President Report Robert Davis The consulting engineer has been working on the roof and envelope inspection and analysis, and we are starting to receive some reports of his finding. We are anticipating that by early August we will have the written evaluations, and we will begin an analysis of the data and work to develop a plan to address the findings. In order to assist us, we are seeking members of our community, to develop an ad-hoc committee who have knowledge and experience in the areas of structural engineering, roofing, general contracting, stucco, concrete, building envelopes, painting, gutters and downspouts. Please email me at [email protected] if you will be able to assist us. As I walk around the community, I notice that many balconies have torn screens and are utilized as storage spaces. This is unsightly and detracts from the beauty and value of our community. The rules clearly state that balconies must be screened and maintained in a neat condition. I suggest that you inspect your balcony and repair damaged screens. Your balcony is not a storage area but should be maintained as an exterior room of your home. We have received numerous complaints about these violations and are asking everyone to please correct these situations. Please do not wait to receive a violation letter from the office.

Sometime in August we will hold several town hall meetings as a prelude to the budgeting process for fiscal 2020. As we did last year, your ideas and suggestion will be considered while formulating the budget. We will post these varied dates and times in advance in order to meet the needs of the various schedules our residents have. For those of you who are out of town, feel free to send me an email with your suggestions to consider. As posted elsewhere please remember that the clubhouse grill will be open Sunday August 4th (annual pool party) and August 18th. The grill will be closed Sunday August 12th and 26th. The grill is schedule to be open Saturdays. Please be mindful of your neighbors. Sounds reflect off of our lake and at night, whether you are talking on your balcony or socializing in the pool areas, remember that your neighbors may be trying to sleep. Additionally, as most of us know, when our upstairs neighbors have tile floors (which most of us have) the noise below is amplified during the quiet hours as we sleep. Please be considerate of others, as you would want others to be considerate of you. Have a great August and looking forward to seeing you at the pool party.

Vice President Report Cyrus Blackshear As the summer heats up, there will also be a higher degree of use of our pools and spas. We have had positive results with our residents respecting the quiet hours while utilizing the pools and our neighbors that reside by the pool areas do appreciate this. However, there is still the concern of glass or other breakable items being used within the pool areas. The dangers of using items such as glass, ceramics, porcelain and other similar types of breakable products are that they can cause serious harm should any of these items shatter and end up leaving shards of sharp-edged pieces strewn about the pool area. Please refrain from using these items by our pools and spas. Instead, please use paper or plastic serving ware when utilizing the pool area. Another concern is one of the most disregarded rules when using our pools and spas. That being the request that all residents shower to remove as much sunscreen and suntan oil as possible before taking a dip. You may believe that your decision to not shower will have minimal impact but what do you think would happen if many other sun bathers also disregarded this rule? The answer to that question has occurred many times within our pools and spas. That cloudy look or that slight green color you see all too often may be the result of our pool filters and chemical controllers being overloaded with sunscreens and tanning oils compromise the ability for the filters to perform their function. It is also important to understand that because suntan oils are obviously oil based, once that oil enters the sand in our filtration system, it stays there permanently, building up over time. Our new chemical controllers are constantly being clogged with these products and require a higher amount of cleaning in order to maintain proper chemical balances. In order to reduce the amount of tanning oils and sunscreen being introduced into our pools and spas, please do you part in helping to maintain the quality of the water by using the showers prior to taking a refreshing dip into our pools or spas.

Although Lake Emerald now has an effective Compliance Committee, there is a misconception that this committee is responsible for walking the grounds, observing violations and addressing them accordingly. Please be informed that this is not how our Compliance Committee operates. It should be noted that a more suitable description of the true function of this committee would be the Fining Committee. The purpose of the Compliance (or Fining) Committee is to provide a hearing for the person in violation of our Rules and Regulations and, if necessary, impose a fine. The Compliance Committee does not actively seek out violations of our Rules and Regulations. It is up to our residents to report a violation by utilizing an official complaint form provide by the Management Office. This is the only way to begin the process of addressing a violation of our Rules and Regulations. Although we are not looking for condo commandos to hit the pavement and inundate the office with hundreds of documented violations, we do ask that our residents be observant and assist the Management Office in addressing violations to our Rule and Regulations, especially where there are safety concerns or the need to maintain order. Doing so would help to provide a safe and enjoyable environment here at Lake Emerald. Within the past two weeks, there have been productive meetings between myself and our landscaper and irrigation vendors to discuss the removal of invasive vegetation as well as to work towards improving our antiquated and problematic irrigation system. This is an ongoing process that will take some time and considerable effort but will hopefully produce some noticeable results down the road. Should a resident have questions, comments or concerns regarding the landscaping, vegetation or irrigation around their building, please contact either me or the office via email and provide any details that may be shared with both the landscaping and irrigation vendors who will try to address any concerns as soon as possible. One more thing. Hurricane preparedness is of absolute importance for each and every one of us so act now. Be proactive. Be prepared.

