A400M PTA Objectives
Basic principles of post TC organisation are :
– as close as possible to IR21 – in line with Airbus policy
– as close as possible with Airbus Process
– similar to JAA arrangements (multiple NMAAs)

General principles for PTA
A400M certification basis = civil cert basis + military cert basis Certification requirement under EASA responsibility represents a major
part of the full set of certification requirements
AMSL/ EPI/ Ratier Figeac remain the civil TC Holders
The objective is to maintain compliance to the current A400M certification
basis – The civil certification basis (CS25, CS AWO, CRIs…): followed by EASA for
the TC
– The military certification basis (MCRIs)
– The civil TCs are included in the CoD (Certificate of Design) which supportsthe Military TC:

Security aspects
Objective is to deliver all information needed for CAW Requirements related to occurrence reporting (based on
AMC 20-8) have been established with an ORT (OccurrenceReporting Table)
– Usually, information needed for PTA are not classified information – Amongst DFDR data, only 3D position may be classified for somescenarios
– DFDR and CVR should not contain classified information (specificcrew procedures for classified mission)
– In the event of in-service incident during a classified mission,information shall be given to Manufacturer and AA on case-by-casebasis
– Agreement on procedure for management of information betweenEASA and CQC

History
– 2008-2012: Set up of principles and processes (OCCAR, CQC, Nations)
– April 2013: Issuance of EASA TC and start of continued Airworthiness
activities (civil change to Type design, civil AD)
– July 2013: First Entry In Service (2 French Aircraft) and start of military
PTA (change to Type design, occurrence reporting from operators,
military AD)
– 2014: First delivery of Turkish Aircraft, delivery of 2 French Aircraft
– July 2014: due to Airbus reorganisation (creation of Airbus Defence and
Space), DOA (EASA) and associated ToA (CQC) have been transferred
from Airbus SAS to EADS-CASA. Same PTA to be applied.

Continuing AirworthinessForum
Background:− Creation of the Continuing Airworthiness Forum (CAF)
decided by the A400M Programme Committee (PC) in SEP 12
− The CAF is drawn from the membership of A400M Nationsand reports regularly to the CQC Chairperson
The CAF’s objectives are:
− To make recommendations to the A400M PC to meet theContinuing Airworthiness requirements of the A400MProgramme
− To propose principles and incremental roadmap to meet
those requirements
Scope of activity:
− Release documentation for new and repaired (civil ormilitary) parts
− Release documentation for the repaired aircraft

Outstanding works:
− The CAF is currently working on a Principles Paper detailingthe acceptable release documentation for the A400M support(aircraft and spares)
− In coordination with OCCAR-EA, the CAF is working on a stepapproach aiming at getting from Industry EASA Form 1 for
new civil parts and EMAR Form 1 for new/repaired militaryparts and repaired civil parts as a long term objective (2017)
− The CAF also provides recommendation for mutualrecognition to be achieved between the Participating Nations’ NMAAs

Continuing AirworthinessForum
Next challenges for Continuing Airworthiness on A400M:
− OCCAR-EA to materialise CAF’s principles and roadmap inbespoke in-service support contracts with Industry
− A400M Nations to implement the set of EMARs in theirnational law
− A400M Nations to achieve mutual recognition process toenable potential cooperation on A400M in-service support
− NMAAs to grant Industry with Military POAs, EMAR 145 andEMAR 21G approvals
For all these topics the CAF is to remain
an advisory body providing guidance andrecommendations for the A400MProgramme and Nations

Conclusions
– Post Type Activities:
– Civil/military organisation is working well without any major difficulties
after 18 months of practice
• Based on Part21 principles : well recognised standard with long experience
• Harmonised process (occurence reporting, AD management, change to
Type Design…)
• EASA full involvement (80% of the aircraft)
• Operators are well following agreed processes (OIRP in particular)
– For Industry only 2 interlocutors (EASA and CQC), instead of all
NMAAs
– Continuing AW is being developped (was not foreseen prior to 2012)
