Light of hope is on the horizon, prospects look promising for the ex-tractive industry, this year.

Already the mining industry is celebrating an excellent start to the year 2017. The first quarter has already indicated several positives for the coal and gem-stone miners and stakeholders.

News that India has directed the state company International Coal Ven-tures Limited (ICVL) to resume the company’s mothballed overseas opera-tions will not only breathe life into the shareholders’ pockets but ignite lots of activities on the economy.

The once suspended operations at Benga and Tete East coal block have potential to help pull up the country’s economy, provide the much needed employment opportunities.

In addition, meet India’s demands for coking and thermal coal assets with a target of securing at least 500-million tonnes of coal reserves overseas by 2020.

Let the Benga and Tete east coal blocks be extensively exploited, to meet analysts forecast for a positive economy in 2017.

Economist Intelligence Unit (EIU) recently revealed that economic activities are expected to spring to life.

EIU says the economy will rise in 2017, after ending the year with the lowest value in the last 15 years, of just 3.6%.

According to the EIU report coal production is tipped to be one of the economic drivers due to rising international prices and robust demand from India.

Analyst forecast indicate an average rate of 4.4% in 2017/2018 and 5.3% in 2019/2021.

However, the economy will still be far from the average of 7.3% that was achieved in the period between 2005 and 2015.

Moving away from coal, gem discoveries are also showing positive signs with potential to prop up the economy.

With such an encouraging start to the year, the heavily pregnant mining industry should help move the country’s economy from the murky waters and give birth, meeting the nation’s expectations.

Remember fiscal plans are already bordering around the reduction in pub-lic spending, expected to fall by 16.4% in 2017, limiting the growth of the construction and services sectors, historically supported by government contracts.

CBSteel to export Nacala’s coal

Nacala’s coal has found market in the Brazil steel industry. The development comes after China Brasil Xinnenghuan International Investment (CBSteel) announced plans to build a coal plant in the

in Nampula province.

The US$1.4 billion investment is to transform the mined coal into coking coal for export to Brazil.

The construction of the Nacala plant financed by the Chinese government is a twelve months project, expected to annually export 4 million tonnes of coal on completion.

According to media reports, Mozambique government approved 92 projects in the last five years that attracted approximately US$823 million in Chinese direct investment with the potential to create more than 14,000 jobs.

Inhambane oil wells to kickoff operation

Sasol intends to start extracting oil from Inhambane province in the next 48 months.

Stephen Cornell, Sasol Executive Director said following the discovery of hydrocarbons in two wells off the shore of Inhambane, after drilling four prospecting wells, productions plans are in the pipeline.

With natural gas deposits in Pande, Temane and Inhambane, Sasol is optimistic that Inhambane is going to have the first oil wells to become operational.

Sasol began drilling the first well in May 2016 under the production-sharing agreement signed with the Mozambican government in Inhambane.

Meanwhile American group Anadarko Petroleum and Italy’s ENI have also discovered major oil deposits, several years ago in the Rovuma Basin.

Largest mine opens in Canada’s Northwest Territories

The world’s largest new diamond mine in the last 13 years, Gahcho Kué has began commercial production.

Gahcho Kué a De Beers Group and Mountain Province Diamonds joint venture is expected to produce approximately 54 million carats of rough diamonds over its lifetime.

“With Gahcho Kué achieving commercial production, it successfully builds on the transformation of De Beers in Canada,” said Kim Truter, Chief Executive Officer of De Beers Canada.

The fly-in/fly-out remote mine site situated approximately 280km northeast of Yellowknife in the Northwest Territories (NWT) of Canada comprise of three open pits and will employ 530 people full-time, with the majority working a two-week in/two-week out rotation.

De Beers and its partner are optimistic of the mine’s potential.

“Gahcho Kué is a rich diamond deposit that secures Canada’s position as one of the world’s leading diamond producers,” said Patrick Evans, President and Chief Executive Officer of Mountain Province Diamonds.

More gemstone for Montepuez

Montepuez Ruby Mine continues to deliver strong results, with a significant increase in ore processed, as a result of improved

operational efficiencies.

Gemfields the developers said the mine produced 1.1-million carats of ruby and corundum in the last quarter of 2016 compared with the 1.6-million carats in the prior comparable period in 2015, as lower-grade but higher-value material was processed.

Meanwhile Gemfields Kagem Mine in Zambia had a production of emerald and berly nearly halved to 4.7-million carats in the three months to December 31, compared with the 8.2-million carats produced in the three months to December 2015.

Ian Harebottle, Chief Executive Officer of Gemfield said the mine experienced a mixed second-quarter with lower production volumes, as a result of the varied nature of the mineralisation at the deposit, which was offset to some extent by the efforts of the operating team on site.

Mozambique improves Vali Group’s performance

Brazilian blue-chip mining company Vale Group with operations in Mozambique and Australian has improved its loss making operations.

Vale Mozambique’s operations step up turned the group’s performance from a loss of US$508 million in 2015 to a US$54 million loss in 2016.

The subsidiary Vale Mozambique had an operating loss of US$105 million in 2016 during the fourth quarter, a figure which compares with a loss of US$508 million in 2015.

According to the company the improvement compared to 2015 was due mainly to the reduction of costs and expenses in the amount of US$344 million and an increase in prices, which increased the company’s turnover by US$140 million.

Vale’s Moatize coal located in the Tete province of Mozambique, hit a record of 5.5-million tons last year, 500 000 t (or 10.7%) higher than in 2015.

This comprised 3.5-million tons of metallurgical – or coking – coal and two-million tons of thermal coal.

Vale credited the increase to a number of operational improvements at the Moatize Phase I site and the start of operations at Moatize Phase II. The group reports that the Moatize II ramp-up is going well and that its production for 2016 amounted to 940 000 t.

Mustang acquires 65% in Alpha ruby deposit

Ruby miner Mustang Resources has acquired a 65% interest in Alpha ruby deposit that borders its existing Montepuez project.

Christiaan Jordaan, Mustang Managing Director said the acquisition of the new licence was another important step in the company’s strategy to become a leading global supplier of rubies.

“We recently achieved our target of tripling the throughput rate on our bulk sampling and we now beat it regularly.”

Mustang plans to immediately start a prospecting programme to determine a preferred location to open a bulk sample pit, following the completion of environmental permitting on the new mining licence,

In addition, start processing gravels from the priority areas identified, further enhancing the current bulk sampling programme and ruby sales planned for this year.

My wife, Beverley, is and has been the rudder in my life, Gregory Bathurst Tighe has been the keel since day one, Janine Bernadette Conradie is the mast of this operation with Dean Page the anchor.

'It has been a long and eventful journey, navigating throughout the decades of good and lean years, learning and adapting our methodology along the way to find new solutions to logistic challenges, but we've also had loads of fun.

'When I look back to our humble beginnings and where we are today, we are clearly doing something right. I can only attribute our success and longevity in the industry to solid partnerships with clients and service providers who have loyally stood alongside us as we've grown.'

as wind tower tubes, mining bucket wheel reclaimers, combine harvesters, 100 ton LP heaters for Medupi.

One of the most challenging projects took a total of three months to complete, a month of planning and two months of transportation. It involved relocating 45 loads of bucket wheel reclaimers from Saldahna to Sishen South mine. Considered abnormal out-of-gauge haulage and at 9m wide, the transportation required special permission and escorts as it snaked its way up and over the steep Piekeniersberg Pass, in four hour intervals (to allow for other traffic to pass) as part of the route.

