DISCLAIMER STATEMENT

The 2018-2019 Berkeley County School District Salary Book is a basic guide for district employees. This book

includes the various salary schedules for groups of employees along with information about supplements, contract

schedules and other related guidelines. However, it is not all-inclusive of District practices or procedures.

To ensure district-wide consistency and compliance with current laws, practices, and Board policies, the Human

Resources Department and Finance Departments will follow these schedules and guidelines. Clarification will

be provided as needed.

PROFESSIONAL SALARY SCHEDULE

The following salary schedule is approved annually by the Board of Education and takes into account the

administrator’s background and calls for a twelve-month contract unless the contract is indicated to the contrary.

The index ranges from 1.20 to 1.85 as approved by the Board and implemented by the Superintendent or his/her

Designee(s). The current teacher salary schedule will be used to compute the salary as follows:

The base will be a Masters plus 30 and ten (10) years of experience up to twenty-seven (27) years. Additional

salary, as a result of advanced certification, will be given at a rate of $2,000 for an Ed.S. or Masters plus 30 or

$4,000 for a Doctorate. The Superintendent has the discretion to award additional pay for superlative evaluations.

eleven, or twelve month contract. All salaries utilize as a base a Masters plus 30 and ten (10) years of experience

up to twenty-seven (27) years. Additional salary, as a result of advanced certification, will be given at a rate of

$2,000 for an Ed.S. or Masters plus 30 or $4,000 for a Doctorate. The superintendent has the discretion to award

additional pay for superlative evaluations.

ASSISTANT PRINCIPAL’S SALARY SCHEDULE

The following salary schedule takes into account the administrator’s background and calls for an eleven-month

contract unless the contract is indicated to the contrary. All salaries utilize as a base a Masters plus 30 hours

scale and ten (10) years of experience up to twenty-seven (27) years. Additional salary, as a result of advanced

certification, will be given at a rate of $2,000 for an Ed.S. or Master’s +30 or $4,000 for a Doctorate. The

Superintendent has the discretion to award pay for superlative evaluations.

ACADEMIC SUPPLEMENTS

Academic supplements are to be available to any coach who coaches after school hours or on the weekends. No

coach is to receive a supplement of more than $300 per academic event. Each school’s supplement budget is

based on each school’s 10 day student count using the following formula:

Elementary Schools $ .50 per student

Middle/High Schools $1.50 per student

US First Robotics District-level Supplement: (Note: This is a single-site BCSD Program.)

US First Robotics Head Coach - Teacher salary per day times days employed (190) + 10 days

In addition to items listed to earn the Robotics supplement, the Head Coach is responsible for all team

registration, travel paperwork, recruit industry sponsors and mentors, participate in community outreach

programs, participate in industry sponsored events, conduct regularly scheduled after-school work

sessions, participate in one robotics competition, fund raising and material/equipment needs.

US First Robotics Assistant Coach - Teacher salary per day times days employed (190) + 5 days

In addition to items listed to earn the Robotics supplement, the Assistant Coach is responsible for

supporting the Head Coach, chaperoning students, and event coordination.

Participation requirements to earn US First Robotics Supplement:

1. Conduct meeting to recruit students

2. Recruit industry sponsors and mentors

3. Participate in the industry sponsored FIRST Robotics kick-off event

4. Conduct 3 to 4 Robotics team meetings

5. Conduct 3 to 4 Saturday sessions, 8:00 a.m. – 4:00 p.m.

6. Conduct 14 to 18 after-school work sessions, 2 to 3 hours

7. Participate in one 3-day FIRST Robotics Competition

VEX Robotics Head Coach – Teacher salary per day times days employed (190) +5 days

The VEX Head Coach is responsible for all team registration, travel paperwork, recruit industry sponsors

and mentors, participate in industry or VEX events, participate in a minimum of one robotics competition, conduct

regularly scheduled after-school work sessions, fund raising, materials/equipment needs, chaperoning students,

and event coordination.

TEACHER LEADERS

Department Heads:

A. High Schools

$150 plus $25 for each teacher supervised up to a maximum of 10 teachers. This is to include Math,

English, Science, Social Studies, CTE, Special Needs, and Special Area Departments. Departments of

two or less should be combined with another department, not funded separately.

