The Australian property market showed definite signs of stabilising in the December quarter 2008, according to a quarterly review of major residential property markets in Australia.

The Real Estate Market Facts report, released this week by the Real Estate Institute of Australia (REIA) and Mortgage Choice, shows that market response to the actions of the Reserve Bank and the Government has seen property prices around the country stabilising in the December quarter 2008, propped up by buyer activity at the lower end of the market.

“It is at the top end of the market, in the so-called `blue-ribbon’ areas, where there is a lack of demand and property prices continue to slide”, said REIA President, Noel Dyett.

The Report shows that four out of eight capital cities recorded no change or an increase in median house prices over the quarter.

“This is a big improvement compared to the previous quarter when only one capital city recorded an increase in median house prices”, Mr Dyett

said.

Overall, this quarter has seen the Australian weighted average median house price decrease by 1.3 per cent

to $442,038, from $447,950. This is a decrease of 6.2 per cent when compared to the December quarter 2007.

The Australian weighted average median price for other dwellings decreased 0.3 per cent over the December quarter to $353,575, from $354,700 in the September quarter. This was a decrease of 3.4 per cent when compared to the December quarter 2007 when the Australian weighted average median price for other dwellings was $365,977.

Finance commitments have seen considerable rises in the number and value of loans for owner occupied housing and investment housing.

In the December quarter, the value of housing finance commitments for all dwellings increased by 5.9 per cent.

There was a steep jump in the number of first home buyers and first home buyer commitments as a percentage of total owner occupied housing finance commitments.

purchase of new and established dwellings plus construction of dwellings also showed a substantial lift.

“There is also likely to be increased activity right across Australia as the June 30 deadline on the Boost to the First Home Owners Grant approaches”, Mr Dyett said.

“The underlying demand for housing will support the market once economic conditions begin to settle”, he concluded.

PLAYING THE WAITING GAME

Many homebuyers think that it’s a good idea to watch the market and wait for ‘a better time to buy’, especially since there is so much talk of recession and falling property prices. They feel that if they postpone their purchase long enough, they might see prices fall further and be able to snap up a ‘real bargain’.

While bargains do exist, of course, for people who are in the right place at the right time, there are often more people who miss out by using this strategy than gain.

Most homebuyers buy their family home and live in it for, on average, 7 to 10 years. And when we’re looking

at averages, the property market continues, in the big picture, to rise.

Based on histori-cal prop-erty cycles, property may under-go periods of static growth and periods of galloping growth, but

on average, well-located, well-select-ed residential property doubles in value every ten years or so.

Certainly, if we could always pick the lowest time to buy and the highest time to sell, we would do very well indeed, but the only buy-ers who need worry about the im-mediate state of the market are the real estate speculators who wish to buy then sell again straight away, or those who are too highly geared or who have entered into unrealistic amounts of debt.

For everyone else, the chances of

strong long-term capital gain are virtually assured, provided they buy well-selected property in well-selected locations.

It’s famously diffi cult to pick the ‘bottom’ of the market. Often buy-ers who wait fi nd themselves having little to choose from as listings get scarce.

A sudden fl urry of competition for the few desirable properties actually on the market for sale often causes those properties to sell for higher prices than expected, even in a market described as a diffi cult one for sellers.

Buyers either pay more than they expected… or keep on watching and waiting, only to realise that the ‘fl urries’ they passed by were signal-ling an upturn in the market or the end of the halcyon days for buyers.

Purchasers who wait too long for a ‘bargain’ or the ‘lowest point of the market’ often only realise that the lowest point has already been reached once they can look back on it with the 20/20 vision of hindsight.

Once the marketing programme of a property is underway, it usually takes about two weeks for a vendor to get a feel for how the property is faring in the marketplace – and just how well the agent is doing his or her job. At this point, it is a good idea to ask your agent to schedule a performance review.

What is a performance review and how can this improve a vendor’s sale outcomes?

Savvy vendors ask their agent to agree to a Day 15 Performance Review at the time of signing the agency agreement.

A performance review involves the agent and vendor having a meeting to discuss the agent’s activities and results to date. It enables the vendor to feel confident that everything is going according to plan, or to make changes if they are unhappy with any aspect of marketing. The ideal time for such a discussion is day fifteen of the marketing programme i.e two weeks

It doesn’t matter who you are, everyone gets bills.

A German mathematician was recently sent a letter by GEZ, Germany’s broadcast fee collection offi ce, demanding he pay long-overdue television license fees - it didn’t even seem to matter that the man had been dead for over 450 years.

Reuters reports the current residents at the deceased’s former address returned the letter with a note explaining the request had come too late, as Adam Ries, an Algebra expert, had died over four centuries ago. Nonetheless, a reminder still came in the mail a few weeks later.

