Page 1 BCCI Minimum Standards for PMOA at IPL Matches BCCI’S MINIMUM STANDARDS FOR PLAYERS AND MATCH OFFICIALS AREAS AT IPL MATCHES For the purposes of these Minimum Standards, words in italicised text shall take the definitions ascribed to them in the BCCI Anti-Corruption Code or, where there are none, those set below: BCCI: means The Board of Control for Cricket in India. BCCI Anti-Corruption Manager: means the individual(s) appointed by the BCCI ACU from time to time to provide anti-corruption and security support services to the ACU at, and around, all relevant Matches. Head ACU: means the individual appointed by BCCI with supervisory responsibilities in relation to the BCCI Anti-Corruption Unit (“ACU”). IPL: means the Indian Premier League. IPL Match or Match: means any match forming part of the Indian Premier League. Match Official: means any of the following individuals: Match Referee, Umpire, Match Official Support Personnel and any technical expert appointed by the BCCI to provide technological support to the Umpires from time to time. Match Official Support Personnel: Any technical officials (for example, and without limitation, any official with responsibility for operating the communication equipment for Match Officials during a Match) or umpire coaches appointed (by the BCCI) to support the Match Officials in their appointments to any Match. Mobile Device: means any portable device (including mobile phones, personal communication technology and enabled watches), which is capable of connecting to or using any mobile telecommunications technology to enable or facilitate transmission of textual material, data, voice, video or multimedia services. Player Support Personnel: means up to 11 appropriately qualified staff engaged by each Franchisee in the cricket support roles of team manager, coaches, trainers, physiotherapist, masseur, analyst, logistics and mentor. PMOA: means as defined in Article 2.1, below.

ARTICLE1INTRODUCTION,SCOPEANDAPPLICATION1.1 BCCIhasadoptedtheseMinimumStandardsinsupportoftheBCCIAnti-CorruptionCodeandthe

fundamental sporting imperatives which that Code is designed to address. In particular, theMinimumStandardsseektocombatadvancingmobilecommunicationtechnologyandincreasingsophistication in themethodsbywhichbetting takesplaceoncricketmatches,by restricting tothe greatest extent possible all methods of communication between Players, Player SupportPersonnel andMatch Officialswith all third parties from themoment that they first enter thePMOAonthedayofanIPLMatchrightthroughuntiltheformalconclusionoftheIPLMatch(i.e.afterthelastballhasbeenbowled).

1.2 Bytheirparticipation(inthecaseofaPlayer)orassistanceinparticipationorotherinvolvement(inthecaseofaFranchisee,PlayerSupportPersonnel,Franchisee,MatchOfficialorMatchOfficialSupportPersonnel) inaMatch,allPlayers,PlayerSupportPersonnel,Franchisee,MatchOfficialsandMatchOfficialSupportPersonnelshallbedeemedto;: (a) have agreed that they are automatically bound by and required to complywith all of theprovisionsoftheseMinimumStandards;and(b)agreetosubmittotheauthorityoftheHeadACU(and/oranyindividualappointedbyeithertoactonhis/herbehalf),toadopt,apply,monitorandenforcetheseMinimumStandards.

1.3 For the avoidance of any doubt, nothing in theseMinimum Standards is intended to limit the

responsibilities of any Franchisee, Player, Player Support Personnel, Match Official or MatchOfficial Support Personnel under the BCCI Anti-Corruption Code or any other BCCI or IPLregulationsthatmayapplyfromtimetotime.

1.4 TheMinimumStandardsshallcomeintofullforceandeffecton1March2019andshallreplaceall

previousversionsoftheMinimumStandards.ARTICLE2ACCESSTOTHEPLAYERSANDMATCHOFFICIALSAREA(“PMOA”)2.1 AteachIPLMatch,thePMOAshallcompriseofthefollowingareas:

2.1.1eachofthedressingrooms(includinganyadjoiningmedicalorothersimilarrooms)thatareusedbytheteamsparticipatingintherelevantMatch;

2.1.2eachofthedressingrooms(includinganyadjoiningmedicalorothersimilarrooms)thatare

usedbytheMatchOfficialsintherelevantMatch;2.1.3eachoftheMatchviewingareas(whetherinternalorexternal,includingany‘dug-out’area)

usedbytheteamsparticipatingintherelevantMatch;2.1.4 the operational room(s) used by anyMatch Official (including third or other Umpires)

duringthecourseoftherelevantMatch;2.1.5 the operational room(s) used by theMatch Referee during the course of the relevant

