Dear APTA members,    

Already in my second year as the chair of our great association!   

With  a  great  group  of  carriers  and  associated  trade  members,  it  is always a pleasure and privilege to work in our industry and, especially, in representing our association.   

2012 was a busy year for the APTA with a number of industry concerns, and hosting the National Driving Championships.   

2013 is shaping up to be even busier with a number of events including our  Truck  Show  and  numerous  issues  and  concerns  to  be  addressed with both provincial and federal governments.   

I am very glad of  the progress  that  the Association has had  in  the  last few years and I  look forward to continue working with the APTA staff and Board of Directors for many more years to come.    

As always, the interest and support of our members continue to be our immediate priority and the key to our success.  

Obviously,  we  wouldn’t  have  any  success  if  it  wasn’t  for  the  great support from all of our members and the hard work and dedication of our staff and the executive director, so thank you once again.

 Dear Members,   

It  is  our  pleasure  again  this  year  to  share  with  you  our  annual  Activity Report.    It  highlights  the work  that we  do  at  the  APTA  so  you  can  have  a better appreciation of what we’ve accomplished in 2012 and what we have planned for 2013.   

As you know, our main  role at  the Association  is  to be an advocate  for  the APTA members and the Trucking  Industry.   2012 certainly had  its share of issues  for us  to  take on; which we will  highlight  in  this  report,  but we  are also  busy  developing  new  products  and  services  for  our  members  and planning  events.   We want  to  continue  to  represent  you  better  each  year, provide  opportunities  for  you  and  your  company  as well  as  offer  the  best products  and  services  that  will  enable  you  to  have  success  and  bring  you more value as a member of the APTA.  This year is our bi‐annual truck show (June 7th – 8th) and it is looking like it will be another successful event.  Also, the  AGM  will  take  place  in  PEI  and  we  are  welcoming  anyone  with suggestions on topics of interest for the convention.   

We realize  that  the economy  is still  recovering and  the  last  few years have been challenging for some of you, but we hope that 2013 will be a successful one  for  all  of  you.    If  we  can  provide  more  value  to  help  you  with  your successes, please  let us know and we will be more than happy to add  it on our priority list.

WHAT’S IN STORE FOR 2013 ~   

THE ROAD AHEAD…   

  

The bi‐annual Atlantic Truck Show (ATS) will be rolling  into  the Hub City June 7th & 8th.    The Moncton Coliseum will  play  host  to Atlantic  Canada’s  largest and most inclusive truck show.    The 15th edition promises to be an outstanding business venue and a MUST attend industry event. Decision makers come to source out new  products  and  see  the  latest  in  commercial  truck  and transportation equipment.      

 

Annual General Meeting & Convention 2013 – This year, the event will be held in Charlottetown, PEI from October 23rd to 25th.    The AGM will feature various presentations on the industry’s current hot topics, as well as entertainment for the opening night dinner and a keynote speaker to close off the event.    There  will  be  more  information  to  come  on  this  event  in  the following months.

HEALTHY DRIVER RESEARCH PROJECT  

This  project  is  to  examine  the  health  habits  of  1,000  truck  drivers  in Atlantic Canada.    It was  announced back  in April  2011  that  a New Brunswick Professor, Dr.  Michel  Johnson,  would  study  the  lifestyle  of  truckers  in  Atlantic Canada  to  determine  why  their  life  expectancy  is  about  10  years  less than  that  of  the  average  person.    His  team  of  researchers  will  use  a combination of interviews and mobile simulators to study how being on the road affects the health of truckers.     The laboratory for drivers is state of the art and they also have a mobile unit  to  visit  carriers  at  their  site.    Dr.  Johnson  is  receiving  lots  of attention  from  other  universities  and  interested  stakeholders  from  all over the world already on this unique research.  Please  contact  the  APTA  office  for  further  details  on  assessing  your drivers.

In September 2012, ATLANTIC PACIFIC TRANSPORT LTD. was the first carrier  to be selected to take part in the Simulator Research Project for the U de M.

LCV CERTIFICATION PROGRAM & DATABASE MANAGEMENT  

APTA  is  now  managing  all  LCV  driver  and  trainer  certification  for  the Atlantic Provinces.     “From all reports received, the first of renewals went flawlessly.   With  the  renewal  of  the  existing  drivers  and  the  addition  of  several  new drivers into the program, our database is building.  Through this exercise we continue to improve both the program and process”.   Dave Miller Chair, LCV Committee 

  

ONLINE DRIVER TRAINING SERVICE The APTA Online Driver Training Service gives you unlimited use of a complete library of online training courses for one  low monthly  fee.   With more  than  35  titles  in  the  library  –  covering  hot‐button  topics  like  safe  driving, HoS & logbooks, vehicle inspection, cargo securement, and TDG – and more added regularly, you’ll never run out of content for  your  driver  training  programs.    Plus,  content  is  available  in  multiple  forms  –  full  length  courses,  mini‐module refreshers,  and  standalone  knowledge  tests  –  so  you’ll  have  the  flexibility  you need  to  handle  orientation,  remedial training, and ongoing driver development.   You can even add your own content if you like.    

