• IAAO membership dues are now payable for 2019. Nonmembers can join IAAO and get theremainder of 2018 and all of 2019 for just the 2019 rate.

• Registration opens soon for the 2019 GIS/CAMA Technologies Conference, February 25-28 inPortland, Oregon. The conference explores the important role that GIS and CAMA systems play inproviding access to data and analysis of information.

• IAAO recently published GIS for Property Tax and Assessment Professionals, to help assessorsunderstand and use GIS for all sorts of office operations. Written by property tax professionals, thebook contains valuable information about the hands-on uses of GIS applications and technologieswithin all aspects of government valuation procedures and administration. The book is available fromAmazon at $29.99.

• IAAO has launched a new community tool to assist members in interacting with other membersin the industry. The new platform, called IAAO Connect, replaces AssessorNet, and is a modern tool toallow members to connect and learn. IAAO Connect Communities will be your resource to askquestions you want answered by your industry peers in the form of a new discussion post.

• IAAO has created a Succession Planning Toolkit to serve as a succession planning guidespecifically for valuation agencies to help members incorporate leadership development within theirstrategic planning efforts. The toolkit is available to download at www.iaao.org/successionplanning.

• 2019 IAAO Conference will be held in Niagara Falls, Ontario Canada, September 8 - 11. You willneed a valid U.S. Passport to travel to Canada for the IAAO Conference. It is encouraged to start theprocess of obtaining a U.S. passport now as it can take some time.

• IAAO Course 331 is scheduled to be offered online in January 2019. The online course offeringsare usually capped at about 25 seats, so if you or your office are interested in taking this course visitthe “Education” link on the IAAO website.

SpotlightColonial America

WilliamsburgThe city of Williamsburg served as the capital of the Virginia Colony for most of the 1700s. It was an important city during the growing years of Colonial America.In 1638, the small town of Middle Plantation was founded a few miles away from Jamestown. The location was better than Jamestown in that the ground was higher and it wouldn't become swampy during the summer. In 1676, the city served as the temporary capital of Virginia after much of Jamestown was burned during Bacon's Rebellion.

In 1694, the College of William and Mary was formed at Middle Plantation. It was named after the English monarchs at the time; King William III and Queen Mary II. Many famous patriots and leaders attended William and Mary including Thomas Jefferson, James Monroe, John Marshal, and Peyton Randolph (first president of the Continental Congress).

When the statehouse in Jamestown burned down again in 1698, the House of Burgesses once again moved to Middle Plantation. They enjoyed the higher ground, better climate, and the facilities of the school nearby. In 1699, they decided to move the capital of Virginia permanently from Jamestown to Middle Plantation. They also decided to change the name to Williamsburg in honor of King William III.

The city of Williamsburg was a "planned city." The main street through the city (Duke of Gloucester Street) was widened and cleared. Buildings and streets were built according to a plan including the capital building, courthouse, the magazine, the church, and the market square. Soon the city became the center of politics, trade, and education for the colony of Virginia.

In 1775, tensions were mounting between the American colonists and Britain. The Revolutionary War was about to begin. One of the early conflicts in the war was the Gunpowder Incident in Williamsburg. It started when the governor of Virginia, Lord Dunmore, seized the gunpowder from the magazine at Williamsburg and had it moved to a British ship. Led by Patrick Henry, a small militia force marched to the governor's house demanding the return of the gunpowder. Although the incident was settled peacefully, Dunmore eventually fled Virginia and lost control of the colony.

Williamsburg was an important city during the American Revolution. It was home to the Virginia Conventions including the one where Patrick Henry gave his famous "Give me liberty, or give me death!" speech. It also was where General George Washington assembled the Continental Army in preparation for the siege of Yorktown. In 1780, the capital of Virginia was moved from Williamsburg to the city of Richmond in order to be further away from a possible British attack

Today, much of downtown Williamsburg has been restored with the financial support of John D. Rockefeller, Jr. The area is called Colonial Williamsburg. You can visit the city and see many of the same buildings from the 1700s including the capitol, courthouse, governor's palace, magazine, and taverns. There are also actors dressed up throughout the city reenacting the times and playing different roles such as Patrick Henry, wigmakers, blacksmiths, and militiamen. You can go inside many of the buildings with a purchased ticket.

February 25-28, 2019 - Portland, OR

The 2019 GIS/CAMA Technologies Conference for professionals in Property Assessment, Tax Administration, Mapping and Information Technology is scheduled for February 25-28 in Portland, Oregon. The Urban and Regional Information Systems Association (URISA) and the International Association of Assessing Officers (IAAO) partner together to provide a conference that assists assessment and appraisal professionals in visualizing how they can work more effectively through the use of technology.

Registration

Registration for the 2019 GIS/CAMA Technologies Conference will open in the fall. Fees will be $540 for IAAO and URISA members and $690 for nonmembers until January 2, 2019. After that date fees increase to $615 and $765. One day and student registrations will also be available.

Location

Events will take place at the Portland Marriott Downtown Waterfront (1401 SW Naito Pkwy, Portland, OR 97201). Beautifully redesigned, the Portland Marriott Downtown Waterfront is set along the Willamette River and near the city's unique neighborhoods and top city attractions like the Keller Auditorium, Riverplace Marina, Portland State University, the Moda Center, the International Rose Test Garden, Pearl District, and Portland Zoo.Program Topics

“The IAAO’s Professional Designation Program provides a mechanism to unify and standardize the designation process. It must be recognized that IAAO professional designations represent an ultimate professional objective.”

In an effort to support the IAAO’s Professional Designation Program, and encourage, support, and help facilitate each VAAO member in reaching their ultimate professional objective, the VAAO hereby institutes an award for successful completion and written confirmation of the granting of an IAAO professional designation. The award shall be administered as follows:

• Upon receiving a CAE designation, the sum of $500.00 shall be the award• Upon receiving any IAAO designation other than CAE, the sum of $300.00 shall be the

award• A total lifetime award for completion of multiple designation programs shall not

exceed $800.00• Presentation shall be made, along with a memento from the VAAO at the annual

education seminar or annual conference, by the Professional Designation ProgramCommittee

• The committee shall request from the VAAO treasurer and the treasurer shall haveauthority to issue the funds for these awards

• The effective date for this award program is January 1, 2014. Any active member ofthe VAAO with a designation certificate date on or after this date shall be eligible forthis monetary award.

• This award program may be cancelled, amended, or replaced without notice to theVAAO membership, by the VAAO Board of Directors.

• In any event there is a dispute over the granting of any award, the VAAO Board ofDirectors shall be the final arbitrator