Match;

2.1.6 thediningarea(s)usedbythePlayers,PlayerSupportPersonnelandMatchOfficialsduringandaftertherelevantMatch;and

2.1.7allotherareasthattheBCCIAnti-CorruptionManagerdeterminesshouldbeincluded,such

determinationtobeentirelyathis/herdiscretion.2.2 InrelationtoeachIPLMatchtakingplaceatitshomeground,therelevantFranchiseewithregard

toArticles2.2.1,2.2.3,2.2.4,2.2.10,2.2.11,2.2.12and2.2.13orBCCIwithregardtoArticles2.2.2,2.2.5,2.2.6,2.2.7,2.2.8and2.2.9must:

2.2.1ensure that there are no static / landline (or other) telephone communication devices

withinthePMOAonthedayoftheMatch;2.2.2put in place an accreditation system that enables access to thePMOA to be strictly and

easily controlled andmonitored by theBCCI Anti-CorruptionManagerand/or such othermembers of the security or stewarding team appointed for such purpose. Suchaccreditationsystemmustinclude,ataminimum,theuseofaccreditationcardsthatbearaclearandeasilyidentifiablephotographandthenameoftheindividualtowhomsuchcardhasbeenissued;

2.2.3provideadequatesecurityateachentrancetothePMOAatalltimesfromthemomentthat

thestadiumhascommenceditsaccesscontrolfortheMatchrightthroughuntilallPlayersandMatchOfficialshaveleftthestadiumaftertheMatchhasbeencompleted;

2.2.4ensurethateachofthemembersofthevenuestewarding/securityteamallocatedtobe

ondutypursuanttoArticle2.2.3,above:

(a) has been security-vetted by the appropriate authorities and has sufficient skill andexperiencetocontroland,wherevernecessary,prevententrytothePMOAfromtimetotime;(b) isthoroughlybriefed, inadvance,byanappropriaterepresentativeoftheFranchisee(and,whereconsiderednecessary,bytheBCCIAnti-CorruptionManager)aboutwhattheyarerequiredtodotosatisfactorilyperformtheirdutiesinthisregard;(c) is provided with appropriate identification so as to make him/her instantlyrecognisableasamemberofthesecurityorstewardingteam;and(d)willensurethattherulesregardingthedisplayofaccreditationcardsforthePMOA(asdescribedinArticle3,below)arestrictlyadheredtoatalltimes;

2.2.5 issue,reasonablyinadvanceofthestartoftheIPLseason,allaccreditationcardspermitting

accesstothePMOAtoeachoftherelevantPlayers,andPlayerSupportPersonnel;2.2.6 issue,reasonablyinadvanceoftheIPLseason,allaccreditationcardspermittingaccessto

thePMOAtoeachoftherelevantMatchOfficials,andMatchOfficialSupportPersonnel;

2.2.7maintain a comprehensive andup-to-date list of all individuals towhomsuch cardshavebeenissuedandprovideacopyofsuchlisttotheBCCIAnti-CorruptionManagerathis/herrequest;

2.2.8 referanyadditionalrequestsforaccreditationcardswithaccesstothePMOAfromtimeto

timetotheBCCIAnti-CorruptionManagerforhis/herconsiderationandapproval;2.2.9provide a fixed photograph board at each entrance to thePMOA that bears a duplicate

photographofeachpersontowhomaccreditationcardsforaccesstothePMOAhavebeenissuedpursuanttoArticles2.2.5and2.2.6,above,andacopyofthetypeofaccreditationcard(s)thatallowsentrytothePMOA;

2.2.10installCCTVcoveringallaccesspointstoeachoftheteamdressingroomsandshallensure

that such footage is copied at the end of theMatch to a hard-drive or any other deviceprovidedbytheBCCIAnti-CorruptionManager;

GUIDANCENOTE: It isnotarequirementoftheseMinimumStandards,butasamatterof

‘bestpractice’,theBCCI’sACUrecommendsthat,unlessotherwiseagreedbytheBCCIAnti-Corruption Manager, each of the team dressing rooms should only have one entry/exitpoint.

