The Bay Riders Community Centre (BRCC)
was formerly known as the Harrow
Neighbourhood House and was established
in 2007. A steering committee was formed
comprising Committee of Management,
volunteer and community representatives
and Centre staff.
During 2010-2011, the Bay Riders house
came to the end of an era and was
demolished as it could not be converted to
meet the needs of the programs.
The block of land was levelled to make way
for the new Men’s Shed and in June 2011,
construction was completed and the Men’s
Shed officially opened in March 2012.
The Bay Riders Community Centre
program’s are now conducted in the
Harrow Bush Nursing Centre. We will
review the need to construct an independent
BRCC building in the future.

Harrow is claimed to be the oldest inland
town in Victoria and overlooks the Glenelg
River valley in the heart of Red Gum
country. It is located in the Shire of West
Wimmera, 391kms north west of
Melbourne. At the 2011 census, Harrow
and the surrounding area had a population
of 315.
It is a picturesque rural community that
has existed without the support of
infrastructures such as an acute hospital,
ambulance, resident medical support and
public transport. The farming district
specialises in wool, beef and cereal crop
farming. Recently discovered deposits of
mineral sands have given rise to the
development of a mining industry in the
nearby area. The Bay Riders Community
Centre plays an important role in providing
activities to the township of Harrow and
also for the needs of a rural community
surrounding this of approximately 500
people.

Bay Riders Community Centre is pleased to report a
net result after depreciation of $ 12,008 for the finan-
cial year ending 30 June 2016.
Total revenue from operating and non-operating ac-
tivities in 2015-16 was $ 22,566 up on the previous
financial year and annual performance was ahead of
budget expectations.
A full year of increased funding (20 hours per
week) for the Bay Riders Community Centre
enabling it to continue with its growth and
positive output to the community
Receipt of a grant for the Men’s Shed to ex-
pend on capital improvements for access
Expending further grants received in the last
financial year to continue with successful and
well attended school holiday programs and
international cooking classes through the Bay
Riders Community Centre and provide defen-
sive driving classes for the elderly
Sponsorship of the well-supported Defensive
Driving program from Bendigo Bank, Col-
eraine
Increased project output from the Men’s Shed
program
Stable community contributions for the BRCC
programs on offer and fundraising efforts
New community fitness programs
Increased donations from local groups and
individuals
The BRCC incorporating the Men’s Shed received
generous donations from organisations and local
community group Calico & Candles. The Harrow
Bush Billy Carts provided significant funds for the
personal time provided by members of the Men’s
Shed to man the gate.
Total expenditure attributable to operating activities
was $ 7,424 higher than the previous year.
Majority of this increase is in the program
expenses area with other increases to sub-
scriptions and licences; office supplies and
minor plant & equipment.
Employment expenses remained stable with
some growth attributable to employee award
driven salary increases during the year.
The contribution to the Harrow Bush Nursing
Centre remained stable.
Areas of savings were in electricity; telephone
costs; repairs and maintenance and meeting
expenses
Capital expenditure in 2015-16 has been utilised to
purchase a new sander polisher and wood bandsaw
and install a 13m concrete footpath fitted with rails at
the Men’s Shed and purchase a 6 burner BBQ and
cart for the BRCC.
The BRCC operates under the auspice of the Harrow
Bush Nursing Centre (HBNC) and acknowledges its
re-current quarterly funding support from the Victori-
an Government’s Neighbourhood House Coordina-
tion Program (NHCP) through the Department of
Health and Human Services (DHHS). In October
2014, the BRCC was successful in demonstrating a
demand for additional activities and the capacity to
deliver additional activities resulting in an increase to
its funding to provide an additional 10 coordination
hours of funding per week bringing its total Neigh-
bourhood House Coordination Program funding to 20
hours per week. The increase in funding has enabled
more members in the local community to engage in
additional activities at the Bay Riders Community
Centre and the efficient and effective coordination of
these programs.
Please note the figures used in this financial over-
view are reported for the purpose of presenting this
Annual Report. A full set of audited statements for
the Harrow Bush Nursing Centre which includes the
BRCC will be presented and available at the AGM of
the HBNC.

