Our Department Mission “It is the mission of the Bella Vista Fire Department to serve our community with

professionalism, integrity and pride through rapid response, the highest quality of

care and conservation of life and property. We do this to ensure a safe and healthy

community for the present and future residents of Bella Vista, Arkansas. ”

INTRODUCTION The purpose of this document is to outline a comprehensive Annual Training Plan for the Bella Vista Fire

Department which builds upon the basics of firefighting and EMS care. The structure and content of this

plan has been methodically developed to meet the dynamic needs of the organization and its person-

nel, while simultaneously improving time management and coordination efforts through the early

scheduling of 2019 training topics and events. While every effort will be made to adhere to the program

provided in the following pages, it should be noted that a reasonable amount of flexibility and subse-

quent revision will be made to accommodate new equipment, annual in-service training, and time-

sensitive training opportunities.

The cumulative goal of this plan and its associated efforts is to provide personnel with the best possible

preparatory knowledge, skills, and abilities to provide compassionate and professional care to our citi-

zens and visitors. Furthermore, the safety and effectiveness of our personnel and emergency scene

operations will be enhanced through the provision of these diverse training opportunities developed in

accordance with established federal, state, and local requirements as well as the ISO Fire Suppression

Rating Schedule and National Fire Protection Association.

An overview of the training topics by discipline which are covered in this plan, the approximate fre-

quency of presentation, the contact hours per member, as well as the hours of “shift-to-shift” training

interactions are illustrated below. Please note the respective color coding for each “Training Topic” as

these color codes will remain consistent throughout this training plan.

Standards Training Academies are held twice annually; one in the spring and one in the fall. This train-

ing is held through the Northwest Arkansas Fire Training Academy; a combination of metropolitan Fire

Departments and the Northwest Arkansas Community College Firefighter I & II program. Highly quali-

fied Training Officers from each department, bring a vast knowledge-base and wealth of experience to

aid in training some of the best, new Firefighters in the Nation, right here in Northwest Arkansas.

MONTHLY TRAINING PLAN Development of the monthly training plan includes several months of planning and input from those

working the front-line. Based on our mission, goals are continually evaluated, objectives created, and

then the task of training begins. Training is a team effort. The Captain of the crew is a primary compo-

nent in the training of firefighters under his command. From morning equipment checks to providing

care, to the physically demanding structure fire, firefighters have to be ready for anything at anytime.

Selection of these topics are intended to build upon the basics of knowledge and skills each firefighter

has developed from their “standards” training to this point. The entire plan begins with an overall focus

for the entire year, and then topic relating to the annual focus is given for each month. Core Compe-

tencies, in the format of skills and drills that relate to the focus for that month, are assigned to the Cap-

tain for teaching their company. By learning and practicing these skills at their own pace, each compa-

ny will help to reinforce existing skills, incorporate new skills, and develop life-long learning with high

rates of retention. This helps the majority of Firefighters who learn by hands-on-training and who like

to perform in the spirit of safe competition. The idea for this style of training program is to contribute

to the ongoing success of each member through preparation, practice, and positive reinforcement.

Core Competencies are Assigned to the

Captains each Month

Approximately 18 hours of company drills are assigned to the

Captain in two-hour blocks and located in the month’s training

rollout. The Captain reserves the right to hold more drills to

increase proficiency or enhance the drill depending on his

crew’s training needs. However, in order to provide a more

uniform service delivery and expectations between shifts, the Captain must consult with the Training

Division prior to any changes in the drill. The Training Division strongly supports any Captain who may

need assistance in clarification or administration of any core competency skill or drill. The Captain is

responsible for ensuring that all assigned core competencies have been completed throughout the

month and are properly recorded into the training records system.

Lecture and Practical Series are Held

by the Training Division each Month

To bring it altogether, the training division provides a

lecture series on the focus topic nearer to the beginning

of the month for each shift. This provides for continuity

of training, and for more uniform operational results on

the front-line of firefighting. To provide for life-long

learning, whenever possible, a practical, multi-company

training event will be performed at the end of the month. Lecture and practical events will be sched-

uled on Tuesdays through Thursdays, to allow for all personnel on shift to receive the training. If per-

sonnel miss the administered content of any session, the Captain is responsible for relaying what is

missed.