2.2.11ensurethattherearenofixedortemporaryvideocamerasorotherrecordingequipment

setupwithin anydressing room (includinganyadjoiningmedical orother similar rooms)used by the teams orMatch Officials for the purposes of broadcasting video or audiofootage from the moment that the stadium has commenced its access control for theMatch right through until the Match has been completed (i.e. the last ball has beenbowled);

2.2.12provideasafeandsecurelocker(orothersimilarstoragefacility),intowhichallPlayersand

Player Support Personnel (subject to the limited exceptions set out herein)must depositanyMobileDevicepriortoenteringthePMOA;and

2.2.13provideasafeandsecurelocker(orothersimilarstoragefacility),intowhichalltemporary

visitors(includingBCCIandFranchiseestaff)tothePMOAmustdepositanyMobileDevicepriortoenteringthePMOA,togetherwithalogbookfacilitythatallowssuchstoragetobeaccuratelyrecordedandmonitored.

2.3 InrelationtoeachIPLMatch,theMatchRefereemust:2.3.1 checkwhetherthereareanystatic/landline(orother)telephonecommunicationdeviceswithin

the operational room(s) usedby anyMatchOfficialon the day of theMatch and,where anyexist,immediatelyreportthesametotheBCCIAnti-CorruptionManager;

2.3.2 checkwhether thereareany fixedor temporaryvideocameras setupwithin theoperationalroom(s)usedbyanyMatchOfficialonthedayoftheMatchand,whereanyexist,immediatelythereportthesametotheBCCIAnti-CorruptionManager;

2.3.2 ensure that the rules regarding the display of accreditation cards for the PMOA (as

describedinArticle3below)arestrictlyadheredtobytheMatchOfficialsatalltimes;and

2.3.3 implementaprotocolpursuanttowhichallMobileDevicesmustbe(a)collectedfromtheUmpires(includingthirdorotherUmpires)priortotheirentrytothevenueonthedayoftheMatch, and (b) safely and securely stored during theMatchuntil such time as thoseMobileDevicescanbereturnedinaccordancewiththeseMinimumStandards.

ARTICLE3DISPLAYOFACCREDITATIONCARDSFORTHEPMOA3.1 GeneralPrinciples:

3.1.1As a general rule, access to thePMOAwill be restricted to only those individualswhosepresenceinthatareaisabsolutelyessentialforoperationalpurposes.ThiswouldinvariablyincludePlayers,MatchOfficials,BCCIAnti-CorruptionManager, otherBCCIACU staff andPlayer Support Personnel such as members of the team coaching staff, medical andphysiotherapy staff, team analyst, kit/baggage man, team liaison officer, team mediamanagerandteamsecuritymanager.

3.1.2 In certain circumstances, PMOA accreditation may also need to be issued to other

individualswhomayneedaccesstothePMOAfromtimetotimeforoperationalreasons,including,forexample,BCCIofficialsandmembersofthevenue’ssecurity,maintenanceorcleaning or catering staff. In respect of such individualswho require access on a regularbasis through the IPL season, a special supplementary PMOA accreditation cardmay beauthorized by the BCCI Anti-Corruption Manager and produced in accordance with theprovisionssetout inArticle2.2.2. Inrespectof individualswhoneedtemporaryaccesstothe PMOA, temporary “visitor” accreditation may be issued by the BCCI Anti-CorruptionManager. SuchtemporaryaccreditationcanonlybeprovidedbytheBCCIAnti-CorruptionManager,whomayimposesuchconditionsontheaccreditation(includingforspecifictimeperiodsorareasetc.)ashe/shedeemsappropriateinthecircumstances.

3.1.3For the avoidance of doubt, and except as described in Article 3.2, below, no individual,

irrespectiveoftheiridentity,job,roleorresponsibility,willbeallowedtoenter,orremainwithin,thePMOAwithoutdisplayinganofficialaccreditationcard.

3.2 Players,PlayerSupportPersonnelandMatchOfficials:

3.2.1All Players, Player Support Personnel and Match Officials must display their PMOAaccreditationcardspriortotheirfirstentryintothePMOAonthedayofanIPLMatch.