'This industry lends itself to new challenges on a daily basis and one learns to adapt to the situation like a chameleon,' says Janine Conradie. 'Some days are really trying and others exhilarating, but in the end, always rewarding. Transport and supply chain logistics is not for the faint hearted. This industry teaches you the skills that can carry you through any situation life presents.

'Besides all the interesting people I have met, I have also learned so much about this industry and many others too. 'Taking the time to really understand a client's business is the best way to assist them when developing their logistics solution. I have been fortunate to travel to Madrid to accept a transport award on behalf of Concargo, to Antwerp for a Heavy Lift conference and to the Breakbulk Europe Expo. We have also participated as exhibitors at various expo's, such as SAPICS, The International Book Fair and at Breakbulk Africa.’

Three transport divisions, scalable business modelConcargo has three distinct transport divisions encompassing all aspects and types of logistics solutions, namely: Road Transport Short-haul and Long-haul and Express Distribution throughout South Africa; Road Transport Cross/Over Border via all Ports in SA, SADC and neighbouring countries in Sub-Saharan Africa; and Project Cargo Management, Abnormal Out-of-Gauge, Heavy Haulage and Mobile Crane and Rigging Services, Relocation/Mobilisation Services.

Our business model is highly scalable due to its Owner Driver Hauliers and Sub-Contractor fleet base. 'We can supply from 1 to 100 trucks, or more, at short notice, especially when a ship docks and cargo needs to be discharged

on a scheduled basis.

'Our Project Department, manned with highly qualified engineering specialists and experienced in all aspects of project transportation, assess the scope of work, survey the terrain, and quantify the end-to-end solution to complete the project,' explains Kruyer.

'Over the years, the project division have conveyed project shipments including vast over- dimensional and heavy lifts, and delivered on time and to the client's ultimate satisfaction. We foster partnerships with a wide range of asset owners, thereby providing access to a great variety of vessels and rolling stock through our strategic partnerships and alliances.

Forward thinking'The regulatory and business landscapes are changing dramatically and there is a transition within our industry with disruptive innovation, drone logistics, (loT) Internet of Things, Blockchain Technology and more,' says Kruyer.

'We have had to learn to adapt and innovate as never before. But the need to keep pace with these changes has a cost, and how we address these challenges must, in the end, benefit our customer and service providers. That's why collaboration amongst all players in the global supply chain community has never been more important.'

Italian multinational oil and gas company ENI has announced intentions to sell its stake Area 4 block of the Rovuma basin.

Claudio Descalzi, ENI Chief Executive Officer said the sale of this stake comes ahead of the announcement of the final decision on investment in the Coral Sul field, the first zone of the Area 4 block to come into operation.

Media reports suggest that US group ExxonMobil is the preferred candidate for the offer, though EI could not confirm the rumour.

“ExxonMobil is already working in Mozambique and we have had regular meetings as partners first in the fifth tender in which it has fields in Angoche and the Sofala and Zambezi blocks and, second, in relation to its entry in Area 4,” said Descalzi.

In October 2016, the national oil company ENH said the ExxonMobil would partner ENI in exploring the country’s largenatural gas reserves in the Rovuma block.

ENI is the operator of Area 4 with an indirect stake of 50% held through its subsidiary Eni East Africa (EEA), which in turn owns 70% of Area 4.

The other partners are ENH, with a 10% share, Portuguese group Galp Energia (10%), Kogas of South Korea (10%), and the China National Petroleum Corporation (CNPC) has an indirect stake of 20% through Eni East Africa.

Mustang Resources is set to export its second commercial parcel of gem-quality rubies from its Montepuez project.

The company said 25 000 ct parcel sale is expected to significantly increase the sales revenue.

The parcel includes four 'special stones' of 5 ct or more and stems from the outstanding results of the bulk sampling and prospecting programme at Montepuez.

Earlier this year, Australia company Mustang Resources despatched its first commercial parcel of the precious stones from its Montepuez Ruby Project.

According to the company the parcel contained 6 221 ct of rubies, of which 75 ct was accounted for by five “special stones”, including two rare 24 ct rubies, “none of which require treatment”.

Mustang Resources has fully re-commissioned its plant after moving it closer to water sources and to the property’s main ruby deposit, Alpha deposit.

The company’s production is now being ramped up to a target of 525 t of ore a day while monthly production will be around 11 025 t, given 21 working days in the month with one shift a day.

“The initial results following plant relocation suggest we can triple throughput rates,” said Christiaan Jordaan the company’s Managing Director.

“At the same time, we have achieved a key milestone with the first commercial shipment of rubies recovered through bulk sampling, as well as our highly successful prospecting teams that form part of our local community engagement and employment programme.

This shipment will play a vital role in helping us to place market values on our rubies, as well as growing awareness and understanding of our world-class stones among customers. As a result, we will be better placed to estimate the revenue we can generate from our rapidly growing production profile.”

Through Montepuez Ruby Project, located in the Montepuez Complex, in Cabo Delgado province, Mustang expects to accrue its first sales revenues during the first half of this year.

Currently, it is carrying out auger drilling to map the ruby-containing orebody throughout the project area and to be able to delineate a Joint Ore Reserves Committee-compliant resource.

Meanwhile Gemfields held its seventh auction of rubies from MRM in Singapore, from December 12 to December 16, with 39 companies making bids. The auction brought the company $30.4-million, with an average realised price per carat of $27.79. In all, 1 094 406 ct was sold, representing

80% of the offering by weight and 85% by market value (a total of 1 372 145 ct had been offered for sale).

The company’s first auction was held in June 2014 and the aggregate revenues from all seven auctions totalled $225.7-million. All but the third auction were held in Singapore. The third auction was held in Jaipur, India; it recorded the poorest results of all the auctions so far. The first, third, sixth and seventh auctions also included corundum, a by-product of the mining for rubies.

Atlas Copco has announced intentions to create a new company focused on mining and civil engineering. The board of directors is due to authorise the business at the group’s annual general meeting in April.

Pulled out from the Mining & Rock Excavation Technique and Construction Tools divisions of Atlas Copco, the new company is set to list on the Nasdaq Stockholm Stock Exchange towards the second half of next year.

“Both businesses are global leaders in their respective fields and will benefit from a more focused management responsibility,” Atlas Copco chairperson Hans Stråberg commenting on the split.

Last year, the mining and construction units to form NewCo had its sales hit a US$3.1-billion mark for the 12 months ended September 30, 2016, with an operating margin of about 16%.

The Swedish service provider said Atlas Copco will retain industrial customers through catering for compressor technique, vacuum technique and industrial technique business areas, as well as the portable energy division, including service, and the speciality rental divisions.

According to the group, the industrial company has about 33 000 employees, had sales of US$7.9-billion and an operating margin of about 20%.

“The two businesses have different demand drivers and demand characteristics,” said Atlas Copco group president and Chief Executive Officer Ronnie Leten.

“A split will increase their respective abilities to add value to customers, grow the business and attract talent,” Leten added.

Meanwhile the new company would include 12 000 employees, comprising all divisions within Mining & Rock Excavation Technique, Construction Tools, and related services.

