2 DESCRIPTION OF THE PROBLEM

The recent Town Centre upgrades to Church Street to improve the public domain appearance and future “activation” have resulted in the loss of approximately eight (8) short term parking spaces. The remaining on-street parking within the Top Ryde Town Centre is considered as highly sort after short-term parking areas by shoppers and needs to reviewed to facilitate greater parking turnover.

3 BACKGROUND

The shopkeepers have made representation to Council raising concerns with respect to the loss of the eight (8) short term parking spaces. A meeting was convened onsite on Friday 6 December 2013, to discuss the options available to reinstate the parking spaces that were lost, and make amenity for a loading zone for deliveries. This report outlines the investigation into this matter.

4 SITE CONTEXT

Top Ryde Town Centre is a vibrant town centre that has a variety of mixed businesses that includes Top Ryde Shopping Centre. The plan below illustrates the “key” parking boundary areas within the Town Centre that are likely to experience high parking demand with regards to the Church Street vicinity.

5 ANALYSIS OF AVAILABLE PARKING

The following table(s) below details the various parking management options that could be considered to assist with parking demand within the Top Ryde Town Centre in three (3) stages which can be broadly described as follows:

Stage 1: On-street Parking Assessment within the boundary of the “likely” critical parking areas within Top Ryde Town Centre in relation to current short-term parking along Church Street.

Stage 2: Off-Street Parking Assessment within the boundary of the non-critical parking areas within Top Ryde Town Centre in relation to current short-term parking along Church Street. I.e. Council Car parks.

Stage 3: On-street and off-street Parking Assessment within a 250 metre ‘walking’ radius of the central point within the Top Ryde Town Centre shopping precinct, within the vicinity of Church Street.

5.1 Stage 1: On-street Parking Assessment within critical Town Centre boundary

Church Street, Ryde

1. Adjustment of parking spaces within the Council Carpark to meet the Australian Standards (Gain of 2 parking spaces)

2. Convert part of the existing 1/4P along the eastern side of Church Street to a timed Loading Zone with 1/4P outside of delivery times. (Consultation with shopkeepers required to identify delivery period) (Gain of 1 Loading Zone space)

3. Convert the taxi zone into 1P during the day with taxi access during the afternoon or night, when the taxi is more likely to be used. (Gain of 1 parking space)

Note: Consultation with affected businesses has yet to occur.

Businesses along the Eastern Side of Church Street.

1. The current layout of the Council carpark has spaces which are oversized. Additional space can be provided if the layout it adjusted to the AS2890.1(2004).

2. Council officers determined that this would be the most practical position for the loading zone so that deliveries can be run down the hill, whilst empty trolleys would be easier to negotiate up the hill. (see FIGURE 2, FIGURE 3 & FIGURE 4).

3. On three separate site visits, (9:00am, 12:00pm and 4:00pm, it was noted that there was no taxi making use of this taxi zone. It is expected that the new Taxi rank on Pope Street is the primary location of all taxi movements for the Top Ryde Town Centre.

Businesses along the Eastern Side of Church Street.

4. The existing 1/2P has been adopted to assist in the Waste collection of businesses along Church Street. With a higher turnover of vehicles, the waste vehicles can access the site with reduced impact on the short term parking facilities.

5. With regard to units, as part of their development application, it is a condition that they provide resident and visitor parking off-street. This enables Council to make use of the unrestricted spaces in front of these dwellings to benefit both the business owners, by providing more short term parking for potential customers, as well as the residents, by removing likelihood of commuters in front of their premises thereby allowing them access to and from their properties.

6 OPTIONS ANALYSIS

The following table(s) below details the various parking management options that could be considered to assist with parking demand within the Top Ryde Town Centre in two (2) stages which can be broadly described as follows:

Option 1: Provide eight (8) Car spaces, one (1) Loading Zone and one (1) Motor bike Parking, as per the description below;

- Provide One (1) combined ‘1P; 8.30am – 6pm; MON – FRI; 8.30am – 12.30pm; SAT) and ‘Taxi Zone; ALL OTHER TIMES’ on the western side of Church Street in place of the existing ‘Taxi Zone’.

- Provide an additional two (2) Parking spaces within Council’s Church Street Car Park, through reconfiguration of marked bays. Provide an additional Motor Bike Space within Council’s Church Street Car Park, through reconfiguration of marked bays.

- Provide a combined loading zone with Unrestricted Parking after 6pm, in the existing ‘2P’ Parking bay on the eastern side of Church Street.

- Convert two (2) of the five (5) ‘1/2P’ spaces to ‘1P’ along the northern side of Gowrie Street east of the intersection with Church Street.

- Convert the five (5) existing unrestricted parking spaces on the northern side of Gowrie Street to ‘2P’ just west of the intersection with Edward Street.

- Provide way-finding signage (according to Australian Standards AS1742.1-2003) to notify patrons of available parking at Argyle Avenue, in the locations demonstrated in the attached plan.

Option 2: Provide eight (16) Car spaces, one (1) Loading Zone and one (1) Motor bike Parking, as per the description below;

- Provide One (1) combined ‘1P; 8.30am – 6pm; MON – FRI; 8.30am – 12.30pm; SAT) and ‘Taxi Zone; ALL OTHER TIMES’ on the western side of Church Street in place of the existing ‘Taxi Zone’.

- Provide an additional two (2) Parking spaces within Council’s Church Street Car Park, through reconfiguration of marked bays.

- Provide an additional Motor Bike Space within Council’s Church Street Car Park, through reconfiguration of marked bays.

- Provide a combined loading zone with Unrestricted Parking after 6pm, in the existing ‘2P’ Parking bay on the eastern side of Church Street.

- Convert thirteen (13) unrestricted spaces to ‘2P’ within the cul-de-sac of Church Lane. A Parking Locale Sign shall be erected at the intersection of Church Street and Church Lane to inform drivers of the available parking at this location.

- Please be aware this will remain under review for 6 months

7 CONSULTATION

The local businesses along Church Street were provided the opportunity to identify the parking management option that they believed most suitable for their needs. A consultation was conducted with the local businesses. Of the eight (8) participants, the results returned as follows;

As per the table above, the majority of the businesses are in favour of the Parking Management Scheme described in Option 1.

8 TRAFFIC MANAGEMENT PLAN IMPLEMENTATION

Due to the overwhelming support by the local businesses, Option 1 is to be implemented as the Parking Management Scheme. A Parking Management Plan has been attached demonstrating the signage to be posted, as specified in Option 1. Please Note that the Project delivery team has implemented the preferred option described in this paper to assist shopkeepers in coping with the demand for parking during the ‘Christmas Rush’ prior to the 25
