The key challenge for cities today is the increasing pressure on providing transportation in an efficient and cost-effective way, usually in a dense urban area. There is pressure to reduce urban congestion and create better environments for local communities. OUR CLIENT’S CHALLENGEMTR’s Kwun Tong Line Extension will provide an improved railway service for Hong Kong’s commuters, with new underground stations and rail lines serving a large residential area. Whampoa Station will form part of this infrastructure; it will be built 25m beneath the busy streets of one of the Hong Kong’s largest private housing estates.The challenges for the client are extremely tight space constraints in a heavily developed urban area combined with complex geophysical conditions of rock and mixed ground in close proximity to buildings and sensitive structures. Major utility services must be maintained at all times, and disruption to local residents and the community kept to the minimum, during the construction of the station.

OUR APPROACHArcadis is responsible for the detailed design of the new MTR Whampoa underground station and overrun tunnel, working alongside the client’s team, and for design support during the construction period.

• The station design has a single platform layout served by two independent concourse areas to service peak train operations, with a 100m long platform tunnel connecting these areas.

• We have designed a traffic deck system to support the existing services and ensure regular vehicular traffic flow and pedestrian movement are maintained throughout the construction works.

• Few of the tower blocks in the project area are supported by shallow foundations within soil stratum, so our expert assessment of tunnel and station excavation impact and temporary support to these and other existing structures is crucial to the delivery of the project.

THE OUTCOMES FOR THE CLIENT• Our partnering approach meant

that design decisions could be quickly reached during the extremely tight design program.

• Arcadis has streamlined the original scheme, thus minimizing construction waste, reducing construction work on site and reducing the overall footprint of the station.

INCREASING METRO NETWORK CAPACITY

Underground metro networks are very effective for transporting large numbers of passengers, many more than surface systems such as trams and buses could accommodate. Improving and expanding networks can be a major challenge, with intersections between lines and stations mostly carried out in dense urban areas. Arcadis has extensive capabilities in managing this complexity, taking an integrated approach that includes environmental procedures, technical expertise in tunnels, underground stations, mobility and managing constructability and the interfaces with other parts of the existing transportation system.

MERGING URBAN TRANSPORT STREAMS SAFELY

Stations in major metropolitan areas, cities and conurbations integrate tramways, subway lines, light rail or conventional railway lines, roads and bicycle/pedestrian routes. Arcadis advises on the merging of transport streams via high quality analysis and connections in and around some of the world’s busiest stations, helping clients to increase capacity and service levels, and at the same time improve safety and efficiency.

UNBLOCKING URBAN CONGESTION AND SUPPORTING ‘GREENER’ MODES OF TRAVEL

ENABLING ECONOMIC GROWTH IN MIXED-USE AND COMMERCIAL DISTRICTS

Where a local area is experiencing rapid but uncoordinated economic growth, a station can become the urban transit hub that brings all the commercial and mixed-use businesses together. Employees who commute through the transit hub will help to grow the local economy and urban development too. Arcadis advises on the master-planning, planning, management and design of transit hubs to bring together separate parts of the city (or urban area) to enhance local prosperity.

PLACEMAKING FOR LOCAL COMMUNITIES, KEEPING TRAFFIC MOVING UNDERGROUND

Local authorities are frequently faced with competing demands for improving the quality of life for their communities – creating safe and pleasant green spaces – while providing optimum traffic flow through the city. The solution can be to take the major traffic flows underground, with park boulevards above them. Arcadis advises on all aspects of these projects, including environmental impact reports; zoning plans; specialist elements relating to soil, water, archaeology, noise and air pollution, tunnel and road design.

In heritage sites, bridges and stations – key components of urban transportation networks – are often important elements with emotional significance for local people. Their restoration or replacement has to take account of stakeholder concerns. Arcadis has extensive experience of recreating a high quality place sensitively, respecting the historic references. Existing inherited infrastructure can be given a new life, by being upgraded and (re)integrated in a newly developed transit system, enabling the existing assets to contribute value to society for another life span.

OUR CLIENT’S CHALLENGEMetro de Santiago is the Chilean state-owned company that is developing 17 new stations on a new metro line (Line 3) as part of the Santiago’s subway network, adding over 22km of network to connect five new districts of the Metropolitan Region of Chile. The client’s particular challenges in developing the stations were to preserve the historic center of Santiago, minimize disruption to passengers during construction, improve safety and accessibility, and future-proof the design to allow further stations to be added later.

