Continuing State Approval of Chaminade University of Honolulu’s School Counseling Educator Preparation Program

The Hawaii Teacher Standards Board grants full continuing approval to Chaminade University of Honolulu’s School Counseling Educator Preparation Program effective June 16, 2016 through December 31, 2021. This approval is based on a Council for Educator Preparation (CAEP) onsite review, their team’s recommendation for accreditation, and the Inquiry Brief Commission of the CAEP Accreditation Council’s decision to award full initial accreditation effective May 2, 2016 through June 30, 2021. This CAEP decision was granted with no weaknesses or stipulations. A national review must be scheduled no later than fall 2020 and the unit must obtain national accreditation prior to the expiration of CAEP’s accreditation on June 30, 2021. The unit may recommend candidates for the following license fields: School Counselor K-12 The unit must submit an annual report to the HTSB. TITLE: Consideration of Full State Approval of Teach for America Educator Preparation

Program The Hawaii Teacher Standards Board grants full approval to Teach for American Educator Preparation Program effective June 16, 2016 through December 31, 2018. This approval is based on a Council for Educator Preparation (CAEP) onsite review, their team’s recommendation for accreditation, and the Inquiry Brief Commission of the CAEP Accreditation Council’s decision to award full initial accreditation effective May 2, 2016 through June 30, 2021 with the following three weaknesses: Weakness in Quality Principle I, Component 1.3: The TFA-HI system for gauging

readiness for taking full teaching responsibility is not consistently adequate. Weakness in Quality Principle I, Component 1.5: The faculty have not fully demonstrated

the validity of their assessments. Weakness in Quality Principle II, Component 2.2: The faculty have not systematically

incorporated evidence of program and candidate/completer outcomes into their decision-making process.

The unit must do one of the following to be eligible for continuing state approval: A national review must be scheduled no later than fall 2020 and the unit must obtain

national accreditation prior to the expiration of CAEP’s accreditation on June 30, 2021. OR

Implement a nationally normed performance assessment for all of the unit’s teacher candidates no later than July 1, 2019. Currently the edTPA and the Educational Testing Service Praxis Performance Assessment for Teachers (PPAT) are adopted for use by Hawaii Educator Preparation Programs.

The unit must submit an annual report to the HTSB including evidence toward resolving all of the above weaknesses. Failure to include evidence could result in suspension of state approval. Once the unit successfully removes all weaknesses they will be eligible for three additional years through December 31, 2021, of state approval without an additional onsite review. The unit may recommend candidates for the following license fields: Elementary Education K-6 English 6-12 Mathematics 6-12 Science 6-12 Social Studies 6-12

TITLE: Addition of American Sign Language (ASL) License Field and Adoption of ETS ASL Content Assessment and Passing Score

The Hawaii Teacher Standards Board approves the new World Language license field of American Sign Language in the following levels: K-6 6-8 6-12 K-12 The HTSB also adopts the American Sign Language Proficiency Interview (ASLPI), offered by the Praxis program, as an option for verification of content knowledge for this license field. The passing score of 3+, or 170 on the Praxis Scale, is also adopted. This score is based on the American Sign Language Teachers Association (ASLTA) recommendation for a cut score for provisional certification. This assessment may be used for initial licensure or to add this field to an existing Hawaii license. The Executive Director shall inform Hawaii Educator Preparation Providers, the Department of Education, Hawaii Charter Schools, the Hawaii Association of Independent School and the Hawaii State Teachers Association of this new field.
