First rank among climate change vulnerable nations in the coming decades.

Fifth rank in the world risk index 2012

SALINITY INTRUSION - Spreading intrusion from 1.5 to 2.5 Mha (2007). Projected displacement: 6-8 m by 2050

AND CLIMATE CHANGE HAZARDS, EARTHQUAKES, FIRE BREAKOUT, INFRASTRUCTURE COLLAPSE ETC.

We persistently and genuinely pursues HFA strategic objectives to a satisfactory level.

We relate the HFA with the recent Disaster Management Act 2012 and the earlier established regulatory frameworks

We position comprehensive disaster management as the 2nd out of 6 pillars of the Bangladesh Climate Change Strategy and Action Plan (BCCSAP)

We establish robust climate change regime

Bangladesh Climate Change Trust Fund is allocated USD 100 million annually. Bangladesh Climate Change Resilience Fund (BCCRF) receives USD 200 million

from Development Partners’ contribution

We document the progress made in the implementation of DRR & CCA

We recognise the HFA limitations and see Post-2015 as opportunity to improve

1. International Governance: a) to govern the transfer of resources and technology from developed to developing countries. b) to promote SAARC to be a regional platform for promoting resilience.

2. Paradigm: proposes “Resilience” as a paradigm that integrates DRR, CCA, sustainable development.

3. Focus: the hydro-meteorological hazards and the risk of fast urbanisation;

4. Credible assessment: evidence-based assessments as foundation for negotiation and risk reduction & adaptation

5. Direction: establish methods and tools for loss and damage assessments to guide development financing & policy options

6. Emphasis: consolidating the comprehensive DRR paradigm to improve agri-based livelihood & food security

7. Internationally: support the legally binding international mechanisms to promote accountability in negotiating fair claims and compensations.

8. Policy: promoting ‘no-regret principle’, i.e. all DRR & CCA measures must also improve the economic plight of the poor

POST-HFA : HINDERING FACTORS

1. Difficulty in determining the success of integrating DRR and CCA into development planning at sectoral and local levels

2. The concept of “DEVELOMENT” remain to be physical and structure oriented.

3. Remaining policy gaps:

Between climate change and risk reduction Between relief as short action and the DRR .

4. Role of the private sector remain not optimal

5. How to ensure and sustain the participation & ownership of communities

POST-HFA : ENABLING FACTORS

1. The newly enacted DM Act provides policy guidance for integration of DRR, CCA and sustainable Development.

2. Bangladesh leadership in Loss and Damage Working Group to develop more evidence-based DRR & CCA indicators in Post-HFA Framework

3. Leveraging the various regional and global forums to advance Bangladesh Post-2015 agenda

4. Business intuition of the private sector could propel DRR & CCA as development investment rather than expenditure.

5. The ongoing broad base consultation provide the opportunity to further clarify and consolidate the Post-2015 Framework agenda.

POST-HFA : RECOMMENDATIONS 1. Advocacy towards more coherent and integration of DRR,

CCA and Sustainable Development should be continued.

2. A number of coordinating outfits at national and local levels should be supported to become more functional.

3. DRR & CCA should be promoted as the business for all –with the emphasize on private sector engagement.

4. Evidence based approach assessment methods that seamlessly integrating the DRR &CCA be pursued.

5. The current HFA efforts must continue while building the Post-2015 agenda and implementation plan.