“This is a fantastic opportunity. With the new company solely dedicated to mining and civil engineering, we can serve our customers even better than we do today,” says Mining & Rock Excavation Technique business area president Helena Hedblom.

Hedblom said the rationale behind the splitting of the Group is to ensure that both Atlas Copco and NewCo are provided ‘the best growth opportunities in respective market segments’.

With a dedicated Board and Chief Executive Officer, NewCo is expected to be more agile and respond faster to market requirements.

“From an organisational point of view there will be no changes. We have strong customer centers, professional people, excellent products and superior services. Our customer support will be reinforced as we can run operations more focused from present premises.”

South Africa-based utility company Zest Energy, a subsidiary Zest WEG Group has constructed seven generators power plant at Balama graphite project.

ASX-listed Syrah developers of Balama said the plant will start operating in April producing an initial capacity of 12.5 MW with an installation of seven 2 200 kW diesel generators.

Located 250 km west of Pemba in northern Mozambique, Balama Mine requires supplementary power to ensure adequate supply though connected to the national grid.

Alastair Gerrard, Zest Energy Managing Director is optimistic the plant will meet Balama Mine expectations.

“We need to ensure 100% availability and have consequently designed the plant with substantial standby capacity to allow for maintenance and repairs without affecting supply,” Gerrard said.

The 2200kW generators plant is the largest footprint project tackled by Zest Energy yet, to be expanded later to eleven generators, of which two will be standby units.

Gerrard said companies within the Zest WEG Group supplied equipment for the extensive scope project.

According Zest Energy the containerised power generators include WEG alternators with automatic voltage regulation systems, as well as motorised louvres, generator auxiliary systems and fuel and lube tanks.

In addition, to cool the engines, a horizontal-type radiator system, rated for 50°C ambient temperature, manufactured in South Africa was used at the plant.

The company says each radiator includes 10 WEG 3 kW fan motors positioned in two cooling banks of five fans each.

“One of the challenges of the mine environment is the presence of graphite dust, which is highly conductive and must not be allowed to enter the power generation units.

“For this reason, a filter system was designed that could accommodate the high volumes of moving air required to cool the engines, while also requiring as little maintenance as possible,” said Gerrard .

As a result, a local solution was designed in the form of a custom-engineered, self-cleaning cartridge type ventilation and pressurisation fan unit, comprising four WEG 7.5 kW fan motors.

Zest Energy has also installed a 30 000 litre intermediate fuel tank to draw from the customer’s bulk fuel storage system with a duplex fuel filtration and circulation system.

“We will also provide various systems for plant auxiliary power requirements and for plant earthing and lightning protection, as well as cabling, terminations, racking and supports to all plant electrical equipment,” Gerrard said.

Meanwhile, Zest Energy also successfully implemented a project at the Kamoa-Kakula mine project, in the Democratic Republic of Congo (DRC). The mine is a joint venture between Canadian mining company Ivanhoe Mines, China’s Zijin Mining Group and the DRC government has been independently verified as the largest copper find in Africa.

The project handover in October last year marked Zest Energy’s first successful mobile substation solution delivered to the DRC.

The high cost of powering a mine using diesel generators resulted in the decision to procure a mobile substation that could interface with the network of the DRC’s national power utility Société Nationale d’Électricité (SNEL) and supply power to the mining operation during its construction phase.

The company supplied a complete 120/11 kV mobile substation, incorporating a 15/18 MVA custom-engineered mobile transformer.

Zest Energy undertook the full scope of the project – designing, manufacturing, supplying, testing, delivering, installing and commissioning the complete mobile substation – inclusive of the trailer, transformer and related electrical equipment, expounds Gerrard.

He notes that much effort went into the trailer design – the overall dimensions and weight – to keep it within road limitations and road ordinance requirements when transporting the mobile substation from Johannesburg to the DRC.

However, challenges were experienced in keeping the mobile substation within these limitations and requirements.

These challenges were mitigated by disassembling the transformer, transporting the auxiliary components to site by road and reassembling it on location, requiring oil filtration and purification, and a full spectrum of tests to be conducted after reassembly.

Moreover, a complete substation protection system together with an earthing system was supplied, all which complied with SNEL requirements, Gerrard said.

The last phase of the project involved skills transfer - workers on the mine were trained to operate the substation.

Gerrard said skills transfer is an important part of Zest Energy’s package: “We want to work in countries in Africa, but we also want to upskill people to undertake the effective operation and maintenance of the products and solutions we supply.”

Zest Energy, being a subsidiary of Zest WEG Group and its parent company, manufacturer of electrical products WEG, in Brazil, capitalises on access to a huge international spectrum of products, skills and services. Gerrard says with this international support and expertise, Zest Energy can take advantage of groupwide technological developments and tailor them to meet Africa’s needs.

The government of India has directed the state company International Coal Ventures Limited (ICVL) to resume the company’s mothballed overseas operations.

India’s Coal ministry told ICVL not to waste time to revive operation of existing overseas coal blocks or delay the acquisition of new assets, warning that delays were unacceptable.

Some of the suspended operations are Benga and Tete East coal block. In 2015, ICVL halted production at Benga, saying the crash in international coking coal prices had made operations financially unviable.

The rebound of international coking coal prices from a low of $80/t when the Benga operations were halted, to levels of above $200/t at present has inspired Indian government to call for ICVL to resume production overseas immediately.

The operations of ICVL are to be aligned with the country’s new National Steel Policy, a draft of which is now in circulation.

300-million tonnes a year. To achieve cost competitiveness, domestic steel producers are expected to cut their reliance on imported coking coal.

“The Indian steel sector is disadvantaged due to the limited availability of essential raw materials and, due to a shortage of domestic coking coal, both in terms of quality and quantity, pig iron producers and blast furnace operations in India have to significantly depend on importing coking coal,” the draft policy said.

As a result, it is imperative for companies like ICVL to fit into the overall objectives of the policy through significant gains in securing critical raw materials sources overseas, a Ministry official added.

ICVL is a special purpose vehicle of government companies, was established in 2009 with the mandate to acquire coking and thermal coal assets overseas; however, it has made limited progress in reaching its goal of securing at least 500-million tonnes of coal reserves overseas by 2020.

ICVL is a joint venture between government companies, including steel producers Steel Authority of India Limited, Rashtriya Ispat Nigam Limited, iron-ore miner NMDC Limited and coal miner Coal India Limited.

The operations of ICVL are to be aligned with the country’s new National Steel Policy, a draft of which is now in circulation.

The upswing in the mining industry, which was reflected at the 2017 Investing in African Mining Indaba in Cape Town has opened up exciting opportunities for a wide range of companies active in the

sector. The improved outlook towards commodity prices, particularly iron ore, coal and base metals, has been a boost for the sector, while the upbeat tone of the Mining Indaba this year is expected to cascade into new ventures. The 2017 Investing in African Mining Indaba released updated figures recently, revealing that 71% more investors had attended the event this year. There was also a 50% increase in the number of small cap and small private mining companies attending the week-long gathering in Cape Town. A total of 6,080 people attended the Mining Indaba this year. Laura Pingree, Director of the Mining and Energy team for global accounting and consulting firm, Moore Stephens, said the mood at the Mining Indaba this year was more positive than last year and has consequently led to more opportunities. “We’ve been doing groundwork for the past couple of years, and working really hard. Now that the market has picked up, people are coming to us. Companies are interested in a more serious African footprint.” People were also interested in meeting up with Moore Stephens representatives through its growing spread of member firms around Africa. Given the increasing interest in mining opportunities across West Africa over the past two years, Moore Stephens is expanding its member firm network growth strategy to encompass the enrolment of quality firms in Mali, Senegal, Togo, Burkina Faso, Ivory Coast and Guinea Conakry during 2017. The firm already has a very strong presence in countries like South Africa, Nigeria, Cameroon and Ghana. Other developments have also prompted interest.

