It is no surprise that our successful running of the 2019 Shannons Wheels dominates this edition. Again STHARC has showcased the commitment and comradery of its members proving it a really great club to belong to.

The following articles and photos of the Shannons Wheels 2019 are just a snippet of the very successful event organised by STHARC.

In this edition I draw your attention to read and understand the conditions for concessional vehicle registration by John Corbett as you may be driving an unregistered vehicle.

For the May and June edition of the Wheel I will be travelling a lot so please support Alex Carter who will take the lead in producing these two editions by continuing to provide your great vehicle stories.

Minutes of Monthly Meeting

Tuesday 5 March 2019 @ 20:00

Attendance: 34 members

Visitors: Zarko and Jordan Petreski, Francesco Dal Santo, Bill

Grzeskowiak, Brian McInally, and Doug McMahon’s guest

President’s Report: Joe Vavra

welcome attendees and visitors. Visitors were invited to provide an outline

of their interest in heritage motoring.

New applications for membership have been received from Bill Corbett,

Brian and Susan McInally, Francesco Bortolo Dal Santo, Fouad and Rana

Maatouk and Zarko and Jordan Petreski. Committee has agreed to

recommend to members that all applications be accepted. Eash of the

applications was put to the members present and all applications were

accepted by the meeting.

The resignation of the Vice President leaves the role of organizer of guest

speakers and stand in for president vacant. Committee agreed that stand

in for the President can be handled by other Committee members when

necessary. The organization of the guest speakers for meetings is a role

which it would be nice to have someone specifically attending to. The

assistance of a club member is sought.

Committee has agreed that STHARC should arrange and pay for the

cleaning of the carpets in the hall. The meeting approved this

expenditure.

Treasurer’s Report: Brian Thomas

Club accounts are in a healthy position. Expenditures for Shannons

Wheels event have been funded out of club resources pending receipt of

sponsorship from Shannons.

Secretary’s report: Lawrie Nock

Plenty of messages between members and representatives of other clubs

in relation to Shannons Wheels 2019.

Hard copy newsletters from other clubs are available at front table for

members to access.

A reminder that many clubs now circulate their newsletters electronically.

These are loaded onto our website for use by members as soon as

possible after they are received.

Good to be receiving reports from members.

It has been reported that NSW Police are monitoring the use of vehicles

on H plates and checking on log book compliance after the actual days on

which vehicles were known to have been in use. Part of the penalty for

non-compliance is that Police may remove the plates from the vehicle

immediately a compliance offence has been detected.

Nothing to report

Council of Heritage Motor Clubs (CHMC):

CACTMC Registrar noted that at least 25 of the ACT CRS registered

vehicles do not appear in CACTMC records. It is known to STHARC,

that some of these vehicles are new registrations effected by STHARC

members. This discrepancy must be dealt with by the relevant clubs.

The point was made to members present at the March monthly meeting

of STHARC, that ACT CRS registration is authorised through affiliation

of STHARC with the Council. The registration, like that in NSW is

conditional on certain requirements being fulfilled.

STHARC members are required by the club’s rules to provide the

Registrar with a copy of the registration papers relating to every vehicle

registered under the concessional arrangements. In the case of ACT

registrations, STHARC is required to report to CACTMC the details of all

new registrations under the ACT CRS arrangements.

At the time a declaration for a new registration is signed, STHARC’s

Registrar is unable to provide the registration number for the vehicle to

be registered. It is considered likely that failure by the owner of the

vehicle to provide STHARC’s registrar with the new registration number

and a copy of the registration documentation, will render the vehicle

unregistered.

All STHARC members with vehicles registered under concessional

arrangements are reminded that they must provide details of the current

registration to the Registrar. This may be done by emailing a copy of the

receipted registration documents or by forwarding a photocopy of the

same document to the Registrar.

Bungendore Show as not well attended by STHARC members. The final

The first breakfast run has been organized and will be held at Bungen-

dore on 23 March.

March end of month morning tea will also be held at Bungendore on 29

March. See Website for details.

Gunning car and bike show is on 14 March, Harden Truck show is on 17

March, Haulin’ the Hume will stop at Goulburn and Yass on 30/31 March.

Details of all events are set out on the club’s website. This site is updated

with the latest available information. Members were reminded to use the

website to confirm details for events.

Shannons Wheels 2019: Max de Oliver

We have received numerous compliments on the club’s management of the event.

Trophies awarded included Best Truck to Kenny Carratt for his Mack.

All members who assisted were thanked for their efforts and particular thanks went to Phil Selmes, Tony Brown, Allan Boyd, Doug McMahon and Master of Ceremonies Graham Gittins and Darryl Bourke.

It was reported that Shannons counted 560 vehicles and over 40 bikes to total more than 600 vehicles at the event. The Shannons trailer had over 800 visitors during the display.

General Business:

Approval was given for a presentation to be obtained for and made to the

guest of honour at Wheels.

