Five million pensioners will be able tocash in just like new retirees from 2017FIVE million pensioners will be able to cashin their annuities for a lump sum paymentfrom April 2017, the Treasury has confirmed.The change, announced following the com-

pletion of a consultation launched earlierthis year, will put existing pensioners on thesame footing has new retirees who have beenable to take a cash lump sum since April.Economic Secretary Harriett Baldwin said

there would be a comprehensive consumerprotection package to ensure people makeinformed decisions about their retirementsavings.It will include a requirement for people to

seek independent financial advice before sell-ing annuities worth above a set value.“For most people, sticking with an annuity

is the right thing to do. But there will be somewho would welcome being able to draw onthat money as they choose - the same freedomwe gave people approaching retirement inApril this year,” Ms Baldwin said.“People who’ve worked hard and saved all

their lives should be trusted to make the rightdecision for them and with the help of theregulator we will ensure these people havethe right information to do that.”The plans will not unwind the contracts

made between annuity holders and their

providers. Instead, the changes will allowannuity holders to access the value of theirannuity where they can find a willing thirdparty buyer. The annuity provider wouldcontinue to pay the annuity payments for thelifetime of the annuity holder, but the pay-ments would be transferred over to the newbuyer.Annuities have been controversial in recent

years due to plunging rates and concernsthat people were not shopping around for thebest deal. But the regular income that theyprovide acts as a guarantee that the annuityholder will not outlive their savings.Gareth Shaw, head of consumer affairs at

Saga Investment Services, said: “Thousandsof people who receive minimal income fromannuities they were forced to buy will benefitfrom these new rules.“Research carried out by Saga found that

58% of people who wanted to sell their annu-ity were receiving such a small income theycould do nothing meaningful with it.”TomMcPhail, head of retirement policy at

Hargreaves Lansdown, said: “This is welcomeconfirmation of a widely expected announce-ment, which will now give millions more pen-sion investors greater flexibility over theirretirement income.

“Selling a guaranteed income will not beright for many people. Access to marketcompetition to secure the best price and suit-able information, guidance and advice shouldhelp to ensure that ordinary investors areprotected and can make the best possible useof their money.”Yvonne Braun, director of long-term

savings policy at the Association of Brit-ish Insurers (ABI), also said that selling anannuity is not something that should not bedone rashly.She said: “It’s therefore essential we see
