Adjusted Citrus County Impact Fees To Take Effect June 23, 2021
At the Board of County Commissioners (BOCC) meeting held on March 23, 2021, a vote passed ap-proving an amendment to the Citrus County Impact Fee Ordinance. This amendment will update im-pact fees for transportation, schools, parks, librar-ies, law enforcement, fire rescue, EMS, and public buildings to ensure they continue to be based on the most current and local data available.
The updated fee schedule changes impact fees for fourteen different building types. Fees for sin-gle family detached, single family low-income, mo-bile home parks, RV parks, and retail/commercial increased; fees in the other nine categories were slightly reduced. These changes will go into effect on Wednesday, June 23, 2021.

DID YOU KNOW?According to the AS-PCA, the number of dogs and cats eu-thanized in United States animal shel-
ters has declined significantly since 2011. The ASPCA reports that approximately 1.5 million shelter animals are euthanized each year. That number is high, but it marks an improvement over 2011, when roughly 2.6 million dogs and cats were euthanized. The ASPCA credits part of this decline in eutha-nizations to an increase in animal adoptions and greater success at returning stray ani-mals to their owners. Recent data indicates that roughly 3.2 million shelter animals are adopted each year, with a 50/50 split be-tween dogs and cats. A greater emphasis on adoption can help reduce euthanization statistics even further.

Pasta mixture1/2 cup chopped onion1 teaspoon olive oil1 garlic clove, pressed1 jar (16 ounces) white Alfredo pasta sauce2 packages (9 ounces each) refrigerated cheese-filled regular or spinach tortellini1 1/2 cups cubed cooked chicken1 cup milk1 cup water1 cup frozen peas1/4 teaspoon ground black pepper2 tablespoons snipped fresh basil leaves or 1 teaspoon dried basil leaves
Crumb topping1 ounce grated fresh Parmesan cheese2 tablespoons butter or margarine, melted1 cup fresh bread crumbs
Preheat oven to 400 F. For pasta mixture, chop onion. In a 4-quart casserole, heat oil over medium-high heat; add onion and garlic pressed with a garlic press. Cook and stir 2 to 3 minutes or until onion is tender. Stir in pasta sauce, tortellini, chicken, milk, water, peas, and black pepper. Heat until mixture just comes to a boil; remove from heat. Stir basil into pasta mixture.Meanwhile, for crumb topping, grate Parmesan cheese. Place butter in a small microwave-safe dish, microwave on high 30-45 sec-onds or until melted. Stir in bread crumbs and cheese; mix well.Spoon pasta mixture into a baking dish; sprinkle with crumb topping. Bake 15-20 minutes or until edges are bubbly and topping is golden brown.Tip: Alfredo sauce in a jar can be found in the pasta sauce section of the supermarket. Do not substitute refrigerated Alfredo sauce; it may separate and curdle during baking.

Creating a Florida-Friendly LandscapeCitrus County Utilities Florida-Friendly Landscaping™ Program is offering a free gardening work-shop on Tuesday, May 11, 2021 from 2:00-3:30 pm. Plan before you plant is an important concept when developing sustainable garden ideas. Basic principles of landscape design include site evalu-ation, selection and placement of the ‘right plant’ and establishment practices for newly installed sustainable gardens. “What is and how to create a Florida-friendly Landscape” is the theme of this workshop.
9 Principles of Florida-Friendly Landscaping™Citrus County Utilities Florida-Friendly Landscaping™ Program is offering a free gardening work-shop on Thursday, May 20, 2021 from 6:00-8:00 pm and again on Tuesday, May 25, 2021 from 2:00-3:30 pm. The University of Florida developed the 9 basic principles to establish a set of gar-dening practices which aid gardeners in creating sustainable and successful ornamental gardens. These practices allow gardeners to create beautiful landscapes generating little or no impact to our water resources. Selection of the right plant for the right location, efficient irrigation, appropri-ate fertilization, and responsible pest management are several of the topics discussed during this workshop.

