It gives us immense pleasure to invite you at Giri Institute of Development studies, Lucknow for 2nd Annual Conference of Association of the Socio-Economic Development Studies (ASEDS)on Emerging Issues on Society, Economy and Governance with special reference to Digital India on06th -07thDecember, 2018. The prime objective of this conference is to bring together academicians, researchers, NGO’s and industry experts on one common platform in the interest of our State- Uttar Pradesh development prerogatives. The conceptual discussions on the selected themes would help us to come out with the solutions to address the challenges of the economy in the changing scenarios.

Research papers/ articles/ talks contributed on the following themes would greatly enrich the deliberations of the conference.

1. About ASEDS:

ASEDS is a registered academic society. It has organised jointly several seminars, conferences, research methodology course, and other such meeting. It has about 300 life members, several donor members and many annual members. The members are both faculty and research scholars of social science discipline from India and abroad. BBAU and ASEDS jointly publish International Journal of Social Science and Development Policy-a semi-annual journal. Prof Alpana Srivastava, Amity University, Lucknow is the Vice President. Dr. VK Srivastava from Dr.RMLAU, Faizabad is the Secretary. Dr.Rasi Krishna Sinha,Dr.Sakuntala Mishra National Rehabilitation University, Lucknow is the Treasurer.

2. About GIDS

Giri Institute of Development Studies (GIDS) is a premier centre located at Lucknow- capital city of Uttar Pradesh. It was set up for advanced research and training focusing on the development concerns of India and its regions. Established in 1973 by a group of eminent academicians and leading public personalities and named after the former President and eminent labour leader Late Shri V.V.Giri, the Institute has emerged a vibrant centre of policy oriented and analytical multidisciplinary research in the country. GIDS is supported by Indian Council of Social Science Research (ICSSR) and Government of Uttar Pradesh as an autonomous institute of national importance. The institute is well approachable by local road transport. Prof BK Bajpai is the director of the Institute.

Focus of Research: GIDS research covers a wide range of issues, broadly categorised into the following themes: Agricultural and rural development, Labour, Employment, Livelihoods and Development, Inter-regional and inter-state disparities, Population, Public Health, Education, basic amenities and Human Development, Poverty, Vulnerability and Social Security, Social infrastructure particularly health, education and basic amenities, Rural industries and informal sector, Urbanisation and rural-

urban migration, Scheduled Castes, Minorities and Other Socially Excluded Groups, Gender and Child Studies, Evaluation of government schemes and programmes. For more details visit :http://www.gids.org.in

3. Conference Background:

Goldman Sachs predicts that India - comprising 15% of the world population, with a growth rate of 7 to 8%, could be the second largest economy by 2030. India’s new leadership under Prime Minister Narendra Modi considers the digital economy as a major growth enabler, and strategically listed “Digital India” among the top priorities for the new central government. His vision for a Digital India is a strategic call to embrace the opportunity for India as one of the leaders in the third industrial revolution, and the use of Information and Communication Technologies (ICTs) to such a massive scale that has never been before. There is no country in the world today, which has as much stake in digital technologies, as India has. One reason for this is that we have the youngest demographics in the world and this young population prefers to transact and communicate digitally. Another reason is that the world-over, there are several channels of communication to access goods and services and digital channel happens to be the latest and the most convenient and cost effective. India will be the largest consumer of digital technologies in times to come.

In last five years India has undergone massive structural reforms in this sector. To name few in the direction of digital financial inclusion are Jan DhanYojna (JDY),Unique Identification Number (Aadhar), direct delivery of government subsidies into bank accounts, use of mobile wallets, online banking, GST etc. Online availability of business data will lead to more transparency. According to World Bank report a 10% increase in mobile and broadband penetration increases per capita GDP by 0.81% and 1.31% respectively in developing countries. So, it can play a key role in GDP growth.

The concept of e-society emerged in the 1970s and by 1990‘s the term got popular. In an information society, the quality of life and prospects for change in social and economic development depends upon information and its exploitation. The change in the social structure has affected on the values, customs and economic activities of the society and people are facing new challenges in everyday life than ever before.ICT have revolutionized in the education field and has introduced new dimensions through e-learning, m-learning and u-learning. In medical field, IT is used for multipurpose tasks such as diagnosing the disease, capture and transmits photographs of internal problems such as blood clots and tumors that previously can be seen only during exploratory surgery, monitoring patients at their bedside and controlling the movement of robotic surgical assistants. The transfer of money and paying of bills through e-banking, use of ATM machine to withdraw and transfer of money through online has changed the life style of people. Online shopping, e-tickets

for travelling are done through internet. People are socializing through blogs, Twitter, Orkut, Facebook, LinkedIn and Ibibo, etc.

The Government of India is transcending from traditional modus operandi of governance towards technological involvement in the process of governance. Currently, the Government of India is in the transition phase and seamlessly unleashing the power of ICT in governance. Thus, e-Governance is basically associated with carrying out the functions and achieving the results of governance through the utilization of ICT.E-Governance will help in reducing corruption. A hybrid approach needs to be adopted for enhancing interoperability among e-governance applications which will encompass centralized approach for document management, knowledge management, file management, grievance management etc. and distributed approach for land registration, building plans, vehicle registration, criminal and crime information etcetera. The e-governance initiatives in the rural areas should be taken by identifying and analysing the grass root realities. The government should also focus on devising appropriate, feasible, distinct and effective capacity building mechanisms for various stakeholders viz bureaucrats, rural masses, urban masses, elected representatives etc.

Even though we have come a long way in ICT still lots need to be done. Biggest problem is of digital illiteracy in the rural Indian or slumps driven urban India. Lack of IT infrastructure poses another major problem in proper implementation of digital India programs. Cybercrime and cyber security is also a big constraint. Another obstacle is low income earning of urban and rural people due to whom they cannot afford digitalization (like- mobile phone, internet, computers, etc.). The digital India mission would lead to inclusive growth by enabling access to education, healthcare and government services to all the citizens of the country through common service delivery outlets.

With the above background this conference will provide an ideal platform where the experiences and thoughts can be shared and assimilated to come up with a unified understanding of redefining e-business, e-society and e-governance issues for brighter digital India.

Abstract will be reviewed by the Conference's Review committee. The number of papers that can be accommodated is limited, so please be sure to submit your abstract/paper early. Best Paper AwardFull Papers will be peer reviewed. A committee of senior academicians will evaluate all papers and identify best paper for “Ram Krishna Sinha Memorial Award” for young scholars. This carries a token amount and citation.