National Fire Protection Association (NFPA) & ISO Training Standards NFPA 1001: Standard for Firefighter Professional Qualifications requires the essential basis of this train-

ing plan. The Insurance Services Office (ISO) provides a service to a majority of insurance companies,

both commercial and residential. ISO determines a rating between one and ten with ten being the

worst rating and one, the best. The lower your rating number is, the more money saved for insurance

costs for all of the citizens within our City limits. Trained personnel are vital to a competent fire sup-

pression force. ISO evaluates training facilities and their use; company training at fire stations; training

and certification of fire officers; driver/operator, hazardous materials, and recruit training; and building

familiarization and pre-incident planning inspections. This information was gathered by the Fire Sup-

Haz-Mat Team Training The Haz-Mat Team and TRT Teams are led by Captain Brandon Earley with Captain James Butcher as-

sisting. Whenever calls for hazardous materials incidents occur, initial on-duty crews will respond ac-

cordingly. All personnel are trained to an “operations” level, but not all hold the certification of

“technician” level. The Haz-Mat Technician is the elite of the Haz-Mat Team. Although initial crews

may be able to establish control zones and potentially identify the hazardous condition/s, the Haz-Mat

Team with trained technicians are able to perform actions within the “HOT” zone to work hard in miti-

gating the incident. Haz-Mat Team members train every month and participate in multiple regional

exercises.

TRT (Technical Rescue Team) Training

The Technical Rescue Team (TRT) is made of select members with higher qualifications of Swift-Water

Technician, CORE rescue certification, Rope 1 and 2 certifications, and a designation in one or more of

the following: Trench Rescue Technician, Confined-Space Rescue Technician, Cave Rescue Technician,

and Structural Collapse Technician. TRT training is high-risk training and requires great technical skill

and physical conditioning above the average requirements of active duty firefighter. Personnel put a

great deal of time in both personal and professional study. Team members train every month.

EMS Training Emergency Medical Service (EMS) for our citizens and visitors account for more than 80% of the calls for

help received annually. We not only train to be the best, we strive to give you the best EMS care in the

Nation. The City of Bella Vista Fire Department takes pride in providing you with top of the line

transport ambulances, direct telemetry of ECGs to the Emergency Department from the scene, special-

ized care equipment, and a medication inventory to handle every emergency.

Our personnel receive mandatory training in pediatric, adult, and geriatric advanced life-support.

Crews participate in multiple courses to study the effect of trauma and continually research new tech-

nology and new ways to improve what may be someone’s worse day. We are very proud of our staff

and the hard work that they put into the job; both personally and professionally.

From start to finish, a Paramedic is tasked with the greatest responsibility of all; the life of another. It is

our oath to do no harm and help those in need, no matter the circumstance. Professionalism and

attributes of the highest integrity drive each medic to perform to the best of their ability in the worst of

circumstances, and when the call is over; prepare for the next. Documentation is a key responsibility,

time consuming, and necessary to provide an accurate and complete account of any incident. Wait,

there’s more. Besides everything listed above; all of our personnel hold EMS qualifications and are re-

quired to attend monthly continuing education related to EMS care. Each month, personnel are provid-

ed a formal continuing education (CEUs) structure in order to relicense every 2 years. Each month is

focused on a particular EMS topic of focus for that month.

The Technical Rescue Team is centered around Swift Water Rescue and Recovery as these call types occur more frequently than any other type of special rescue. With 7 lakes, multiple streams and a topography of rolling hills and valleys, the City of Bella Vista experiences many dangerous conditions as a result of flash flooding resulting in calls for rescue.

Bella Vista will Be Hosting More 40-Hour Certification Courses It is very important to bring outside information into Bella Vista. A vital component of Fire Service training relies heavily on keeping up with new technologies, tactics, and the science behind what we do. The future of Bella Vista Fire Department Training is Getting Closer The Honorable Mayor and Chief Sims are working hard to acquire the appropriate fund-ing for a new training tower, driving pad, and potentially, a new classroom facility on site. Progress to date: The training facility site has been acquired with a binding 25-year lease agreement be-tween the P.O.A. and the City of Bella Vista for the 12.5 acre property located at or near the intersection of Chelsea Lane and Tudor Driver, Bella Vista, AR. The 2019 budget has identified the Training Facility as a priority, but at this time listed as “unfunded”. This may likely require alternative sources of funding such as a bond issue or that determined by the Mayor and City Council at a later date. The Bella Vista Fire Department strongly supports moving forward with a training facility to provide es-sential training components and facilities to protect our Firefighters and Patrons.