OUR APPROACHThe project is developed by the AWPA consortium formed in conjunction with WorleyParsons. Our role in this project was to:• Develop the detailed engineering

design for each of the 17 stations that make up Metro Line 3

• Finish the design of the detailed engineering connecting the stations, for all Metro Line 3’s tunnels and underground shafts.

In a second stage, the consortium will execute the Technical Supervision for the construction of the Metro stations.

The Metro project has incorporated important innovations, such as platform doors at all stations to increase safety, trains will be fully automated with the UTO system (Unattended Train Operation) and in order to eliminate third rail power supply, a catenary system was applied.Particular attention was paid to phasing the construction work to enable continuous passenger flow, especially at the intersections with existing stations, and to protect the heritage buildings and green spaces (parks and squares) in Santiago city center.

THE OUTCOMES FOR THE CLIENT • Teaming up with the Consortium

meant that the client was supported throughout with project management and multidisciplinary expertise.

• Proposed optimizations to the designs of the stations will enable improved flow of mobility for future passengers.

• In addition to protect heritage sites and open spaces, the Consortium proposed significant improvements in the access areas of future stations to ensure they are consistent with their environment.

CONNECTING NEW URBAN REGIONS, PROTECTING HERITAGE SITEProject: Detailed engineering design for Metro’s 17 Line 3 stations, Santiago, ChileDate won/completed: 2013 / 2015Client: Metro do Santiago

This will be an addition to the current public transportation system, interconnected with many existing stations. 200km of new automatic metro lines will be built and be connected to Paris’ airports. The mandate for the Red Line was awarded in 2013 and the mandate for the Orange Line in 2015. Together, they combine a 100km length, 49 new stations and five maintenance facilities. They will be built in the next 15 years, for a total cost estimate of approximately €20 billion.

OUR APPROACHArcadis is responsible for assisting the owner in building and commissioning all the sections of Red and Orange Lines (L15, 16 and 17), over more than 15 years.• This is a dedicated team, fully

integrated and working with two complementary partners, Artelia and BG.

• The team brings together key professionals with knowledge of the Paris area and significant international experience.

• Arcadis is providing a wide range of program and project management services: risk, cost, time and contract management, technical and environmental advisory services, process and management tools setup in addition to administration.

OUR CLIENT’S CHALLENGEThe Grand Paris project aims to manage the development of the entire Paris city area from multiple perspectives: architecture, urbanism, transport, economic, social and environmental development, cultural and sports infrastructures. The first phase is a new automatic metro network.

OUR CLIENT’S CHALLENGEThe Dutch ‘Hoekse Lijn’ is an existing electrified railway line in the Rotterdam region, connecting Schiedam-Centrum and Hoek van Holland (24km). This line is part of the main railway system handling passenger as well as freight trains. Both connections have a low transport frequency. The Rotterdam authorities took the initiative to integrate the line into the urban transport network providing a high frequency rapid transit passengers service directly into Rotterdam, while continuing the freight services on the same line. To tender this program an asset transformation plan was drafted.

OUR APPROACHIn this project we were responsible for contract preparation, coordinating safety issues, preliminary studies, etc. It was a major advantage that we already had experience of combining light and heavy rail, which made it possible to see the benefits and needs of both systems and put them together for the renewed railway line.

Our design for the catenary system featured:• Special constructions for the

electrification of two existing movable bridges, a lifting bridge and a pivoting bridge. The movable bridges were designed in a 3D BIM model

• Altering the existing catenary system to allow metro vehicles to use equipment originally designed for heavy rail trains – removing the need to replace it

• Updating the catenary system at the railway stations along the route so that it fits with all the required changes, including new track designs and altered platform designs.

Our specialist track designers resolved the issue of different space requirements for passenger and freight trains, designing special construction of the track.

THE OUTCOMES FOR THE CLIENTOur unique simulation tools enabled us to calculate and visualise the impact that a light rail vehicle has on the existing catenary system, resulting in significantly lower costs for the project (€500K vs €5-10M) and a renewed railway line to serve both light and heavy rail traffic.

TUNNELING INTO THE FUTURE

Tunnels are one of the most efficient means to connect two points – and often they are the only viable solution. Today, with the development of urban areas communities require a vast range of tunnels, to carry road and rail traffic to reduce congestion and environmental pollution, to protect urban spaces and – above all – to convey people and freight safely and sustainably. Specifically in urban heritage sites, space is almost always a challenge; the only solution to limit the impact on them may be to tunnel downwards to build subway stations, shopping centers and car parking facilities. Arcadis has extensive experience of creating underground spaces sensitively, respecting the historic or modern assets.

