SECTION 2. Project Description

2.1 Problem Definition:Persons with disabilities (PWDs) remain one of the marginalized sectors in the Philippine society. Children with disabilities particularly face challenges in accessing education, training

and other social services. Bethsaida CBR Services for the Disabled, Inc. is one of the institutions catering to the education, training and social needs of PWDs. This project aims to complete the The project is the unfinished multipurpose building to be used for graduation, seminar workshop, training, meeting, classroom for Bartimaeus Center for Alternative Learning, MCCID Deaf College, Bethsaida staff , bBoard and other stakeholders meetings, and even for evacuation site for disasters victims. At present, the school has no place for graduation; even Bethsaida has no place also for training, meeting and others. This building would be of great help to the organization in its entire endeavour. It could contribute in will serve as a venue for the progress of the programs of the same in terms of capacity building efforts among partners and other stakeholders. Thus, quality service will be attained.

2.2 Project Objectives

This project aims to support the completion of the multipurpose building for PWDs. Specifically, it aims to:.

a. To haveconstruct a multipurpose building to be used for seminar, graduation, meetings and classrooms; and,

b. To haveconstruct a multipurpose building for inclusive community activitiesy

such as camping during summer of children and youth, advocacy forum with various presentation, like: drama, theatre and even an evacuation site for disasters victims.

2.3 Expected Results

This project aims to deliver the following results:.

i mproved a. Because of capacity building held in the project, effectiveness and efficiency of services for PWDs would be attained by Bethsaida, Bartimaeus staff and others; .

increased number of students, and increased support from LGU partners and other organizations given the b. Because of inclusive community participation activities, number of students will increase, LGU partners will support more and it will attract other partners; and .

c. Because of conduciveness of the place for meetings and planning, quality ideas would come out, thus, good plan would come out also.

2.4 Proposed Methods.

Provide a summary of how the project will be conducted, sufficient to justify the time and budget estimates. The summary should include:

[a.)] the project components, activities, and timeframe;The proposed project will go through a process as stated below. To finish the project, it has an estimation of more or less 6 months work with have a maximum of 10 personnel who will work for the project who are composed of Executive Director, Finance Officer, Admin Officer, Bookkeeper, Engineer, foreman, draftsmen, payroll masters, labourer, and others.

2.5 Project Management The project will be managed by the Executive Director and assisted by the Finance Officer, Bookkeeper, Admin Officer. Civil Engineer will be tapped to see to it that construction is in accordance to the lay out plan and its standard. The engineer will tap a foreman to execute the blue print plan, together with other construction workers. The finance officer is in-charge to the release of the budget while the admin officer will serve to assist in the procurement of the construction materials to ensure the exactness of the delivery of the ordered construction materials. The bookkeeper will keep the receipt for proper documentation and record keeping. When the project is completed, it will be managed by the executive director as CEO. To ensure the sustainability of the project, Executive Director will tap the admin to oversee the day to day affair thus, policy should be in place. Budget should be set aside for maintenance.

2.6 Technical and Financial Soundness

The fund for the project funds can leverage other resources by improving the performance of the beneficiary organization; adding more credentials to the organization, hence, improve the likelihood for future partnerships with other funding agencies would put their trust thereby, most likely they would engaged partnership with the proponent. Likewise, if the purposed project will be approved, there The project will also serve as abe a conducive place conducive for graduation, seminar, meeting, classroom, camping and advocacy forum, conference and even evacuation shelter for disasters victims. Because of the activities stated above that can be offered by the project, it will be more than beneficial to the stakeholders. ThusGiven these benefits, the project is more than commensurate with the requested budget. Six months is more than enough to finish the project. and attainable within the given timeframe. The cost of the project per beneficiary (amount requested) is estimated at PhP9,061.

2.7 Innovativeness and Potential for Replication

The innovative feature of the project is I think the new about the project is an idea of making itthe adoption of an inclusive community projectintervention. In this perspective, paradigm shift is introduced from exclusivity to inclusivity which give an idea of no one is left behind. The likelihood of the project is inclusion. 2.8 Contribution to Strengthening Civil SocietyBethsaida has establishedis in partnerships ship with the Social Welfare Development Agency (SWDA) -, an association of all social welfare NGOs in Quezon province - , Rotary Club of Tiaong, Municipal Council on Disability Affairs in sixthe 6 towns and one city of Quezon Province. I do believe that tThe project can contribute in to the strengthening of the civil society through the project’s capacity building effortsthat will be held in the project. The project also builds linkagesages to between other peoplespeople’s organization (PO) such as Federation of PWD in Quezon and , Parents of PWD organization., of which Bethsaida is the partnership with the Parents of PWD organization in the area of capacity building, organizing, technical assistance and others. Bethsaida It also is in partnership with DSWD 4Ps in the area of Family Development Session in 20 towns and two2 cities of Quezon province.

Bethsaida is instrumental in organizing the Municipal Council on Disability Affairs (MCDA) in Dolores, San Antonio, Tiaong, Candelaria, Sariaya, Lucena, and Gumaca Quezon. The NGOIt is also a member of ABSNET Quezon, local special bodies and other groupss. During a MCDA’s monthly meeting once a month meeting, we discuss programs for PWD are discussed with stakeholders pledging support for these activities. The facility will provide a venue for and each one supports to the activities. Because of the project, meetings and other activities. will be held in the site thus, mMore support to the organization will be solicited for the sustainability of the project and program.

2.10 Environment, Gender and PWD Concerns

Since this project is supports an inclusive community, we ensure that marginalized sectors including, women, PWDs, the elderly, and children are included and beneficiaries of this endeavourwill benefit from this project. Each sector can hold their fora, meeting for them to decide on their own planning and other program and activitcan hold their meetings and other activities in the facility. But, in this particular project, it isThe facility also ensuresd that an accessibility feature will be in place:. iIt will be a PWD friendly building. Safeties measures will be in place Preventive measure will be in place during construction. We see to it that the workers are wearing safety measures and also the building will be a safe place to prevent accidents during construction, as well as risks to the immediate and larger environment.

2.11 Sustainability Mechanism(s)

The management will lay out a plan to sustain the project such as:

(1) plan to tap maintenance personnel to clean and fix and furnish the building; create a , (2) policy for using the projectthe facility’s use; and, (3) set aside a budget for the maintenance.