B. Middle Schools

$150 plus $25 for each teacher supervised up to a maximum of 10 teachers. This is to include Reading,

Math, English, Science, Social Studies, Special Needs and Special Area Departments. Middle schools

may either request a supplement by department or by grade level, not both.

C. Elementary Schools

$150 plus $25 for each teacher supervised up to a maximum of 10 teachers for each grade level.

Department Heads:

*Principals may assign one Department Head per subject area to facilitate Professional Learning Communities

(PLCs). Department Heads oversee curriculum and instruction for their departments. They provide teacher

support and oversee department meetings and PLCs.

ROTC Drill Team Instructor - $800 (one per school)

Office of Special Services Instructional Lead (one per school) - See supplement chart below. These supplements

are to be submitted directly to the Office of Special Services. Instructional Lead supplements are in addition to

the Special Services Department Head supplements and are available only to the Special Services Department

Head. These supplements are for compliance reporting for IDEA purposes. Program Leads will be awarded a

Department Head supplement only. Any Special Services Department of two or fewer will not get a Department

Head Supplement but will get an Instructional Lead Supplement.

Lead Teacher Mentor: This person will oversee teacher mentoring in the school in conjunction with the District Lead

Teacher Mentor. The school-based Lead Teacher Mentor(s) will attend trainings and meetings led by the

District Lead Teacher Mentor. The school-based Lead Teacher Mentors will assist in training and monitoring all

school mentors. The school-based Lead Teacher Mentor will ensure all ADEPT mentoring processes and

procedures are being followed by their school’s mentors.

A. All schools will receive a supplement of $2000 for ONE Lead Teacher Mentor.

B. All schools will receive a second $2000 Lead Teacher Mentor supplement if they have over 1,000 students.

(Based on current year 10 day count.)

C. All schools will receive a third $2000 Lead Teacher Mentor supplement if they have over 2,000 students.

(Based on current year 10 day count.)

BAND Size of band will be used to determine the amount of the supplement and number of assistants.

HIGH SCHOOL SUPPLEMENT:

1 – 29 Students Teacher daily rate times 190 days plus an additional 25 days paid as a supplement at employee’s

current daily rate, plus $2000 equals annual salary.

30+ Students Teacher daily rate times 190 days plus an additional 25 days paid as a supplement at employee’s

current daily rate, plus $2400 equals annual salary.

PARTICIPATION REQUIREMENTS TO EARN SUPPLEMENT AT HIGH SCHOOL: 1. Conduct marching band practice and related activities 2. Conduct at least two concerts per year 3. Fully participate in all activities relating to All County Band Auditions and Clinic 4. Play at all home football games and at away games as requested by the principal 5. Play at other activities as requested by the principal (graduation, etc.)

ASSISTANT BAND DIRECTORS: Schools will qualify for assistant band directors based upon the following guidelines: 1 – 69 Students*: 1 Head Band Director and 1st District Employee as Assistant 70 – 109 Students*: 2nd District Employee as Assistant 110 – 149 Students*: 3rd District Employee as Assistant Every additional 40 students over 149 gets an additional Assistant *Based on September 30th Competition Roster for prior year

MIDDLE SCHOOL DIRECTOR SERVING AS HIGH SCHOOL ASSISTANT:

1. Middle school band director serving as high school assistant band director will be issued a 190 day

contract with 25 additional days paid as a supplement at employee’s current daily rate plus a

supplement of $1600 for meeting participation requirements.

Participation requirements to earn supplement are the same as high school.

MIDDLE SCHOOL DIRECTORS WHO ARE NOT HIGH SCHOOL ASSISTANTS:

1. Middle school band directors who do not serve as assistants at the high school will be employed for

190 days plus a supplement of $900.00

Participation requirements to earn middle school supplement:

1. Fully participate in all activities relating to All County Band Auditions and Clinic

2. Conduct two or three concerts (or other activities approved by the Principal)

* Employee Assistants for high school bands that are not middle school directors will receive 25 additional days

and $700 supplement.

** Temporary employees who work as high school band assistants - those not employed full time within the

District - will be paid as follows:

Certified temporary employees:

$12.00 per hour

Non-certified temporary employees:

$8.00 per hour

The above daily rates should also be used when calculating marching band additional day supplements for these

temporary employees.