Treasurer's Report Mark Sutera, Treasurer I wish to apologize for not doing a monthly report. I have been working diligently to collect past due A/R balances. I have identified those owners with high balances that have been sent to our attorney to begin the collection process. These people have made no attempt to contact myself or Accountsult regarding their balances. These owners will be responsible for interest and attorney cost incurred in the collection process.

I do want to thank those owners who did respond to our previous mailing and paid their account balance. I also want to thank those owners who have asked for a payment plan. The policy of the Financial Recovery Committee is that the balance is to be paid in full by year end 2019. The committee is extending this time so that the unit owner can arrange financing and not ask the association to carry the balance any longer.

Secretary's Report Robert Pensabene, Secretary Below are bullet points of topics discussed at July's Board of Directors' meeting. BSO Deputy Howard reminded us

that summer has started and car burglaries have begun to increase. Luckily none have been in our area. There were two break-ins of vehicles in a church parking lot. Once again, a firearm was stolen from a vehicle. There was one auto theft resulting from someone going into a store and leaving their car running. If you have any issues to report call 954-764-HELP.

Our vendor was called to repair the gate on 44th Street. They agreed to the repair and then after a week they refused to work with Lake Emerald again since we did not give them enough work. A new vendor was found and ordered the replacement machinery.

An extensive amount of sidewalk repairs needs to be done. Discussion ensued regarding fixing the most dangerous first and delay some to next year due to concerns about how far over budget we will be at the end of the year. Guillermo, Gene, and Robmar will meet to determine the hazardous locations

Oracle Elevator favorably modified their bid and will continue on maintaining our elevators. Oracle has been responsive and diligent service on their interim

contract. They did the required testing of the elevators in building 105 during the week of July 15th and on the elevators in 106 the following week.

Work will be starting on building 114 pavers. Discussion ensued as to whether pressure cleaning is enough and whether to paint them. Pavers are coming loose and can be trip hazards. It was also mentioned

that all pavers will be removed as part of the planned concrete restoration project

Charles Slaken is stepping down as the Bingo caller. Thursday July 11 was the last night of Bingo until we get another volunteer to step in.

As for security, the rover has chased people off the property and removed a homeless person from the Gazebo.

The city has not inspected the atrium at building 111 delaying the completion of the work. We can hire an expediter to get the approval quicker. Work will continue immediately upon passing inspection.

New rules implemented by lenders are requiring more extensive information regarding sales of units. This is creating more research for each sale and has substantially added to the amount of work to be done by the office staff.

The Compliance Committee has had hearings on several noise complaints and rule infractions. The Board recommended fines be imposed on the violators for each of the occurrences.

Board Committee Reports

Security Robert Davis Charles Howard from Broward Sheriff's Office gave a presentation at the July 8th Board Meeting. He reminded us that school is out for the summer which means there are more kids out and about which reflects in an increase in crime. There has been an increase in car break-ins, car, and package thief in the last several weeks in surrounding communities. Additionally there is always the temptation of package thief if deliveries are left unattended at your door. Please exercise caution, and common sense, watch out for suspicious behaviors, alert your neighbors and report it to security and 911 if necessary. Occasionally I hear the question asked about what the rovers do besides drive around during their shift. While you are safely sleeping at night they patrol the property, check that all exterior common property doors, roof doors are locked and secure for those structures that have them. They check the perimeter fence watching for intruders and homeless people who attempt to enter out property, which occurs more often than one would imagine. Additionally they alert owners of vehicles parked with their windows, doors or trunks left open, expired tags, illegal parking or parking in someone else’s designated spots. They inspect pool areas and exterior restrooms. On occasion, they are called upon to address a late night noise situation at a unit or on our common property in particular the pool areas. In general, they provide a variety of services to help protect the large expanse of property called Lake Emerald. The bottom line, is that the rover is a vital part of our security, that quietly operates in the background, but in his/hers absence, you would definitely experience the negative consequences.

Rules and Regulations Carole McDonough You may recall the Rules and Regulations Committee submitted a working document to the President of the Board early in April 2019. Since, the Executive of the Board has been reviewing diligently the proposal. I recently contacted Cyrus Blackshear, Board Vice-President and member of the Rules and Regulations Committee to see how the revision process was going. Here is his response: " The proposed revisions of Lake Emerald Rules and Regulations are presently in the review process with the executive board. It is our hope to complete our review by the end of August. There are certain sections that we would like to discuss with the various committees that would have some insight or would be affected by present or revised rules and regulations. We believe in getting different perspectives before finalizing the revised edition. Once we have completed our discussion with those committees, finalized the revisions to the Rules and Regulations and presented it to the Board of Directors for review, it will then go to our attorney for further review before the final product will be approved by the Board of Directors and replace our present Rules and Regulations. Although this has been a lengthy process, the efforts of the Rules and Regulations Committee has set the foundation for creating a refined and up to date edition of this most important document that not only renews Lake Emerald’s commitment to upholding a peaceful environment but also reflects the changes with the times as well."

