Joe Bhikram alleges that Toronto Police urinated on him in a cell at 52 Division on January 28, 2009. Toronto Police have refused to hand over 2 1/2 hours of video tape from his time in the cell. Ontario's Information and Privacy Commissioner has gotten in on the Blue Wall act, issuing a shoddy, summary ruling dismissing Joe's appeal at the intake stage. Here's the small claims lawsuit Joe filed in court today.