*** The feeder-pattern middle school director will be the first employed high school band assistant unless an

alternative arrangement is agreed upon by the high school principal, high and middle school band directors, BCSD

Fine Arts Coordinators, and the Executive Director of Secondary Instructional Programs.

APPLICABLE TO ELEMENTARY, MIDDLE AND HIGH SCHOOLS

The appropriate incentive will be paid for a Superior or Excellent Rating in the following activities (incentive pay

to be awarded only once per year): 1. BCSD Outstanding Performance Award $300 2. Any two adjudicated marching band evaluations $250 3. South Carolina Speech and Theatre Association (Elementary, Middle and High) $250 4. Any adjudicated jazz ensemble performance assessment $225 5. 3A/4A/5A Teacher daily rate times 190 days plus an additional 35 days paid as a supplement at employee’s

current daily rate, plus $1200 equals annual salary

MIDDLE SCHOOL - Teacher daily rate times 190 days plus an additional 15 days paid as a supplement at

employee’s current daily rate

stipend of $2500

NOTE: Teacher salary based on certificate and number of years of experience.

All experience in a school setting/retirement system may be counted. Additional experience up to 5 years in a

similar position may be added upon verification.

CLINICIANS AND EDUCATION SPECIALISTS

Employees who provide services to students beyond the normal scope of their job, beyond scheduled hours of

their job, and at a different location from their assigned work location will be compensated at a base rate of $27

per hour plus benefits.

Those with a specific level of expertise and training may be compensated at a higher rate based upon the following

rubric:

- 0-5 years experience with a masters or below - $27

- 0-5 years experience with a masters +30 or doctorate - $35

- above 5 years experience with masters or below - $35

Clinicians and education specialists who are not BCSD employees will be contracted through Purchased service

agreements. Rates will vary based upon level of expertise, professional experience, and travel supplies, and

lodging rates that may be incurred. Compensation will include number of days plus lodging, supplies, and travel

By definition, clinicians and education specialists must have a minimum of 3 years experience in their field of

expertise. Clinicians and Education Specialist positions are separate from district or school-based on-going

education programs. Content is above and beyond the scope of the standard curriculum.

COMPENSATION GUIDELINES

Attendance at Workshops and Trainings on Non-contract Days

1. Teachers may be offered a choice of certificate renewal points, extra-time pay, or compensatory time upon

approval of principal or supervisor. (BCSD Certificate Renewal Guidelines)

2. Extra-time pay may be a maximum of $50.00 for a half day (minimum of 3 hours) and $100.00 for a full

day (minimum of 6 hours) upon approval of principal or supervisor.

3. No compensatory time or pay may be offered if a teacher is attending an out of district conference.

Pay For Preparing for or Conducting Training

1. Teachers may not receive a monetary stipend when conducting trainings during contract hours but may be

paid for preparation time using the pay schedule below. Presenters will only be paid once for a repeat

session. If more than one person shares the responsibility for preparing for the training, the pay will be

equally distributed.

2. Teachers may receive pay for conducting training during non-contract hours using the pay schedule below.

If more than one person shares the responsibility for conducting the training, the pay will be equally

distributed.

2. Classified staff may receive up to $15.00 per hour.

3. Appropriately certified staff serving in an administrator role may receive up to $30.00 per hour. Prior

approval is required from the program director and fund manager.

Teaching Graduate Level Courses

1. The salary for teaching a 3 hour graduate level course is $2,000.00 or the current salary amount supported

by the sponsoring college. Contract agreements must be established prior to course approval. Employee

must obtain approval from their supervisor.

2. If paid, the employee will receive no compensatory time for teaching a graduate level course or for

preparation time.

3. Recertification credit, along with extra time pay, may be given for teaching a graduate level course following

the BCSD guidelines for certificate renewal in conjunction with the State Department of Education Renewal

Credit Matrix.

Pay For Producing a Product

1. Teachers may receive extra time pay for product development during non-contract hours.

a. Curriculum/Sequencing/Pacing Guide up to $500.00 per person with the maximum of $2,000.00

per document.

2. Program directors will develop specifications for the product which will include expectations for time,

content requirements, accompanying documentation, and product cost.