“We are currently working on a corporate finance transaction that will bring a world class product manufactured in South Africa to the world market,” said Hans Hillermann, Corporate Finance Partner for Moore Stephens Durban. “This innovation provides mining operations cost-effective products in the period when the pressure is to reduce cost reduction.” Michael Simms, Moore Stephens Mining and Energy leader, based in London, was upbeat about the prospects for mining projects which have survived the downturn cycle.

Simms said despite the more positive outlook, he expected the recovery in the sector to be gradual, with political risk in some African countries and compliance pressures still causing some uncertainty. He has noted an increasing trend towards opportunities in renewable projects. “Improved commodity demand from China during 2016 has been a positive sign with the potential for increased spending on infrastructure in 2017 an important element driving this upturn in demand,” said Olivier Barbeau, Moore Stephens South Africa Mining Leader based in Johannesburg. Barbeau, who has recently advised several Chinese mining operations entering the South African marketplace, has experienced first-hand the increased interest in the Southern African mining sector. David Tomasi, Mining Partner based at Moore Stephens Perth, said it was clear companies that had tightened up on their costs over the past few years were in a stronger position. “Small to mid-cap projects are finding it easier to be funded, as investors start to look for value. This is a real sweet spot for us.” “Since the beginning of 2016 we have seen increased interest in potential Africa opportunities as well as South African clients of Moore Stephens firm seeking to enter the Australian mining market with innovative mining technologies,” said Tomasi. Tomasi said copper, unconventional gas and renewables were definitely starting to generate interest, particularly in Africa where reliable power supply is such an issue. “I expect nickel, platinum and lithium to have a bit of a run as the world craves better sustainable energy solutions, with power storage being a key component on this,” he added. Besides its regular audit and advisory work with clients, Moore Stephens is also at the forefront of conducting country reconciliations for the Extractive Industries Transparency Initiative (EITI), having completed the process for countries ranging from Mali and Zambia to Burkina Faso, Ethiopia and Myanmar. Fifty-one countries are either fully compliant or are going through the process to be part of the EITI, a global standard which promotes the open and accountable management of natural resources, mainly of oil, gas, metals and minerals.

United Nations Conference on Trade and Development (Unctad) says African states are not benefitting fairly from mining.

The Unctad’s Secretary-General, Mukhisa Kituyi has made a call for fair, transparent disclosure around extractives industry in Africa

Kituyi said clear and open rules of engagement between governments and mining companies should be crafted.

Addressing delegates at the Investing in African Mining Indaba, Kituyi said that there was still a feeling of anger over the unequal sharing of the benefits of the extractive industry in African countries.

Kituyi said one of the best ways investors in the mineral sector can assist is to develop benchmarks towards a fair agreement.

“We need to cultivate a sense of fair sharing,” Kituyi suggested, adding that governments had a responsibility to prioritise what needed to be done, from sound innovation policies in building resource assets, to the fair and productive use of tax and returns from minerals which should be invested in people.

He said new arrangements are vital as Africans depended heavily on tax revenue.

“Africa has a unique problem. Taxes are Africa’s largest source of public revenue, more than anywhere in the world. This makes people in Africa very vulnerable to taxation.”

He said a transparent tax regime was essential citing that lopsided agreements between mining companies and politicians may work in the short term, but were not fair or sustainable.

Kituyi, a former Kenyan trade and industry minister said Unctad was helping the African Union work with presidents in Africa to agree to basic principles on transparency in the type of contracts they sign.

He said some African governments were unaware of how much was being mined out of their countries by foreign investors. They rely simply on trust, but do not know the figures.

“Building the capacity to monitor is a major step that countries have not taken. Institutions of governance have been horribly wobbled. Governments don't quantify what they are getting from extractors.”

Kituyi said it was important to publish the nature of contracts. “This creates the condition in which extractives are not the basis of political wars, which we’ve seen in Central Africa in the past 50 to 60 years.”

More generally, he said, African countries were grappling with changes flowing from trade liberalisation.

“Under globalisation, there has been massive liberalisation panic in weak developing countries.” He said trade-related revenues and customs duties had dropped without a rise in public revenues.

The Africa Union (AU) says energy ministers should proactively unlock investment to develop energy infrastructure across the continent.

Dr Elham Ibrahim, Commissioner for Energy and Infrastructure at AU and Vice Chair for Africa at the World Energy Council (WEC), said energy infrastructure development should continue to top political and business decision making.

“I believe the time for more serious action has come for scaling up the implementation of renewable energy in Africa.

The continent has abundant renewable energy resources in the form of hydropower, solar, wind, geothermal and bio-energy that are appropriate for responding to the challenge of energy access, especially for our large

rural population,” said Dr. Ibrahim.

Dr Ibrahim said the AU Commission alongside the WEC should speed up renewable energy projects and strategies already in the pipeline and developed to support the African continent in achieving a sustainable energy future.

He cited that the visionary agreement at COP21 in Paris coupled with the dynamic innovation context, defining new opportunities and the shifting risks and resilience frontiers should prop up the continent’s energy sector.

Dr Ibrahim however points that the challenge is to now turn words and ambition into measurable actions at both national and regional levels to accelerate the energy transition.

AU believes the ability to deliver and deploy the most carbon effective, resources efficient and resilient solutions at scale will be key to achieving secure, equitable and environmentally viable energy systems.

“But without clear leadership, regional integration and collaboration beyond the borders of individual nations, African nations could fall short on their ambitions.”

AU’s sentiments are also shared by Liz Hart, Managing Director, Africa Energy Indaba, said: “The African continent has the necessary mineral resources, climate and geology to meet its energy requirements. However, in many of its countries, there is a lack of funding, institutional will or technical skill to assist in developing the energy sector.”

“Without access to energy, Africa’s growth will be stifled and, as such, investing in energy solutions for the continent is “mandatory and absolutely necessary”, Hart said.

Luz de esperança está no horizonte, as perspectivas parecem prom-issoras para a indústria extrativa, este ano.

Já a indústria de mineração está celebrando um excelente começo para o ano de 2017. O primeiro trimestre já indicou vários aspectos pos-itivos para os mineiros de carvão e pedras preciosas e as partes interes-sadas.

A notícia de que a Índia dirigiu a empresa estatal International Coal Ven-tures Limited (ICVL) para retomar as operações desativadas empresa no exterior não só vai dar vida aos bolsos dos acionistas, mas também mas inflamar muitas actividades na economia.

As operações uma vez suspensas no bloco de carvão de Benga e Tete leste têm potencial para ajudar a levantar a economia do país, fornecendo as oportunidades de emprego tão necessárias.

Além disso, atender às demandas da Índia de ativos de coque e carvão térmico com o objectivo de garantir pelo menos 500 milhões de toneladas de reservas de carvão no exterior até 2020.