3.2.2OncetheyhavecompliedwithArticle3.2.1,allPlayers,PlayerSupportPersonnelandMatch

OfficialsdonotneedtocontinuetodisplayorcarrytheirPMOAaccreditationcardssolongas they remain at all timeswithin anyof thePMOA, thenets or practice areaor fieldofplay.

3.3 ‘Visitors’tothePMOA:

3.3.1All visitors must display their supplementary PMOA accreditation card or their PMOAtemporary‘visitor’accreditationcard(asrelevant)whenevertheyenterorleavethePMOAfromthemomentthatthestadiumhascommenceditsaccesscontrolforanIPLMatchrightthroughuntiltheMatchhasbeencompleted(i.e.thelastballhasbeenbowled).

3.3.2All temporary visitors must carry their supplementary PMOA accreditation card or their

PMOA temporary ‘visitor’ accreditation card (as relevant) at all timeswhilst they remainwithinthePMOA.

ARTICLE4USEOFCOMMUNICATIONDEVICESINTHEPMOA4.1 SubjectstrictlytotheexceptionssetoutinArticle4.2,thefollowingprohibitionsshallapplyfrom

themomentthatthefirstPlayerofanyparticipatingteamentersthePMOAforanIPLMatchrightthroughuntiltheformalconclusionoftheMatch(i.e.afterthefinalballhasbeenbowled):

4.1.1no person shall be allowed to use and/or carry any Mobile Device for any reason

whatsoever,whethertoaccesstheInternetorotherwise,inthePMOA;

4.1.2no person shall be allowed to use and/or or carry, any laptop computer (or any othersimilarcommunicationdevice)foranyreasonwhatsoever,whethertoaccesstheInternetorotherwise,inthePMOA;and

4.1.3no person shall be allowed to use any static / landline (or similar) telephone capable of

makingcallsfrominsideorreceivingcallsfromoutsidethePMOA.4.2 UnlessotherwiseagreedbytheBCCIAnti-CorruptionManagerinadvance,theonlyexceptionsto

theaboveprohibitionsare:

4.2.1eachteammanagershallbepermittedtocarryaMobileDevicewithinthePMOA,providedthatitisusedeither:(a)byhim/herforcricketoperationspurposesonly;and/or(b)byanyPlayerorPlayer Support Personnel for any important personalmatter, provided that theteammanagerhasgivenhisexpresspermissiontothePlayerorPlayerSupportPersonnelbeforesuchuse;

4.2.2notused;

4.2.3each team securitymanager andMatch Officials securitymanager shall be permitted to

carry aMobile Devicewithin the PMOA but any such devicemust be turned onto silentmode at all times whilst such individual is in the PMOA and must not be used for anypurposeeitherinsideoroutsidethePMOAatthevenue,otherthaninthecaseofasecurityemergency;

4.2.4eachMatchReferee shall bepermitted to carry all of theMobileDevices that havebeen

collected fromeachUmpire (includingany thirdorotherUmpire) aspartof anyprotocolimplementedbyaMatchRefereepursuanttoArticle2.3.4above;

4.2.5each teammanager shallbepermitted tocarryandusea laptopcomputer (oranyother

similar communication device), whether to access the Internet or otherwise, within thePMOA,providedthatitisusedonlybyhim/herandonlyforcricketoperationspurposesofalogisticaloradministrativenaturerelatedtotheMatchorupcomingIPLMatches;

GUIDANCE NOTE: For the avoidance of doubt, any team manager who uses his laptopcomputer (or any other similar communication device) other than for cricket operationspurposes of a logistical or administrative nature (for example, for personal use) shallautomaticallybeinbreachofArticle4.2.5.

NothinginArticle4.2.5shallpreventaPlayerorPlayerSupportPersonnelbeingabletoviewthe screen of a laptop computer that is being used by the teammanager, provided thathis/her viewing of the laptop: (a) is carried out at all times in the company of the teammanager;and(b) isforcricketoperationspurposesofa logisticaloradministrativenatureonly.