3. Pay will be processed upon acceptance of the completed product.

The following supplements are to be approved by the Superintendent/Designee on a case by case basis:

* Head Football Supplement continues the progression with $165 increase with each year of coaching experience.

Head Coaches (Non-Athletic Directors) will receive 50 additional days’ pay at the daily rate for summer work.

New hires with prior head coaching experience will be placed on the scale at years’ experience equivalent to

previous head coaching experience and plus one year for every two years as an assistant coach.

New hires with no head coaching experience, but with six or more years as an assistant, will be placed on the

scale at years’ experience equivalent to one year for every two years of experience. Five years or less as an

assistant must start at the beginning of the scale.

The Athletic Directors will work 245 days and will qualify for summer vacation based on years’ experience.

Assistant Principals who are also Athletic Directors will work 225 days plus a 20-day supplement and qualify

for vacation as well.

Athletic Directors can coach only one major sport and one minor sport. Any exceptions to this must have the

approval of the principal and District Athletic Director.

ATHLETIC SUPPLEMENTS / INCENTIVES

Coaches for every sport in the public schools of Berkeley County will be paid an incentive award. When any team enters

into a playoff, the coach(es) will receive additional pay based on their regular coaching supplement (per day) times the

number of additional days worked.

This formula will be used for all sports and positions.

Only those coaches involved at the varsity level during the regular season are eligible for the incentive award.

A timesheet should be submitted to payroll by:

December 5th for all Fall Sports

March 15th for all Winter Sports

June 12th for all Spring Sports

It will be the responsibility of the athletic director and principal to submit the timesheet on time to be eligible for the

incentive pay:

Baseball 80 days Softball 80 days

Basketball 75 days Swimming 60 days

Cheerleading 65 days Tennis 75 days

Cross Country 65 days Track 75 days

Football 70 days Assistant Wrestling 65 days

105 days Head Coach Golf 75 days

Coaches with head coaching experience will be placed on the scale according to head coaching experience plus one year

for every two years as an assistant or JV coach.

Years’ experience is not teaching experience, but actual experience coaching that particular sport. Experience as an assistant

or JV coach will count as one year on the scale for every two years of experience when hiring a first-time head coach in a

sport.

Head coaches for Volleyball, Cross Country, Competitive Cheerleading, Swimming, Girls Tennis, and Girls Golf will

receive five days’ pay at the daily rate of the employee for days worked prior to the first day of school.

All winter sports head coaches (Wrestling and Basketball) will receive five days’ pay at the daily rate of the employee for

days worked during Christmas break (two week break).

Head Baseball, Golf, Soccer, Softball, Tennis, and Track coaches will receive 2.5 days’ pay at the daily rate of the employee

for days worked during spring break (one week break).

Athletic trainer – Responsible for all sports. Athletic trainer is eligible for the five days’ pay in the winter programs, 2.5

days’ pay in the spring program if applicable, and 10 summer days if applicable.

Any sport supplement $4,000 (to be assigned by the principal and athletic director up to $3,500 can be used in any one sport

and the remainder assigned to another sport. Additional ten days may apply if used as football supplement).

Cheerleader – B-Team (Non High School League) $200

RURAL SCHOOL MILEAGE INCENTIVE 2018-19

We will recruit, retain and develop quality teachers, administrators and staff. One of the action plan strategies of

this goal is to provide appropriate incentives for recruitment and retention purposes, especially for our rural

SUPPORT STAFF SUPPLEMENTAL PAY/OVERTIME

General Statement- The overtime pay procedures are consistent with the Fair Labor Standard Act (FLSA)

and District Policy.

Overtime Hours

Overtime hours will be held to a minimum consistent with the needs and requirements of sound and orderly

administration. Non-exempt employees are prohibited from working overtime without prior written authorization

from a supervisor. With respect to the payment of overtime in money, or in compensatory time, the District

maintains the discretion to give compensatory time-off in lieu of cash payment for each hour of overtime worked.

Where an employee in a single workweek works at two or more different types of work for which different

straight-time rates have been established, the employee’s regular rate for that week is the weighted average of

such rates. (That is, the earnings from all such rates are added together.) This total is then divided by the total

number of hours worked at all jobs.

