� Thank you for having me here today to talk to you about this exciting project that will not only restore Black Earth Creek but change the way Downtown Cross Plains looks for the next 50 years.

� My name is _____________. I am on the Fundraising Committee and a _____________ (resident/business owner/etc.) in the Village.

Slide: Overview

� We’ll start by taking a closer look at existing conditions in the project area and then I will describe the components of the project.

� Next I will summarize the history and other related efforts in the Village as well as the variety of benefits that come with this project.

� Finally, I will let you know how you can help. Slide: Project Location

� The project area is located on the south side of Highway 14, which is Main Street in the Village, and extends for about 4 blocks.

Slide: Existing Conditions

� Cross Plains is a village of about 3,500 people in western Dane County about 20 minutes west of Madison.

� This area is home to a concentration of local downtown businesses. � Black Earth Creek is located immediately south of what is known as “Lagoon Street” and

runs through public parkland. � Today there are at least 5 pipes that discharge untreated stormwater directly into the Creek. � In addition, there is no curb on Lagoon Street so stormwater sheet flows into the Creek

from the adjacent parking lots since there is little separation from the Street and the Creek. Slide: Aesthetic Issues

� Besides the negative environmental conditions, the area suffers aesthetically, as well. There are several old vacant buildings and the street itself is an issue.

� So, you may be asking yourself, how did we get here? � At one time, there was a dam and mill pond in this area. In the 1950s, the dam was removed

and the pond was drained. What remained was an artificially-straightened Creek channel. � This is a photo looking north taken in the early 20th century and the two story building on

the far left is where Kurt’s on Main is now. � As we now know, stream damming and straightening has significant negative consequences

on aquatic habitat. � Stream re-meandering, such as what is being proposed with this project, is a proven

approach to restore the habitat that trout and other aquatic species need to thrive. Slide: Existing Creek Route

Slide: Black Earth Creek

� Despite past abuses, Black Earth Creek is a Class I trout stream and one of the most popular and highest quality cold water trout streams in the United States.

� The Creek draws out of state anglers to its dense fish populations and picturesque surroundings.

� This segment in the Village is also an important upstream reproductive area for the entire Creek.

� Recent joint efforts by the Department of Natural Resources, Dane County, the Village, and the United States Geological Service have focused on detailed monitoring to ensure the Creek’s continued health.

� The proposed project will protect and enhance the Creek through the Village. Slide: Project Components

� The Downtown Core Redevelopment Project is a direct outgrowth of several years of planning and improvement initiatives undertaken by the Village to protect and enhance our greatest resource –Black Earth Creek – and to revitalize our downtown as the heart of the community.

� This multi-dimensional project includes: � Remeandering Black Earth Creek and restoring natural vegetation � Installing stormwater management improvements � Constructing a walking path and amenities � Incorporating universal accessibility and educational opportunities � Undergrounding electric lines � Reconstructing Lagoon Street � Acquiring land to accommodate all of the improvements

� The Village is working closely with the Wisconsin Department of Natural Resources on this project.

� Department experts in stormwater management, fisheries, and water quality have provided technical assistance related to the stormwater management techniques and the Creek remeandering.

� Of course, this assistance does not preclude the Department’s regulatory role in future phases of the project.

� This graphic shows all the project components I just described including the new Creek route, new stormwater management areas, the new street alignment, new walking path, and opportunities for future redevelopment.

� The entire project is estimated to cost around $4,000,000. The Village sees this project as a significant long term investment and is exploring grants and private donations in addition to using Tax Increment Financing and general funds.

� The Village is planning to complete this project in 2013 in advance of three other related but separate projects happening in the Village in 2014.

� First, the Village is planning to replace sanitary sewer, water, and stormwater utility pipes on the south side of Main Street through the Village.

� Second, DOT will be reconstructing the intersection of Main Street and County Highway P as well as resurfacing Main Street through the Village.

� Finally, the County will be replacing the bridge over Black Earth Creek on County Highway P as part of the DOT work.

� Completing this project before those other projects will minimize disturbance to the Creek, area businesses, visitors, and residents.

� We are really excited about all the wonderful things this project will do for the Creek and the community.

� Most importantly, it will improve water quality and habitat. � It will also improve access to the Creek and open it up to people of all abilities. This is a

unique site – no where else in the Midwest is there a Class 1 trout stream in an urban setting close to parking and amenities. You can leave work at 5:00pm and be fishing by 5:30pm.

� The new street provides stormwater management opportunities, creates a safe pedestrian environment, and improves parking and access for area businesses.

� We believe this project will also lead to significant economic benefits including private redevelopment and reinvestment and increased tax base that will rejuvenate downtown.

� This is not a new idea in the Village. Improvements to “Lagoon Street,” which was the name of the project until recently, has been discussed for decades.

� In 2008, the Village worked with its engineer to develop a series of 5 alternatives for the new street. These alternatives were narrowed down to “Alternative 4” and “Alternative 5” in 2009.

� The Village then gathered information on the costs, benefits, funding opportunities, and challenges of undertaking the project in the first half of 2010 and held a public walkabout in June.

� Based on that information and input, the Village Board decided to move forward with Alternative 4 in August 2010, prioritizing remeandering Black Earth Creek and the stormwater management improvements components of the project, as well as renaming the project the Downtown Core Redevelopment Project.

� In fact, the Village Board authorized the Stage 1 Study consisting of work related to funding, property acquisition, creek alignment, stormwater management, and community outreach.

Slide: Next Steps

� We are at a critical point in the project – the end of Stage 1. Do we go forward? � To help answer that question, the Village is hosting another public walkabout on June 15

from 4:30 to 6:00pm at American Legion Hall to share information and gather input from residents and stakeholders.

� Participants will be able to learn about the project in-depth including potential costs, benefits, and environmental issues. They will also be able to talk to experts about the Creek and see the proposed new Creek route. It will be a fun interactive event.

� Following that, the Village Board will determine whether they want to continue onto the next stage of the project.

� If they do, we will begin fundraising efforts and detailed engineering for the various components of the project.

� This is a preliminary breakdown of funding sources. About half the cost may be carried by the Village.

� The importance of private fundraising cannot be understated. These are hard times for municipalities and the Village will need the financial help of people who value what this project means for Cross Plains and Black Earth Creek.
