The Amateur Radio Parity Act of 2017: HR 555

“On January 13, 2017, Representative Adam Kinzinger (R-IL-16) introduced the "Amateur Radio Parity Act of 2017" into the new 115th Congress. Mr. Kinzinger was joined by Representative Joe Courtney (D-CT-02) and Representative Greg Wal-den, W7EQI, (R-OR-02) as original co-sponsors. The bill has been designated as HR 555, and was assigned to the House Committee on Energy and Commerce, which is chaired by Congressman Walden.

The wording of HR 555 is identical to the language of HR 1301, which passed the US House of Representatives by a unanimous consent vote in September 2016 during the 114th Congress, which adjourned in December.

Further information on HR 555 and how ARRL members can assist in working towards its passage will be forth-

coming. Please stand by for additional details.as this begins its process through the Congress.

On Monday January 23, 2017 the US House of Representatives suspended their rules and passed the Amateur

Radio Parity Act of 2017 by unanimous consent. This action now sends the bill to the US Senate for its consid-

WINTER FIELD DAY...

Winter Field Day, brought to you by the Winter Field Day Associa-

tion, was quite an event this year. Many Amateur Radio Operators

took advantage of the sunny day, though cool, day on Saturday to

get outside and try out their portable operations equipment and

skills. Sunday was a bit more challenging for some as the rain add-

ed an extra variable in some areas.

The event formally kicked off on Saturday, January 28 at 1900z

(2:00 PM EST) until Sunday, January 29 at 1900z (2:00 PM EST).

Propagation could have been better, but a valiant attempt was

made by many throughout the 24 hour operating period. Whether

you were “1HTN” or “6OTN”, it was great fun for those who partici-

pated.

Log submission deadline and contents: Logs must be submitted

to [email protected] via email before 0000 UTC March

1st to be considered. Please see the Rules section on the Winter

Delta Amateur Radio Club - “Ham of the Year” 2016

MEMPHIS--Pat Lane, W4OQG, of Memphis (right), was recently recognized

as the Delta Amateur Radio Club’s “Ham of the Year” for 2016. Presenting the

award was club president, Ken Laseter, KI4OH, (left.)

“I was first licensed as a novice as KN4RKM in 1957, but let the license expire

after the first year,” said Lane. “However, in 1960 I passed the general exam

and was issued the call I have today, W4OQG. After waiting the then required

two years to take the extra license exam, I took it in 1962 and been on the air

ever since.”

Lane helps with ham training classes, acts as net control for the MS (Multiple Sclerosis) 150 bike ride and Diabe-

tes Tour de Cure local events. Additionally, as ever the professional, Lane is always available to answer ques-

tions from amateur radio operators new to the hobby.

Founded in 1961 Delta Club boasts over 200 members and is one of the more active ham radio clubs in the Mid-

South area and the largest club in the State of Tennessee. For more information, go to the Club’s website

“Those taking part in NPOTA made nearly 20,000 visits to 460 of the 489 NPS units eligible for NPOTA credit,

including portions of the National Trails System and the National Wild and Scenic Rivers System. Nearly

150 Chasers completed contacts with more than 400 of the 489 NPOTA units this year, while one Activator

transmitted from more than 250 different NPS units in 2016. [Sean] Kutzko said the activations effectively trans-

ported those National Park Service units via radio to all 50 states and more than 100 countries during 2016.”

LARC's ANNUAL HAMFEST

Snow did not keep a steady stream of Amateur Radio operators from stopping by the Morristown HamFest, sponsored by the Lakeway Amateur Radio Club and local ARES groups. This First Hamfest of 2017, was held on Saturday, January 7. Sever-al HamFest visitors attended the ARRL, SOTA, and Preparedness forums that were offered, as well as shopping for great deals at the indoor tailgate. VE testing was also available for potential Technician License and upgrade candidates. Always a pleasure visiting this first HamFest of the New Year!