4.2.6afurtheroneotherPlayerSupportPersonnelperteam,whoseidentitymustbeapprovedin

advancebytheBCCIAnti-CorruptionManager,shallbepermittedtocarryandusealaptopcomputer(oranyothersimilarcommunicationdevice)withinthePMOA,providedthat:(a)it is usedonlyby the identified individual andonly for cricketoperationspurposes; (b) itmaynotbeusedtoaccessthe Internetand/orforanyaudio-videocommunicationatanytimeuntil the finalball in theMatchhasbeendelivered;and(c) theBCCIAnti-CorruptionManager shall have absolute discretion to direct that the laptop computer (or any othersimilarcommunicationdevice)beusedonlyinaspecificareaorlocationwithinthePMOA.

GUIDANCENOTE:NothinginArticle4.2.6shallpreventaPlayerorPlayerSupportPersonnelbeing able to view the screen of a laptop computer that is being used by the permittedPlayerSupportPersonnel,providedthathis/herviewingofthelaptop:(a)iscarriedoutatalltimes in the company of the permitted Player Support Personnel; and (b) is for cricketoperationspurposesonly.

4.2.7 the team doctor shall be permitted to carry and use one Mobile Device and one laptop

computer (or other similar device), whether to access the Internet or otherwise, within the PMOA, provided that either device will only be used in the case of a genuine medical emergency and must not be used for any other purpose. Any such Mobile Device must be turned onto silent mode at all times whilst such individual is in the PMOA. Any such laptop computer (or other similar device) carried by the team doctor must be password protected and password locked when not in use, with the password known only to the team doctor;

GUIDANCE NOTE: For the avoidance of doubt, any team doctor who uses a Mobile Device and/or laptop computer (or any other similar communication device) other than in the case of a genuine medical emergency (for example, for personal use) shall automatically be in breach of Article 4.2.7.The team doctor shall provide the telephone number of any Mobile Device used by him/her in the PMOA to the BCCI Anti-Corruption Manager at the start of the match. The team doctor shall allow the BCCI Anti-Corruption Manager access to the Mobile Device and/or laptop computer used by him/her in the PMOA at any time during the match upon the request of the Anti-Corruption Manager to enable the Anti-Corruption Manager to review the history of any communications made on such device during the match. Any Mobile Device or laptop computer carried and/or used by the team doctor in the PMOA pursuant to Article 2.4.7 may only be used by that team doctor , save that the team physiotherapist will be allowed to review medical information contained on the laptop computer in circumstances where the team doctor is present and is in control of the laptop computer. The physiotherapist shall not have access to the laptop computer on his/her own. For the avoidance of further doubt, only one laptop computer (or similar device) can be carried and/or used by the team doctor in the PMOA. It is therefore not permitted for a team doctor to carry both a laptop computer and a tablet or iPad in the PMOA

4.2.8 theMatchRefereeshallbepermittedtocarryaMobileDevicewithinthePMOA,provided

thatitisusedeither:(a)byhim/herforcricketoperationspurposesonly;and/or(b)byany

MatchOfficialforanyimportantpersonalmatteronly,providedthattheMatchRefereehasgivenhisexpresspermissiontotheMatchOfficialbeforesuchuse;

4.2.9 theMatch Referee shall be permitted to carry and use a laptop computer (or any other

similar device), whether to access the Internetor otherwise,within thePMOA, providedthatitisusedonlybyhim/herandonlyforcricketoperationspurposes;

4.3 Fortheavoidanceofdoubt,noneoftheforegoingprovisionsshalloperatetoprevent:

4.3.1 theuseoftwo-wayhandhelddevicesthatusededicatedfrequenciesovershortdistances(i.e. a walkie-talkie) by Player Support Personnel for the purpose of communicationbetween the dug-out anddressing roomarea formedical and/or tactical reasons only inaccordancewiththerelevantmatchplayingconditions,providedthatsuchcommunicationdevicesaresuitablyencryptedtoavoiddetectionbyanythirdpartyinthenearbyvicinity;and/or

4.3.2 the use of electronic communication devices between on and off-fieldMatchOfficials in

accordancewiththerelevantplayingconditionsand/oranyothercommunicationprotocolsas may be required from time to time, provided that such communication devices aresuitablyencryptedtoavoiddetectionbyanythirdpartyinthenearbyvicinity;

4.3.3thewearingofmicrophonesbyaplayerinanIPLMatch,providedthatitisforthepurposes

of providing commentary to a television broadcast only and it complieswith any officialregulations thatmay be in force governing the type and nature of any commentary thatPlayersmayormaynotbepermittedtomakeonsuchbroadcastduringanysuchMatch.

