AVCERT & Suspension of Flight Operations

• The term AVCERT identifies the certification required to operate aircraft on a US Navy or MSC vessel. An AVCERT inspection ensures a ship has the required facilities and personnel to operate specific aircraft.

• MSC Instruction 3700.1 provides guidance on reporting suspension of flight or refueling operations when equipment, material, or personnel capabilities fall below standards.

MSC ATT Aviation Facility Representatives accomplish Aviation Facility Readiness Inspections (ARQs) periodically (every 18-24 months) to provide training and monitor equipment and material associated with the aviation facility. They also accomplish Aviation Assist Visits (AAVs) as requested and before aviation facility recertification weeks so discrepancies can be identified and addressed before NAVAIR inspectors attend the vessel during certification week. NAVAIR Representative issue vessel initial aviation facility certifications as part of new construction efforts and attend vessels with MSC ATT reps during certification week to issue new certifications. They also get involved if there is a need to operate additional types of aircraft/helicopter on vessel (design review of deck loading etc). Shipboard Electronic Systems Evaluation Facility (SESEF) – Ships need to run the SESEF range periodically to maintain TACAN certification. NAVSEA (PEO Ships) is heavily involved with new construction efforts. They ensure required testing and any design modifications are accomplished in order for ships to receive their initial aviation facility certification.

Aviation Facility Equipment

• The following is a partial list of equipment and material required to be maintained to obtain or retain an AVCERT:

• Helo deck and hanger non-skid and markings

• Tie-downs, nets, doors, hatches, drains

• 400 Hz and 28 VDC electrical systems

• Tactical Air Navigation System (TACAN), glide slope indicator

• JP-5 tank coating system/aviation fuel system

• AFFF systems, CO2 extinguishers, fire suits

For Moriah, NAVAIR will need to access sensors during PRECERT or AVCERT. EPFs need a man basket to reach sensors. The Navy Type F and Moriah wind systems are Navy Standard wind systems. The Aerovane Model 120/135 Systems (on T-AKEs and some T-ATFs) are navy standard systems but NAVAIR only has one test set. NAVAIR will accept independent certification for the Aerovane System (Intech, Maritime Aviation Services, Beach Panel, Custom Panel) Non-standard WMIS require a letter to certify operation. TACAN required for Level I certification (Day/Night/Meteorological Conditions) FAA or SESEF will provide ship with documentation on TACAN Status. Possible to certify TACAN with helicopter but data must be sent to FAA and verified. TACAN cert is 18 months but TYCOM can extend to 24 months (extension must be done before expiration)

Aviation Facility Inspections

• AVCERT inspections conducted by NAVAIR Aeronautical Ship Installation Reps (ASIR) field reps from Norfolk and San Diego

• Aviation Readiness Inspections (ARQs) accomplished by MSC aviation ATT reps focus on administration, flight deck gear, protective equipment, and training

• ARQ Periodicity – 18 months not to exceed 24 months

• AVCERT periodicity • MSC ships, 3 years• USS ships operated by MSC, 2 years

• AVCERT is equivalent to having a car inspected• ARQ is equivalent to obtaining a driver’s license• Both AVCERT and ARQ are necessary for flight operations

HCO – Typically, the Chief Mate, Cargo Mate, or in some cases the SCO have filled the HCO billet on the flight quarters roster. When a USN helo det is embarked a pilot may fill the HCO billet. HCO needs to understand and direct the shipboard response.