Permita que os blocos de carvão de Benga e Tete leste sejam amplamente explorados, para satisfazer as previsões de analistas para uma economia positiva em 2017.

A Unidade de Inteligência de Economista (Economist Intelligence Unit) (EIU) recentemente revelou que se espera que atividades econômicas

voltem à vida.

EIU diz que a economia vai subir em 2017, depois de terminar o ano com o menor valor nos últimos 15 anos, de apenas 3,6%.

De acordo com o relatório da EIU, a produção de carvão é proposta para para ser um dos motores econômicos devido à insurreição de preços in-ternacionais e exigência robusta da Índia.

As projeções dos analistas indicam uma taxa média de 4,4% em 2017/2018 e 5,3% em 2019/2021.

No entanto, a economia ainda estará longe da média de 7,3% que foi alcançada no período entre 2005 e 2015.

Afastando-se do carvão, as descobertas de gemas também estão mostrando sinais positivos com o potencial para sustentar a economia.

Com um começo tão encorajador para o ano, a extrativa fortemente grávida de esperança, deve ajudar a mover a economia do país das águas turvas e dar à luz para satisfazer as expectativas da nação.

Lembre-se de que os planos fiscais já estão próximos à redução da des-pesa pública, que deverá cair 16,4% em 2017, limitando o crescimento dos setores de construção e serviços, historicamente sustentado por contratos governamentais.

O sector mineiro de rubi de Moçambique continua a desenvolver-se, com a Mustang Resources, com sede na Austrália, anunciando no final de Janeiro que tinha despachado a sua primeira parcela comercial de pedras preciosas do seu projecto

naquele país para os EUA.

Esta parcela continha 6 221 ct de rubis, dos quais 75 ct foram explicados por cinco 'pedras especiais' (nas palavras da empresa), incluindo dois raros 24 ct rubis, 'nenhum dos quais exigem tratamento'.

Além disso, a empresa já reativou sua planta depois de movê-la mais perto de fontes de água e para o principal depósito de rubis da propriedade, designado o depósito Alpha. A produção está sendo aumentada para um objetivo de 525 t de minério por dia. Produção mensal será de cerca de 11 025 t, dados 21 dias úteis no mês com um turno por dia.

'Os resultados iniciais após a realocação da planta sugerem que podemos triplicar as taxas de produção', disse o Diretor-gerente da companhia Christiaan Jordaan. 'Ao mesmo tempo, conseguimos um marco importante para a Mustang com o primeiro carregamento comercial de rubis recuperados através de amostragem em massa, bem como nossas equipes de prospecção altamente bem-sucedidas que fazem parte do nosso programa de engajamento e emprego da comunidade local.

Este carregamento vai desempenhar um papel vital para nos ajudar a colocar valores de mercado em nossos rubis, bem como a crescente conscientização e compreensão de nossas pedras de classe mundial entre os clientes. Como resultado, estaremos melhor posicionados para estimar as receitas que podemos gerar a partir do nosso perfil de produção em rápido crescimento '.

A operação da empresa é o Projeto Montepuez Ruby, localizado no Complexo de Montepuez, na província de Cabo Delgado, no norte de Moçambique. A Mustang espera acumular suas primeiras receitas de vendas durante o primeiro semestre deste ano. Atualmente, está realizando perfurações de trado para mapear o corpo de minério contendo rubis em toda a área do projeto e para ser capaz de delinear um recurso compatível com o Joint Ore Reserves Committee (Comité Conjunto de Reservas de Minério).

O Mustang Montepuez Ruby Project não deve ser confundido com a vizinha Montepuez Ruby Mining (MRM) Limitada. Esta última é uma empresa de Moçambique que é detida a 75% pela mineira britânica Gemfields e 25% pela empresa moçambicana Mwiriti.

Gemfields realizou seu sétimo leilão de rubis da MRM em Cingapura, de 12 de Dezembro a 16 de Dezembro, com 39 empresas fazendo ofertas. O leilão trouxe à empresa US $ 30,4 milhões, com um preço médio realizado por quilate de US $ 27,79. No total, foram vendidos 1 094 406 ct, representando 80% da oferta em peso e 85% por valor de mercado (um total de 1 372 145 ct tinha sido colocado à venda).

O primeiro leilão da empresa foi realizado em Junho de 2014 e as receitas agregadas de todos os sete leilões somaram US $ 225,7 milhões. Todos, exceto o terceiro leilão, foram realizados em Cingapura. O terceiro leilão foi realizado em Jaipur, na Índia; Registou os resultados mais pobres de todos os leilões até agora. O primeiro, terceiro, sexto e sétimo leilões também incluíram corindo, um subproduto da mineração de rubis.

'Estamos muito satisfeitos com os resultados do sétimo leilão da Gemfields de rubis de Montepuez, apesar de alguns de nossos clientes não poderem participar enquanto se ajustam às mudanças de política de desmonetização regional [na Índia] que experimentaram nas últimas semanas', disse CEO da empresa, Ian Harebottle, em Dezembro.

'Os preços obtidos neste leilão, combinados com a elevada percentagem do valor vendido, apoiam plenamente a nossa opinião sobre a contínua procura sólida de rubis de Moçambique com origem responsável em mercados e categorias chave. A empresa chinesa Shanghai Electric Power (SEP) acordou investir 25,5 milhões de dólares num projecto de produção de energia em Moçambique contra a obtenção de uma participação de 60% na Ncondezi Power Company (NPC),

informou o grupo Ncondezi Energy.

A Ncondezi Power Company era até à data da assinatura do acordo de desenvolvimento conjunto uma subsidiária a 100% do grupo britânico Ncondezi Energy que detinha o controlo a 100% do projecto de construção de uma central térmica abastecida a carvão na província de Tete.

Nos termos do comunicado divulgado segunda-feira, os 25,5 milhões de dólares a serem pagos pela SEP serão colocados numa nova sociedade gestora de participações sociais que deterá 100% da NPC, indo ser utilizados para financiar os custos de desenvolvimento do projecto de produção de energia.

O acordo, adianta o comunicado, abrange apenas a central térmica, mantendo a Ncondezi Energy o controlo da concessão de carvão mineral que detém na região, na província de Tete, centro de Moçambique.

A mina de carvão vai produzir 1,3 milhões de toneladas por ano e a central térmica vai gerar 300 megawatts, numa primeira fase, aumentando para 1800 megawatts em fases sucessivas de 300 megawatts cada.

A Shanghai Electric Power é uma empresa cotada na Bolsa de Valores de Xangai, sendo a maior parte do seu capital social controlado pela State Power Investment Company, um dos maiores grupos chineses de produção de energia eléctrica.

A economia de Moçambique deverá crescer 7% este ano, devendo esse crescimento não ser comprometido pela seca severa que afecta a região sul e as chuvas intensas no centro e norte do país, afirmou recentemente o ministro da

Economia e Finanças.

O ministro Adriano Maleiane, que falava na sessão de encerramento da reunião de planificação 2015 entre o governo e o grupo de parceiros do apoio programático, reconheceu que o ano de 2016 vai ser difícil mas garantiu que tudo está a ser feito para corrigir os possíveis impactos negativos na produção.

“As cheias e a seca superam as previsões iniciais que tínhamos quando elaborámos o Plano Económico e Social e terão um impacto significativo na produção agrícola e na pecuária, mas acreditamos que não afectarão as previsões de crescimento económico para este ano”, garantiu Maleiane, citado pelo matutino Notícias, de Maputo.