CAMPSITE SAFETY TIPS The appeal of camping is undeniable. Ac-cording to The Business Research Company, a market research and intelligence company, the global camping and caravanning market is expected to grow from just under $40 billion in 2020 to more than $45 billion in 2021. Estimates suggest the market will grow even more in the coming years, reaching $56.6 billion by 2025. Camping has long been a popular pastime for outdoor enthusiasts, but it may have developed an entirely new group of devotees in 2020. Tra-ditional vacations may not have been possible in 2020, when governments across the globe urged citizens to avoid conventional travel as the world found itself in the throes of a global pandemic. In an effort to overcome cabin fever, many people viewed camping as a safe way to get out of the house while still limiting con-tact with people from other households. That no doubt inspired new generations of camping fans, many of whom will continue to pitch their tents and sit around campfires long after the pandemic has ended. The National Park Service recognizes the popularity of camping and urges people to stay safe. Veteran campers and novices alike can benefit from reviewing these safety tips, cour-tesy of the NPS. • Plan ahead. Camping trips may not require hours of scouring travel websites in an effort to find the best deals on flights and hotels. But camping trips still require ample planning. When planning a trip, take into account who’s coming along. Assess their camping skills and physical fitness to determine the most appropriate place to camp. Campers with limited mobility may be best suited for accessible campsites. The NPS urges campers to consider if everyone in the group will be able to make a long hike from the parking lot to the campsite. If not, choose a site that you can pull right up to or is just a short, easy walk from the parking lot. • Research the campsite and surrounding area. Know as much as possible about the
campsite prior to embarking on your trip. Learn about everything from the local wildlife you may encounter while camping to the condition of sur-rounding areas, including the altitude, the diffi-culty of nearby hiking trails and where to go in case of emergency. • Develop an emergency plan. The NPS urges campers to develop an emergency plan, noting that it’s always wise to expect the unexpected when camping. Bring a first aid kit along when leaving the campsite to engage in activities like hiking or fishing. Go over safety protocols before going on a hike, including the need to stay to-gether and remain on the trail at all times. More information about what to do should anyone be injured during your trip is available at www.nps.gov. • Bring the right gear. The NPS notes that each camping trip will have its own equipment needs, which will be dictated by the setting, the time of year of the trip, the difficulty of the ter-rain, and the duration of the trip. Navigational supplies, sun and insect protection, insulation (i.e., extra clothing and blankets), shelter, flash-lights and headlamps, first aid kits, extra food and water, firestarters, repair kits and tools, and a communication device like a smartphone or satellite phone are the essential necessities that should be brought along on all camping trips. Camping is a great way to get away. Campers of all skill and experience levels can make the most of their trips by emphasizing safety at all times.

Many homeowners relish any opportunity to retreat to their back yards, where they can put up their feet and relax in the great outdoors. That retreat-like escape is made even more relaxing when sitting around a fire pit. Fire pits can be found in millions of subur-ban backyards across the globe. Fire pits have become so popular that a 2016 survey of land-scape architects conducted by the American Society of Landscape Architects revealed they were the most sought after outdoor design ele-ment. Fire pits remain wildly popular a half dec-ade after that survey. Homeowners who are only now joining the fire pit revolution can keep these dos and don’ts in mind as they plan their sum-mer s’mores sessions. DO keep the fire pit a safe distance away from the home. Fire pits should be located a safe dis-tance from the home at all times, but especially when they’re in use. Home design experts rec-ommend keeping fire pits a minimum of 10 to 20 feet away from a house or other structure, such as a shed or a detached garage. The further away the fire is from houses and other structures, the less likely those structures are to catch on fire. DON’T place the fire pit beneath trees or next to shrubs. Though fire pits should be kept safe distances away from a house and other struc-tures, it’s important that they’re not placed be-neath trees or next to shrubs. Shrubs and low hanging branches can easily catch embers and be lit ablaze, so make sure fire pits are not placed in locations that increase that risk. DO clean out seasonal debris. It can be tempt-ing to let seasonal debris resting inside the fire pit burn away during the season’s first s’mores session. But burning debris poses a serious safety risk, as embers can easily be blown out of the fire pit and catch nearby trees or shrubs or even a home on fire. The National Fire Protec-tion Association advises homeowners that em-bers blowing from a backyard fire pose the same threat to homes as if they are from a wildfire.
DON’T let fire pits burn near flammable mate-rials. Store firewood piles a safe distance away from the fire pit while it’s in operation. It may be convenient to keep firewood right next to the fire pit while the fire is burning, but that increases the risk that embers will land on firewood and start a fire outside of the pit. DO check the weather report prior to starting the fire. Windy weather increases the risk of em-bers blowing around and potentially landing on the house, other structures around the property or trees. If the weather report is calling for gust-ing winds, burn a fire on another night. DON’T leave a fire pit fire burning. Unattended recreational fires are illegal and incredibly dan-gerous. Homeowners should never leave fire pit fires burning unattended or allow fires to slowly die out overnight. Always extinguish the fire be-fore going inside and stop adding wood to the fire roughly one hour before you plan to go in-side. Water or sand can be poured on ashes to extinguish the fire. Once homeowners are confi-dent a fire has been extinguished, ashes can be spread around to ensure there are no hot spots still burning. If there are, start the extinguishing process over again. A night around the fire pit is a summertime tra-dition in many households. Safety must be as much a part of such traditions as s’mores.