NEW LOOK, NEW WEBSITE…  As the APTA continues to improve its services, a new website will be launched in the second quarter of 2013.    It is designed to be faster and more user friendly.  As always, we will keep  all  special  updates  and  information  in  the  member  section which will  continue  to  be  updated  on  a  daily  basis.    Once  the  new website  is  launched,  we  would  like  to  hear  from  you.    Your suggestions  and  feedback  will  help  us  tailor  it  even  more  to  your needs.

MAKING OUR VOICE HEARD Media, Public and Government Relations   COLLECTIVE VOICE To represent the road transport industry well and keep our collective voice heard, we have to stay in the know of all topics concerning trucking in order to continue addressing the media and other stakeholders.  

Lobbying efforts carried out in 2012  Many letters have been sent to Government representatives and press releases sent to all our media contacts regarding rate increases.                                       

Marine Atlantic Inc.  Not  only  has  Marine  Atlantic  increased  its  rates  4%  on  April  1,  2012,  a  drop trailer fee of $50 and an additional charge of $3.50 on every load as a security fee, they have  announced mid February 2013 yet  another 4%  rate  increase  to  take effect April 1, 2013.  This is no April fool’s day folks!  It’s happening and the APTA is  doing  everything  possible  to  put  the  brakes  on  these  infinite  rate  increases year after year.   

 Marine Atlantic states that they need these increases to manage their higher costs associated with operations.   Although we,  the  industry,  feel  this could be better managed from their part.  The lines of communication are open with MAI and we continue to meet with them to make our voices heard.    

 IFTA Rate Increase  The New Brunswick Government implemented new fees for all International Fuel Tax Agreement  (IFTA)  registrants.    Annual  license  registration  fees  range  from $25 to $1,500.  We asked the government to review the fees and look at potential reduction  of  certain  levels  such  as  the  $1,500  fee  for  50  plus  vehicles  or implementing  the  increases  over  a  period  of  a  couple  of  years  instead  of  a onetime increase.     

 Registration Renewal Fee Increase  Carrier fees to renew plates on a truck went from $25 to $50 and to renew plates on  trailers  went  from  $17  to  $27.    The  government  increased  these  fees  to recover  the  costs  of  administrating  the  Motor  Vehicle  System;  the  APTA  has approached government officials to discuss further.

While adoption is still slow, two key trends have occurred this year that help address the  questions  from  both  sides.    Engine makers  have  announced  that  there will  be  a larger  variety  of  natural  gas  engines  available,  and  natural  gas  suppliers  have made major  investments  in  creating  a  natural  gas  fueling  infrastructure.    As  the  trucking industry  continues  to  be  ‘environmentally  friendly’,  liquid  natural  gas  trucks  could become a big part of trucking in the near future.    

A recent study shows that the average age of professional drivers’ is 50 and only a small percentage of younger drivers are showing  interest  in  the profession. The Canadian  Trucking  Alliance  named  the  study  “Understanding  the  Truck  Driver Supply  and  Demand  Gap  and  Implications  for  the  Canadian  Economy”  and  the results reflect what the  industry has been talking about  for years.   Canada has a serious shortage of  truck drivers, between 25,000 and 33,000 will be  the gap to fill by 2020.    

HOURS OF SERVICE FMCSA has published new guidelines on the upcoming changes in HoS requirements.  As of July 1st, 2013, limitations on minimum “34 hour restarts” must include two periods between 1:00am – 5:00am home terminal time, and this may  only  be  used  once  per week.    For more  information,  the  documents  are:  Interstate  Truck Driver’s  Guide  to Hours of Service and there  is also a series of  logbook examples  to better prepare drivers  for  these changes.     The APTA will keep updating members and the website with these changes.   

All goods are delivered by truck and this problem will affect the Canadian supply chain and drive up prices on store shelves if the issue is not addressed.  The APTA has put in place a committee to strategize and develop an action plan to alleviate some of the repercussions.  The focus, to start, will be to establish a strong partnership with some of the Driving Schools in Atlantic Canada to solidify the current driving programs.   

CBSA ACI eManifest  CBSA holds  biweekly  conference  calls with  carriers who  are  submitting ACI  eManifest  to  discuss  implementation issues  and  answer  questions  carriers may  have.      The  calls  have  allowed  carriers  to  have  questions  clarified  and provide an opportunity by CBSA to understand carrier experiences with ACI and issues that need to be addressed.  If you would like to participate in these conference calls, please contact the APTA office.      