A reunião com os parceiros tinha por objectivo apreciar os instrumentos de planificação do governo, designadamente o Plano Económico e Social, Orçamento do Estado, bem como a definição das metas de desempenho tanto do governo como dos parceiros para o período 2016-2018.

O embaixador de Portugal, José Duarte, na qualidade de presidente da “troika”, reafirmou o compromisso dos parceiros em garantir o desembolso dos fundos prometidos ao governo moçambicano, que este ano poderão chegar a 305 milhões de dólares.

O grupo ENI deverá nas próximas semanas assinar o contracto de venda de uma participação no bloco Área 4 da bacia do Rovuma, norte de Moçambique, anunciou o presidente executivo Claudio Descalzi, em declarações ao jornal Financial Times.

Claudio Descalzi não identificou o comprador da participação que deverá custar alguns milhares de milhões de dólares mas o grupo norte-americano ExxonMobil apresenta-se como o candidato mais provável uma vez que já dispõe de licenças de exploração petrolífera em Moçambique.

A venda desta participação deverá antecipar o anúncio da decisão final de investimento do campo Coral Sul, a primeira zona do bloco Área 4 a entrar em exploração.

Em Outubro de 2016, o presidente da estatal moçambicana Empresa Nacional de Hidrocarbonetos, Omar Mithá, afirmou que o grupo ExxonMobil iria ser parceiro do grupo italiano na exploração das grandes reservas de gás natural existentes naquele bloco.

Nessa altura, Omar Mithá classificou a entrada da ExxonMobil no mercado como um grande ganho, sobretudo devido à experiência que detém no mercado mundial de produção e distribuição do gás natural.

“A ExxonMobil já está a trabalhar em Moçambique e temos tido reuniões regulares como parceiros, primeiro do quinto concurso em que tem campos em Angoche e nos blocos de Sofala e Zambeze e, segundo, a respeito da sua entrada na Área 4”, referiu o presidente da ENH que garantiu que, no caso particular da Área 4, o grupo norte-americano não terá uma participação minoritária.

O grupo ENI é operadora da Área 4 com uma participação indirecta de 50% detida através da subsidiária Eni East Africa (EEA), que por sua vez detém 70% da Área 4.

Os outros parceiros são a Empresa Nacional de Hidrocarbonetos, com 10% de participação, o grupo português Galp Energia (10%), a Kogas da Coreia do Sul (10%), detendo a China National Petroleum Corporation (CNPC) uma participação indirecta de 20% através da Eni East Africa.

Rubi mineiro Mustang recursos adquiriu uma participação de 65% em uma nova licença de rubi que faz fronteira com seu projeto existente de Montepuez, em Moçambique, para 30 milhões de suas próprias ações e US $ 100 000 em dinheiro.

Os mineiros artesanais estão recuperando, segundo se informa, rubis grandes de alta qualidade, da área de licença, que fica a apenas 3 km do local da fábrica de Mustang e seu depósito de rubis Alpha e fica adjacente às licenças Gemfields listadas em Londres.

Mustang MD Christiaan Jordaan disse recentemente que a aquisição da nova licença foi outro passo importante na estratégia da empresa para se tornar um fornecedor líder global de rubis.

‘Recentemente, atingimos nosso objetivo de triplicar a taxa de produção em nossa amostragem em massa e agora a superamos regularmente’.

Além disso, o corte e polimento de rubis enviados para os EUA no início deste ano foi bem avançado, com Jordaan dizendo que estas vendas a curto prazo permitiriam a empresa valorizar seus rubis e foram um contributo fundamental para estudos de viabilidade.

Após a conclusão do licenciamento ambiental na nova licença de mineração, a Mustang iniciará imediatamente um programa de prospecção para determinar um local preferido para abrir um poço de amostra em massa. A empresa pode então iniciar o processamento de cascalho das áreas prioritárias identificadas, aprimorando ainda mais o atual programa de amostragem em massa e as vendas de rubis planejadas para este ano.

Ascensão de ações do Mustang na descoberta de grafite de alta

qualidade em Moçambique

O preço das ações da Mustang Resources na ASX cresceu na segunda-feira de manhã, depois que a empresa anunciou ter feito uma descoberta de grafite de alta qualidade em seu projeto Caula, em Moçambique. 'Esta grafite de alta

qualidade nos permitirá gerar um produto de alta qualidade a um custo relativamente baixo, aumentando as margens e proporcionando proteção contra qualquer volatilidade de preços', disse o MD Christiaan Jordaan em um comunicado.

Os resultados dos primeiros cinco furos de diamante retornaram graus de até 26% de carbono grafítico total (TGC). Os recentes furos de diamante perfurados no projeto têm uma média de 15,9% de TGC dentro da zona mineralizada de mineralização grafítica de 10 m da superfície para 65,68 m da superfície.

A mineralização de grafite é superficial, com altos graus próximos à superfície, incluindo 23,2% de TGC a 11 m da superfície, 23,6% de TGC a 12 m da superfície e 22,8% de TGC a 13 m da superfície. O maior valor de TGC registrado para este orifício é 24,9% TGC a 24,44 m da superfície.

O núcleo de broca (amostra) Caula está agora a caminho de um laboratório de Perth, que irá avaliar as suas características metalúrgicas. Estes resultados, combinados com os ensaios, serão utilizados para calcular uma nova estimativa de recursos compatíveis com o Joint Ore Reserves Committee (Comité conjunto de Reservas de Minerais).

A Mustang espera publicar essa estimativa no trimestre de Junho, seguida de um estudo inicial de escopo em Agosto.

A empresa também pretende realizar uma análise compreensiva da distribuição do tamanho de flocos e folhas de fluxo preliminares para produtos de alta qualidade de grafite concentrado, com o objetivo de confirmar as observações de campo que sugerem que o depósito de grafite de Caula contém grandes tamanhos de flocos. As ações da companhia fecharam o dia em alta de 9,64%.

O sector mineiro de rubi de Moçambique continua a desenvolver-se, com a Mustang Resources, com sede na Austrália, anunciando no final de Janeiro que tinha despachado a sua primeira parcela comercial de pedras preciosas do seu projecto

naquele país para os EUA.

Esta parcela continha 6 221 ct de rubis, dos quais 75 ct foram explicados por cinco ‘pedras especiais’ (nas palavras da empresa), incluindo dois raros 24 ct rubis, ‘nenhum dos quais exigem tratamento’.

Além disso, a empresa já reativou sua planta depois de movê-la mais perto de fontes de água e para o principal depósito de rubis da propriedade, designado o depósito Alpha. A produção está sendo aumentada para um objetivo de 525 t de minério por dia. Produção mensal será de cerca de 11 025 t, dados 21 dias úteis no mês com um turno por dia.

‘Os resultados iniciais após a realocação da planta sugerem que podemos triplicar as taxas de produção’, disse o Diretor-gerente da companhia Christiaan Jordaan. ‘Ao mesmo tempo, conseguimos um marco importante para a Mustang com o primeiro carregamento comercial de rubis recuperados através de amostragem em massa, bem como nossas equipes de prospecção altamente bem-sucedidas que fazem parte do nosso programa de engajamento e emprego da comunidade local.