Description of Need For the Proposed Site and Training Tower The City of Bella Vista is a unique anomaly among Northwest Arkansas existing cities. Newly incorporated as a City in comparison, Bella Vista is made up of rolling hills, beautiful landscapes, golf courses, and heavily wooded areas. Roads lie upon the ridges and paths leading to the valleys with many newly formed subdivisions scattered throughout. This City is growing exponentially as Northwest Arkansas becomes the new family, peaceful, health-oriented place to live. Calls for help total more than four thousand re-sponses per year and house fires present an even more dangerous, complex problem for our firefighters. Bella Vista has a vast road structure system broken out into many fingers of road systems. Street names are unique, narrow roads make it more danger-ous to operate large fire equipment, and the access for these apparatus are limited in confined areas leading into these subdivisions. Currently, we rely heavily on local businesses, churches, the P.O.A. to provide large paved areas for the Fire Department to train personnel in operating and driving all of our fire apparatus. Many times, these paved areas are to thin with asphalt to support these large apparatus, and therefore easily become damaged. The City then works to repair and replace any equipment or pavement damaged immediately. Put simply, the Fire Department is in great need of a proper driving pad with a large enough space to perform minimum required training to new drivers. The pad would do much more than train new drivers; it will provide an area for perform-ing structure fire drills, roadway scenarios, hose operations, pump operations flowing water, extrication, and a driving cone course as pictured on the next page. Training Site Location The training facility site location was selected for many reasons. First, to provided the required space per ISO requirements for a live burn training tower and minimum of five acre training grounds. Second, for it’s “out of sight” location so that the activities occur-ring during training are of the least amount of disturbance possible. Third, for a poten-tial location of a possible fire station to be located onsite in future planning.

Research and Selection of a Fire Training Tower A committee of five personnel was formed to research different types of construction for live-fire training facilities or towers. The committee was comprised of Division Chief of Training Scott Cranford, Captain Brandon Earley, Captain James Butcher, EMS Coordinator Captain Leon Lieutard, and Captain Justin Tesreau. These gentlemen put in a great deal of work towards this project and are vetted in seeing the Bella Vista Fire Department rise to the top in class of Training. Two classifications of live-fire systems currently available on the market were examined; Class A, which burns actual wood/pallets and hay products, and Class B which burns LPG or Pro-pane Gas. Class B is the more expensive, higher maintenance, and less realistic of fire condi-tions option. For the sake of simplicity, the committee simply visited multiple regional and multiple out of state facilities within a three month time period. The sites visited were Pea Ridge, Springdale, Fayetteville, Lincoln, Fort Smith, Joplin, Edmond, Tulsa, Carl Junction, and Rogers training sites. Of the sites visited, several notes were taken as to the longevity, usage, construction, training features, classification for live-fire, and recommendations of their respective staff per-sonnel operating those particular facilities. The results have led us to move towards what the committee believes would be the most eco-nomical, long-lasting, efficient, used for multiple purposes, and best option for the Bella Vista Fire Department from now and into the future. Many area departments have chose Conex and/or modular type systems for live-fire training; many showing signs of interior and exterior heat damage, paint peeling, and warping of metal within the first two years of use. Tulsa’s “five-alarm” Conex system is heavily rusted and has a poor appearance from the outside; they have since invested in a large concrete style, multiple story training facility. One facility made of Conex boxes was completely rendered unusable due to extensive heat damage. We do not believe the Conex system would last near as long as the building we have selected. The committee would prefer to have a combination facility to house the ability to hold Class A burns on one floor, and Class B burns on the second, but simply adding Class B technology, adds a minimum upgrade price of $225,000 USD. This addition of the Fire Training Tower will provide all of the required “Live-Fire” training facility requirements by ISO and NFPA and bring the Bella Vista Fire Department into compliance. By obtaining this new level of training, the City of Bella Vista is looking to improve its ISO rating from a 4x down potentially to a rating of 3x. We strive to better serve each patron and visitor!

Proposed Training Tower A steel/concrete combination or fully concrete facility would best suit our needs. Op-tions to paint or pre-mix a specified color is available, but the facility comes built to one of the most sturdiest fire facilities/towers on the market. There is no need to “being careful” about ground ladder placement or rappelling down the side as the surface is virtually non-destructible. Advanced interior lining systems protect designated burn rooms while the remaining part of the building can be utilized for just about any type of training.

Exterior Fire Props In order to best simulate real-life emergencies, exterior fire props are essential for new firefighters as well as veterans to learn and refine the necessary skills to do the job safely and effectively. These props help to bring life-like awareness to the proper tac-tics in fighting each specific fire, how to recognize potential hidden dangers, and give each member the confidence to be successful. Control and efficiency is paramount.

Classroom Facility There is no supplement for having the classroom nearer to the training site. A class-room building with appropriate firefighter rehab after extensive live-fire drills, restrooms,

showers, shelter from fast-approaching storms, and storage for training equipment and reserve apparatus assigned to training. Ice machine for hot days, heat for cold days, air supply machine for SCBAs during Live-Fire operations, and an office for the Train-ing Chief and Training Captain. This facility could serve as an additional fire station when staff is assigned to this location. This would help to further improve our service.
