Mr. White is the Senior Managing Partner for BI Consulting. For over 20 years he has been among thenation!s top capital raising leaders from the private and public sector and government relations advisors.He specializes in providing corporate finance and government relations services for entertainment,energy, consumer/retail, hotel/gaming, transportation, telecommunications, technology and financialservice companies out of offices in San Francisco, Los Angeles and Washington, DC.

Eric is unique in that he has been an operator of technology companies as a CEO and Chairman. He wasthe founder and Chairman of Broadbay Networks, which in 1998, was hailed as "the fastest growingcompany in Silicon Valley” through its revenue and personnel growth. In finance, Eric has also worked asManaging Director for Forte Partners (San Francisco), Director of Corporate Finance to Imperial Capital(Los Angeles/New York) and as a Senior Advisor to Chanin Capital Partners (Los Angeles/New York).

Prior to that he was President and CEO of National Public Affairs Group, a Washington public affairs,fundraising and policy powerhouse. He has advised the President of the United States, Senators,Congressmen and Governors as well as some world!s largest companies. Mr. White!s firm was alsoknown as the one to work with when the client had a difficult problem to solve. The firm also establisheditself as a leading fundraising firm, securing capital both from the public and private sectors. During histenure he established himself as an expert on telecommunication, transportation, hotel & gaming,entertainment, technology and energy policy. During his career, Eric was responsible for both public andprivate transactions in excess of $30 billion. He has spoken regularly at hundreds of industry conferencesand meetings primarily addressing the raising of capital, working with the federal government, andbuilding and managing successful enterprises.

Eric has served as a Managing Trustee of the Democratic National Committee, Member of the FinanceCommittee for the Obama-Biden Presidential Campaign, Co-Chair of the 1993 Presidential Dinner, Co-Chair of the DNC Committee on Telecommunications, Senior Advisor the 1993 Presidential InauguralCommittee, Advisor to the 1992 Presidential Transition and Senior Advisor to the DNC Business Council.

ManagementBill Shraga

Mr. Shraga is the CFO and a Managing Director for BI Consulting in the areas ofindustrials/energy, financial services, entertainment, consumer/retail, telecommunications andtechnology. Bill!s finance, corporate, entertainment and personal relationships enable him tobring a wealth of resources to any project with which he is involved. He has a deep knowledgeof corporate finance, capital markets, transaction structuring, business strategy, financialanalysis and valuation, due diligence and dealing with C-level executives. Prior to joining BIConsulting, Bill was an advisor on finance and strategy to technology and entertainmentcompanies, acquiring content, developing business plans and providing advice on raisingcapital, forming and structuring companies, and financing, producing and distributing filmprojects.

Bill spent nearly ten years on Wall Street as an investment banker. During that time, hecompleted numerous transactions worth billions of dollars across a range of industries. He hassignificant experience providing strategic and financial advice, negotiating deals, and raisingmoney for companies in the media, industrial/energy/mining, retail, consumer products, and realestate sectors. Most recently, Bill was a Vice President in the Global Industries InvestmentBanking group at Bear Stearns, where he focused on corporate finance for some of the world!smost prestigious companies, completing initial public offerings, equity and preferred stockofferings, leveraged loans and mergers and acquisitions. At Bear, he also had managementresponsibilities including staffing over 100 bankers, recruiting and conducting training in financialmodeling and transaction execution. Bill also spent several years at Rodman & Renshaw andMabon Securities, boutique investment banks advising corporate clients in the apparel, retail,energy and healthcare sectors.

Bill holds a B.Sc. in Economics from The Wharton School of the University of Pennsylvania andan MBA from the University of Chicago Graduate School of Business.

Han Wilson

Han Wilson is a Senior Advisor for State / Federal Contracts assisting BI Consulting indeveloping Government, Grant Writing and Commercial bids. In winning contracts shesuccessfully navigates clients through governmental procedures. Ms. Wilson has extensiveknowledge and a proven record spanning over 25 years in gaining procurement and fundingfrom the US Federal Government, the largest purchaser of products and services in the world.She also brings an array of credentials and certifications, including Certified Leadership inEnergy and Environmental Design (LEED), Certified Professional Contract Manager (CPCM),Certified Commercial Contract Manager (CCCM), Certified Federal Contract Manager (CFCM),Certified Project Management Professional (PMP), FAR and DFAR Certifications.

As a Certified Contract Manager, Han has established relationships along with an understandingof the various department and agency!s mission and requirements for proposals. In addition, Ms.Wilson cultivates connections with the decision makers inside the government and theserelationships are opportunities to create awareness of a client!s business, build client credibilityand establish client companies as professional and serious players in the market place. Ms.Wilson!s contracts have ranged from $10,000 up to her largest of $350 million, and she haswritten over 510 winning grants totaling over $300 million in proposals presented to Federal andState government agencies and departments over the past 20 years.

ManagementRachel A. Emmons, D.M.A.

Ms. Emmons is a government relations and public affairs specialist for BI Consulting, withexpertise in the federal legislative process. In addition to her work with BI Consulting, Ms.Emmons currently serves as principal of the Greystone Group, an elite firm she joined in 1994.Emmons handles appropriations and public policy issues for educational and other not-for-profitorganizations.

The firm!s legislative and policy initiatives have included educational media, communityeconomic development, communications, aerospace, energy, environment, federal employeeand government reform issues, and agricultural diversification. Greystone Group has beensuccessful in securing federal funding for construction projects, basic and applied research,education initiatives, aviation, energy, parks, and telecommunications projects. Public affairsand policy initiatives have included strategic planning for clients who have an interest inadvancing a particular issue, clarifying a position, or defining an organizational profile.

Emmons has successfully represented: Sesame Workshop; WETA; University of North Dakota;American Indian Higher Education Consortium; Prairie Public Broadcasting; Fort AbrahamLincoln Foundation; Bismarck State College; South Dakota Symphony; Praxis Strategy Group;Turtle Mountain Community College; Minot State University; and the National Council of SocialSecurity Management Associations, Inc.

Emmons received a Bachelor of Music from Iowa State University. She received her Master ofMusic and Doctor of Musical Arts degrees from the Catholic University of America inWashington, DC.

She has served as president of the National Capital Region Mustang Club (NCRMC), a 450-member not-for-profit organization dedicated to the preservation of the Ford Mustang andShelby automobiles. Emmons also serves as a volunteer and contributor to several non-profitorganizations.
