Bank signs buildingsover to city of Krum

KRUM — About two dozenpeople gathered to watch asFirst United Bank signed overits downtown buildings to thecity of Krum and the KrumSociety of Historic Preservation.

The deed-signing was thefinal step in an effort begunnearly two years ago by JohnThompson, president of FirstUnited Bank of Krum, to turnover the three buildings at thecorner of FM156 and FM1173 tothe city.

Mayor Terri Wilson thankedThompson and other bank rep-resentatives as she handed overa check for $1 — the city’s sec-ond and final installment on the$2 purchase price.

Construction contractfor transit center OK’d

The Denton City Councilapproved a $1.7 million con-struction contract with CorbetGroup Inc. of Dallas to build atransit center at the southeastcorner of Railroad Avenue andHickory Street, east of thedowntown Square.

The facility is expected tobecome the Denton CountyTransportation Authority’s cen-tral bus station in Denton,replacing the area known asWilliams Square east of theWells Fargo building. It wouldincorporate a rail platform aspart of DCTA’s plan to bringcommuter rail from Carrolltonto downtown Denton by 2011.

The transit center is beingfunded mostly through $3.1 mil-lion in federal funds awarded tothe city in 2005. DCTA pledged$777,423 in matching fundsneeded to leverage the federaldollars. DCTA will own andoperate the facility once it’s built,according to a 2008 agreementwith the city.

DCTA is handling the railportion of the transit center sep-arately as part of its $314 mil-lion A-train passenger rail proj-ect.

The construction contract

includes the renovation of an8,800-square-foot building at604 E. Hickory St. that oncehoused the city’s facilities man-agement department. The reno-vated building will include officespace for DCTA bus operationsstaff, an air-conditioned passen-ger waiting area, a ticket officeand kiosk, restrooms and spacefor future retail shops, accordingto plans presented to the coun-cil.

Local unemploymentrates up in January

Denton’s unemployment rateincreased to 6.9 percent inJanuary but remained lowerthan county, state and nationalfigures, according to informa-tion released by the TexasWorkforce Commission.

The rate increased by eight-tenths of a percentage point,from 6.1 percent in December,according to the data.

The county unemploymentrate increased to 7.8 percent inJanuary from 7.3 percent inDecember, the report said.

The local unemployment ratesare not seasonally adjusted.

Texas’ unemployment rateremained steady at 8.2 percent.

Nationally, the unemploy-ment rate fell from 10 percent inDecember to 9.7 percent inJanuary.

Black chamber holds13th annual banquet

More than 120 people attend-ed the 13th annual DentonBlack Chamber of CommerceBanquet at the University ofNorth Texas Gateway Center.

The event also commemorat-ed the chamber’s inception 15years ago in a local barbershop.

Cynthia Fitzgerald, founderand chief executive officer ofDimensions Medical SupplyGroup Inc. of Plano, was chosenas the guest speaker for the ban-quet, which featured the theme“The Road to Success.”

The banquet gave members ofthe chamber time to reflect onthe last 15 years and how far

they have come and share ideasfor business in the future, saidKerry Goree, the chamber’schairman.

Attendees also saw a presen-tation about the annual DentonBlues Festival, which is sched-uled for September.

Home refinancing program extended

The Federal Housing FinanceAgency announced a one-yearextension of the HomeAffordable Refinance Program(HARP), which allows refinanc-ing to qualified individuals andfamilies whose homes may havelost value.

Before the extension, the pro-gram had been set to expireJune 10.

According to a news release,the program was extended “tosupport and promote marketstability and to encouragelenders and other mortgagemarket participants to adopt theprogram.”

In 2009, the program provid-ed 190,180 HARP refinanceloans owned or guaranteed byFannie Mae and Freddie Mac —much less than the 4 millionhomeowners the program wasanticipated to help when it wasannounced last April.

Interested borrowers will haveuntil June 30, 2011, to refinancetheir present loans.

Updated Fry Streetplans presented

An official with Houston-based Dinerstein Cos. presentedthe latest plans for a mostlyvacant block located on Denton’sFry Street during a work sessionof the Denton City Council.

Council members questionedsome details of the project,including its effect on traffic, butraised no major objections. Theyalso praised the developer foramending the plans based onfeedback from two public meet-ings.

