Bayfront Public Works projects outlined

Sixteen projects totaling more than $167 million are underway or planned for the Bayfront area over the next four years, the city’s Public Works director told the Bayfront Advisory Commission at its last meeting, Phillip A. Davenport, Public Works Department director, said that the largest project under way, the Lesner Bridge replacement is just over half complete. The plan is to switch Shore Drive traffic to the new span in October and begin demolishing the old bridge shortly thereafter. Started in 2014, the $119.5-million bridge replacement project is scheduled to be complete in January 2018. Following that, the next phase of the Shore Drive corridor improvements is scheduled to begin. Running from Vista Circle east to North Great Neck Road, he said, the project would include safety improvements, shared-use paths and utility relocations. The May 2018 start date “is very doable,” Davenport said. The Shore Drive phase will also see attention paid to drainage problems, part of a citywide study to address these issues. Some interim measures, including three tidal gates along the Cape Henry ditch, have been taken, but real flooding relief will have to await the larger Shore drive project, he said. Many pipes were undersized for the development that followed, largely because development was often piecemeal, he said Design is under way for the first two of four drainage projects phases, but construction is not yet funded. Completed in August was maintenance dredging at Lynnhaven Inlet after which about 27,450 cubic yards of sand were placed on the Ocean Park beach. A truck haul last May brought about 32,545 cubic yards of sand to the western part of Cape Henry Beach. A major beach restoration project from the Joint Expeditionary Base-Little Creek to Baylake Beach got a boost this summer when the courts declared that the beach is public. The timetable will await permitting and funding, but could begin in early 2018. “There’s tons of sand,” Davenport told the BAC. “There’s enough sand available for everybody.” Other projects include a citywide sea-level-rise/recurring flooding study, developing a wetlands mitigation facility at Pleasure House Point, street and safety improvements to Pleasure House Road between Northampton Boulevard and Lookout Road, sidewalks for Greenwell Road and Kendall Street, safety improvements along Shore Drive west of Northampton Boulevard, intersection, improvements at Shore Drive and East Stratford Road and a fourth Shore Drive improvement phase from Marlin Bay Road to East Stratford. All of these projects are in the city’s Capital Improvement Plan, Davenport said, but not all have been funded.

Public schools open today Virginia Beach City Public Schools opened for the 2016-17 school year this morning. Drivers on local streets are reminded to be aware of buses traveling on highways and making frequent stops to pick up students. School-zone speed reductions will be enforced. For elementary “A” schools, which include Bayside, John B. Dey and Shelton Park in the Bayfront area, student hours are 8:10 a.m.- 2:40 p.m. Morning half-day kindergarten is 8:10 – 11-20 a.m.; afternoon kindergarten is 11:30 a.m.- 2:40 p.m. Elementary “B” schools, which include Alanton, Thoroughood and Hermitage in the Bayfront, have student hours from 8:40 a.m. to 3:10 p.m. Morning kindergarten is 8:40-11:50 a.m.; afternoon is noon -3:10 p.m. The Brickell Academy at Old Donation operates from 8:25 a.m. – 3:29 p.m. This is a magnet school, drawing students from all over the city. Middle schools operate on a 9:20 a.m. -3:35 p.m. student schedule. High school student hours are 7:20a.m. – 2:10 p.m.

Shore Drive rezoning, use permit sought for townhouses A proposal to build eight townhouses at the corner of Shore Drive and Roanoke Avenue is schedule to go before the Planning Commission Sept. 14 for a rezoning and use permit recommendation, Kevin Kemp, the city’s acting zoning administrator told the Bayfront Advisory Commission. Application involves a zoning change from B-2 (community business) to B-4 (mixed use) and a conditional use permit for multi-family housing. Attorney R. Edward Bourdon Jr., representing Ocean Bay Homes, showed the BAC plans and renderings of the proposed townhouse complex and received generally favorable reviews. The proposed development would be where HM Boats is now.

London Bridge closed for Air Show London Bridge Road will be temporarily closed to through traffic between Central Drive and International Parkway for the NAS Oceana Air Show from noon to 4:30 p.m. on Thursday, Sept. 8, and 3 to 4:30 p.m. daily on Friday, Sept. 9; Saturday, Sept. 10, and Sunday, Sept. 11.

No traffic will be allowed on the road during this time. Warning signs will be posted in advance advising motorists of the alternate routes.

‘Event House’ letter to City Council

Dear Mayor Sessoms and City Council, I am writing this letter with regard to “event houses” in the City of Virginia Beach. The Bayfront Advisory Commission (BAC) is concerned that without regulation “event houses” may proliferate in the City, especially in our coastal communities. On July 18, 2016 Mr. Tom Fraim, Chairman of the Beaches and Waterways Commission, made a presentation to BAC regarding the panel’s work on the issues of use of residential homes for large gatherings of people. He also presented Draft 5, or the Discussion, motion that would provide for regulations of events of more than 50 people at a residence. There was much discussion among members of the Bayfront Advisory Commission as well as members of our audience from the Sandbridge and Chesapeake Beach communities. The Bayfront Advisory Commission recommends that the Beaches and Waterways Commission should move ahead with the current Draft #5, AKA Discussion Motion, to the City Council. BAC recommends special attention is paid to:

The definition for “Event Function", we feel it needs to be made a little broader to include properties that are rented as a destination. As currently drafted, the ordinance would be difficult to enforce because it requires proof that the property be designed, maintained, advertised or held out as a destination for events;

the permit fee; noise level issue; a certified building inspection of premises; and the owner of the home should also be subject to the statute. As it stands only the person renting

the home can be charged. If the owner is also responsible he/she will be more diligent in preventing such events without proper permits.