A operação da empresa é o Projeto Montepuez Ruby, localizado no Complexo de Montepuez, na província de Cabo Delgado, no norte de Moçambique. A Mustang espera acumular suas primeiras receitas de vendas durante o primeiro semestre deste ano. Atualmente, está realizando perfurações de trado para mapear o corpo de minério contendo rubis em toda a área do projeto e para ser capaz de delinear um recurso compatível

com o Joint Ore Reserves Committee (Comité Conjunto de Reservas de Minério).

O Mustang Montepuez Ruby Project não deve ser confundido com a vizinha Montepuez Ruby Mining (MRM) Limitada. Esta última é uma empresa de Moçambique que é detida a 75% pela mineira britânica Gemfields e 25% pela empresa moçambicana Mwiriti.

Gemfields realizou seu sétimo leilão de rubis da MRM em Cingapura, de 12 de Dezembro a 16 de Dezembro, com 39 empresas fazendo ofertas. O leilão trouxe à empresa US $ 30,4 milhões, com um preço médio realizado por quilate de US $ 27,79. No total, foram vendidos 1 094 406 ct, representando 80% da oferta em peso e 85% por valor de mercado (um total de 1 372 145 ct tinha sido colocado à venda).

O primeiro leilão da empresa foi realizado em Junho de 2014 e as receitas agregadas de todos os sete leilões somaram US $ 225,7 milhões. Todos, exceto o terceiro leilão, foram realizados em Cingapura. O terceiro leilão foi realizado em Jaipur, na Índia; Registou os resultados mais pobres de todos os leilões até agora. O primeiro, terceiro, sexto e sétimo leilões também incluíram corindo, um subproduto da mineração de rubis.

A continuação dos baixos preços das matérias-primas levou países como Angola, Guiné Equatorial e Moçambique a colocar maior urgência na diversificação económica, numa altura em que a industrialização do continente tem apoio de grandes parceiros

internacionais, sobretudo a China.

Um relatório preparado para a última cimeira do G20, em Hangzhou (China) em Setembro de 2016, contém um conjunto de recomendações para os países africanos, incluindo, de forma inédita, uma referência ao que é apelidado de “Nova Revolução Industrial”, reforço do acesso a financiamento interno e externo, além de maior integração do comércio global e regional.

O relatório, tal como as conclusões da mais recente cimeira ministerial do Fórum de Macau, coloca o foco também no apoio ao desenvolvimento da agricultura e agro-indústria, além da necessidade de transferência de tecnologia, investimento em eficiência de energia e materiais e promoção de tecnologias e indústrias sustentáveis em ternos ambientais.

Li Yong, director-geral da Organização das Nações Unidas para o Desenvolvimento Industrial, defende em artigo recente que África “pode facilmente tornar-se num potentado económico global na próxima década”, mas que para tal “tem de se industrializar.”

“A questão é como. A resposta curta é dinheiro e acção. Temos de desafiar a comunidade internacional e parceiros de desenvolvimento a sustentar as suas declarações com compromissos financeiros reais. E temos de construir parcerias para executar esses programas”, adianta Li.

“África está bem posicionada para se industrializar. Além da sua riqueza maciça de recursos naturais, o continente tem um perfil demográfico favorável (a sua população em rápido crescimento significa que em breve terá a maior força laboral do mundo) e elevadas taxas de urbanização. Também beneficia de uma diáspora com formação elevada”, refere.

Através de reformas, diz Li, poderá abrir-se o caminho a parcerias público-privadas que criem investimento no desenvolvimento e manutenção de infra-estruturas, facilitando ao mesmo tempo a cooperação com organizações internacionais e instituições financeiras internacionais, que podem providenciar fundos adicionais.

A mais recente cimeira do Fórum de Macau, em Outubro de 2016, terminou com o anúncio de apoio à industrialização dos países de língua portuguesa, na linha do plano de Acção do Fórum para a Cooperação China-África de 2015, em Joanesburgo.

Na conferência ministerial de Macau, o primeiro-ministro da China, Li Keqiang, anunciou linhas de crédito chinesas para a África de língua portuguesa e Timor-Leste no valor de 2000 milhões de yuan (cerca de 270 milhões de euros), nos próximos três anos, destinadas a promover projectos de infra-estruturas, mas também a sua industrialização.

Foi ainda assinado um memorando de entendimento do Fórum de Macau relativo à cooperação em capacidade produtiva, que prevê a criação de um grupo de trabalho, que funcionará no âmbito do Secretariado Permanente do Fórum e que terá como função “coordenar o planeamento da cooperação, estabelecer ligações entre políticas de desenvolvimento e criar uma base de dados de projectos de cooperação em capacidade produtiva.”

Na Cimeira do G20, em Hangzhou, a China assumiu o objectivo de liderar a industrialização em África e nos países subdesenvolvidos com apoio dos líderes das economias mais desenvolvidas a esse objectivo.

A diversificação económica e reforço da capacidade produtiva saltou para o topo da agenda dos países de língua portuguesa com a quebra acentuada dos preços das matérias-primas a partir de 2014, que deixou países produtores de petróleo como Angola e a Guiné Equatorial em dificuldades económicas e financeiras.

Na sua última mensagem de ano novo, o Presidente angolano, José Eduardo dos Santos, assumiu as dificuldades que o país enfrenta, definindo como rumo o alargamento da base económica.

Situação semelhante enfrenta a Guiné Equatorial, terceiro produtor petrolífero africano, que está a tentar diversificar e atrair investimento estrangeiro através da chamada Holding 2020, uma sociedade de investimentos e participações do Estado dotada de mil milhões de dólares.

Em Moçambique, está em aplicação, com o apoio da China, um programa denominado “Cooperação da Capacidade Produtiva”, que visa apoiar a industrialização do país, promovendo as exportações e diminuindo as importações.

O governo da Índia tem dirigido a empresa estatal Internacional Coal Ventures Limited (ICVL) para retomar as operações no exterior da empresa desactivadas.

Ministério Carvão da Índia disse ICVL não perder tempo para reviver a operação de blocos de carvão no exterior existentes ou atrasar a aquisição de novos ativos, advertindo que os atrasos eram inaceitáveis.

Algumas das operações são suspensas bloco carbonífero de Benga e Tete Médio. Em 2015, ICVL interrompeu a produção em Benga, dizendo que o acidente nos preços internacionais de carvão de coque tinha feito operações financeiramente inviável.

“O setor siderúrgico indiano está em desvantagem de dois a limitada disponibilidade de matérias-primas essenciais e dois a uma escassez de carvão metalúrgico doméstico, tanto em termos de qualidade e quantidade, os produtores de ferro-gusa e operações de alto forno na Índia tem que dependem significativamente da importação carvão de coque “, disse o projecto de política.

Como resultado, é imperativo para empresas como ICVL para caber nos objectivos globais da política através de ganhos significativos em assegurar críticos fontes de matérias-primas no exterior, um funcionário do Ministério acrescentou.

ICVL é um veículo para fins especiais das empresas do governo, foi criada em 2009 com o envio para a aquisição de coque e ativos de carvão térmico no exterior; No entanto, ele fez um progresso limitado em atingir seu objetivo de assegurar pelo menos 500 milhões de toneladas de reservas de carvão no exterior em 2020.

ICVL é uma joint venture entre as empresas do governo, incluindo produtores de aço Steel Authority of India, Rashtriya Ispat Nigam Limited, ferro-hora mineradora NMDC Limited e mineiro de carvão Coal India Limited.