4.4 Fortheavoidanceofanydoubt,allindividualspermittedtocarryandusealaptopcomputer(or

anyothersimilarcommunicationdevice)withinthePMOApursuanttoArticle4.2aredeemedtohave (a)consented tosuch laptoporotherdevicebeingmonitoredby theBCCIAnti-CorruptionManager for thepurposeof establishingwhetherornot the Internet hasbeenaccessed in anyrelevant period, (b) agreed to provide such laptop or other device to theBCCI Anti-CorruptionManager immediately upon request so that any identified Internet browsing activity can beauditedand (c) agreed toprovide such technical information (including,without limitation, anyapplicableMACnumber)aboutsuchlaptoporotherdevicetotheBCCIAnti-CorruptionManagerasmaybenecessarytocarryoutsuchmonitoringand/orauditingactivity.

ARTICLE5LEAVINGTHEPMOA5.1 Other than in the case of amedical or security emergency, once inside thePMOA, should any

Player, Player Support PersonnelorMatchOfficial need to leave for any personal or any othermatterthatisnotrelatedtotheperformanceofhisdutiesintheMatchinquestion,thefollowingprocessmustbefollowed:

5.1.1 priortoleavingthePMOA,he/shemustobtaintheexpresspermissionofeither(a)theBCCI

Anti-CorruptionManager, or (b) where theBCCI Anti-CorruptionManager is unavailable,therelevantteammanager(inthecaseofaPlayerorPlayerSupportPersonnel)orMatch

Referee (in thecaseofanUmpire),whomustassoonaspossible report thegrantofanysuchpermissiontotheBCCIAnti-CorruptionManager.

GUIDANCENOTE:suchpermissionmustexplicitlysetoutwherethePlayer,PlayerSupportPersonnelorMatchOfficial isallowed togowithin thevenue, forwhatpurposeandwithwhomhe/sheisentitledtocommunicateinordertocompletethatpurpose.

5.1.2 whilstoutsideofthePMOA,thePlayer,PlayerSupportPersonnelorMatchOfficialmust

(a)carryhis/herPMOAaccreditationcardanddisplayitagainpriortoreturningtothePMOA;

(b)complywithalloftherestrictionsonuseofcommunicationdevicesdescribedinArticle4,asifsuchpersonwasstillinthePMOA;and

(c)onlycommunicatewiththosethirdpartieswithwhomhe/shehaspermissiontocommunicateandonlyengageinsuchcommunicationsasarenecessaryforthecompletionofsuchpurposesashavebeenapproved.

ARTICLE6THEAUTHORITYOFTHEBCCIANTI-CORRUPTIONMANAGER6.1 At each IPL Match, all Franchisees, Players, Player Support Personnel,Match Officials, Match

Official SupportPersonnelandanyother visitors to thePMOAagreeandacknowledge that theBCCI Anti-Corruption Manager (or such other member of the BCCI ACU) shall have absoluteauthority,withoutbeingrequiredtoprovideanyexplanationorreason,to:

6.1.1bepresentinanypartofthePMOA(including,fortheavoidanceofdoubt,anypartofthe

dressingroom)wherehe/sheconsidersappropriateatanytimeonthedayoftheMatch;

6.1.2 issue temporary ‘visitor’ accreditation cards for the PMOA where he/she considersappropriateonthedayoftheMatch;

6.1.3approveordenyanyrequest forPMOAaccreditationcards, irrespectiveofthe identityof

theindividualrequestingsuchaccreditation;

6.1.4 remove,orcancelthevalidityof,anyPMOAaccreditationcardalreadyissued,irrespectiveoftheidentityoftheindividualwithsuchaccreditation;

6.1.5 require any person who is not displaying a valid accreditation card to leave the PMOA

immediately,irrespectiveoftheidentityofsuchindividual;

6.1.6 require any person in possession of anyMobile Device, laptop computer (or any othersimilardevice)to immediatelyprovidesuchMobileDevice, laptopcomputer(oranyothersimilardevice)totheBCCIAnti-CorruptionManagerforauditingpurposes,suchauditingtotakeplaceatanagreedtimeandplaceandinthepresenceoftheowner;and

6.1.7 require any person in thePMOA to immediately submit themselves and/or any clothing,

baggage or other items in their possession, to be searched by the BCCI Anti-CorruptionManager,providedthatsuchsearchiscarriedoutinthepresenceofathirdpartywhoshallbeamemberofthevenuestewarding/securityteam.