Cargo crime continues to be a major problem in Atlantic Canada.  The APTA has recently met with RCMP to discuss the issue and to look at ways to better communicate with them and to educate our members.   We encourage companies to send us all their information if they have had any equipment stolen; we will post  this  to our website and  in our  twitter  feed.    It  is very  important  to report these incidents to us as soon as they happen.

 While  APTA  is  actively  involved with  issues  in  Atlantic  Canada, we  do  sit  on  the  board  of  the  Canadian  Trucking Alliance who represents the industry at the National level.    Some of the topics that CTA is working in partnership with all the Provincial Trucking Associations:  EOBR Mandate Initial draft submitted was reviewed by CTA and Provincial Associations to which recommendations were given.   Cargo Crime CTA launched a campaign on this issue working with different experts in the field such as CargoNet.   Indemnification Clauses It’s  an  issue with  carriers when  accepting  contracts  and  currently  being  pushed  as  a main  priority  at  the  Federal level.  Weights and Dimension issues  Border related issues Any matters on Border compliance, eManifest issues, changes, etc.  CTA has the relationship with CBP and CBSA and communicate everything with the Provincial Associations.  Roll Stability Equipment This is also an issue that has been identified as a priority at the National level so that all equipment is equipped with this.  Sleep Apnea Program CTA is opening some doors for the industry to deal with Sleep Apnea accordingly and at competitive rates.  Retirement Fund Program CTA  as  spearheaded  a  country  wide  retirement  savings  plan  through  Standard  Life  for  the  entire  trucking community.   Highway Infrastructure Twining of Highway 185 being pushed as a priority   Driver Shortage CTA released the Blue Ribbon Task Force report  GHG Regulations in Canada   CTA continues to educate us on government mandates on GHG regulations, which essentially we are aligning with the U.S.’s Regulation introduced in 2011.  Finalizing in 2012 by the United States Environmental Protection Agency (EPA) and duplicated by Environment Canada in 2013, the two agencies introduced into law a new annual vehicle fleet GHG emission targets for manufacturers to follow that get progressively challenging over the life of the regulation 2014‐18.  The regulation deals only with emissions created by heavy‐duty tractors – no regulatory controls will be imposed on trailer design.  A second phase of regulatory proposals is expected after 2018, which may deal with more leading edge  engine  systems  along  with  trailer  designs.    The  2014‐18  regulations  will  result  in  GHG  reductions  19.1 megatonnes over the lifetime of the rule.     If you have any questions on these topics, please contact the APTA office.

TRUCK & TRANSPORT MAINTENANCE CONFERENCE The bi‐annual event took place at Casino New Brunswick, April 30th and May 1st.  Over 135 people attended.  This year, we were able to host 25 students from the NBCC Moncton as well.   

Presentations included:  “Technician Hands Safety”, “Virtual Diagnostics”, “Apprenticeship & Recruitment”, “Natural Gas Technology”, “Road Side Compliance” and a special presentation from Canadian Association  of Petroleum Producers.                  

      CHARITY GOLF TOURNAMENTS The first golf event of the year was the Annual Charity Golf Tournament and it was another sold out event.   Held on June 27th at the Mountain Golf & Country Club in Truro, a total of $17, 768.00 were raised for  our Charity Funds.   

       

The second tournament was organized to raise funds for the National Driving Championships.   15 teams joined in and raised $3, 010.02 for the competitions.   

The third tournament was held in Hartland, NB, during Driver Appreciation Days that were held at  Murrays Irving.  17 teams participated, raising a total of $8, 119.00 for Habitat for Humanity Canada.   

 

Francois Weber, local comedian from Prince Edward Island joined us following dinner for his unforgettable standup performance. 

Pete  Luckett,  keynote speaker,  closed  off  the event  as  he  reached  out to  our  guests  and  shared his thoughts on growing a successful  business  or career.

CROSS BORDER SEMINAR Every year, the Transportation Safety Conference is hosted either by the APTA in New Brunswick or by the Maine Motor Trucking Association. 2012 was APTA’s turn to host the Safety Conference, which was held on September 17th & 18th in Fredericton, NB.   

  Topics included: Generations and the Impact on Safety; Policy Manuals; Accident Investigation; Social Media; Health & Wellness; Intelligent Imaging Systems; ACI; and Change.   

  

REGIONAL PROFESSIONAL TRUCK DRIVING COMPETITIONS This  is  one  of  the  only  events  in  the  Atlantic  Provinces  that  recognizes  the  skills  and professionalism of  those who keep our  industry moving; the drivers.   The competitions were hosted  at  the  Commercial  Safety  College  in Masstown,  NS  on  June  2nd.    A  total  of  48  drivers’ competed and over 150 people attended the awards banquet.