QUEENSLAND TO SPEED UP DEVELOPMENT

The Queensland Government this week announced plans to tackle hous-ing affordability by reducing the red tape currently binding development application hold-ups.

Deputy Premier Paul Lucas has given notice that a report will be published later this year showing how high-growth councils, State Government departments and developers have performed against legal time frames for processing development applications.

“The development industry estimates each month a development application is delayed adds $1,000 to the price of a new home”, Mr Lucas said.

“Some delays are also due to develop-ers failing to provide information or meet the requirements of the develop-ment assessment system.

“This report will show exactly who can do what better, to cut the price Queenslanders pay for their homes.”

GOOD ADVICE FOR LANDLORDSInvestors expect their tenants to look after their rental properties but must also do their part, according to landlord insurance provider Terri Scheer Insurance, which has provided fi ve tips for building a better landlord-tenant relationship.

Terri Scheer Insurance’s Carolyn Majda says tenants have to take care of rental properties but it helps if landlords make it easier for them.

“Tenants who live in a home that’s well presented and easy to maintain will be more likely to take pride in the property and treat it as if it were their own,” Majda says.

“Nobody wants to live in a house that has shabby carpets, an unruly garden and is in need of repair. “Simple gestures such as a fresh coat of paint or gardening assistance can help to ensure the property remains well cared for.

“Landlords who offer an attractive home and are quick to follow up on maintenance issues will be more likely to be rewarded with tenants who take care of the property and pay their rent on time.”

Terri Scheer Insurance’s top fi ve tips for building a good relationship with tenants are:

Give tenants a property they can • be proud of by making sure it’s well presented and maintained. Make it easy, with a low-maintenance • garden. Show you care by responding quickly • to maintenance requests. Be reasonable with rent, as setting • too high a rent may make the ten-ants resent the landlord. Appoint a property manager to save • you time.

Are you a Big Spender? Do you buy on impulse? Or maybe you would describe yourself as an everyday spender - even an habitual one.

In its latest report on credit card ratings, financial research services firm Canstar Cannex has attempted to narrow the choice for card holders by adopting four different credit card user profiles, covering the majority of card usage and payment patterns.

Habitual Spenders

Habitual spenders routinely use their credit card and regularly spend more than they can afford. This results in them not being able to repay their balance in full at the end of the month and so they consistently revolve an outstanding balance.

WHAT SORT OF SPENDER ARE YOU?Your best bet is to go for a low rate card with a very low or no annual fee. If you can get a card that offers instant rewards or discounts at places you regularly use, that’s even better. Don’t, however, be swayed by cards offering big rewards, as these usually come with big monthly interest rates and/or large annual fees.

Everyday Spenders

Everyday spenders use their credit card for the majority of their spending but keep their habit in check. The everyday spender spends a fair bit more than the habitual spender does and strict budgeting ensures that the outstanding balance is fully repaid each month.

If you use your card for regular purchases such as groceries and petrol and pay off your balance in full each

month then you have a bit more breathing room since you don’t have to worry about interest rates. Your challenge will be to find the card that provides the features you’re interested in at the lowest cost. As you stick to a budget and are disciplined enough to pay in full, you can afford to check out what rewards programs are on offer.

Impulse Spenders

Impulse spenders use their credit card

mainly for emergencies or impulse shopping (e.g. Christmas shopping or vacations). This translates to a cycle of binge spending followed by complete repayment of their outstanding balance over the following months. Since the impulse spender’s outstanding balance is eliminated relatively more quickly than that of the habitual spender, rates and fees are slightly less important, but still dominate their choice of card.

Features are a consideration, but because they use their card so infrequently, rewards programs are not very important.

If you only use your card for emergencies and impulsive buying then spend the next few months paying off the balance, try to find a low rate card with a very low or no annual fee.

Big Spenders

The big spender is usually also a big earner. As the name suggests, this card user spends significantly more on credit cards than most credit card users, but then pays off the outstanding balance at the end of the month. They have access to very high credit limits and like the everyday spender are not as concerned with rates and fees.

If you earn and spend a lot of money on your credit card each year and nearly always pay off your balance, you might be in the market for a card that provides features and perks that you use frequently. These may include free travel insurance, concierge service and rewards program.

A bathroom with a view is an emerg-ing trend in Australian renovations, a survey of architects has revealed.

Frameless showers, double basins and sepa-rate powder rooms are also in fashion, while spa baths are out, the survey suggests.

Design consultancy Archicentre polled its membership of more than 800 architects on what their clients are requesting in bathroom renovations.“Renovators are increasingly looking

at providing natural views from their bathrooms, with 28 per cent of the designs surveyed having views to internal courtyards,” reveals Ron Tanton, Queensland manager of Archicentre.

Spa baths are out, represented in just 14 per cent of renovation plans, in accordance with the heightened awareness of the need

for water conservation, Tanton says.