The auditors for the 2015-2016 financial year were Capitis Accounting Solutions, Horsham.
Accreditation
In 2004, 2008 and 2012, Quality Improvement and Community Services Accreditation (QICSA) certified that the Harrow Bush Nursing Centre Inc. met the Council’s accreditation requirements using the Australian Health and Community Service Standards for Health and Community Services. In 2014, Quality Innovation Performance (QIP) certified that the Centre met all accreditation requirements.

The Bay Riders Community Centre has again provided wonderful opportunities for the commu-
nity to come together for many varied activities and programs throughout the past year.
We continue to strive to have a place where there is something for everyone and as a conse-
quence there has been an extensive range of exciting things happening at our Neighbourhood
house.
The Australian Driving Institute ran the Defensive Driving course for the fourth year in a row
which again saw many participants improve their driving skills. The learner drivers were once
again very generously supported by the Coleraine and District Community Bendigo Bank and
as in previous years the feedback from the young drivers and their parents was excellent. We
had many probationary drivers complete the course as well as those that partook in the corpo-
rate program. This year the Australian Driving Institute developed a new exclusive program to
Harrow for senior drivers. This program was subsidised through funding by Wimmera Primary
Care Partnership. The Senior Drivers program provided one on one instructors which enabled
the participants to raise questions and focussed on individual strengths and weaknesses. It is
so important, particularly in remote areas to offer our senior community members the chance to
retain their independence.
We were thrilled to welcome Chrissy Keepence from Lindy Charm School in Brisbane to the
centre to run her Vintage style workshops. Chrissy was accompanied by Jenny from the ‘Jacks
Daughter’ clothing label. Over two days many girls enjoyed the vintage styling and then some
were treated to a photo shoot with Lindy’s professional photographer. A great weekend with
lots of laughter was had by all.
Ron Penrose continued to give his time to hold his monthly art classes throughout the year and
Katrina Lodge also held a class sharing her unique artistic painting style. To add to our arts
program renowned artist, Robert Wade made his
way to Harrow and held a wonderful weekend
workshop which was also attended by many art
enthusiasts.
The monthly international cooking classes were
well attended again this year. For a program in its
fourth year it certainly has not lost its allure. It has
been such a popular program and has provided
the opportunity for people to meet and spend time
relaxing, cooking for those that wish to and just
having a great time in good company.

We again had some wonderful talented cooks that very generously donated their time and talent
to the centre. Asian, Italian, Mediterranean and Cambodian were amongst the delicious cuisine
that was enjoyed by the enthusiastic participants. The international cooking classes were sup-
ported by the CALD grant through the Department of Health and Human Services.
Our health and wellbeing programs had Frank Jesse from Dunkeld hold his Iyengar Yoga
classes. Exercises to music classes with Pauline Kelly continued to be held weekly. We
also had drumbeat by the river with Kathleen Ballinger which was very therapeutic and en-
joyable.
The many school holiday activities that were provided over the twelve month period did not
disappoint and included a trip to the Halls Gap Zoo, a surfing trip to Robe with Charlies surf
school, basket weaving, kids healthy exercise and cooking with Loren Linto and Alex West,
Art and Craft workshops with Katrina Lodge, as well as craft with Bev Mitchell. We are very
grateful to have the Commonwealth Bank Community Grant and Gwen and Edna Founda-
tion to support our school holiday programs.
Play group brought many new mums and children together which often coincided with the
maternal child and health nurses visit.
Thankyou to all of the volunteers that so generously give up their time and share their many
talents with those that enjoy the programs that our Community Centre provides. Without
their support many of the programs would not be possible. Thankyou to the Bay Riders
Steering Committee, the staff of the Bay Riders Community Centre and the management
and staff of the Harrow Bush Nursing Centre for their support.

The Bay Riders Community Centre is part of the Victorian Governments Neighbourhood House Coordination Program. The Centre aims to support the provision of community development programs and activities that lead to community-strengthening outcomes by:
Supporting diversity and promoting community participation and inclusion
Facilitating community development and capacity building in support of individuals and groups within communities
Supporting lifelong learning opportunities to improve their training and employment pathways and community participation
The BRCC actively seeks community consultation to ascertain agreed community responses to identified needs and priorities, including the establishment of community partnerships and identification of funding sources.

