Why a national approach to REDD?� Need for a national strategy to reduce deforestation and

forest degradation

� Address underlying causes of deforestation (and drivers)

� Deal with governance issues (law enforcement, landtenure, carbon ownership, etc.)

� Foster intergovernamental cooperation

� Promote dialogue and cooperation with civil society(including IPs)

� Avoid national leakage

� National accounting of emissions � avoid doublecounting

Why a national approach to REDD?

� A national baseline (reducing problems of additionality atthe project level)

� National monitoring system

� Provide a common institutional framework for differentinitiatives, stakeholders, etc.initiatives, stakeholders, etc.

� Stimulate more international and regular funding

� Support national capacity to influence internationalnegotiations

� However: subnational implementation is possible, necessary and encouraged! But how to make sure nationaland subnational go hand in hand?

� In response to UNFCCC calls to examine REDD as potential instrument for post-2012 (including special attention to institutional, social and technical dimensions that need a broad view).