6.1.8accompany any Player, Player Support Personnel orMatch Official who has been given

permissiontoleavethePMOAforanexpresslyapprovedpurpose.6.2 AnyfailuretocomplywithanyrequestmadeunderArticles6.1.6or6.1.7shallbedeemedtobea

breachoftheseMinimumStandardsandwillbedealtwithinaccordancewithArticle7,below.ARTICLE7BREACHESOFTHEMINIMUMSTANDARDS7.1 WhereanyFranchisee isallegedtohavebreachedanyofArticles2.2.1–2.2.13(inclusive),then

such alleged breach will be reported by the BCCI Anti-Corruption Manager to the Head ACU.Thereafter, theHead ACU shall correspondwith the Franchisee in an attempt to ascertain theexplanation behind any alleged breach and to seek the implementation of any correctivemeasuresthathe/sheconsidersappropriate.

7.2 WhereanyMatchRefereeisallegedtohavebreachedanyofArticles2.3.1–2.3.4(inclusive),then

such alleged breach will be reported by the BCCI Anti-Corruption Manager to the Head ACU.Thereafter,theHeadACUshallcorrespondwiththeMatchRefereeinanattempttoascertaintheexplanation behind any alleged breach and to seek the implementation of any correctivemeasuresthathe/sheconsidersappropriate.

7.3 WhereanyPlayer,PlayerSupportPersonnelorMatchOfficial isallegedtohavebreachedArticle

3.2,thensuchallegedbreachwillbereportedbytheBCCIAnti-CorruptionManagertotheHeadACU. Thereafter, theHead ACU shall correspond with the Player, Player Support Personnel orMatchOfficial(copyingintherelevantFranchiseetowhichthePlayer,PlayerSupportPersonnelisaffiliated) inanattempttoascertaintheexplanationbehindanyallegedbreachandtoseektheimplementationofanycorrectivemeasuresthathe/sheconsidersappropriate.

7.4 WhereanyPlayer,PlayerSupportPersonnelorMatchOfficialisallegedtohavebreachedeitherof

Articles 4.1, 5.1, 6.1 or 6.2, then any such alleged breach will be reported by the BCCI Anti-CorruptionManagertotheHeadACU.Thereafter:

7.4.1 theHeadACUwillwritetothePlayer,PlayerSupportPersonnelorMatchOfficial(copying

the letter to the relevant Franchisee to which the Player, Player Support Personnel isaffiliated)seekinganexplanation for theallegedbreach, suchexplanation tobeprovidedwithinaperiodoffortyeighthours;

7.4.2uponreceiptofanysuchexplanation(oraftertheexpiryoffortyeighthours,whicheveris

theearliest)theHeadACUshalldeterminewhetherthePlayer,PlayerSupportPersonnelor

MatchOfficialisinbreachoftherelevantArticle(s).WheretheHeadACUdeterminesthattherehasbeenabreachofeitherArticle4.1,5.1,6.1or6.2:

(a) in thecaseofa firstbreach, thePlayer,PlayerSupportPersonnelorMatchOfficialwillreceiveafineofINR1,00,000imposedagainsthimbytheHeadACU;

(b)inthecaseofasecondbreach(irrespectiveofwhetherthesecondbreachisofthesameArticleasthatpreviouslybreached,thePlayer,PlayerSupportPersonnelorMatchOfficialwillhaveafineofINR3,00,000imposedagainsthimbytheHeadACU;and

(c)inthecaseofathird,oranysubsequent,breach(irrespectiveofwhetherthethird,oranysubsequent,breachisofthesameArticleasthosepreviouslybreached),thePlayer,PlayerSupportPersonnelorMatchOfficialwillbebannedforupto3 IPLMatchesandhaveafineofINR5,00,000imposedagainsthimbytheHeadACU.

7.4.3AnydecisionmadebytheHeadACU inrelationtoanyoftheabove,shallbethefull,final

andcompletedispositionofthematter,immediatelybindingandnon-appealable.