Outdoor living spaces have become in-creasingly popular among homeowners in recent years, and that popularity grew even more over the last year. As social distancing guidelines issued in response to the COV-ID-19 pandemic encouraged people to stay home as much as possible, a desire for ac-cessible, enjoyable outdoor spaces grew. A 2020 study of Google trends data from the home decor retailer Living Spaces found that searches for items such as patio day-beds and small-space outdoor furniture grew by more than 200 percent between the early part of 2020 and the middle of the year. If outdoor living spaces are in demand, so, too, are ways to make those spaces as com-fortable as possible. There’s much homeown-ers can do to make the most of their outdoor spaces, but they might feel helpless against some unwanted, often relentless guests: in-sects. Insects can turn relaxing days on the patio into wars of attrition with hungry bugs like mosquitoes. Thankfully, there are ways to fight back against insects while simultane-ously adding a little aesthetic appeal to the backyard. The Farmer’s Almanac notes that planting these insect-repelling plants around the patio or backyard can help homeowners successfully repel unwanted insects, includ-ing mosquitoes. • Lavender: Lavender is a fragrant plant that adds a pop of purple and has been known to repel mosquitoes, fleas, flies, and moths. • Basil: Basil can provide the best of both worlds, as it’s been found to repel flies and moths and also makes for a tasty addition to pasta sauces and other dishes. • Thyme: Also a valuable ingredient to keep
in the kitchen, thyme can help keep hungry mosquitoes at bay. • Mint: The Farmer’s Almanac warns that it’s easy to overplant mint, so homeown-ers should only plant with care and make a concerted effort to prevent overgrowth. Also great in the kitchen, mint has long been con-sidered an effective mosquito repellant. • Alliums: Like lavender, alliums can add a burst of purple to your patio. And though they aren’t believed to repel mosquitoes, alliums have been found to be helpful against cab-bage worms, aphids, carrot flies, and slugs. • Chrysanthemums: If ants are drawing homeowners’ ire, chrysanthemums may do the trick. These eye-catching flowers also are believed to repel fleas and roaches, among other insects. • Marigolds: The scent of this awe-inspiring plant is known to repel mosquitoes and other pests. Marigolds also attract insects like la-dybugs that are known to consume aphids, which are minute bugs that reproduce rap-idly and feed by sucking sap from plants.

The pinnacle of birthday celebrations, if there’s no pinata to break open, is when the birthday cake comes out and party at-tendees serenade the guest of honor. The song everyone har-monizes to is among the most widely recognized and well-loved tunes in the world. The “birthday song,” also known as “Happy Birthday to You,” is in the public domain in the United States and the European Union. The song originally was penned as a classroom greeting song titled “Good Morning to All,” written by sisters Mildred J. Hill and Patty Smith Hill. Both were educators and developed unique teaching strategies to assist students. The song was composed by Mildred and the lyrics were written by Patty to be used in kindergarten classrooms. It is unclear who changed the lyrics and turned the song into a birthday ditty, as none of the earliest references to the song included credits or copyright notices. Two tales circulate regarding the eventual copyright of the song. One has The Summy Company registering a copyright in 1935, crediting au-thors Preston Ware Orem and Mrs. R. R. Forman. The other says Jessica Hill, sister to Mildred and Patty, who was working with publisher Clayton F. Summy Company, copyrighted and published “Happy Birthday to You” in 1935. Eventually Warner Chappell bought the company that was originally The Summy Company, and argued the birthday song was under copyright until 2030, making performances of the song illegal without paying royalties. However, a federal judge ruled in 2015 that Warner Chappell’s claim to a copyright on the song was not valid. The judge ruled its registration only covered a specific piano version, not the melody and lyrics. Therefore, “Happy Birthday to You” can be sung both privately and publicly with-out being subject to royalties or other restrictions.
