Defining the Need for Local Alarm IntegrationMost government and institutional campuses have on-site dispatch centers; or similarly staffed command and control facilities. Typically the facilties have a Computer Aided Dispath (CAD) system for managing “Calls for Service” or events, and many agencies will have alarm monitoring infrastructure via alarm receivers or automation systems.

Integration of the Alarm system to the CAD system has traditionally been a custom undertaking due to the very specific needs of the alarm equipment and specially designed CAD interfaces. There needs to be an efficient means for this communication to process and be translated properly in the case of emergencies and alarm interactions overall.

CommSys approached these challenges and refined the ConnectCIC product offering to address the efforts to tie the two together. The ASAP Local products have proven to be a cost-effective transport mechanism to deliver the alarm messages to dispatch centers.

What is ASAPThe Automated Secure Alarm Protocol (ASAP) program is a computer-aided dispatch system designed by the Central Station Alarm Association (CSAA) and the Association of Public Safety Communications Officials (APCO Int'l).

This protocol was founded through the joint partnership of APCO, CSAA and NLETS – receiving government recognition and funding since 2010.

Improving Alarm ResponseThe protocol reduces the two- to three-minute relay currently in place by allowing a computer at the dispatch center to process data.**

ASAP to PSAPThe ASAP Protocol is an ANSI standard service offered by the Central Station Alarm Association (CSAA) to Alarm Monitoring Central Stations to delivery alarm signals to emergency response centers (public safety answering points or PSAPs) on the Criminal Justice Networks.

Major CAD vendors have implemented or are implementing the ASAP Protocol.

CommSys manages the technical operations of the ASAP Service for the CSAA. Consequently we understand the technical details of communications between Alarm Automation systems and CAD systems.**

The CommSys “ASAP Local” products integrate locally monitored alarms with command and control systems.

The Automated Secure Alarm Protocol (ASAP) is a national program that is the next generation for the processing of information from alarm monitoring stations needing emergency dispatch.

ASAP Local provides the integrated solution in a “write once” process to ensure uniform communications through ASAP Services. This is a fully compatible integration and currently coexists with CSAA’s ASAP Service by providing value to the agency and facility for: • Quicker Response • Accurate Communications • Accountability

Currently there are three ASAP Local products: •ASAP Local Bridge •ASAP Local AAS •ASAP Local CSCEach product addresses a facet of the complex integration requirements for alarm monitoring by:

•Using “open” standards

•Allowing both local and commercial alarm access

CommSys’ unique knowledge of CAD, ASAP and CJIS systems provides insight to implementation of integration for alarm flow of both locally and commercially monitored alarms (via ASAP Service).

Why is CommSys providing this option? • Our knowledge and insight to CJIS regulations, CAD systems, Alarm processes and the work we have done in building such systems • The existing architecture within the CommSys ConnectCIC Solution provides an ideal and expeditious path to integration • Lagacy involvement with the founding CSAA program and the intent for innovation places us in a proactive position

Automating the Communication ConnectCIC ensures the interface between the alarm and dispatch facility communicates the required transactions in an automated processes to reduce dispatcher interaction:

• Address Verification Transactions

• Alarm Processing

• “Chat” Function

• Call Status Updates

The ASAP Local Family of Products offer a variety of methods for delivering ANSI Alarm Exchange XML between government agencies and institutional entities via the state message switch.

The existing architecture within the CommSys ConnectCIC Solution provides an ideal and expeditious path for secure integration to locally and commercially monitored alarm services and the facilities supporting their system.

Why ConnectCIC?ConnectCIC is a middleware solution for public safety solution providers to efficiently deliver, and support, integrated CJIS access to their end users via their application.

There’s more to CJIS Integration than technology. ConnectCIC provides more than a ‘connection’ to crime information, but also comes with the knowledge CommSys has built-on for over two decades in the public safety solution arena.

Automatically leverage accessibility in 47 states when writing to the ConnectCIC API, an XML schema specification.

ASAP to PSAP provides the automated process for reducing the need to invest in “One Off” custom solutions while eliminating lag time and complicated manual processes to eliminate human error.

CommSys provides a solution that CAD providers embrace as a more efficient and cost effective means to interact with the alarm provider and communicate with the local agencies that support the facilities they serve by feeding area alarms quickly - IE: Campus police receive an alarm for a fire situation and are easily able to feed a “call for service” quickly to City Fire/EMS

Local AlarmAutomationReceivers

ASAP Local products enable agencies to integrate locally managed and monitored alarm systems into their CAD system using the industry standard ASAP Protocol. All while still maintaining compatibility with the national ASAP to PSAP Service.

ASAP Local AASASAP Local BridgeThis product is designed to “bridge” between an agency’s alarm automation equipment and their CAD system

ASAP Local Bridge emulates the CSAA’s ASAP to PSAP Service on the local level

Allows commercial automation systems to communicate to the CAD system

Remote Alarm Transmission – Allows alarms to transmit to other PSAPs (optional)

ASAP Local CSCCentral Station Capability (CSC) provides the features of AAS, as well as, a UI for managing alarms via ASAP

CSC provides automated routing of local alarms

Prcoessing of alarms to external agencies (ie - fire) are handled in full functioning ASAP UI

Supports ASAP Messages: - Address Verification - Alarm - Updates

Not intended as a complete automation platform

Automatic Account Server (AAS) is designed to interface CAD to Alarm Receivers or Event Handling systems

Manages Account Address Database: Key requirement for building ASAP compatible messages

User Interface (UI) for management capability of alarm account information

Address Verification against CAD system to ensure homogenous information across systems

AAS provides configurable ruleset to determine what events should be transmitted to CAD Support for all ASAP Messages

Supports transmission of location Pre-Plan information via ASAP Update Message Requests (#PREPLAN)

Full Logging of events