SAFETY BY DESIGN

We understand that the safety and security of our communities is of utmost importance. This is not only about emergency situations or executing a safety assessment of an existing or planned situation. OUR CLIENT’S CHALLENGE This light rail project traverses 13 kilometers of the Queensland Gold Coast, with 16 stations to serve the fast growing urban precincts. The client had a tight timeframe to construct the project. To facilitate this, they formed a design build and operate public-private partnership with operator franchisee, GoldLinQ Pty Ltd. This was to be Queensland’s first light rail project, so the client needed experienced help. They required an Independent Verifier and Certifier with a solid reputation for proactive and collaborative service provision.

OUR APPROACHArcadis joined long-term associate APP Pty Ltd to form a team of specialists in light rail, ITS, control systems and program delivery under the project specific CERT-TRAM banner. This separate entity facilitated the provision of value for money seamless Independent Verification and Certification services over the full project duration.• The team used the Arcadis

Client Expectation Brief measurement process to check service achievement scores against relevant agreed KPIs on a regular basis.

• They developed an iPad based surveillance application, which used a database to manage design review comments and made looking for issue trends across zones and disciplines practical. It enabled the team to manage both design package certificates and design limitations in live, statused registers and made it easy to produce design certificates as standard forms.

• Design review costs were reduced by collaboration between the Independent Verifier’s representative, Design Certification Manager and Document Controller in closing out all design review activities.

THE OUTCOMES FOR THE CLIENTThe CERT-TRAM team assured outstanding success of one of the biggest public transport projects in Australia and Queensland’s first light rail project.During a client audit it was stated that “traceability of the design feedback, issues, resolution between many parties was excellent ”as instigated by the Independent Certifier.

OUR CLIENT’S CHALLENGE Lyon has a mature urban transport infrastructure. The client, SYTRAL, wanted to create two new transport lines to serve towns at the periphery of Lyon. These will be Bus with High Level of Service (BHLS) lines, the French equivalent of rapid transit buses, with high levels of speed and frequency. There were technical challenges (a bridge and a difficult climb), and SYTRAL wanted an environmentally friendly transport line at a lower cost than a tramway. They chose the trolleybus, which is electrified.The two BHSL lines start from Part-Dieu, the central train and bus station in Lyon. C1 line is 8,4 km (Part-Dieu – Caluire); C2 line is 12,1 km (Part-Dieu – Rillieux la Pape). They required major changes in public space allocation, with the creation of dedicated lanes, specific intersection approaches and bus traffic management, together with new power distribution and operation systems. The two lines represent a total construction cost of €54m.

OUR APPROACHWe worked as the lead consultant as part of a JV with SYSTRA and Atelier de Ville en Ville.• We delivered feasibility studies,

preliminary and final design, procurement and contract management, cost consultancy and construction management and supervision including the lines themselves, refurbishment of all infrastructures, utilities and landscape.

• Our integrated proposals for the transport project, with a high level of service for the trolleybus, and within the client budget, were validated by the local authorities and residents.

THE OUTCOMES FOR THE CLIENT• The design was achieved by a

mix of mass transport specialists, systems specialists, architects and city planners working together in an integrated team.

• The project was delivered on time and under the budget, despite the difficulties of land acquisition, and integration of electric posts in an urban environment.

OUR CLIENT’S CHALLENGE In October 2012, Superstorm Sandy hit New York and New Jersey with sustained winds of approximately 80 mph and storm surges reaching over 13ft. Its impact included the prolonged shutdown of the city’s subway system, leaving approximately 47 miles of track underwater. The Metropolitan Transportation Authority (MTA) New York City Transit (NYCT) system suffered an estimated $4.8 billion worth of damage as railroad and subway lines, vehicular tunnels, subway stations, and power and signal equipment were inundated with corrosive salt water during Sandy. In response to this crisis, NYCT has established a new Sandy Recovery and Resiliency Division. Arcadis is one of nine selected architectural and engineering design firms that support NYCT, designing system repairs and studying how best practices for flood-proofing and resiliency efforts from around the world can be applied to the New York City subway system, and developing designs for construction.

OUR APPROACHArcadis proposed a 3-tier plan of approach:• Tier 1 protection: prevention,

protecting all points of entry through which the subway system could be flooded during an event. There are approximately 540 entry points including station entrances, ventilation grates, cable and conduit entrances.

• Tier 2 protection: mitigation, minimizing the impacts of flooding. In spite of best efforts, it may not be feasible or economically viable to protect each entry point – flood water may still enter the system. Critical assets such as signals and communications systems may be protected through enclosures, marine doors, or raising the critical assets above the potential flood levels.

• Tier 3: “No Action” for areas that are not critical for the operation of the system.

