Long-Term Care Advocate Information The staff and volunteers in
the
State Long-term Care Ombuds- man Program are here for Texans who
live in nursing or assisted living facilities.
"These dedicated and com- passionate individuals strive to
improve the quality of care and lives of Texans by being advo-
cates for residents," said Laura Albrecht, spokesperson for the
Texas Department of Aging and Disability Services (DADS).
Through professional staff and certified volunteer ombudsmen,
the program advocates for qual- ity of life and care for residents
in nursing homes and assisted living facilities.
The program operates through 28 Texas Area Agencies on Ag-
ing.
An ombudsman can help nurs- ing or assisted living facility
residents with a variety of issues including slow response to call
lights, quality of food, cleanliness, medications and staffing
issues.
He or she can provide infor- mation and assistance, respond to
complaints and advocate for system policy changes.
The ombudsman works di- rectly with residents, facility man-
agement and family members to resolve issues in a prompt man- ner
that benefits the resident's quality of life and care.
With a network of paid staff and volunteers, the statewide
program is available to help more than 90,000 people living in
nurs- ing facilities and 30,000 residents of assisted living
faculties.
After receiving training, vol- unteers visit facilities to
advocate for quality care and to protect the rights of
residents.
Residents and their families can take an active role to make
sure their loved one's rights are protected and the quality of life
issues are addressed.
A proactive approach can help resolve issues before they become
serious problems.
Residents of nursing and as- sisted living facilities have
rights protected under the law.
Residents' rights include: -Being treated with respect,
dignity and consideration. -Being informed of their medi-
cal condition and participating in treatment planning.
-Making complaints and ex-
pressing grievances without fear of discrimination or
reprisal.
-Managing personal and fi- nancial affairs and making choic- es
and independent decisions.
-Issuing advance directives, including directive to physician,
medical power or attorney and out-of-hospital do-not resusci-
tate.
An ombudsman is legally re- quired to preserve a resident's
confidentiality.
This means anyone can file a complaint with an ombudsman and be
assured that their identity will not be disclosed during an
investigation.
