and very close to MaryAnn late husband Art Saucedo,

who actually passed away at the beach home of Hank

the city, with the help of Kathy Salazar, Rosie Vasquez, Ed

Vasquez, Maryann Saucedo, Bill Molinari and Art Payan.

10/21/1993: Manhattan's Italian Eatery, Inc. files its articles of incorporation with California Secretary of State's office.

- 45 days after company signed agreement with City of Montebello

6/7/1994: Prime Cut Inc. (Hank Attina) purchases parcel # 5293-023-011, Lot 8 from Hagen for $ 413,000.00

2/20/1996: Pacific Development Consultants (Hank Attina & Thomas Corley) are recommended to be hired by Linda Payan to provide developing consulting services for City of Montebello. CRA Approves Agreement No. 1494

2/20/1996: Montebello CRA unanimously approves amendments Agreement No. 1312A and 1312B. The amendments change the amount the City would pay for the restaurant project with Manhattan's Italian Eatery, Inc. from $3,500,000.00 to $2,500,000.00 and also give an additional $90,000.00 to Mr. Attina.

4/9/1997: City of Montebello receives letter of interest from TELACU concerning the development of senior apartments.

- Staff puts TELACU item on 4/15/97 CRA meeting agenda within 24 hours of receiving letter of interest.

4/15/1997: Montebello Community Redevelopment Agency (CRA) approves a 180 day Exclusive Right to Negotiate (ERN) with TELACU Montebello Senior Villas, Inc.

4/29/1997: Ruben Lopez, director of Community Development, recommends Art Payan to the South Gate City Council to be hired as economic development professional. City Council accepts recommendation and makes appointment during closed session, an apparent violation of the Brown Act. Former Mayor Bill DeWitt protests action during public orals Council then rescinds action in open session and then re-introduces motion to hire Payan. It passes 5-0 and Art Payan will report to Ruben Lopez.

6/20/1997: Michael Lizarraga, President of TELACU signs the development lease agreement between the City of Montebello and the Montebello Senior Villas, LLC.

- 11 days before the CRA and City Council approve the agreement

7/1/1997: Special Joint Meeting is held and Linda Payan, Assistant City Administrator and Director of Economic Development recommends that the Montebello CRA and City Council purchase properties and enter into development lease agreement with Montebello Senior Villas, LLC. Dozens of citizens and business owners speak out against project, including members of the Montebello Housing Development Corporation (MHDC), a non-profit organization set up by the City Council in 1992 to develop low income housing. City staff or council members on the TELACU project never consulted the MHDC. The Development Agreement is written up by the developer, as well as all cost estimates. The CRA agree to purchase the property for $232,000.00 more than the asking price on the property. And decide to float a $20,000.000.00 bond to pay for the project. The CRA agree to lease the property to the developer for $1.00 a year for 99 years.

- Council Members Art Payan, Arnold Alvarez-Glasman, Kathy Salazar, and Bill Molinari vote "yes" on project. (4 - 1)

- In the agreement, Pacific Development Consultants, Inc. involvement for the first time is stated. The company is the agent for the developer and in fact is part of the development group and Montebello Senior Villas, LLC. The company is also a "hired consultant with the City". Hank Attina is the owner of Pacific Development Consultants, but his involvement in the project or the development team is never mentioned or identified by any of the parties. Thomas Corley is a partner in the company.

7/8/1997: Montebello Senior Villas, LLC files its articles of incorporation with the Secretary of State's office. Filing No. 199718910069

- Almost 3 months after the CRA signed a ERN with the company, 18 days after Michael Lizarraga signed the development agreement with the CRA on behalf of the company, and 7 days after the CRA and City Council approved the agreement. The CRA went into a $ 16,000,000.00 development agreement without knowing whom the parties involved was.

7/23/1997: Former South Gate Mayor Bill DeWitt files a lawsuit in L.A. superior court against the City of South Gate for illegally hiring Art Payan and defending Albert Robles.

1998: South Gate Senior Villas project (TELACU and Pacific Development Consultants Inc.) is approved by City of South Gate. Project cost $ 17,000,000.00

- Arnold Alvarez-Glasman is City Attorney, Art Payan is City Economic Development Professional, and Ruben Lopez is City Community Development Director for the City of South Gate.

3/16/1998: South Gate Senior Villas LLC files articles of incorporation with the Secretary of State's office. Filing No. 199806510056

2/25/1999: Via Campo Senior Villas LLC files its articles of incorporation with the Secretary of State's office. Filing No. 199906110085

4/6/1999: The Montebello CRA signs a OPA for senior apartment development with Via Campo Senior Villas, LLC (TELACU and Pacific Development Consultants, Inc.). The CRA agrees to purchase the property and give the property to the developer. The land purchase was negotiated by Montebello Senior Villas, LLC (a non-profit entity) and then all rights were given to Via Campo Senior Villas, LLC. The CRA agrees to pay for all construction costs including insurance, bonds, and a 10% development and construction management fees. The CRA vote to float a $8,000,000.00 bond to pay for the project.

8/17/1999; Montebello CRA sign OPA No. 1783 with Prime Cut Inc. (Hank Attina) to build a restaurant on the site. The CRA "loans" Hank Attina $ 1,060,000.00 for project. Agreement with City is that Mr. Attina will bring in Juan Gabriel's Noa Noa restaurant or another comparable high-end restaurant.

10/6/1999: West Covina Senior Villas LLC files articles of incorporation with the Secretary of State's office. File No. 199928110129

10/2/2001: West Covina Senior Villas project (TELACU and Pacific Development Consultants Inc.) is approved by City of West Covina. Project cost $ 12,500,000.00

12/26/2001: After a 4 to 1 vote, The Montebello CRA signs an OPA for senior apartment development with Montebello Downtown Plaza, LLC (TELACU and Pacific Development Consultants, Inc.). The CRA agrees to purchase the property and give the property to the developer. The land purchase was negotiated by Pacific Development Consultants, Inc. The CRA agrees to pay for all construction costs including insurance, bonds, and a 10% development and construction management fees. The CRA authorizes to float a $ 12,000,000.00 bond to pay for the project. - This meeting was called on 72-hour notice for the day after Christmas.

Council Majority of Bill Molinari, Ed Vasquez and Maryanne Saucedo vote to change the funding source for the TELACU/Pacific Development project (Montebello Downtown Plaza) from HOME Funds to Set- Aside Funds as requested by the Developer. This change would eliminate the "Prevailing Wage" requirements for the developer TELACU/Pacific Development, thus allowing the developer to hire non-union labor for the project. Council members Norma Lopez-Reid and Robert Bagwell voted against this change and they were supported by union representatives.