The meeting was the council’sfirst look at the project, whichwould sit on a roughly 4.5-acreblock bordered by Fry, Hickory,Welch and Oak streets.

The outcome means the proj-ect will continue to work its waythrough the city’s developmentreview process, Denton planningdirector Mark Cunningham said.

The latest plans are largelythe same as those presented at apublic meeting Feb. 17. Theyshow more than 10,000 squarefeet of ground-level retail space,an outdoor patio and somewider sidewalks along with the194-unit apartment complexand 700-space parking garage.

Recent changes include theaddition of a new facade on theparking garage facing OakStreet and bay windows andpitched roofs on the apartmentsfacing Welch Street, JoshVasbinder, a partner with thedevelopment company said.

Company officials have saidthe project would cost morethan $30 million to build andgenerate at least $600,000 ayear in city taxes.

Official: Range planstwo more Rayzor wells

Range Resources plans to drillat least two more natural gaswells at the Rayzor Ranch devel-opment in west Denton, a com-pany official said.

Drilling is complete on thefirst well on a 3-acre site nearthe corner of Bonnie Brae andScripture streets. The companyplans to drill and fracture thesecond and third wells back toback, senior vice presidentRodney Waller said in an inter-view.

Production results from thosewells will determine whether thecompany drills more, Wallersaid. The Texas RailroadCommission has permitted up tofive wells at the site.

Records reveal propertyexempt from taxes

More than 50,000 acres ofDenton County — nearly 10 per-

cent of the county’s land area —is exempt from property taxes,according to a Denton Record-Chronicle analysis of 2009 taxrecords from the Denton CentralAppraisal District.

In 2009, that tax-exemptproperty — worth about $2.3billion — made up 3.5 percent ofDenton County’s $64.8 billion inproperty values.

Among the findings: Througha special state law, Texas MotorSpeedway has not paid propertytaxes on 1,335 acres of its prop-erty in Denton County. Thatland is valued at $34 millionand would have brought inabout $68,000 in property taxescombined for the county andNorthwest ISD last year; byreorganizing as a nonprofit lastyear, Texas Health Resourceshoisted its $67 million TexasHealth Presbyterian HospitalDenton from the tax rolls, caus-ing the city, county and schooldistrict to scramble for a loss ofabout $134,000 per year.

According to appraisal districtrecords, the largest property taxexemption in mineral valueswasn’t granted to a school dis-trict or city, but to private inter-ests held in a number of gaswells — 69 divisions of interestworth more than $640,000.

Several exemption errors werenoted, including the ownershipof the $640,000 in tax-exemptmineral interests by a privateentity, removed soon afterDenton Record-Chronicle ques-tioned their public purpose.

For much of the past cen-tury, the DentonChamber of Commerce

has focused on broad visionaryinitiatives designed to impactthe business community in gen-eral. Although that perspectivewill continue during the 2010-11program year, technology is nowallowing us to focus more onproviding tangible benefits andservices.

In addition to serving as abusiness directory, the chamberWeb site has been upgraded toprovide members with their ownmini Web sites and the ability tooffer “Hot Deals.” We will beable to track referrals, and aninteractive Denton-area map

will highlight advertisers in ageographic context.

Hank Dickenson, our newboard chairman, cleverly com-bined the numeration of the101st annual membership meet-ing with the vernacular of highereducation to title his programtheme “Chamber 101.” Like

those college courses we signedup for as freshmen, Hank is tak-ing a back-to-basics approach todetermine what the chambercan do for you.

While obviously not a newinitiative, the Business-to-Business Expo scheduled for theevening of Thursday, April 29 atthe Denton Civic Center is agood example of the key compo-nents of Chamber 101. Membershave an opportunity to promotetheir products and servicesdirectly to hundreds of fellowbusiness representatives — allunder one roof.

The 2010-11 “Program ofAction,” adopted by the board ofdirectors in March, authorized

the creation of five new standingcommittees, whose initiativeswould include our commitmentto environmentally friendlybusiness practices, support forwomen in business, and a strate-gically focused emphasis on thefindings and recommendationsof the current LeadershipDenton class project.

