Students who are eight to nine years old in the 3rd grade take English lessons as a foreign language twice a week at Tezukayama Elementary School in Japan. Lessons focus on teaching four language skills including listening, speaking, reading and writing in their school English curriculum. Two native speakers, and a Japanese English teacher are in class with a homeroom teacher. Also, a homeroom teacher supports students’ English learning during morning sessions selected by the Japanese English teacher. In this research, teachers and students’ interaction during the lesson is recorded, and analyzed in order to see the quality and quantity of utterances. The result of this research reflects that interaction related to reading skill was less in comparison to other skills, reflecting a need to improve students’ reading skills in the future. 1.はじめに 1.1 研究の背景 文部科学省(2017a)により、2020年度から、小学校において、第3、4学年対象の小学校 「外国語活動」及び、第5、6学年対象の「外国語科」の全面実施(以下、全面実施)が始ま る。これらをいかに成功に導くかは、小学校英語教育のみならず、現在の日本の英語教育全体の 重要課題である。文部科学省(2013)では「グローバル化に対応した英語教育改革実施計画」と して、小学校での英語教育の拡充強化、中・高等学校における英語教育の高度化など小・中・高 等学校における英語教育の抜本的充実を掲げ、全面実施に向け、2014年度から2017年度にかけて の4年間、「外国語教育強化地域拠点事業」を行なった。その研究指定を受けた小・中・高等学 校は、小学校における先行実施、中・高等学校での英語教育の高度化、及び小・中・高等学校の 連携に取り組んだ。筆者(黒川)は上記研究指定(以下、研究指定)を受けた京都府内国立大学 附属中学校に勤務し、附属校教員らとともに研究指定に取り組み、その成果を泉・山川・黒川・ 津田(2018)、黒川(2018、2019a、2019b、2019c)、黒川・山川(2019)、黒川・山川・泉(2019) で述べた。 文部科学省(2019)では公立小学校19,336校に行った「平成30年度英語教育実施調査」におい て、高学年において外国人指導助手(以下、ALT)を活用した時数の割合が71.4%と増加傾向 にあることを報告している。また、文部科学省(2018)が前年度に公立小学校19,487校を対象に 行った調査では、高学年で「外国語活動」を行っている割合は全体の91.9%、教科としての「外 * 帝塚山小学校(Tezukayama Elementary School) ** 帝塚山大学(Tezukayama University)

The main objective of this study is to analyze the interaction in English lessons at a private
elementary school. Students who are eight to nine years old in the 3rd grade take English lessons as a
foreign language twice a week at Tezukayama Elementary School in Japan. Lessons focus on teaching