SCHOOL HOLIDAY
ACTIVITIES With the amazing support of the Gwen and Edna Jones Foundation and the Common-
wealth Bank Staff Community Fund, school hol-iday activities at the Bay Riders Community
Centre have been anything but ordinary.
Activities this year included Charlie’s Surf School in Robe, healthy days with Loren and
Alex, Cooking Classes for Kids, African Drum-ming Workshop, Woodwork with the Men’s Shed and a day out at the Halls Gap Zoo.
These are just some of the highlights from our School

INTERNATIONAL
COOKING CLASSES International Cooking Classes have proven to be one of our most sort after programs - and with the skill base of our volunteer cooks - it comes as no surprise to us. Nominated for the West Wimmera Volunteer Awards, our interna-tional cooking classes have been around the world throughout the year including India, Asia, Italy, the Mediterranean and Cambodia to name a few!

ART & WELLNESS
WORKSHOPS Highlights this year included the Vintage Makeover workshops and Vintage Photo
shoots with Chrissy Keepence of the Lindy Charm School.
Yoga was popular again at the centre this year with workshops focussing on the
Iyenga style. Exercises to Music continued to be popular.

ART & WELLNESS
WORKSHOPS Art Classes continued at the centre with talented local Artist Ron Penrose sharing his skills and practical ad-vice in our Sketch with Stretch monthly classes.
We held two specialized Adult Art workshops this year with Robert Wade (a famous watercolour artist) and Katrina Lodge (local abstract artist).
Basket Weaving with the amazing Cheree Densley was popular with students taking home hand woven works of art.

ADULT EDUCATION
DRIVER AWARENESS This year saw us continue our Adult Education classes with
the return of the Defensive Driving Program. This highly popular program was well supported and continues to attract
both private and corporate drivers wanting to improve their rural driving skills. The course is presented by
highly skilled trainers and is considered one of the most important programs we run.
The L Plate Drivers Course was generously supported again by the Coleraine and Disctrict
Community Bendigo Bank.

MEN’S SHED
The past twelve months the Harrow and District Men’s Shed has enjoyed
a very productive and engaging year with attendances at the shed steadily
increasing and the demand for projects strong the future is looking very
positive.
The successful product from the shed last year was the timber clothes horse
and this is still proving to be popular with demand strong for sales. The sales of
our products has been aided by the Harrow Calico and Candles shop offering to
become a retail outlet for many items we produce. We thank them for their sup-
port in providing a place to sell our wares.
During the course of the year the focus hasn’t always been on items for sale, as
we have been proud to participate in some community projects to benefit the
town. We assisted Johnny Mullagh Park by making four picket fence panels.
We also dismantled and repaired two park seats overlooking the cricket oval.
Adding to this we participated in many various smaller community projects and
it shows that we have had a busy year.
But it isn’t always about being busy. This year we have placed greater empha-
sis toward providing a meeting place rather than just an environment to do pro-
jects. A footy tipping competition has been introduced for the first time which
included members of the Men’s shed, bush nursing staff and families. I’m
pleased to say that this has been extremely well supported and has become the
major topic of conversation most days.
The shed held a number of fundraising events and were fortunate to receive
generous donations from the Calico and Candles and Harrow National Billy
Cart Association. These funds have aided in purchase of many tools including
Carpenters Vice and Sander Polisher as well as a microwave, which are now
being used regularly by the men.
On behalf of the all the men I would like to thank the many organisations that
have supported the men’s shed through donations and assistance. I would also
like to thank the staff of the Harrow Bush Nursing Centre and Bay Rider’s Com-
munity Centre for their amazing support and enthusiasm to help make the shed
what it is, “A Men’s Shed.”

During the 2016-2017 year The Bay Riders Community Centre will continue to offer programs suitable for all age groups, abilities and interests.
Thanks to grant funding provided by the Com-monwealth Bank we will be able to continue our subsidised school holiday program in 2016.
We will continue to utilise the generous funding from the CALD grant until December 2016 and providing financial support to our International Cooking Classes.
Coleraine and District Community Bendigo Bank will again support the L Plate Defensive Driver’s Course in 2016. In addition to sup-porting L Plate Bendigo Bank Account holders, they have generously offered to support all L Plate Driver’s attending the course.
We intend to provide activities/functions to develop the opportunity for the youth of our community to get together and connect with others in the surrounding area and beyond.
Adult Education and social interaction will continue to be our focus with the provision of workshops including Computer and Technology Education. There will be many opportunities available in and through the Bay Riders Community Centre to enjoy the company of others while attending any of the workshops provided.