We will still monitor publicpolicy, coordinate leadershipdevelopment efforts and advo-cate for major infrastructure ini-tiatives, expansion of the proper-ty tax base and the creation andretention of career opportuni-ties. The 2010-11 chamber year,however, will usher in a back-to-basics approach to the cost-ben-

efit ratio for membership.

The last two years wit-nessed tremendousvolatility in the financial

markets. At the peak of thefinancial crisis, each day seemedto bring dramatic swings of 5percent or more in the majorstock indices. A measure of U.S.stock market volatility known asthe “VIX index” had been below20 for years but spiked to 80during the throes of the panic.

That price volatility was har-rowing for many investors, whoexited the market in droves.Sadly, most of those investorsmissed out on powerful gainsthat followed in 2009. They fellprey to the conventional wisdomthat volatility is equal to risk.

Suppose you owned a busi-ness and some stranger knockedat your door, offering to buyyour business for a lowball price.Would you get worried that yourbusiness’s price had suddenlybecome volatile and hurry upand sell? Of course not. Yet thatis exactly what millions of peo-ple do in the stock market.

Strangely, it is not just “JoeInvestor” who makes that mis-take. Even modern academicfinance theory considers stockprice volatility to be synonymouswith risk. Generations of MBAstudents have been ingrainedwith this flawed thinking eventhough real-world studies haverefuted it.

The antidote to this delusionis to remind ourselves what astock really is: a part-ownershipstake in a real business. The keyfor investors is to ground theirunderstanding of a company inits intrinsic value.

investment in a company for myhedge fund, I first develop anestimate of a firm’s true worth, orintrinsic value, based on a seriesof very conservative assumptions.Then, I demand a steep discountto that value before I buy.

The prices of most companiesrarely trade for what I consider agood deal. But occasionallysomeone gets silly enough to sellpieces of their business (stocks)at ridiculously low prices. That’swhen I pounce.

Investors should treat volatili-ty as an opportunity. It canenable you to buy the stocks ofgood companies at cheap prices.If I believe company X is worth$20 per share and someone iswilling to sell it to me for $10,that’s probably a great deal. Iftwo months after I buy the pricerises to $16, then falls to $8,does it matter? Most financeprofessionals would call thisstock risky because of its highlyvolatile stock price.

But if nothing about the long-term prospects of the businesshas truly changed, then an invest-ment at $8 is even less risky thanthe one I made at $10. I am buy-ing my part-interest at an evenbigger discount than before —giving me an even greater marginof safety if something goes wrongdown the road.

Instead of worrying about acompany’s stock price volatility, Ifocus on the real risks facing thecompany’s operations. Couldcompetitors make its productsobsolete? Has the companytaken on too much debt thatcan’t be paid off or refinanced?Will the company’s profits gethurt if inflation gets worse?

Though 2009 was a try-ing year for commercialreal estate across the

country, commercial construc-tion continued in and aroundDenton.

From the hotels on the city’snorth and south ends to theongoing construction at UnicornLake, commercial development,though slower, continuedthroughout the year.

With the A-train commuterrail line making its way north,developers are busy planningnew construction along theHickory Street corridor from theplanned transit station to thedowntown Square.

Work has started on a newdevelopment in the 300 blockof Hickory Street, where TheMartino Group is planning amixed-use development ofretail and loft apartments.Others are looking at neighbor-ing properties for developmentaround Industrial Street, whichhas seen a significant amountof activity with four restau-

rants, Dan’s Silverleaf and otherbusinesses.

Several developers are consid-ering mixed-use projects withretail on the first floor andapartments up top. Some areeven considering parkinggarages as the area continues toblossom.

Another hot spot is the con-struction at Rayzor Ranchnorth of U.S. Highway 380,which is coming along fast withWalmart, Sam’s Club andsmaller retail sites lining thethoroughfare. Plans also are inthe works for the south side,according to AllegianceDevelopment officials, who

indicate that more details maybe coming soon.

Houston-based DinersteinCos. is going through the plan-ning and development processwith the city of Denton on itsproject on Fry Street, which alsois mixed-use with street-levelretail topped by apartments.The developer has purchasedneighboring properties to pickup most of the block surroundedby Hickory, Oak, Welch and Frystreets.