Property Manager's Report Gene Kronick 1. The pressure washing project for all buildings started

on July 15. All of the buildings on property will have their walkways, pathways, catwalks, etc. pressure washed. These areas will not be painted or treated in any other way other than pressure cleaning. The reason for doing this project at this time, cleaning only, is in anticipation of the Association beginning a great deal of structural work on all of the building. The Board of Directors is aware that many unit owners want the public walkway areas to be re-done, refinished, replaced, etc. Due to the fact that a great deal of structural work is anticipated, it would be a waste of money, at this time, to do anything other than cleaning these areas. When referring to “structural work,” it is anticipated that new roofs, concrete and stucco restoration, building wide painting, gutter and scupper work, etc. will be done. These anticipated projects are very messy and will cause a great deal of dirt, dust, and debris to contend with. That being said, at this time, your Board of Directors feel that a good cleaning, done in house, at no additional cost to the unit owners, is the most prudent way to proceed. This project will start at building # 118 and work its way down to building # 105. This project will proceed in numerical order of the buildings.

2. As you are aware, The Association has retained the services of Chaiban Engineering, LLC. to conduct a thorough study of all of the buildings on property. The study includes roofs, concrete and stucco (the buildings envelopes) the gutters, scuppers, and down spouts, catwalks and walkways, etc.

The deck behind the clubhouse and the gazebo will also be addressed. I know many of you have seen the engineers on property and have spoken with them. As of July 15, they have evaluated buildings # 118-111. The written reports for buildings # 118-114 have been completed and are available to any unit owner who wants to review them. The written reports for Buildings # 113-111 will be available for review within (2) weeks. The inspections for buildings # 105 & 106 are underway and should be ready for review within (4) weeks. These reports contain several hundred photos taken for each building. The photos clearly evidence the engineer’s findings as they relate to the building’s structural conditions. The engineers will be making a presentation to the Association when they are totally finished with their reports and findings.

3. Building Staff: The Association has been having an extremely challenging time of hiring new maintenance staff for the property. At this time, the Association only has a maintenance staff of (2) people plus Guillermo. Please understand that your management office, as well as your very limited maintenance crew, is doing their very best to provide the services that are required to maintain the property and keep it clean. We all apologize for any inconvenience that you might be experiencing, but with a maintenance staff of only 3 people, your staff continues to do an excellent job under these difficult circumstances.

The office hopes all of the residents are having a great summer and surviving the never-ending heat wave. Best Regards to all. .

Yoga Great News... Free Yoga Videos for Seniors, people who can't get out of the house, don't have time for class and are just too lazy to go. I made these videos for my current class that takes a break for the summer months. Farewell Charles! Thursday, July 11th, was the last evening for Bingo for a while. After two and a half years bingo calling, Charles Slaken has decided to step down. He mentions that he has enjoyed his tenure. Many participants expressed regret that he is leaving, recognizing his talent as a truly skilled caller. To mark the occasion, the Thursday evening gang presented him with a cake decorated with a Bingo card! Thank you , Charles, for your service and all the best for your future!

At a Glance.... On June 31st, Ken, Ed, Reina and Chris organized the first LGBT Mixer at the Clubhouse. It was great fun! Fifty residents participated in the event bringing in food and their favorite drinks to share with one and all. The event was followed with dancing. Everyone enjoyed themselves! Thank you, Chris, Reina, Ed and Ken for this initiative!

LEOA Upcoming Events Chris Ansara, Chair of LEOA Event Planning The LGBT Get-together held on June 30th (refer to At a Glance on page 12) is the first of many new and exciting events here at Lake Emerald! The first LEOA Party Planning meeting was held on July 17th and there were a total of seventeen (17) participants: Chris, Theresa, Joey, Joanne, Edward, Dean, Angela, Hal, Beth, Cindy, Diane, Mark, Michael, Michele, Linda , Karol and Charles We discussed all the necessary aspects of forming the team and shared amazing ideas. Enjoy the pool areas but keep in mind.... It seems timely, while enjoying the beautiful summer months, to remember the specific Rules and Regulations pertaining to the pool and spas. R&R, 10.4: Pools, saunas and spas (2016): Persons using the pool, saunas and spas must have an

ID or be able to produce it upon request by Management, Security or Clubhouse personnel.

All persons using the pools and spas do so at their own risk. No Lifeguards are on duty.

Lifesaving equipment is to be used in the case of an emergency only.

