CA Ed.G.E. (CA Education for a Global Economy-Prop 58)
Parent Communication and Involvement:COEs and districts solicit parent input regarding language acquisition programs through the local control and accountability plan (LCAP) parent and community engagement process.
COEs and districts inform parents of available language programs through the annual parent handbook (EC Section 48980) or upon enrollment, including a description of each program offered.
COEs and districts respond to parent requests to establish a new program and offer the requested program, to the extent possible, when:√ 20 parents in a grade level at a school make a request.√ 30 parents at a school make a request.
CA Ed.G.E. (CA Education for a Global Economy-Prop 58)Language Acquisition Program Design: Ensures ELs acquire English as rapidly and as effectively as possible. Provides instruction on the state-adopted content standards, including the ELD
standards. Is informed by research and leads to grade level proficiency and academic
achievement in both English and another language (where applicable).
Language acquisition programs include, but are not limited to, Dual-Language Immersion, Transitional Bilingual, Developmental Bilingual, and Structured English Immersion (SEI). At a minimum, LEAs must offer a program of SEI for English learners.
Structured English Immersion (SEI) Program: A language acquisition program for English learners in which nearly all classroom instruction is provided in English, but with curriculum and a presentation designed for pupils who are learning English. At minimum, students are offered ELD and access to grade level academic subject matter content.

LCAP ESSA Federal Addendum TemplateThe LCAP Every Student Succeeds Act (ESSA) Federal Addendum Template was approved by the State Board of Education (SBE) on March 14, 2018.

LEAs seeking to apply for ESSA funds will be required to complete an LCAP Federal Addendum Template and an application on CARS in addition to the LCAP. LEAs will be required to complete and submit the Addendum for the 2018–19 school year. Submit locally-approved LCAPs to COEs by June 30, 2018. Submit and post board approved addendum directly to the CDE (not
COEs) by August 15, 2018. Process and procedures are forthcoming. The LCAP ESSA Federal Addenda Readers’ Conference will be held
September 17–21, 2018 in San Diego. The Title III 2018–19 Guidance Document serves as a resource for LCAP and
Addenda development. The CDE Title III 2018–19 Guidance Document will be posted at https://www.cde.ca.gov/sp/el/t3/t3leads.asp under Plan Development Resources tab.

Initial ELPAC Local Scoring Tool After administering the Initial ELPAC, trained local educational agency (LEA) staff will
score the Initial ELPAC Answer Books locally, using the Local Scoring Tool (LST). The LST, located within the Test Operations Management System, allows the user to enter a student’s raw score information from the Score Sheet, inside the back cover of the Answer Book, to determine the Initial ELPAC overall proficiency level and scale score.
On May 16, from 1 to 2 p.m., Educational Testing Service (ETS) will present a live Webcast that will provide a guided walkthrough of the Initial ELPAC LST. No preregistration or logon account is required. To access the Webcast, go to the Training tab at ELPAC.org and select “Live Webcast.”
Reminders Scores from the CELDT retest or CELDT 2016–17 may be used for reclassification
until May 30, 2018. Once students are reclassified, please update the English Language Acquisition Status in the California Longitudinal Pupil Achievement Data System (CALPADS) no later than May 31, 2018. The status of students whose information has not been updated in CALPADS will be shown as “EL,” and the LEA will not be in compliance with state and federal requirements to annually assess all English learners.

Considerations to Increase AccessibilityThe CDE is evaluating several features based on

Summer Scoring of Initials• Two options:
– Request a Statewide Student Identifier and submit English languageacquisition status record of TBD; enter raw scores into the Local Scoring Tool to generate an official score

Next Steps to Increase Accessibility• Federal government will be releasing Peer Review Guidance for

CA requesting an waiver for ELPI
State Seal of Biliteracy Assembly Bill 1142 updating the proficiency assessments to include
the California Assessment of Student Performance and Progress (CAASPP) and the English Language Proficiency Assessments for California (ELPAC). The new requirements also include demonstrating oral proficiency in the second language equivalentto that required to pass an Advanced Placement exam.
ALL districts and schools requesting the SSB will utilize only the new online Insignia Request Form. This form is located on the CDE SSB Web page at http://www.cde.ca.gov/sp/el/er/sealofbiliteracy.asp.