While Denton did see somestore closings and a definitetightening of belts during therecession, new submissions fordevelopment are continuing toincrease in numbers.

And while things may be a lit-tle slower now than before thedownturn, development is ongo-ing in Denton.

Residential foreclosuresincrease across region

April residential foreclosurelistings closely mirrored first-quarter reports of higher num-bers across Denton County andthe Dallas-Fort Worth area.However, officials say theDenton County monthly num-bers are simply a spike in whatotherwise has been a consistentor slightly decreased foreclosuremarket.

Denton County showed a 19percent jump in home foreclo-sure listings for the April sale,an increase to 677 from 567 lastmonth. For the first four monthsof the year, numbers show a 24percent increase — up to 2,533from 2,047 for the same periodin 2009.

Gerald Slater, an independentfee appraiser with Gage &Associates of Denton, said thatmost of the company’s residen-tial foreclosures are in isolatedareas — east of Denton alongU.S. Highway 380 in pockets ofhousing subdivisions, around

Dallas and in south Fort Worth.The Foreclosure Listing

Service report indicated thatTarrant County saw the highestincrease in foreclosures, with a22 percent jump for April.

For the first four months,Tarrant and Denton countiestied in percentages while CollinCounty took the lead with a 25percent hike in home foreclo-sures.

Tests reveal elevatedlevels of air pollution

Independent air quality testsaround the Rayzor Ranch gaswell in Denton showed elevatedlevels of benzene and otherharmful chemicals during sever-al stages of the drilling process,according to results announcedrecently.

The tests found cancer-caus-ing benzene and a host of sul-fides above levels the state setsfor safe short- and long-termexposure, along with elevatedreadings of methane, said AlisaRich, president of FlowerMound-based Wolf EagleEnvironmental, which per-formed the tests.

“This is very typical of whatwe’re finding all around theBarnett Shale,” said Rich, whosefirm has tested air around natu-ral gas facilities in area towns

including Dish.Officials with the company

that drilled the well said theyhadn’t seen the test results. Butthe findings raise doubts aboutthe testing methods, saidRodney Waller, senior vice presi-dent of Fort Worth-based RangeResources.

County approves newcontract with Polster

With a 3-2 vote, the DentonCounty Commissioners Courtapproved a contract with JohnPolster’s transportation con-sulting firm, InnovativeTransportation Solutions Inc.

Commissioners HughColeman and Bobbie Mitchellvoted against the contract,which will pay Polster’s firm$584,700 annually for its serv-ices.

At Coleman’s urging, countyofficials had reviewed Polster’scontract, which had been inplace for 12 years, with thecounty paying him about$30,000 a month.

The new contract will runthrough March 31, 2012, withan option to review for threeadditional one-year terms for amaximum of five years.

Packed tightly in a kitchencupboard, Bob Janssen plies histrade by the light of a portablehalogen work light across theroom. His weathered drywallknife blends joint compound tothe perfect viscosity, ready forapplication.

He works meticulously, fillingeach crevice of the newly appliedgypsum board with the slimy,gray drywall mud.

“The hardest part of my job iswaiting for it to dry,” he said.

Janssen is a soft-spoken man,a newlywed who enjoys an early-morning cup of steaming organiccoffee. A “Vietnam Veteran” decalis posted on his window next to aNational Rifle Association logo.He is an independent drywallprofessional who has been per-fecting his craft since he graduat-ed from high school in 1970.

Janssen gained experienceand business savvy as he workedfor various companies inNebraska, before moving toTexas in 1979. As years passedand his competence grew, hedecided it was time to becomehis own boss. He took the bigleap and left North DallasDrywall three years ago andwent into business for himself —

when the air was seeping out ofthe housing bubble and beforethe economy tumbled. Janssenremains busy at a time when theeconomy is forcing some soleproprietors to join larger firms.

“It’s a great feeling — and veryrewarding — to be working foryourself,” he said.

Janssen works out of hishome, and he works alone tominimize overhead costs.

“It’s getting to be cutthroat,and people are underbiddingeach other to keep a steadystream of work,” he said.

He occasionally works nightsand weekends to adapt to theschedules of his clients.Traveling from Denton to placessuch as Allen and Lewisville, heis on the road by 8 a.m. with theintention of completing up tothree jobs each day. He keeps abacklog four days out to ensurethat there is work to do.