Compensatory Time Off

Non-exempt employees who work more than 40 hours during any workweek may be awarded compensatory time

off (comp time). Comp time will be awarded at the rate of one and one-half hours for each hour of overtime

worked.

Comp time may be accrued up until 60 hours (40 overtime hours). All accrued compensatory time will be taken

prior to the end of each fiscal year. Overtime work beyond this maximum accrual, or accrued compensatory time

not taken prior to the end of each fiscal year, will be monetarily compensated at the rate of one and one-half times

the individual’s normal hourly rate of pay.

Every effort will be made to permit the use of comp time at a time mutually agreed upon by the individual and

the supervisor. However, where the individual’s absence would unduly disrupt the District’s operations, the

District retains the right to postpone comp time usage.

Time off later for work on an official holiday will not be considered compensatory time off but as a delayed

holiday. Employees who are required to work on an announced holiday must be given equal time off within the

same fiscal year.

Monetary compensation

The District will pay employees classified as non-exempt at the rate of 1½ times the employee’s regular hourly

rate of pay for each hour worked over 40 hours in a given workweek, or as otherwise required by federal, state,

and/or local law.

CLERICAL AND TEACHERS ASSISTANTS’ QUALIFICATIONS

Clerical

Applicant must have secretarial, business, or technical related diploma/degree or three years of secretarial,

business, or technical related experience in the position as verified in writing by supervisor.

Teacher Assistant

Applicant must provide a copy of an official transcript, from an accredited college, verifying at least 60

earned hours of credit or a copy of the ETS Paraprofessional Assessment with a minimum score of 456.

CLASSIFIED EMPLOYEES’ WORK EXPERIENCE

Classified employees can be paid on five (5) years of verifiable out-of-district work experience in the area of

his/her current employment with the District. Work experience verification must be a written document from a

previous employer specifying the position/job title, dates of employment, and description of duties performed.

Previous work experience should be submitted to Human Resources within 6 weeks of the hire date. (Only regular

full time employment will be accepted---not part-time, summer work, or job experience such a co-op, mentoring,

shadowing, etc.)

Classified employees will be paid for all years of verifiable work experiences from another school district or any

agency covered under the State Retirement System. Work verification must be a written document from a

previous employer specifying the position/job title, dates of employment, and description of duties performed.

Classified employees transferring from one position to another position within the district will be paid for all

years of verifiable work experience performed with the Berkeley County School District.

PART-TIME HOURLY EXTRA WORK PAY

The pay for part-time or temporary hourly extra work will not be less than the minimum wage. This rate is to be

implemented district wide to ensure consistency. Exceptions must be approved by the Superintendent or

Designee.

Examples of part-time/temporary hourly extra work include: Summer student workers, JTPA, Co-op

Program, School-to-work and others.

Policy

STAFF VACATIONS AND HOLIDAYS

School-Year Personnel The school calendar, as adopted by the Board, establishes the school recess periods and holidays for instructional staff members employed on a school-year basis. Full-Time Employees All full-time 12-month employees of the District will receive vacation as follows: two weeks of vacation after one year of employment three weeks of vacation after 10 years of employment During their first year of employment, 12-month employees will earn a pro-rata portion of vacation based on the number of days worked in the fiscal year as follows:

All full-time 11-month employees will receive one week of vacation after one year of employment. Vacation not used annually may be accumulated to a maximum of 45 days. Employees must obtain the prior approval of their supervisor before using accrued leave. Reimbursement for Unused Leave All employees who separate from employment or retire from Berkeley County School District, including those who exit the Teacher and Employee Retention Incentive Program (TERI) retirement program, may be paid their current daily rate of pay for accumulated but unused vacation, up to a maximum of 45 days. No employee will receive payment for more than 45 days of accumulated vacation days from Berkeley County School District during his/her lifetime. For example, if an employee retires or exits the TERI retirement program, receives pay for 45 days, and then later returns to work for the District, he/she may continue to accrue vacation days pursuant to District policy. However, the employee will receive no additional payment for vacation days not used during the employee's subsequent employment. Similarly, if an employee resigns from the District to accept a position with another employer, receives payment for 30 days of vacation and then returns to work for the District at a later date, the employee would be eligible to receive payment for up to an additional 15 days.