TOUCH­A­TRUCK Continuously supporting the Juvenile Diabetes Research Foundation, APTA took part of their first “Touch‐a‐Truck” event that was held at the Moncton Coliseum on October 13th, 2012.

TRANSPORTATION SUMMIT / ANNUAL CONVENTION               

 

    

  

The 62nd Annual Convention was held at Casino Nova Scotia, October 2nd and 3rd.  Nearly 200 members attended the two day conference.    

The conference kicked off with a word from the Nova Scotia’s Minister of Transportation and Infrastructure, Honourable Maurice Smith.    

Presentations  and  panel  discussions  from  industry  leaders  brought strong discussion with participants.   

Set of panel discussions included: Natural Gas in the Trucking Industry, CTA Experts & Trucking  Economy  in Atlantic  Canada.    Beyond Border Action  Plan  and  Partners  in  Protection  presentations  from  Canada Border Service Agency were also part of the discussions. 

  

Arlene  Dickinson,  CEO  of Venture  Communication  and Co‐Host  of  CBC’s  Dragon  Den, closed  off  the  event  as  our keynote speaker.    

 

Dennis  Hull,  retired  NHL  player,  entertained  guests  with  stories  from  his  past experiences following the dinner.    Throughout the evening, we had auction items displayed for biding and at the end of the night;  $1,  300.00  was  raised  to  donate.    Kieran  O’Briain  of  Kee  Human  Resources matched that amount, totaling $2, 600.00 for JDRF.

COMMITTEES  

The  committee  is  responsible  to  promote  a  positive  image  of  Safety within the trucking  industry and to the public.   Promoting programs to reduce  accidents  and  personal  injuries  are  very  important.    The committee members work to stay ahead of any regulation changes in the industry and in Atlantic Canada. They also assist other organizations and agencies  in  the  safety  fields.    The  committee  organizes  the  Annual Regional Driving Championships and Safety Conferences.

ASSOCIATED TRADES COUNCIL This committee is engaged in event planning suck as the Truck Technology & Maintenance Conference, the Atlantic Truck Show, the Annual Conference and other functions.  They are also very  involved with  the association  in  forms of sponsorship.   This committee plays an important role at the APTA, as one of its focuses is to generate income for the association so it can continue to operate.  The Associated Trades provide seminars on specific areas of the trucking industry.   

FINANCE  This  committee  is  mostly  responsible  for  the  Association’s  financials.    Reviewing  the  statements  and  providing recommendations  to make  sure we  are  following  the GAAP  (Generally Accepted Accounting Practices)  guidelines.  Members are typically in finance or other business. 

CHARITY & BURSARY This committee was created to review charity applications and deliver approved funds.  There are some criterias in place for the committee to review before approving a request; applicants can receive up to $5,000.00 if approved.  A total of $30,000 was donated to well deserving individuals.   

 The committee has also identified Atlantic campuses that offer training and education to students entering the field of transportation.  Currently, 8 campuses can receive two $500 bursaries a year from the committee.   

 Funds are raised at charitable events such as the Annual APTA Charity Golf Tournament.   

 

 HUMAN RESOURCE & EDUCATION         A  new  career  website  has  been  developed  through  the  Trucking  Human  Resource  Sector  Council  (THRSC)  Atlantic specifically for the Atlantic Canada trucking industry; there will be a brief demo video available.   This interactive tool will explore career options; guide users to suitable careers based on interests.  Interactive games will also be included through this website.            

LEGISLATIVE Members  on  this  committee  represent  the  APTA  at  industry  functions,  meetings,  press  releases  and  government meetings.  Any legislative issues that the APTA should be addressing with Governments; the committee supports in the lobbying through their networks.    

MARINE The Marine committee represents the APTA and the trucking industry at stakeholders meeting regarding  Ferry  services  in  Atlantic  Canada.    They  address  any  issues  related  to  the  ferry systems and assure they are in the best interest of the trucking community.  

   

FUTURE LEADERS   This committee  is comprised of mentors and mentees.   The mentors make  themselves available  for discussions; give advice and guidance to their assigned mentee.   If you would like to take part of this program, please contact the APTA office to get started.                

LCV  The  Long  Combination  Vehicle  committee  was  put  into  place  when  New Brunswick and Nova Scotia adapted LCV’s into Pilot programs.  They continue to work closely with both Governments with regards to rules around the program.  The  APTA  now  manages  driver  and  trainer  certifications  as  well  as  online training.  

This  committee  addresses  any  Human  Resource  issues  related  to  trucking  in  Atlantic Canada.   They  correspond with driving  schools,  facilitate  any driver  surveys  and provide feedback  to  the  members  on  any  changes  to  the  industry  as  far  as  standards  on  driver training  or  any  other  courses  related  to  the  trucking  industry.    The  HR  committee  also works closely with all four Government Education Departments.   They facilitate HR training for the members.