On the basis of the successful running of the 2019 event it was proposed

that STHARC advise CACTMC that it is prepared to take on running of

the 2010 event. Members present voted to accept this proposal. It was

suggested that other clubs who may wish to take on running of the event

should first be given the opportunity to do so.

Allan and Chris Boyd suggested that messages of appreciation should

be sent out to sponsors and others outside of STHARC who were

involved in making the event a success and offered to take on this task.

Publications Committee is concerned by the $140 cost of sending out the

newsletter. Preliminary enquiries suggest that there may be a possibility

for obtaining some bulk or not for profit type concession. Members voted

to approve further discussions being held with Australia Post.

Birthdays and anniversaries:

Pam, Barbara, and 60 years together for Ron and Anne.

Thoughts are with members not enjoying the best of health.

CONDITIONAL REGISTRATION – by J. Corbett

ATTENTION

PROOF OF CONCESSIONAL AND CONDITIONAL REGISTRATION

There is a current issue where people are not forwarding a copy of their registration papers to the Club Registrar.

It is a Roads & Maritime Service and ACT Road Transport Authority requirement that clubs must hold a current copy of each member’s registered vehicle.

If they don’t, the vehicle is deemed unregistered by the above Authorities. It is the owner’s responsibility that the registration copy is sent to the Club Registrar, either by person, mail or email.

If the Club Registrar does not have a copy of your current registration papers, the required paperwork for your renewal will not be processed.

SHANNONS WHEELS 2019

STHARC greatly appreciates the assistance given by so many of our club members and people from outside of STHARC, which resulted in a very successful event.

As it is not easy to identify all of the people who deserve thanks, STHARC is hosting a casual, friendly gathering for a BBQ in April.

We are planning to hold the BBQ at Queanbeyan Park on Sunday afternoon 14 April from 12.00pm. We will meet at the southern end of the park immediately behind the Court House.

This invitation is extended to all STHARC members irrespective of their involvement in the event and to the other non-members of STHARC who assisted with the many aspects of the planning and running of the event and made it the success that it was. Family members including children are welcome. There is an enclosed children’s playground close to the location for the BBQ.

STHARC will provide the bread, meat tea, coffee and soft drinks for the event. STHARC usually asks members to bring a salad or afters to share. Guests are welcome to participate in this aspect of our outing if they wish to do so.

Bring a club car out to show it at Queanbeyan Park if you wish. There is a limited amount of seating and tables at Queanbayn Park so if you require tables and/or seating it would be wise to bring your own as we will not have exclusive use of the area.

In order to cater we will need to have a reasonable idea of how many people are coming. Anyone who subsequently decides to attend is most welcome to do so on the basis of BYO everything except perhaps hot water and soft drink.

Friday, 22 February 2019

Our first morning tea for 2019 was held at the Italian Continental Bakery & Café in Mawson.

We had ten ladies all chatting around the table and catching up with each other’s news from the Christmas break. Even though the air conditioning was rather cold, we all stayed on until nearly lunchtime.

With everybody enjoying the spoils of this café, whether sweet or savoury, we all looking forward to our next gathering.

Friday, 22nd February 2019

The venue for the February Men’s Coffee Morning, the first coffee morning for 2019, was the Coffee GuRu at the Mawson shopping centre. The weather was fine with a light breeze so the eight gents who attended sat outside.

Geoff Rudd had brought along an A3 size photograph that he is adding to his Rudd Transport memorabilia. The photograph is of his first Dodge tray back truck and trailer with his FE Holden sedan loaded on the tray. Apparently the shot was taken prior to him taking the FE to Sydney to trade in on his first ‘S’ Type Valiant. The photo was taken off an old 35mm slide Geoff had found and it was very clear especially when you consider the age of the slide and that the photo was expanded to A3 size.

The conversations around the table were many and varied, and the coffee and bacon and egg rolls went down very well, so the gents enjoyed their morning.

When by October 2018 no club affiliated with the Council of ACT Motor Clubs had come forward to run the 2019 Shannons Wheels event the likely outcome was that it would be cancelled. Wheels has become the premier event in the Council of ACT Motor Clubs (CACTMC) calendar. For the last 36 years, the event has been run at various locations and managed by numerous clubs. In 2018 Canberra Antique and Classic took on the job of organizing the event at Queanbeyan Showground. This was part of that club’s 50th anniversary commemoration.

STHARC is the most significant Queanbeyan based motor club affiliated with the CACTMC. Armed with the successful running of the 2018 half yearly meeting of the Council of Heritage Motor Clubs, with which STHARC is also affiliated, it was decided by club members at the November 2018 monthly meeting that STHARC should put up its hand to run Shannons Wheels 2019. The date already set for the event was 3 March 2019 to co-incide with the running of the Queanbeyan Multi-Cultural Festival on the same day. This left a very short useable time frame within which STHARC could carry out the necessary planning and communication.

Long time STHARC member Max de Oliver agreed to accept the role of co-ordinator for this event. He was greatly assisted by the legacy of a well documented record of Canberra Antique and Classic’s running of the event in 2018. On the day compliments on the result of STHARC’s efforts abounded. They continued by telephone well after the event.