O grupo petroquímico sul-africano Sasol deverá começar a extrair petróleo em Moçambique dentro de dois a três anos, na sequência da descoberta de hidrocrbonetos em dois furos ao largo da costa da província de Inhambane, disse o director

executivo Stephen Cornell.

Cornell, que acumula as funções de presidente e presidente executivo conjunto, disse ainda à agência financeira Reuters que estes serão os primeiros poços de petróleo a entrarem em exploração em Moçambique.

O grupo Sasol explora depósitos de gás natural em Pande e Temane, província de Inhambane, tendo depósitos de grande dimensão daquele produto sido descobertos há alguns anos na bacia do Rovuma, norte de Moçambique, pelos grupos americano Anadarko Petroleum e italiano ENI.

Stephen Cornell informou ter o grupo feito quatro furos de prospecção, tendo todos eles produzido resultados positivos, sendo que numa das áreas onde estava previsto a descoberta singular de gás natural acabou por ser igualmente descoberto petróleo.

O grupo iniciou a perfuração do primeiro furo em Maio de 2016, ao abrigo do Acordo de Partilha de Produção assinado com o governo de Moçambique, em Inhambane, sendo estimado na altura que a primeira fase de desenvolvimento desse acordo – que contempla a realização de 14 furos – custaria 1400 milhões de dólares.

A produção na mina de carvão de Moatize, pertencente à mineradora brasileira Vale e localizada na província de Tete, em Moçambique, atingiu um recorde de 5,5 milhões de toneladas no ano passado, 500 000 t (ou 10,7%) mais do que em 2015. Isto é composto por 3,5 milhões de toneladas de carvão metalúrgico – ou coque – e 2 milhões de toneladas de carvão térmico. A Vale creditou o aumento a um número de melhorias operacionais na Fase1 do site de Moatize e o início das operações em Moatize Fase II. O grupo informa que o arranque de Moatize II está está a correr bem e que a sua produção para 2016 ascendeu a 940 000 t.

No entanto, apesar de um novo recorde, a produção do ano passado em Moatize foi substancialmente abaixo do valor orientador divulgado no briefing do Vale Day (Dia do Vale) em 2015. Essa orientação havia previsto uma produção para 2016 de dez milhões de toneladas. As razões para o não cumprimento da orientação foram um atraso na entrada em funcionamento da unidade de Moatize II (que entrou em operação em Agosto do ano passado) e um fornecimento restrito de explosivos durante o quarto trimestre de 2016 (4T16). ‘O fornecimento de explosivos foi restabelecido e o desempenho das operações tem melhorado constantemente desde então, com produção de 0,6 milhão de toneladas em Dezembro de 2016 e atingindo o recorde mensal de 0,8 Mt em Janeiro de 2017’, observou o grupo em Seu relatório, ‘ Produção Vale em 4T16’.

Em termos de carvão transportado da mina para portos costeiros, e depois carregado em navios e exportados, estes números subiram dramaticamente no ano passado, em comparação com 2015. Este foi o resultado da entrada em serviço do Corredor Logístico de Nacala, uma combinação de novas e linhas ferroviárias remodeladas que ligam Moatize / Tete à cidade portuária de Nacala através do Malawi. Isto complementa a linha existente de Sena de Moatize / Tete à cidade portuária de Beira, que não tinha capacidade para transportar o carvão produzido na província de Tete (não apenas pela Vale). Agora, com as linhas de Nacala e Sena e os terminais

de exportação de carvão de Nacala e Beira em operação, o volume de carvão da mina de Moatize para a costa saltou 113% para 8,8 milhões de toneladas em 2016, contra 4,1 milhões de toneladas 2015. O volume embarcado saltou 136% para 8,7 milhões de toneladas no ano passado, contra 3,7 milhões de toneladas em 2015.

Voltando-se para a produção no quarto trimestre, tratava-se de 1,6 milhões de toneladas, que baixou 9,7% no terceiro trimestre (3T); por outro lado, foram 30,5% em 4Q 2015 (4Q15). “Depois de atingir um recorde em 3Q16, a produção de Moatize diminuiu em 4Q16 devido a restrições no fornecimento de explosivos utilizados no processo de dinamitação” explicou a Vale. “Produção de carvão metalúrgico foi 5,4% menor do que no 3Q16 mas 15,2% maior do que em 4Q15, enquanto a produção de carvão térmico foi de 16,5% menor do que no 3Q16 mas 69,8% superior em 4Q15.”

Em termos de volumes embarcados em navios e comboios, a quantidade de carvão colocado nos trens no 4T16 foi de 2,4 milhões de toneladas, 13% acima dos 2,1 milhões de toneladas do 3T16. A quantidade de carvão carregado nos navios foi de 2,1 milhões de toneladas no 4T16, ligeiramente abaixo dos 2,2 milhões de toneladas do 3T16. O Dezembro de 2016 viu novos registros mensais em ambas as categorias, com 1097000 t em trens e 1071000 t carregados em navios.

A produção global de carvão do grupo no ano passado foi de 7,2 milhões de toneladas, fracionariamente inferior aos 7,3 milhões de toneladas em 2015. Esta ligeira queda deveu-se à venda pela Vale da sua operação de Carborough Downs, na Austrália, em Novembro do ano passado “bem como desafios operacionais com o longwall em Carborough Downs ao longo do ano ‘. A produção australiana do grupo em 2016 foi 1,7 milhão de toneladas, 27,7% menos do que em 2015, devido às restrições e subsequente venda da Carborough Downs. Vale já não tem quaisquer projetos operacionais de carvão na Austrália, tendo-os vendido todos durante um período de cerca de 17 meses.

A Vale Moçambique, subsidiária do grupo brasileiro Vale, apresentou um prejuízo operacional de 105 milhões de dólares em 2016, número que compara com o prejuízo de 508 milhões de dólares em 2015, anunciou o grupo mineiro ao divulgar as contas relativas

ao quarto trimestre e ao ano de 2016.

No documento afirma-se que a melhoria registada relativamente a 2015 ficou a dever-se, fundamentalmente, à redução de custos e de despesas, no valor de 344 milhões de dólares e ao aumento dos preços de venda, que fez com que a empresa facturasse mais 140 milhões de dólares.

O carvão exportado pelo porto de Nacala, através da linha de caminho-de-ferro que sai de Moatize, atravessa parte do Malaui e volta a entrar em Moçambique, proporcionou uma receita de 110 milhões de dólares ao

passo que o carvão transportado pela linha de caminho-de-ferro do Sena e embarcado no porto da Beira apresentou um prejuízo de 215 milhões de dólares.

O carvão transportado pelas linhas do Sena e de Nacala atingiu 8,8 milhões de toneladas em 2016, mais do dobro dos 4,1 milhões de toneladas de 2015 e o embarcado nos portos totalizou 8,7 milhões de toneladas, igualmente mais do dobro dos 3,7 milhões de toneladas registados em 2015.

Em termos globais, o grupo Vale, que explora minas de carvão na Austrália e em Moçambique, passou de um prejuízo neste segmento de 508 milhões de dólares em 2015 para um prejuízo de 54 milhões em 2016, fundamentalmente devido a melhorias registadas em Moçambique e ao aumento dos preços do minério.