“He works quickly, efficientlyand knows exactly what he’sdoing,” homebuilder JayThomas said of Janssen.

The global downturn dictatedthat Janssen keep his old worktruck, and it has kept him frombuying new equipment.

PROFIT PROBLEMSThe economic upheaval only

magnifies the dollar amountsinvolved, as larger constructioncompanies have seen.

It is becoming increasinglydifficult to bid jobs with hopes ofprofit. Some companies are tak-ing jobs at or below cost to keeptheir men in the field to secureminimal income.

Some companies have dis-cussed shutting down operationsbecause the work is risky and itisn’t worth the pay. Fallingprices for construction materialshave only added fuel to the fire,keeping bids at rock bottom.Bids are dropping so low thatthey draw questions such as“how are contractors able to dothe work for that cheap?” and“how long can small companiesstay afloat while working for noprofit?”

Jeff Barnes, co-owner ofBarnsco Inc., which sells con-crete-related building materials,said, “Our sales have dropped 45percent since last year and arekeeping profit margins down.”

Some contractors may be cut-ting costs from every angle, andnot including equipment costs,to keep bids at a minimum. Ifthere is no financial return onmachinery, eventually it willwear out and cannot bereplaced. Many contractors areselling unused equipment atauction to raise funds.

“For nonresidential building,the positive development is thatthe rate of descent has easedfrom the severe declines wit-nessed in late 2008 and early2009,” according to McGraw-Hill Construction’s September2009 “Outlook” for Texas.

The residential constructionmarket has dried up, and becauseof a lack of loans for new subdivi-sions, builders are hurting forwork and need means of survival.

“We have seen a shift in thetype of activity consumers aredoing,” said Craig Smith, chiefexecutive officer of ServiceMagic,

which handles more than 3 mil-lion requests annually to connectconsumers with screened, state-licensed service professionals.

“They are focusing on contin-ued maintenance, repairs andimproving the live-in value oftheir homes,” Smith said.

PUBLIC WORKS Public works construction has

seen early signs of support fromfederal stimulus spending, withmore strengthening expected incoming months, according toSeptember’s McGraw-Hill report.

Because the residential mar-ket has come to a halt, the civilservice market has been saturat-ed with commercial and resi-dential contractors looking forwork. It is becoming an increas-ingly competitive marketplacewith the influx of new workers.

“The number of [TexasDepartment of Transportation]jobs has slowed considerably,and contracts that we used toget four or five bids on are nowlooking at 15 or more,” said GaryBailey, TxDOT interim areaengineer for Denton County.

TxDOT maintains highways,administers vehicle registrationsand oversees aviation and railsystems.

Construction starts areexpected to drop 17 percentfrom 2008, according to theMcGraw-Hill report.

Some contractors who havereceived stimulus funds are frus-trated with the strings attached.When a project is put out for bidby a county, municipality,TxDOT or the North TexasTollway Authority, contractorsare unaware whether the projectis supported by federal funds orstimulus money. They need thework, but many are subjected tofirst-time audits by the Office forCivil Rights, the EqualEmployment OpportunityCommission or the Departmentof Labor.

Public jobs funded by stimu-lus money also include theprospect of monthly job siteinspections by the OccupationalSafety & Health Administrationand the EnvironmentalProtection Agency.

So when he tried to expand hisbusiness by purchasing a Sangerproperty, he was surprised at howdifficult it was to secure financingfor commercial real estate proj-ects, Fremaux said.

He’s not alone. With a topsy-turvy commer-

cial real estate market, business-es are having a hard time secur-ing financing for commercialprojects.

The demand for commercialreal estate has picked up recent-ly, but with so few transactionsin the marketplace, it’s impossi-ble to prove the value of com-mercial properties, said Mark

Dotzour, chief economist withthe Real Estate Center at TexasA&M University.

The norm has shifted frombusinesses being able to secureloans with ease to banks requir-ing a larger-equity down pay-ment to purchase commercialreal estate, he said, and that’s if abuyer can find a bank to makethe loan.