The event was held in near perfect weather conditions on a well grassed Queanbeyan Showground. The major host which makes this event possible is Shannons Insurance. The company provided its mobile display truck as a support feature and it was well patronized on the day.

The charities which were nominated to collect donations from entrants and visitors were The Regional Cancer Council and Technology for the Aged and Disabled (ACT) known as TADACT.

The success of the event comes down to the enormous efforts put in by Max and a few other helpers from STHARC and other clubs who worked on the pre-event administration and setting out of the site and the large number of members from STHARC and other clubs who assisted with marshaling on the day.

Food and beverages were provided by a number of commercial and community support organizations. Vietnam Veterans, Queanbeyan Hospital Auxiliary and Country Women’s Association were among the community organizations supporting the event with food and beverages.

On the day over 550 cars, trucks, motor bikes and caravans were on

display. Another unrecorded number of potential participants arrived

well after the nominated public opening of the event and were asked to

park in the public parking area.

The event was opened by the Mayor of Queanbeyan Palerang Regional Council, Tim Overall. Awards were presented at 1.00 pm and among the recipients for the best truck was STHARC member Kenny Carratt for his Mack Truck. More than 50 STHARC Members attended the event and brought with them more than 50 cars trucks caravans and motor bikes. One of the thoughts voiced in response to this amazing turnout was: “Wouldn’t it be great if we could get this level of turnout to club meetings or other events?”

The ACT RTA has provided an interim response to the Council’s proposals for a concessional arrangement for modified classic vehicles. Council will contact relevant clubs and other organizations to obtain details to respond to the RTA.

It was reported that NSW Police are known to have inspected one H plated NSW vehicle which they determined to be a modified vehicle. They confiscated the H plates. This type of action was hinted at two years ago. NSW administration has allowed 12 months after the introduction of the modified arrangements for owners to make the switch to the modified scheme for cars which do not fall within the guidelines for H plates. The commencement of action is not unexpected. There are currently 2900 vehicles registered under the modified arrangements in NSW.

There is some concern about responses to approaches from individual clubs and the processing of documentation for concessional registration by NSW RMS offices. There are cases where concessional and modified vehicle registrations are being handled in different ways by different NSW offices of RMS. Some of the differences appear to conflict with the arrangements in place between NSW and ACT Governments in relation to concessional arrangements for NSW resident members of ACT incorporated clubs. The issues will be followed up by Council. Clubs were asked to remain flexible and maintain the paperwork arrangements they currently use for the moment until the matter is resolved.

Summernats personnel attended the meeting and provided a briefing on the arrangements which are proposed for Summernats 2020. It was acknowledged that there were issues with how the invitation of CACTMC affiliated clubs were handled for the 2019 event. Clubs have been invited to submit comments on the 2020 operating guidelines if they see room for improvement.

There have been some questions about the Wheels badges which were sold on at the 2019 event. It was decided by Council to sell the residual badges from 2018 at the 2019 event. Some purchasers seem to have believed that they were purchasing a badge related to the 2019 event. Council has decided that anyone who purchased a 2018 badge at Wheels 2019, thinking it was a 2019 badge, will be reimbursed if they wish to return the badge.

Delegates were invited to provide input on the Shannons Wheels 2019 event. The most significant comments related to placement of clubs and vehicles, movement of vehicles, coverage of the public address system and use of marshals. Delegates present were asked to vote in relation to the timing of the 2020 event to coincide with the Queanbeyan Multi Cultural event, the presence of commercial vendors operating stalls and the number of trophies.

The votes were that the event should be run on the same day as the Queanbeyan multi cultural festival, that commercial vendors are not an appropriate addition to Wheels and that the number of trophies should be limited to the Shannons Best Club display and one or two determined by the guest of honour and perhaps their partner.

The meeting was advised that CAMC had donated the residual of the Shannons 2018 sponsorship funding to charity. I advised the meeting that I thought STHARC’s view would be the funds should be used according to either Shannons’ or the Council’s decision and therefore that any surplus funds should be returned to CACTMC rather than distributed by STHARC. It was suggested by Committee that if CACTMC wished to make a donation it can do so. The fact that Wheels is a car show provided by enthusiasts for the general public and vehicle owners and is not a fundraising event for charity. The charities have reported that they raised just over $3300 which has been split between them.

I provided as a summary of the event, a briefing on what was done and where we are at the moment regarding funds in particular. I emphasized that the decision to take on the task in November meant that there was insufficient time for some processes to be properly followed through and that without the excellent arrangements made for Wheels 2018 by CAMC and their willingness to share their experience with STHARC it is unlikely that the event would have worked out so well.

A vote of commendation for STHARC was moved. Delegates were asked if there was any club willing to take on the 2020 event. In the absence of any other club coming forward, I advised STHARC was willing to take on the 2020 event.

I advised the meeting that STHARC has decided to host a BBQ at Quenabeyan Park on 14 April for all of its own members and is inviting as a think you, those members of other clubs who were involved in the running of the 2019 event to join us.