Williamson County ARES Winter Field Day

Winter Field Day is now in the books. Beginning at 0700 Saturday WCARES set up three complete stations, one canopy

and four antennas at Dyer Observatory, and operated from 1300 Saturday to 1000 Sunday morning. Despite the bands

being challenging at times (and often calling CQ with no response), the 24 operators made over 200 contacts, all 10w or

less, all off the grid, in temperatures that varied from near 50 to mid-30s. We started with sunshine and ended with sleet.

It will be a few days before the logs are merged and our final score known. But for now, THANK YOU to everyone who

donated their equipment, expertise, and time to supplying and operating the three stations. This was truly a Winter Field

Day!

Dalton Hamfest

There is a not whole lot of Hamfest activity taking place in the Tennessee Section in February (or at least none that

have been published on the ARRL website), but our neighbors to the south are hosting the DALTON Hamfest.

Sponsored by the Dalton Amateur Radio Club, the event will take place on Saturday, February 25 at the North

New Year, New Call Sign!!! KK4IWN IS NOW W4CMG Getting tired of working through a huge pile-up, only to have a “busted call”? Does it take so long to say your call sign

phonetically that the station you’re chasing is finishing up his QSO with someone else– by the time you finish saying

yours? Missing contacts in a contest because you have a tongue-twister of a call? Change your call sign!

For many of the reasons above, I decided it was time to look for a call sign that was shorter, more CW-friendly,

easier to say. It sounded like a great idea (and it was), but… there are a few things to consider. Looking for a vanity call

was not a simple task. I checked Radio QTH http://www.radioqth.net/ for weeks, looking for a call 2x1 or a 1x2 call that

was about to become available. I finally found one, submitted my FCC request within minutes of the call becoming

“available”, only to receive a rejection letter weeks later. The process for granting new vanity calls is not necessarily first

-come, first-served. Then I looked (again) for a call with my initials, and discovered to my great pleasure that there was

a 1x3 with my initials (W4CMG) available. I submitted the request to the FCC and waited… for what seemed like an

eternity. (It was really about 4 weeks.) I even asked Santa (though a local ham club) to please bring me a new call sign.

Christmas came and went, and there was no email from the FCC, no letter, not even a badge with my new call sign (to

give me hope) in my Christmas stocking. At last, shortly after the New Year began, the email notification with my new

call sign arrived! Then the “fun” began….

Things to remember when making the change:

YLs who took their OM’s last name when they married can certainly relate to the experience. The longer you have had

your original call, the more “stuff” you need to change to your new call. Here are a few things for your “New Call Sign

Checklist”: Some things are pretty simple, and cost nothing, others, not so much:

ARRL and QRZ get automated feeds, so not too difficult

ARRL– update membership account, print your new membership card and certificate, update your email address if

you are using your new call in your email address. Request and apply your LoTW TQSL Certificate. Request a new

VE ID (if you are a VE),

Create a new email account before you start making changes to your accounts. You will need it to finish updating

MANY of the places you might be registered . HINT: It’s a good way to filter the “clutter” from your email.

Other things to update/notify, in no particular order: eQSL, VECs– any others you may test for in addition to ARRL,

HAM Club memberships, ARES—you will need to be updated on their roster to be issued an updated membership

card. Ladies—will need to update YLRL membership info with your new call sign.

Echolink, Winlink, FLDigi, N1MM Logger, APRS/APRS phone app, NWS (for NWS Chat), ClubLog, your personal

website (eg. WordPress or domain—either change or redirect). Ready To Copy, HRD, other Amateur Radio Soft-

ware you might use. Don’t forget about Social Media – Facebook, Twitter, LinkedIn, etc.

Advise net control stations or net managers of your change —in advance if possible– for the nets you call into regu-

larly. This will save time and avoid confusion when you call in with your new call sign.

QSL Cards, business cards, address labels and ink stamps, membership cards for various clubs and organizations.

Any publications where you might publish your email address, subscriptions to magazines/periodicals.

Reprogram your radios that show your call sign, and print an infinite number of ID labels to put on all of your equip-

ment.

BADGES, Hats, Shirts etc. —with your new call sign– so you can remember who you are, and others might start to

recognize you with your new identity!

Is it worth it? ABSOLUTELY! But I don’t foresee changing my call sign—or my name– again in this lifetime! 73, W4CMG