We brought the best flood mitigation solutions from around the world. Using a proven design methodology we used local resources with extensive experience to deliver efficient and effective designs.

THE OUTCOMES FOR THE CLIENTOur 3 Tier approach provides a comprehensive and scalable solution to the New York City Transit system.

with road traffic, 1km long, is a “land tunnel”, covering the road and tramway with residential buildings on the tunnel roof. Most recently there are two infrastructure improvements to the tramline:• A new turning loop (Tail track) to

be implemented in Delft Noord, which will enable higher line capacity (faster turn round of larger numbers of trams).

• A second railway chord (railway link) to be installed between tram lines 15 and 19 in Den Haag Ypenburg, which will improve network interconnections for temporary operations.

In some parts of the line embedded rail with the Edilon system was applied.The challenges for our client are to implement these improvements in a densely developed urban transport landscape, undergoing rapid growth and change.

OUR APPROACHArcadis is responsible for the engineering for all disciplines involved. The design products have subsequently been incorporated into the tender documents.In a short period of time and in an area of work with many stakeholders, we achieved an effective design and specifications that were supported

by all involved parties. Work is being carried out in a compact team, in which use is being made of our knowledge and experience gained from similar projects, together with the knowledge and experience of the stakeholders involved. Particular attention was paid to phasing the construction work to enable continuous passenger flow, especially at the intersections with existing stations, and to protecting the heritage buildings and green spaces (parks and piazzas) in Santiago city center.

THE OUTCOMES FOR THE CLIENTThe result is a strong design that has found favour with the client and wider stakeholders.

OUR CLIENT’S CHALLENGE The Hague Region is experiencing rapid growth, with traffic rising by 2% every year. To help accommodate this growth, The Hague Region encourages more use of public transport – which requires improvements to the existing urban transport network, including tram lines.The Haaglanden Urban Region (Stadsgewest Haaglanden), required engineering work for a new tramline, number 19, which uses existing tram infrastructure plus 9km of new track. The line crosses a canal, highway and railway by tunnel, two highways and one railway by viaduct. An additional new combined tunnel

OUR CLIENT’S CHALLENGE The Doha Metro is Qatar Rail’s most prominent and visible project. The Gold Line is part of the first phase, opening to the public in late 2019.Station design is critically important to our client. Architecturally, the stations will reflect the heritage of Qatar; this demands the highest standards in terms of the quality of finishing materials and overall workmanship. The client wanted a technically-focused team with the know-how to apply the complex Architectural Branding Manual requirements to the station public area designs with minimal impact to either. The tight timelines, with much concurrent work, required a company with scale and depth of expertise in its professional team.

OUR APPROACH• The scope of service includes the

detailed design and coordination of all finishes within the public areas of the Underground Metro Stations, detailed design of entrances and finishes of associated above ground station and line-wide structures.

• The scope of design work includes ‘front of house’ interiors, fit-out of public facilities and customer service areas, and finishes to underpass networks, landscaping, and pedestrian footpaths, strictly in accordance with the client’s Branding Manual.

• Design disciplines include architecture, structural and MEP engineering, and landscape architecture.

• All work is executed using Building Information Management (BIM) computer-generated three-dimensional models.

THE OUTCOMES FOR THE CLIENT• The client’s, and our, biggest

challenge is the very tight timeframe. Arcadis has the size and depth of expertise to carry out concurrent work and demonstrated our ability to meet the challenge.

• This is a very high-profile project of national importance, as the branding of the Doha Metro is of paramount importance to Qatar Rail.

tunnels and stations, linking in with London Underground (LU), London Overground, Crossrail 1, and national and international rail services. Crucially, it will add capacity to the regional rail network, cut journey times, and provide the infrastructure needed for thousands of new homes and jobs. Our appointment builds on our recent work on Crossrail 1 and LU stations.

OUR APPROACHThe scope focuses on the design and engineering of the core section. The Arcadis team is responsible for:• Design and engineering of the

core section – alignment, 11 underground stations, two surface stations, 72km of tunnels, three portals, nine shafts, MEP services, systems and fire engineering

• Developing and testing the operational strategy to match the client’s operational concept

• Railway system integration strategy and support for the whole route including Network Rail areas (the route beyond the core section)

• Undertaking a robust estimate of the CAPEX costs and identification of project and engineering risks.

to develop the design of the underground stations achieved client expert buy-in, maximizing the incorporation of their knowledge and experience along with ours.

• The key benefit for the client was a reduction in the risk to the project. Our approach enabled us to reach the optimum solution more efficiently and hence more quickly, which was particularly important in this high profile, time-constrained program of activity.
