An Invitation to Apply / Vacancy Announcement For the Position of Assistant Superintendent of Management Services CHAMPLAIN VALLEY EDUCATIONAL SERVICES | PLATTSBURGH, NEW YORK Candidate Profile Our Region: the Adirondack Coast The Assistant Superintendent of Management Services reports directly to the District Superintendent. The Assistant Superintendent of Management Services is responsible for the administration, planning, budgeting, and oversight of all school business, personnel and employee services provided by CVES. This position includes leading and managing all business office services, employee services, CVES facilities, operations, shared services, Health Insurance and Workers’ Compensation Consortia, GASB 75, audits and reserves, while assisting and facilitating districts in meeting their financial and planning responsibilities. In addition, the Assistant Superintendent of Management Services supervises the Buildings and Grounds Supervisor, departmental staff, related budgets and facilities. The individual will serve as a leader in implementing CVES’ collaborative agreements with our Joint Management Team (JMT) BOCES, and in negotiating contracts with the CVES labor unions and bargaining units. The 2017-18 CVES budget is $37,488,155, plus $2-3 million in Special Aid Projects. There are many cultural and recreational opportunities in Plattsburgh, as well as in the neighboring areas. Enjoy swimming, fishing, boating and sailing in nearby Lake Champlain, or skiing and snowboarding at Whiteface Mountain. You can hike the Adirondack Mountains, canoe down the Saranac or AuSable rivers, go camping and more; we are a 4-season recreational area. The region is growing economically and supports a strong partnership of higher education, businesses and collaboration to support economic development. The Plattsburgh region is home to three SUNY colleges: Plattsburgh State (4-year), Clinton Community College and North Country Community College (both 2-year), and Paul Smiths, a private college. Shopping, cultural and recreational activities abound in the area: Burlington, VT is only a short ferry ride across Lake Champlain, and Montreal, Canada - a metropolis of 4 million inhabitants - is just over an hour from Plattsburgh. Responsibilities

Compensation PackageThe CVES Board is offering a salary in the range of $120,000 - $140,000 based on experience, including a full benefits package. The successful candidate will receive a four-year probationary appointment.

The Ideal Candidate � Possesses a thorough understanding of business

administration in NYS schools including finance, budget development, asset management, capital project planning, risk management, payroll, audits, purchasing, and NYS school financial regulations and reporting.

� Holds appropriate NYS district-level administrative certification: SDA, SDL, SBA, or SDBL.

� Has experience in direct supervision of employees, including assigning duties, employee evaluations, and setting priorities.

� Exhibits superior writing and speaking skills, plus familiarity with WinCap financial software.

� Demonstrates knowledge of the financial structure of a BOCES, including funding streams, Co-Sers, budget approval procedures, BOCES aid and working with NYSED.

� Has proven experience working in a team setting to develop institution-wide and departmental budgets.

� Has experience managing insurance, negotiating contracts, and overseeing bank reconciliations.

� Implements long-term planning for equipment management, facilities maintenance, and capital projects.

� Has experience managing health insurance and employee benefits plan contracts.

� Experience in/understanding of working cooperatively with Superintendents, Boards of Education, and component school districts.