Pool and whirlpool hours are from dawn until dusk. Proper swimming attire is required at all times when

in the pool/sauna/spa areas.

Children under fourteen (14) years of age may use the swimming pool only when continuously supervised by an adult at least 18 years old.

All bathers must be continent. Pets are not permitted in the pool, sauna and spa areas. All residents and their guests must shower before

entering the pool, whirlpool or sauna. People using suntan oils, creams, lotions etc. may not

use patio furniture without underlying towel. Audio equipment and cells are not allowed at the pool

and spa unless used with earphones, unless at a planned LEOA event.

No food or drinks are permitted within 4 feet of pool; only unbreakable containers are permitted at pool

areas. Absolutely no glass containers are permitted in the pool, sauna and spa areas and the adjacent deck areas.

Each person is required to conduct themselves in an orderly manner. No running, roughhousing, excessive splashing, diving or jumping from the ledge of the pools is permitted. Anyone who is not conducting themselves in an orderly manner will be requested to leave the area by Management, clubhouse or security personnel.

No recreational floats are permitted; no diving equipment of any kind is permitted in the pool.

No ball playing or Frisbee tossing in the pools or on the pool decks.

For safety reasons, no bicycles, tricycles, skates, scooters, or skateboards, of any kind are permitted in pool area.

No extension cords are permitted in pool area. Each unit is permitted a party of not more than 8

guests at the pool. Units may not be combined to increase the party size without the written approval of Management.

2019 TRIM Notices

The Broward County Property Appraiser’s Office mails the TRIM (proposed tax) Notices in mid-August each year. The proposed property tax notice will show your 2019 property assessment, exemptions and the proposed taxes along with dates and times for the various taxing authorities’ public budget hearings. The TRIM Notice is your opportunity to review your property assessment and ensure you are receiving all the tax-saving exemptions you are entitled to. Our office’s contact information will be listed on the newsletter enclosed with the TRIM Notice giving you the opportunity to contact us directly should you have any questions. The absolute deadline to apply for any 2019 exemption or to appeal your property assessment is September 18, 2019.

Many property owners ignore their TRIM Notice until it is too late to appeal an assessment, question the proposed tax rates or file for exemptions. If you wait until you receive your tax bill in November to inquire about your property assessment, you will lose your right to appeal. The first thing to know is your taxes are calculated using this formula:

TAXABLE VALUE x TAX MILLAGE RATES + SPECIAL ASSESSMENTS = TAX BILL

The Property Appraiser determines the market value and assessed/Save Our Homes value of your property. Your tax rates and non-ad valorem fees are set by the various taxing authorities (school board, county commission, city commission, hospital district board, water management district, and so on) listed on your TRIM Notice. If you want to question your proposed tax rates, non-ad valorem fees, special assessments or services, you should contact the elected officials who serve on these taxing authorities and attend the public hearings in September 2019. Important: The Property Appraiser does not set your tax rates or collect your taxes. Your tax rates are set by the city & county commissions, school board, and other taxing authorities. Additionally, any PACE (Property Assessed Clean Energy) assessments are not included on the TRIM Notice but will appear on the November tax bill sent by the Broward County Tax Collector. Why Are My Property Taxes Higher than the Prior Owner’s Last Year? Florida law requires property be reassessed at market value as of January 1 the year following a change in ownership and/or the year the property receives/loses the Homestead Exemption. After this reset in value occurs, the property will be protected by an assessment cap starting the following year. For Homesteaded property, the Assessed/Save Our Homes (SOH) Value can increase by no more than 3% above last year’s Assessed/SOH Value (or the consumer price index, whichever is less), regardless of the increase in just value. For tax year 2019, the assessment increase is capped at 1.9% for all Homesteaded properties. For non-Homesteaded property, the assessed value can increase by no more than 10% above last year’s assessed value. The 10% cap does not apply to the school board taxes. Clubhouse rooms are available The Lake Emerald Clubhouse is available for rent to the residents and the community, and only so long as they are in attendance at the function. The available venues at the clubhouse are:

Card room (reception area included) for up to 50 guests for a minimum of 4 hours; Ballroom (reception area included) for up to 100 guests for a minimum of 4 hours; Ballroom (reception area included) more than 100 guests for a minimum of 4 hours.

Reservations will be confirmed only upon reception of full payment at least two (2) weeks prior to the reservation date (due to funds clearing with the bank). Verbal or written requests will be tentatively placed on the calendar pending payment of the fee and deposit. The rental of the Clubhouse is strictly on a first come first payment basis. The Property Manager reserves the right to cancel a reservation or accept another reservation upon payment of fees. The rental of the Clubhouse entitles the renter to the use of the rest rooms. Abuse of this policy will result in immediate termination of the contract, loss of deposit and/or other justified fines determined by the manager.