“Banks are under a lot ofduress, and they are being care-

ful in extending any loans forreal estate,” Dotzour said. “Bankexaminers are putting heavypressure on all banks to notexpand or reduce credit with[commercial] real estate. It’shard for anyone to get financingfor commercial real estate.”

estate loans. The banks could gounder if those losses were real-ized on the banks’ books, hesaid.

But “kicking that can downthe road” won’t fix banks’ prob-lems, Dotzour said.

“Banks are extending theloans, hoping the economy willpick back up. … It’s a very pre-carious situation,” Dotzour said.

The U.S. economy won’t pickup until those distressed proper-ties fall out of the market andcommercial real estate priceslevel out, which will force somebanks to take a financial hit, hesaid.

2010 likely will be one of theworst years for the commercialreal estate market, officials say.

There are several five-yearballoon notes due this year thatwere taken out during the realestate boom, said George Roddy,president of Foreclosure ListingService Inc.

Those distressed propertiesare losing their values and, evenif sold off, won’t net the moneythat investors and banks havesunk into the properties, he said.

“It’s a money issue. The U.S.economy has been sluggish, andit creates a certain psychologicaleffect on investors. … It slowsdown sales activity and, all in all,creates a negative market,”Roddy said.

DISTRESSED LOANSAs commercial real estate val-

ues skyrocketed during the go-go days prior to the global eco-nomic downturn, some bankswere able to make loans forspeculative commercial realestate deals.

The fallout of those specula-tive, and now distressed, loans— which must happen to stabi-lize the commercial real estateindustry — could devastate anestimated 1,000 banks through-out the country, Dotzour said.

For example, if someonebought a $1 million building,borrowed $800,000 from abank and now the value of theproperty is $700,000, theinvestor would lose all of theirequity and the bank would takea $100,000 hit.

Too many of those hits couldrender a bank insolvent — lead-ing to a compounded problemthat could hinder recovery of the

commercial real estate market,Dotzour said.

“There are a lot of people thatwant to buy commercial realestate today; there are buyerseverywhere,” Dotzour said. “Butthe prices paid in the ridiculousyears of 2006 to 2007 are longgone and we’re back to a morenormal reality. Those involved inthose deals lost a lot of money —many of which are not recog-nized yet — but there’s a swarmof buyers coming back in themarket. If the market clears, theprices will start rising againfrom the low levels — onceinvestors are confident thatwe’ve hit the bottom prices ofcommercial real estate.”

Texas has been fairly insulatedfrom the drastic losses seen inCalifornia and Florida, but thenational effects of the recessionwill be felt in Texas and inDenton County, officials say.

money, but we are requiringmore of a down payment orreserve,” David said. “For themost part, the Denton markethas funds to deal with, but buy-ers are nervous with the econo-my … and we are tighter [withlending] than we used to be.”

Denton County is an attrac-tive market for banks, most ofwhich have better-looking bal-ance sheets than their nationalcounterparts, David said.

But buyers in Denton Countyare fearful that property pur-chased today could be devaluedin the near future, as defaultedloans rise and lower the valuesof other properties, he said.

Many buyers are putting offpurchases and waiting for thecommercial real estate market tobottom out, David said.

“We are in the middle of itright now; people are predictingthat it will bottom out … but weare still seeing a rise [in default-ed properties],” he said. “Ourloan volume has slowed down. Ifthey [buyers] are out there, theyare apprehensive to see if things

are bottoming out. There’s atremendous slowdown.”

Regardless of the slowdown,new federal regulations for bankloans will change how lending isconducted in the future, Davidsaid.

“Lending will never be thesame,” he said. “We won’t see theseverity of bank losses. Peoplewill have to have more money. …They will have to raise morecapital in the projects theyinvest in.”

RESIDENTIAL RETURNWith many investors in spec-

ulative commercial real estateloans sitting on the brink offoreclosure, the residential realestate market — which was inthe same precarious situationthe past two years — is showingsigns of recovery.

The last quarterly state hous-ing report showed that sales ofresidential real estate improvedfrom the same period last year,said Stacy Armijo, spokes-woman for the TexasAssociation of Realtors.

“It is good news, not supergreat news, … but it’s up 10 per-

cent over last year, which isn’t asuper jump, but it’s decent,”Armijo said. “It shows thingshave improved, but we’re not outof the woods yet.”

