Surprise as study shows that zero hour

contracts are popular with most workePEOPLE working on zero hours contracts(ZHCs) are just as happy as employees onpermanent contracts, according to CIPDresearch.

Both groups experience similar levels of job satisfaction, personal wellbeing andwork-life balance.

The findings will come as a surprise tomany because ZHCs have been blamedfor contributing to stress and mental illhealth.

However, the CIPD’s latest analysis showsthat the percentage of ZHC employees whoare either very satisfied or satisfied withtheir jobs is 65 per cent, compared to 63 percent for all employees.

People on ZHCs are also more likely tosay they have the right work-life balance(62 per cent compared to 58 per cent for all

employees) and are less likely to feel underexcessive pressure at work on a frequentbasis (32 per cent compared to 41 per centfor all employees).

Almost nine out of 10 part-time zero-hours employees (88 per cent) said it wastheir choice to work part time but 22 percent of these would like to work morehours, compared to 18 per cent of all volun-tary part-time employees.

Understanding the more nuanced natureof zero hours contracts is crucial as theCIPD estimates the number of people onZHCs has grown from 1 million in 2013 to

1.3 million this year.Peter Cheese, CIPD chief executive, said

that while ZHCs are becoming a perma-nent feature of the UK labour market, theyare often portrayed as low quality jobs onunfair terms, which are inferior to perma-nent, full-time contracts.

However, he said that people working onthese contracts “don’t always see their jobsin such a negative light”.

In fact, they can offer flexibility to peoplewho would not otherwise be able to findwork that suits them.

But this working arrangement can alsomean people are less involved in the work-place, which can be negative.

He said: “It’s important to understandthat this type of arrangement may not suiteveryone.

“What our report highlights is that thecontract type isn’t usually the main factordriving someone’s job satisfaction.

“How people are managed, the workloadthey are under and their relationshipwith their line manager are usually moreimportant.

“We all want to see better working livesfor everybody but if we simply focus onzero hours contracts as the source of poorquality working lives, we risk ignoring thebigger issues which create low skilled andlow quality work.”

The CIPD report also identifies areas

where employers could improve the waythey use ZHCs.

For example, 43 per cent of ZHC employ-ees feel fully or fairly well-informed aboutwhat is going on at work, compared with56 per cent of all employees. And ZHC em-ployees are less likely to recognise careerdevelopment or progression opportunities,despite 82 per cent of employers sayingtheir ZHC staff are eligible for trainingand development.

The CIPD said that while ZHCs could beimproved, there is no reason to curb theuse of the contracts beyond the existingban on exclusivity clauses.

However, it did recommend greatertransparency on employment status andthat some employers still need to developproper, written procedures covering the

cancellation of work and termination of acontract.

Employees are currently entitled to awritten statement of terms and conditionswithin two months of starting work andthe CIPD recommends a change in the lawto extend this entitlement to all workers.

The findings are based on a sample of more than 350 ZHC workers. The sampleincluded a targeted boost of ZHC workersthat are taken from the YouGov panel of more than600,000people.