While there is optimism inthe market, the increase in resi-dential real estate could be tiedto a recent federal tax credit,she said, and investors willneed to see a continued growthtrend for that optimism to con-tinue.

But the Texas housing markethas been fairly stable year-over-year, and the state likely willrecover faster than hard-hitstates like California and Floridathat had artificially inflatedhome prices, Armijo said.

Denton real estate agent ChrisRosprim, of Real T Team withScott Brown Properties, said theimprovement of the residentialreal estate market should be anindicator of future improvementfor commercial properties,including large Denton retailprojects such as Rayzor Ranch.

both residential and commercial,but it’s a slow improvementprocess,” Rosprim said. “I seethem [residential and commer-cial real estate] as tied together;it all relates to the economy as awhole. If people can’t buy homes,they won’t buy stuff … and[retailers] won’t build a store.Once homes are built to supportit [retail], the situation will turnaround.”

The construction of addition-al retail outlets in Denton,especially movement on theRayzor Ranch project, is prom-ising for commercial real estatein the area, he said, but arebound for the commercialreal estate market won’t hap-pen until highly leveragedproperties cycle out of the mar-ket.

“At this point, the largenational banks aren’t a source ofrefinancing, and the delay ordecline of refinancing will putsome lenders in positions wherethey do not have the money …and have to short-sell,” he said.“A lot of national developmentsare biting the bullet, … andthere will be more [bankrupt-cies and short sells] down theroad.”

On the flip side, for investorswith cash or a strong financialsheet, it’s one of the best timesto pick up commercial proper-ties for a bargain, said Rosprim,who recently brokered the saleof a small apartment house.

Commercial property is still ahot commodity in Denton, hesaid, and investors are findingways to purchase desiredaddresses.

“Properties we have will beable to be purchased for a dras-tic discount, and this is a greattime for any real estate deal —commercial, land or residential,”Rosprim said. “There’s a smallerpool of people that have the cashor have the ability to get financ-ing.”

LEASE GROWTHWhile loans are difficult to

secure for commercial proper-ties, Denton real estate agentsare seeing an increase in com-

mercial leases. Alex Payne, owner of Axis

Realty Group, said that GranitePoint Business Park offInterstate 35W, which histori-cally has been slow to lease out,could soon have its front build-ing fully occupied.

CAD Cut Inc. of Vermont, acomputerized fabric cuttingcompany, recently signed a five-year lease for 23,000 squarefeet at the business park, hesaid.

“There’s been a pickup incommercial leasing activity,”Payne said, adding that busi-nesses are showing a renewedinterest in the property.

Land has been really slow tosell, with the lack of capital sup-port from banks, but the com-mercial leasing market has start-ed to open up, he said.

The commercial propertiesowned by Elk River Real Estatealong Hickory Street are nearlyleased out, said Greg Johnson, abroker for the company.

The 1,900-square-foot com-mercial location next to ColdFusion Lounge is being leasedout to Ramen Republic, a noo-dle restaurant with a selection ofsprouts, vegetables and sauces,Johnson said.

The 1,600-square-foot spacenext to Andaman ThaiRestaurant will house Cellar 22,a rebranded wine and cigar barfrom the owners of Wine Safari,

which is located on Oak Street,he said.

Other commercial leasingdeals are on the horizon andthere’s demand for high-qualityretail projects and large officespaces, Johnson said, but small

office spaces are tough to move. Denton’s eclectic mix of uni-

versities, music venues andother types of businesses willhelp keep the area’s commercialreal estate prices stable in avolatile market, he said.

“We’re very bullish right now,”Johnson said. “We’re not as boldto say we’re out of the recession— it’s still a challenge for busi-ness owners — but we’re seeinga recovery in demand in allareas other than office. This willbe a difficult year for commer-cial because of the lending mar-ket.”

WAITING GAMEIt’s been nearly a year since

Fremaux first approached banksabout expanding his cateringbusiness to the Sanger property,but he doesn’t mind the wait, hesaid.

Fremaux said he has no doubtthe financing will come through— it’s just a matter of when.

“I’m sitting here with a grow-ing business. It doesn’t hurt meat all to keep on plugging away,”he said.
